The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract;
and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

The purpose of this DD Form 254 is to provide security requirements for the execution of solicitation of Research and Innovative Technical Analysis IDIQ contract in support of the Marine Corps Studies System.
a. The Combat Development and Integration Command, (CD&I) Special Security Office (SSO) is the Cognizant Security Authority (CSA) for this level of effort within the contract. The Contractor is responsible for implementing the orders and regulations listed in block 14 in support of this effort. Failure of the contractor to maintain and administer a security program, fully compliant with these added security requirements, constitutes grounds for termination for default. If, subsequent to the date of this contract, the security requirements under this contract are changed by the Government, as provided in this clause, and the security costs or time required for delivery under this contract are thereby increased or decreased, the contract price, delivery schedule, or both, and any other provision of this contract which may be affected, shall be subject to an equitable adjustment. Any equitable adjustment required by virtue of this clause shall be accomplished in the same manner as equitable adjustments negotiated under the Changes clause of this contract.
b. Whenever the contractor, in performance of the work under this contract, finds that the requirements of any of the clauses of the contract are in conflict with security instructions issued to the contractor, the contractor shall notify the Contracting Officer or his duly authorized

representative for security matters. The Contracting Officer shall: (1) Modify or rescind such security requirements, or (2) issue to the contractor written instructions concerning compliance with the requirements of the clauses or provisions conflicting with such security requirements. Any waiver of compliance with the clauses or provisions of the contract issued by the Contracting Officer shall be in writing and approved by the CD&I SSO in advance. In the event a conflict occurs between the various security manuals, the contractor will utilize the most restrictive guidance and immediately refer the matter to the CD&I SSO.
Block 8 - Actual Performance: All classified work accomplished on this contract will be done so within US Government accredited facilities. Only unclassified work will be performed at contractor facilities with the exception of the facilities listed below:
Work up to the Secret level may be performed at the following locations, as validated by the on-site Security Manger:

All Top Secret and Sensitive Compartmented Information (SCI) performance must be conducted within CD&I; Suite 124; 3300 Russell Road; Quantico, VA 22134
Block 10 - The Contractor will require access to:
Block 10a – Communications Security (COMSEC) Information:
a. The Technical Point of Contact (TPOC) to the Contracting Officers Representative (COR) is responsible for identifying and designating the number of personnel requiring COMSEC access. The number will be limited to the minimum number necessary in the performance of this contract, and will be on a strict need-to-know basis.
b. If COMSEC Material Control System (CMCS) accountable material is procured or produced by the contractor, or provided to the contractor as government furnished material, the contractor must have a COMSEC account. Accountable COMSEC material includes hard copy or electronic storage or transmittal of such material, Secure Telephone Equipment (STE) and other COMSEC devices utilizing National Security Agency (NSA)-approved cryptographic key. EXCEPTION: When accountable COMSEC material is provided to the contractor by a Government COMSEC account under the terms of the contract, and the contractor is established a Local Element/Hand Receipt Holder of the Government account, the contractor is not required to establish a COMSEC account.
c. If a contractor manufactures accountable COMSEC material, they must have a COMSEC account to identify the material as “New Material” and use an official SF-153 COMSEC Material Report (Form) to officially transfer the material out of their COMSEC account/ facility to a COMSEC account.
d. COMSEC accounts are not required at the contractor facility when COMSEC is accessed solely at the government facility. The government’s facility COMEC account will provide support.
e. Access to classified COMSEC information requires a final U.S. Government clearance, and special briefings, at the appropriate level.
Further disclosure of COMSEC information by a contractor, to include subcontracting, requires prior approval of the Government Contracting Activity (GCA) and CD&I SSO. Non-accountable COMSEC information, though not tracked in the COMSEC material control system, may still require a level of control within a document control system. Refer to NSA/CSS Manual 3-16, “Control of Communications Security Material,” and the Committee on National Security Systems Instruction (CNSSI) 4001, “Controlled Cryptographic Items,” for guidance. If access to COMSEC information is required at Government facilities, contractor personnel will follow the security requirements of the host government activity.
Block 10e – National Intelligence Information
For any contractor personnel conducting Intelligence or Intelligence-related activities or supporting those efforts under Department of Defense authorities shall report any Questionable Intelligence Activity (QIA) or Significant or Highly Sensitive Matter (S/HSM) to the CD&I Intelligence Oversight Manager (IOM) or Senior Intelligence Officer (SIO).
