About this file

This amendment to a solicitation provides answers to questions from offerors regarding required services. The United States Marine Corps seeks a contractor to provide expertise and support services for updating, modifying, and sustaining the WDALab modeling code, interfaces, and graphical user interfaces. Services include updating Visual Fortran and Fortran models, probabilistic methodologies for operational training ranges, and integrating independent code development into a secure repository. The codebase includes approximately 400,000 total lines across WDALab and its GUIs. The primary performance location is the contractor's off-base site with secure remote access to code. Validation must follow Mil-Std-3022 standards.

Comment/Question Answer

PWS: 2.0

Can some personnel use electronic methods, due to remote working locations, of attendance in support of bi-weekly and monthly meetings? If not, how many personnel are required to attend in person?

Yes. In accordance with the PWS para 2.0, regarding the attendance in support of the bi-weekly and monthly meetings, expectation is that the PM, or other key personnel are available in their office spaces.

PWS: 5.0

Should we submit resumes in support of

Key Personnel?

Yes. Since key personnel are defined by the contractor supporting documentation is needed for the Government to assess replacement personnel that are required possess equivalent or better skills and levels of expertise.

PWS: 6.2

Will the Government require the contractor to develop data input files from raw munition trials data?

No. The Government will not require the contractor to develop input files from raw munition trials data.

Will Government labs be providing the data input files or the ballistic properties required to create the input files?

Yes. In accordance with PWS paragraph 6.2

“data provided by and approved by the COR.”

Will the Government expect libraries to be developed and maintained for model data parameters passed from the visualization tools to WDALab?

Yes. Since a software library generally consists of pre-written code, classes, procedures, scripts, configuration data and more, the Government would expect that if the Contractor added a software library to a program to achieve more functionality or to automate a process without writing code for it would be developed and maintained once incorporated into the data files.

Does the Government expect the contractor to update and maintain the data input libraries for communication between the visualization tools and

WDALab?

Yes. Since a software library is a suite of data and programming code that is used to develop software programs and applications, the libraries will need to be updated and maintained as a part of normal procedures to update the data files input.

PWS: 6.3

Will the Government require libraries to be defined and developed for WDALab output files into USA and UK visualization tools?

Yes. Since a software library is a suite of data and programming code that is used to develop software programs and applications, the libraries will need to be updated and maintained as a part of normal procedures to update the data files output.

PWS: 6.4

Will the Government require an

Interface Control Document for the

WDALab interface with USA and

United Kingdom visualization tools?

The Government will not require an Interface

Control Document for the WDALab interface with USA and United Kingdom visualization tools.

Will the Government require Validation to be in accordance with Mil-Std-3022 or other DOD standards?

The Government will require validation to be in accordance with Mil-Std-3022.

Will the Government require Validation reports to be developed in accordance with Mil-Std-3022 or other DOD standards?

The Government will require validation reports to be in accordance with Mil-Std-3022.

Addendum:

6.6.4

The Government asks the contractor to provide both prime and subcontractor labor rates, but Attachment 3 provides only for CLIN totals. Should the contractor provide a second tab with labor rates? If so, what other information does the Government wish to see?

Yes. The Contractor can provide a second tab with the labor rate.

Attachment 3

Should the contractor remove the reference error in K11 and the comment from cell K4?

The Government has revised to remove reference error.

Section 2

Section 2 states the primary place of performance is the contractor's off base site. Does this mean the development team will be able to access Fortran source code from the contractor site as well? Or will the development team be expected to develop code independently for later integration at a secure location?

The Government expects the development team to have access to their secure code repository from whatever methodology they implement

(cloud, remote repository etc). The secure code access proposed by the contractor development team could allow for developers to independently work on the code and then later integrate.

Section 6.1

Section 6.1 tasks are primarily of the form: "The contract shall update, compile, and process…. into a stand-along form that enables the code to successfully start/run or execute the script to run on a computer utilizing the version of Windows as provided by the

COR." Is this language suggesting than an ultimate goal of this effort is the de-coupling of the current code into modular software pieces that can then be combined when necessary?

The Government expects the contractor to utilize the forward engineering process for the interfaces as well as the models within the

WDALab to allow a successful start/run or execution of the script to run in the WDALab.

All models and GUI’s must be able to run as a standalone form as well as integrate into the overall process of the running of the WDAlab code, methodologies, and graphic user interfaces.

General

Is there any classified data/technology the contractor needs to be aware of?

No. There is no classified data/technology the contractor needs to be aware of.

Does the government have an anticipated level of effort (LOE) with respect to the full SOW?

The Government would like to see the contractor’s approach to meet the PWS requirements as it pertains to the executing the technical portion of the PWS.

Can the government provide any information on the scale of the current

WDALab code and GUI (e.g., number of lines of code, number of forms/pages)?

There are ~400,000 lines total across the

WDALab and GUI’s
