REQUEST FOR INFORMATION (RFI)

The United States Marine Corps (USMC) Marine Corps Installations National Capital Regional –

Regional Contracting Office (MCINCR-RCO), Marine Corps Base, Quantico, VA is seeking sources capable of providing professional support services to Combat Development and Integration (CD&I).

INTRODUCTION:

This Request for Information (RFI) is issued to conduct market research and determine the availability and technical capability of all sources to provide the required products and/or services.

This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The RFI is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. All submissions become Government property and will not be returned.

North America Industry Classification System (NAICS) being considered for this effort are:

541330 Engineering Services with a size standard of $22.5M

541611 Administrative Management and General Management Consulting Services with a size standard of $21.5M

The Product Service Codes (PSC) being considered for this effort are:

This RFI is for market research pertaining to a Multiple Award Indefinite Delivery/ Indefinite

Quantity contract for Technical and Operational support services for the USMC Capabilities

Development Directorate (CDD), and the Marine Corps Warfighting Laboratory (MCWL). This RFI is for assessing the market conditions for a consolidated contract action comprising professional support services obtained on contracts the multiple award IDIQ contracts (M00264-19-D-0001 thru M00264-19-

Scope:

The scope of this effort includes provisions for technical, analytical, engineering, subject matter expertise, administrative support, and capability portfolio management support to the Director, Capabilities Development Directorate (CDD), as well as the Marine Corps Warfighting Laboratory

(MCWL), Deputy Commandant Combat Development and Integration (DC CD&I). CDD has a requirement for technical, analytical, and engineering, and capability portfolio management (CPM) support. Critical capabilities within this effort include the development of comprehensive Joint

Capabilities Integration and Development System (JCIDS) documents and analysis of existing capabilities to define capability requirements, capability gaps, and solutions to provide those capabilities. Note this effort does not include the development of Operational Architectures, which will be provided by the Operational Architecture Branch, Marine Corps Integration Division (MCID). This effort will support both recurring and ad hoc requirements to provide Capabilities Planning assessment components (Capabilities Analysis, GAP Analysis, Solutions Analysis, and Risk Analysis) and conduct assessments of current and future readiness metrics, via development of Missions Essential Tasks and training and education standards development. MCWL requires dedicated support respective to subordinate divisions and staff sections or across one or more elements of the command. Supported elements include the G-codes and executing divisions. Performance areas include both overarching and

Division-centric support areas that will be delineated by individual task orders.

RFI INQUIRIES

1. Please provide description of similar services provided under the Commercial, Government and

USMC’s environments.

a. Commercial Environment:

Provide relevant details on the response providing the same or similar services offered or made to the general public or to non-governmental entities for purposes other than governmental purposes in the last three (3) years. Relevant details to this proposed acquisition should include, but not be limited to, information regarding the size and length of the effort, responder performing as a prime or subcontractor, customary practices (warranty, financing, discounts, contract types, etc.) under which the sales of the service(s) are made, security details, the customary practices regarding customizing, modifying, or tailoring of a service(s) to meet customer needs and associated costs, the kinds of factors that are used to evaluate performance;

the kinds of performance incentives used; the kinds of performance assessment methods commonly used; the common qualifications of the people performing the services; and requirements of law and/or regulations unique to these service(s), that can demonstrate the responder’s abilities and capacity to meet the desired core objectives.

b. Government Environment:

Provide relevant details on the response providing the same or similar services offered or made to Government agencies other than USMC in the last three (3) years. Relevant details to this proposed acquisition should include, but not be limited to, information regarding the contract number, agency, responder performing as a prime or subcontractor, size and length of the effort, type of pricing and/or cost, security details, the kinds of factors used to evaluate performance;

the kinds of performance incentives; the kinds of performance assessment methods; the qualifications of the people performing the services; and any unique terms and conditions, that can demonstrate the responder’s abilities and capacity to meet the desired core objectives.

2. Please answer the following questions:

a. Provide a recommendation for the NAICS and PSC for this effort. Please support your recommendation with a strong rationale.

b. Provide a capability statement that include the following criteria per attached draft

Performance Work Statement:

1. Description of capabilities that the responder possesses to fulfill the PWS objectives, tasks and deliverables. Response should include the relevant information regarding specific labor, trades, skills, experience, clearances, and any needed hardware or software that responder possesses to fulfil core objectives;

2. Identify the core objective(s) that responder cannot fulfill and provide an explanation about how to mitigate;

3. Describe corporate capability to hire and retain personnel to support task orders under this effort.

4. Provide a recommendation for personnel replacement timelines. Recommendation shall be for uncleared and cleared personnel.

5. Describe capability to host conferences and meetings related to services provided at the task order level. What video teleconference enabled conference room capability do you have? What is the maximum accommodation level (no of seats)? What level of information

(Unclass/Secret/Top Secret) can your conference capability manage?

6. This multiple award IDIQ contract has as an objective to maximize competition at the task order level. For task order preparation process, please provide a recommendation for task order preparation timeline needed for active participation. Historically, a 30 days timeline has been allocated for task order response. Is this timeline realistic? What information does your company need to expedite timely task order responses and bid/no bid decisions?

c. Business Type Information:

1. If you plan to bid as a prime, what business type classification are you planning to use

(e.g., Large Business, Small Business, SDVOSB, etc.).

2. If considering bidding other than a large business, please confirm if you are a small business under the NAICS considered in this RFI per current SAM.GOV registration.

RFI INSTRUCTIONS

1. Interested parties are directed to respond to this RFI with a white paper. White paper shall be in

Microsoft Word for Office or compatible format and shall not exceed XX pages. A page is defined as each face of an 8½” x 11” sheet with information contained within a one inch margin on all sides. Font type shall be Times Roman 12 point.

2. Responses must contain UNCLASSIFIED information only and be marked “UNCLASSIFIED” at least on the first page of the response. No classified information may be included anywhere in the response. Responses must include:

1) Business name and address;

2) Name of company representative and their business title;

3) Type of Small Business;

4) Cage Code;

5) DUNS Number;

6) Responses shall be in Microsoft Word for Office or compatible format and shall not exceed

10 pages. A page is defined as each face of an 8½” x 11” sheet with information contained within a one inch margin on all sides. Font type shall be Times Roman 12 point;

7) Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.

To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned.

4. RFI Responses: Vendors who wish to respond to this RFI should send responses via email NLT

4 August 2022 by 1400, Eastern Time (EST). Interested vendors should submit a brief capabilities statement package (no more than ten (10) pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format.

5. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