Questionable Intelligence Activity (OIA): Any Intelligence or Intelligence-related activity when there is a reason to believe such activity may be unlawful or contrary to an Executive Order, Presidential Directive, Intelligence Community Directive, or applicable Department of Defense policy governing that activity.
Significant or Highly Sensitive Matter (S/HSM): An Intelligence or Intelligence-related activity (regardless of whether the Intelligence or Intelligence-related activity is unlawful or contrary to an Executive Order, Presidential Directive, Intelligence Community Directive, or applicable Department of Defense policy), or serious criminal activity by Intelligence personnel, that could impugn the reputation or integrity of the Intelligence Community, or otherwise call into question the propriety of Intelligence activities. Such matters might involve

actual or potential Congressional Inquiries or investigations, Adverse Media Coverage, Impact on Foreign Relations or Foreign Partners, or Systemic Compromise, loss, or unauthorized disclosure of protected information.
Block 10e(1) – Sensitive Compartmented Information (SCI):
a. In the performance of this contract, access to Top Secret/Sensitive Compartmented Information (TS/SCI) material may be required.
Access to TS/SCI material is strictly controlled. Contractors must be nominated, screened, hold the appropriate clearance eligibility, and be approved by the local Senior Intelligence Officer (SIO) before being indoctrinated and granted access to SCI. Upon approval for access, each Contractor will receive an indoctrination briefing, complete a series of required training courses, and are responsible for reporting personal status changes and/or security incidents to the CD&I SSO.
b. Contractors cleared on an interim basis (eligibility) will not be eligible for access to SCI under this contract. Contractors specifically identified to perform duties requiring access to SCI must be eligible under the provisions of ICD 704 without exception, waiver or deviation, and adjudicated by the DoD Consolidated Adjudications Services (DoD CAS).
c. Requests for SCI billets will originate from the contract program manager, routed through the government project officer, to the CD&I SSO (the format for such requests is provided under separate cover). Contractor personnel supporting this effort who require SCI access will be briefed by, and their personnel security records managed by the CD&I SSO. Individuals briefed by the SSO are required to report changes in personal status, as defined by DoDM 5105.21 to CD&I SSO as well as the Contractor SSO (CSSO).
d. All SCI will be handled in accordance with DoDM 5105.21 and in designated Government approved and certified SCI Facilities (SCIFs).
e. SCI will not be released to contractor employees without specific release approval of the originator of the material as outlined in governing directives; based on prior approval and certification of "need-to-know" by the designated Contractor.
f. In performance of this contract, the Contractor may require access to the Joint Worldwide Intelligence Communications System (JWICS) at the locations listed in item 8.
Block 10e(2) – Non-SCI: Contractor may require access to Non-SCI Intelligence Information, including Secret Internet Protocol Router Network (SIPRNet) (at government activities) as certified by the COR via the CD&I SSO. Although intelligence data is available on SIPRNet, and could be inadvertently accessed, there is no valid requirement for intelligence data at this time. Therefore, Contractors shall not intentionally access or download intelligence data from the SIPRNET. In the event, intelligence data is required, the COR or Project Lead/Officer will modify this requirement for submission to the CD&I SSO. A final U.S. Government clearance, at the appropriate level, is required prior to access to Intelligence information.
Block 10g – North Atlantic Treaty Organization (NATO) Information: There is no valid requirement for access to NATO information;
however, inadvertent access may occur because NATO information is available on SIPRNet and JWICS. Actual knowledge of, generation, or production of NATO information is not required for performance on this contract. A NATO SECRET indoctrination is still required.
Block 10j – Controlled Unclassified Information (CUI): Controlled Unclassified Information (CUI) will be handled in accordance with DoDI 5200.48. Contractors handling unclassified but sensitive information will review, process, produce, and protect, destroy and store this information in accordance to applicable DoD/DoN and USMC instructions, regulations, policies and procedures.
Block 10k – Other: SIPRNet and JWICS access may be required. While accessing SIPRNet and JWICS, the Contractor is limited to information for which there is a need-to-know, and shall not access, download or, further disseminate any special access data (i.e.
intelligence, NATO, COMSEC, etc.) outside the execution of the defined contract requirements and/or without the guidance and written permission of the COR. In the event that any special access is required, the COR must modify the contract requirements for issuance of a new modified DD Form 254. A final U.S. Secret clearance and access is the minimum level where access to the SIPRNet is required by a contract employee. A final U.S. Top Secret/SCI clearance and access is the minimum level where access to the JWICS is required by a contract employee. A NATO awareness brief is also required for all contractor employees where NATO Secret access is present in DISS for SIPR and JWICS system account. SIPRNet/JWICS Request Forms and training requirements must also be met prior to gaining a SIPRNet/JWICS account. The Contractor’s Facility Security Officer is responsible for ensuring (as a requirement) that all DISS visit requests are submitted to each organization where classified information will be discussed or accessed.
