About this file
This document is a Limited Sources Justification and Approval (LSJA) that authorizes a sole-source contract award to AT&T CORP. to upgrade the Emergency Service IP Network (ESInet) support connections for 911 calls delivered via the Public Safety Answering Point (PSAP) at Marine Corps Base Quantico.
The contract has a maximum value of $511,123 with a base period of performance of 12 months starting on May 1, 2025 and includes four 12-month option periods. The services required include installing legacy PSAP gateways, providing CAMA and ALI trunks for surrounding counties, 24/7 connectivity and maintenance support, and all necessary equipment and personnel. The LSJA cites the statutory authority under FAR 8.405-6(a)(1)(B) due to the unique and highly specialized nature of the services, and market research showed AT&T CORP. as the only responsible source capable of fulfilling the requirement. The Contracting Officer determined the anticipated cost to be fair and reasonable.

LIMITED SOURCES JUSTIFICATION AND APPROVAL
1. Contracting Activity
Marine Corps Installations National Capital Region-Regional Contracting Office (MCINCR- RCO), Quantico, VA 22134.
2. Description of Action Being Approved
This Limited Sources Justification and Approval (LSJA) authorizes and approves the award of a sole-source, firm-fixed price task order to AT&T CORP. (CAGE CODE: 0LUL1) upgrade of Emergency Service IP Network (ESInet) support connections for 911 calls delivered via the Public Safety Answering Point (PSAP). The goal of the Commonwealth of Virginia is to have all PSAPs fully deployed with the National Emergency Number Association (NENA) i3 standard.
NENA i3 standards states all 911 calls are delivered to the PSAP on IP circuits within the associated caller location data. After system upgrades are completed, the PSAP will be able to reach a full i3, NG911 environment. The maximum value of this procurement is estimated at $511,123.00 with delivery and installation of initial support requirements on 30 April 2025 and base period of performance of twelve (12) months for the support services and includes four (4) 12 month option periods. The base period of performance start date is for the support services is 1 May 2025 and will end 30 April 2030.
3. Description of Supplies/Services
This requirement is to provide Install Legacy PSAP Gateways, 4 CAMA (Centralized Automatic Message Accounting) and 2 ALI (Automatic Location Identification) trunks for surrounding counties (Prince William, Stafford and Fauquier) emergency services via VPN, circuits that shall provide a 24/7 connection between the MCB Quantico, 1st Net wireless backup services, 24/7 maintenance support for all provided equipment and services to include operation, maintenance, configuration, de-configuration, integration, disintegration, modification, refurbishing and decommissioning obsolete system hardware and software. Services rendered under the award shall include all tools, vehicles, equipment, training, and personnel necessary to support daily telecommunications operations and perform the tasks.
4. Statutory Authority
The statutory authority permitting this sole source acquisition is the Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(B). The supplies or services required to support this acquisition are so unique or highly specialized that only one source is capable of performing.
5. Rationale Justifying Use of Cited Statutory Authority
The Commonwealth of Virginia’s goal is to have all PSAPs fully deployed with the NENA i3 standard. This standard requires that all 9-1-1 calls are delivered to the PSAP on IP circuits with associated caller location data. If the equipment or GIS data in the PSAP is not capable of supporting the NENA i3 standard, interim solutions are available. These solutions allow calls to be delivered to the PSAP as IP, but then be converted back to analog for interface with the
PSAP’s systems. This interim solution established the PSAP's connection to the ESInet and will serve as the initial migration to NG9-1-1. After system and/or GIS data upgrades are complete the PSAP will be able to reach a full NENA i3, NG9-1-1 environment.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Possible
Market research was conducted in support of the scope of services identified at item #3 above.
This market research revealed only AT&T CORP. as the responsible source capable of fulfilling the Government’s requirement.
7. Determination of Fair and Reasonable Cost
The Contracting Officer has determined the anticipated cost to the Government of the services covered by this justification to be fair and reasonable as the basis of the Government’s Independent Cost Estimate are rates available in the commercial marketplace for identical and/or similar items.
8. Actions to Remove Barriers to Future Competition
The Government will continue to conduct thorough market research to gauge the marketplace capabilities for these future requirements. If market research provides other sources, the Government will seek competition of future acquisitions for these or services.
