Section SF 1449 - CONTINUATION SHEET

PERFORMANCE WORK STATEMENT

Performance Work Statement (PWS) Academic Support Services for Intelligence Data Engineers (MOS 2652)

1.0 Background: The Marine Corps Intelligence Community is responsible for providing the Marine Air-Ground Task Force (MAGTF) with accurate, timely, and relevant information about the enemy and the operating environment. All indications are that the future battlefield will be characterized by complexity, congestion, a host of diverse and capable threats, and incredible amounts of digital data. Intelligence professionals must understand where this data can be found, collect it, sort it, and then exploit and analyze it in order to gain knowledge relevant to the mission. Effectively operating in the future will require the creation and adoption of technologies and techniques based around data. The ability to identify trusted data sources and to leverage this data in order to support decision-making and decision-advantage, to include through Artificial Intelligence (AI), is how the Marine Corps will retain combat advantage over our enemies.

2.0 Scope: The Marine Corps currently lacks the technical depth and resources to support the development and delivery of a traditional Program of Instruction (POI) for the 2652 Military Occupational Specialty (MOS) – Intelligence Data Engineer. As a means to effectively support the Marine Corps Information Environment Enterprise (MCIEE), Training and Education Command (TECOM) is seeking a non-traditional training solution to meet the requisite 2652 training requirements.

3.0 Objective: Identify an accredited institution to provide facilities (brick-and-mortar) and academic training services to educate Marines in modern methods such as the use of data engineering and analytics and machine and deep learning tools for conflating, coalescing, and extrapolating data in order to meet the 2652 MOS Training & Readiness (T&R) training standards.

4.0 General Requirements

4.1 Place of Performance: Work shall be performed at the Contractor’s site within a 25-mile radius from Marine Corps Base Quantico. Easy access to the place of performance and close proximity to Marine Corps Base Quantico is paramount since all Marines attending the courses will be residing either on or close to the base.

4.2 Number of Students: The Contractor’s facilities shall be able to adequately support a minimum of ten (10) to a maximum of twenty-five (25) Marine students.

4.3 Accreditation: The Contractor’s institution and course curricula shall be accredited; e.g. Southern Association of Colleges and Schools, Commission on Colleges (SACSCOC) or Middle States Commission on Higher Education (MSCHE). The Contractor shall provide proof of accreditation to the Contracting Officer’s Representative (COR) no later than 30 days prior to the start of each course / semester.

4.4 Curriculum Review: A Marine Corps Intelligence Subject Matter Expert (SME) shall be able to participate in any processes involving the review, modification, change of any curriculum content for any syllabi offered in support of this requirement. The COR shall be notified of these events no less than fifteen (15) days in advance.

Material considered privileged or confidential on such grounds is contained on page(s) _______.”

52.212-2 ADDENDUM

EVALUATION – COMMERCIAL ITEMS

The Government intends to make a single award under this solicitation to the responsible quoter whose quote demonstrates an understanding of and an ability to meet all the requirements set forth in the Performance Work Statement (PWS). Therefore, quotes proposing less than the entire effort specified herein shall be determined unacceptable and may be removed from consideration for award.

BASIS OF AWARD. A comparative evaluation of quotes will be performed in accordance with FAR 13.106-2(b)(3). A comparative evaluation entails comparing each technically acceptable quote to another technically acceptable quote to determine which quote provides the best benefit to the Government. The Government is not bound to make award to a quote that exceeds the requirement if it provides no benefit or value to the Government.

It is the intention of the Government to award a single award Firm-Fixed-Price Indefinite Quantity Indefinite Delivery contract resulting from this solicitation. The quote will demonstrate it is in compliance with the requirements, terms, and conditions of the RFQ. Comprehensive responses to the requirements of the RFQ are required to enable the Government to evaluate the quoter’s understanding of and capability to accomplish the PWS requirements.

EVALUATION CRITERIA. The Government will evaluate the quoter’s quote to determine the extent to which the quoter has demonstrated its ability to accomplish the tasks listed in the PWS, as outlined in 52.212-1 Addendum, Instructions to Quoters.

The Government reserves the right to select a response that provides benefit to the Government that exceeds the minimum. The Government is not required to select a response that exceeds the minimum. Responses may exceed the requirements but must at a minimum meet the solicitation’s statement. The Government is not requesting or accepting alternative quotes.

The following evaluation factors shall be used to evaluate the quote:

FACTOR 1: TECHNICAL CAPABILITY.

The Government will assign the quoter’s Technical Capability a rating using the following table:

Rating
Description
Acceptable
Quote indicates adequate experience and understanding of the requirements
Unacceptable
Quote does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is unawardable.

Quoters will be evaluated on:

- Understanding and capability to accomplish the requirements of the PWS and Course Requirements.

The Government shall use information obtained from SPRS and FAPIIS to evaluate a Quoter's past performance.

FACTOR 2: PRICE.

The Government will evaluate the Quoter’s pricing as indicated in the Pricing Table, but this factor will not be given an adjectival rating. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the services will be based on a comparison of quoted prices received in response to the solicitation and may also be based on a comparison to the Independent Government Cost Estimate (IGCE) along with any other relevant price analysis techniques.

Reasonableness. For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. Reasonableness takes into account the context of a given source selection, including current market conditions, general economic conditions, and other factors that affect the ability of a Quoter to perform the contract requirements. Normally, adequate price competition establishes a fair and reasonable price.

In order to be considered for award, the quoted price must be determined to be fair and reasonable. Price analysis techniques set forth in FAR 13.106-3 will be used to determine whether the quoted price is fair and reasonable.

Completeness and Accuracy. The Government will review the quotes for completeness and accuracy. A determination will be made as to whether the Quoter properly completed the pricing tables. The Quoter’s quote will be checked for mathematical correctness to include the following:

1) Checking arithmetic in all computations; and

2) Ensuring all prices are summarized correctly.

(a) Definitions. As used in this provision --

"Covered telecommunications equipment or services" has the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

"Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127, and the concern is certified by SBA or an approved third-party certifier in accordance with 13 CFR 127.300. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

"Forced or indentured child labor" means all work or service-

"Immediate owner" means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