Block 11 - In performing this contract, the Contractor will:
Block 11c – Receive, Store, and Generate Classified Information or Material: The Contractor requires access to classified source data up to and including the classification level identified in item 1 in support of this work effort. Any extracts or use of such data requires the Contractor to apply derivative classification. Trained derivative classifiers will certify all classified documentation and attach an

appropriate derivative classifier declaration to all finished documents in accordance with Executive Order 13526. Classifiers shall be trained and recertified every two years. Documentation generated as a result of this contract will be classified in accordance with source material provided by the user and will carry the most restrictive downgrading and/or declassification instructions, warning notices and control markings applicable. A listing of source material is to be included as a part of the document prepared by the contractor.
Block 11j – Have Operations Security (OPSEC) Requirements: Operations Security (OPSEC) protection is required for classified and sensitive unclassified information (as defined in Public Law 100-236, 9 January 1988) developed or used in the performance of this contract. While performing aboard Navy/USMC installations, the Contractor shall comply with the provisions of OPNAVINST 3432.1 and the local Command 3070 instruction series for Operations Security; at all other sites the Contractor shall comply with local command and/ or program OPSEC plans. OPSEC requirements are contained in National Security Decision Directive 298 dated 23 January 1988, DoD
5205.2 and OPNAVINST 3432.1. Prime Contractors may not impose OPSEC requirements on their subcontractors unless the Government Contracting Activity (GCA) approves the OPSEC requirements.
Block 11l – Receive, Store, or Generate Controlled Unclassified Information (CUI): In the performance of this contract, the Contractor may have a requirement to receive, store, and/or generate Controlled Unclassified Information (CUI). Such information will be handled and protected in accordance with DoDI 5200.48 and may include application of access vetting, distribution controls, and protective measures. Contractors are prohibited from releasing CUI to the public without approval of the contracting activity. Identification of CUI may be accomplished through applicable Security Classification Guides, Critical Information Lists (CIL), or identified directly by the Government. It is the responsibility of the contractor to afford such information the proper protection.
Block 12 – Public Release: Regardless of classification level, the Government considers the existence of the access approval to be sensitive. Contractor personnel should discuss or disclose information regarding the contract only to individuals with need to know. It is a material condition of this contract that the contractor shall not use, or allow to be used, any aspect of this contact for publicity, advertisement, reference or any other public purposes without specific approval. This includes statements of "SCI work” in corporate marketing tools or personal resume's. The Contractor agrees not to use or allow to be used any aspect of this contract for publicity, advertisement, references or any other public purposes. It is further understood that this obligation shall not expire upon completion of this contract, but will continue until rescinded by the U.S. Government. The Contractor may request a waiver or release from the foregoing but shall not deviate there/from unless authorized to do so in writing by the Contracting Officer or CSA. Unless otherwise stated in this contract, the Contractor is not prohibited from identifying the existence of a Government contract pursuant to federal statute or regulations, e.g., Securities Exchange Commission filings, if consistent with security requirements. A copy of all such filings or disclosures shall be promptly forwarded to the Contracting Officer.
Block 13 – Security Guidance:
a. In the performance of this contract, access to Top Secret/Sensitive Compartmented Information (TS/SCI) material may be required.
Access to TS/SCI material is strictly controlled. Contractors must be nominated, screened, hold the appropriate clearance eligibility, and be approved by the local Senior Intelligence Officer before being indoctrinated and granted access to SCI. Upon approval for access, each Contractor will receive an indoctrination briefing, complete a series of required training courses, and are responsible for reporting personal status changes and/or security incidents to the CD&I SSO.
b. Contractors cleared on an interim basis (eligibility) will not be eligible for access to SCI under this contract. Contractors specifically identified to perform duties requiring access to SCI must be eligible under the provisions of ICD 704 without exception, waiver or deviation, and adjudicated by the DoD Consolidated Adjudications Services (DoD CAS).
c. The Contractor will notify the CD&I SSO when detection of possible or actual compromise of government related data occurs.
d. All Contractor personnel assigned to this contract shall possess security clearances issued by the DoD CAS commensurate with the level of required access to classified information that is directly in support of this contract. Contractors must be nominated, screened, hold the appropriate clearance eligibility, and approved by the local Senior Intelligence Officer before being granted access to classified material. Contractors granted access to classified information are required to comply with the "Personal Status Change" reporting criteria identified in the ICD 704, and report any personal status changes to the CD&I SSO.
e. CD&I SSO restricts access to only those individuals who possess the necessary security clearance and to those who are actually providing services under this contract. Further dissemination to other contractors, sub contractors, other government agencies, private individuals or organizations is prohibited unless authorized in writing by the releasing agency.
f. The Contractor will establish and maintain an access list of those employees working on this contract. A copy of this list will be furnished to the COR/COTR and CD&I SSO on a quarterly basis. The Contractor will advise the CD&I SSO through the COR/COTR immediately upon reassignment of personnel to other duties not associated with this contract.
g. Classified material will not be released to Contractor employees without a need-to-know identified in the performance work

established in this contract. Release of classified information, documentation or other material concerning this contract will not be discussed with or released to any individual, subcontractor, agency (including Federal Government agencies and employees), and contractor employees not working on the contract without prior written approval from the COR/COTR. Further, classified material will not be released to foreign nationals or immigrant aliens, who may be employed by the contractor, regardless of the level of their security clearance or access authorization, except with the specific permission of the CD&I SSO.
h. All classified information developed under this contract, to include working papers, presentations, final reports, and other classified documents extracted from information provided to the Contractor, will be properly classified, controlled, protected, transmitted and accounted for in accordance with the provisions listed in item 14. Any classified information generated under this contract classified using derivative source material will retain the same classification and handling caveats as originally source information. | text: The purpose of this DD Form 254 is to provide security requirements for the execution of solicitation of Research and Innovative Technical Analysis IDIQ contract in support of the Marine Corps Studies System. |
a. The Combat Development and Integration Command, (CD&I) Special Security Office (SSO) is the Cognizant Security Authority (CSA) for this level of effort within the contract. The Contractor is responsible for implementing the orders and regulations listed in block 14 in support of this effort. Failure of the contractor to maintain and administer a security program, fully compliant with these added security requirements, constitutes grounds for termination for default. If, subsequent to the date of this contract, the security requirements under this contract are changed by the Government, as provided in this clause, and the security costs or time required for delivery under this contract are thereby increased or decreased, the contract price, delivery schedule, or both, and any other provision of this contract which may be affected, shall be subject to an equitable adjustment. Any equitable adjustment required by virtue of this clause shall be accomplished in the same manner as equitable adjustments negotiated under the Changes clause of this contract.
b. Whenever the contractor, in performance of the work under this contract, finds that the requirements of any of the clauses of the contract are in conflict with security instructions issued to the contractor, the contractor shall notify the Contracting Officer or his duly authorized representative for security matters. The Contracting Officer shall: (1) Modify or rescind such security requirements, or (2) issue to the contractor written instructions concerning compliance with the requirements of the clauses or provisions conflicting with such security requirements. Any waiver of compliance with the clauses or provisions of the contract issued by the Contracting Officer shall be in writing and approved by the CD&I SSO in advance. In the event a conflict occurs between the various security manuals, the contractor will utilize the most restrictive guidance and immediately refer the matter to the CD&I SSO.
Block 8 - Actual Performance: All classified work accomplished on this contract will be done so within US Government accredited facilities. Only unclassified work will be performed at contractor facilities with the exception of the facilities listed below:

All Top Secret and Sensitive Compartmented Information (SCI) performance must be conducted within CD&I; Suite 124; 3300 Russell Road; Quantico, VA 22134
Block 10 - The Contractor will require access to:
Block 10a – Communications Security (COMSEC) Information:
a. The Technical Point of Contact (TPOC) to the Contracting Officers Representative (COR) is responsible for identifying and designating the number of personnel requiring COMSEC access. The number will be limited to the minimum number necessary in the performance of this contract, and will be on a strict need-to-know basis.
b. If COMSEC Material Control System (CMCS) accountable material is procured or produced by the contractor, or provided to the contractor as government furnished material, the contractor must have a COMSEC account. Accountable COMSEC material includes hard copy or electronic storage or transmittal of such material, Secure Telephone Equipment (STE) and other COMSEC devices utilizing National Security Agency (NSA)-approved cryptographic key. EXCEPTION: When accountable COMSEC material is provided to the contractor by a Government COMSEC account under the terms of the contract, and the contractor is established a Local Element/Hand Receipt Holder of the Government account, the contractor is not required to establish a COMSEC account.
c. If a contractor manufactures accountable COMSEC material, they must have a COMSEC account to identify the material as “New Material” and use an official SF-153 COMSEC Material Report (Form) to officially transfer the material out of their COMSEC account/facility to a COMSEC account.
d. COMSEC accounts are not required at the contractor facility when COMSEC is accessed solely at the government facility. The government’s facility COMEC account will provide support.
e. Access to classified COMSEC information requires a final U.S. Government clearance, and special briefings, at the appropriate level. Further disclosure of COMSEC information by a contractor, to include subcontracting, requires prior approval of the Government Contracting Activity (GCA) and CD&I SSO. Non-accountable COMSEC information, though not tracked in the COMSEC material control system, may still require a level of control within a document control system. Refer to NSA/CSS Manual 3-16, “Control of Communications Security Material,” and the Committee on National Security Systems Instruction (CNSSI) 4001, “Controlled Cryptographic Items,” for guidance. If access to COMSEC information is required at Government facilities, contractor personnel will follow the security requirements of the host government activity.
Block 10e – National Intelligence Information
For any contractor personnel conducting Intelligence or Intelligence-related activities or supporting those efforts under Department of Defense authorities shall report any Questionable Intelligence Activity (QIA) or Significant or Highly Sensitive Matter (S/HSM) to the CD&I Intelligence Oversight Manager (IOM) or Senior Intelligence Officer (SIO).
Questionable Intelligence Activity (OIA): Any Intelligence or Intelligence-related activity when there is a reason to believe such activity may be unlawful or contrary to an Executive Order, Presidential Directive, Intelligence Community Directive, or applicable Department of Defense policy governing that activity.
Significant or Highly Sensitive Matter (S/HSM): An Intelligence or Intelligence-related activity (regardless of whether the Intelligence or Intelligence-related activity is unlawful or contrary to an Executive Order, Presidential Directive, Intelligence Community Directive, or applicable Department of Defense policy), or serious criminal activity by Intelligence personnel, that could impugn the reputation or integrity of the Intelligence Community, or otherwise call into question the propriety of Intelligence activities. Such matters might involve actual or potential Congressional Inquiries or investigations, Adverse Media Coverage, Impact on Foreign Relations or Foreign Partners, or Systemic Compromise, loss, or unauthorized disclosure of protected information.
Block 10e(1) – Sensitive Compartmented Information (SCI):
a. In the performance of this contract, access to Top Secret/Sensitive Compartmented Information (TS/SCI) material may be required. Access to TS/SCI material is strictly controlled. Contractors must be nominated, screened, hold the appropriate clearance eligibility, and be approved by the local Senior Intelligence Officer (SIO) before being indoctrinated and granted access to SCI. Upon approval for access, each Contractor will receive an indoctrination briefing, complete a series of required training courses, and are responsible for reporting personal status changes and/or security incidents to the CD&I SSO.
b. Contractors cleared on an interim basis (eligibility) will not be eligible for access to SCI under this contract. Contractors specifically identified to perform duties requiring access to SCI must be eligible under the provisions of ICD 704 without exception, waiver or deviation, and adjudicated by the DoD Consolidated Adjudications Services (DoD CAS).
c. Requests for SCI billets will originate from the contract program manager, routed through the government project officer, to the CD&I SSO (the format for such requests is provided under separate cover). Contractor personnel supporting this effort who require SCI access will be briefed by, and their personnel security records managed by the CD&I SSO. Individuals briefed by the SSO are required to report changes in personal status, as defined by DoDM 5105.21 to CD&I SSO as well as the Contractor SSO (CSSO).
d. All SCI will be handled in accordance with DoDM 5105.21 and in designated Government approved and certified SCI Facilities (SCIFs).
e. SCI will not be released to contractor employees without specific release approval of the originator of the material as outlined in governing directives; based on prior approval and certification of "need-to-know" by the designated Contractor.
f. In performance of this contract, the Contractor may require access to the Joint Worldwide Intelligence Communications System (JWICS) at the locations listed in item 8.
Block 10e(2) – Non-SCI: Contractor may require access to Non-SCI Intelligence Information, including Secret Internet Protocol Router Network (SIPRNet) (at government activities) as certified by the COR via the CD&I SSO. Although intelligence data is available on SIPRNet, and could be inadvertently accessed, there is no valid requirement for intelligence data at this time. Therefore, Contractors shall not intentionally access or download intelligence data from the SIPRNET.
