Solicitation Questions
1RFP Section 1.0, page 65Given the current remote work climate, most solicitations are being submitted electronically, via DoD SAFE, email or other electronic portal; could the Government please reconsider the requirement for hard copy submittals, to minimize in-person production needs and maintain considerations? The Government revised Addendum 52.212-1 and will require an electronic copy of the entire proposal.
2RFP Sections 1.3.6 and 1.4.2, pages 68-69For a contract of this size with such unique technical requirements we question the practicality of requiring an offeror to include a Small Business Participation Plan/Small Business Subcontracting Plan and adding small business partners. We feel this requirement would have a negative impact on cost and fragment the work to a degree that would impact effective performance and management of this important effort. Therefore, we respectfully request that the government reconsider including the Small Business Participation Plan/Small Business Subcontracting Plan requirement in this solicitation. In accordance with FAR 19.702(a)(1)(i) states that contract expected to exceed $750,000 and that has subcontracting possibilities, shall require the apparently successful offeror to submit an acceptable subcontracting plan. Since this is a statutory requirement, the Government will require the submission of a Subcontracting plan in compliance with FAR clause 52.219-9.
3RFP pages 22-43, Representations and CertificationsShould offerors fill-in and submit the representation and certification clauses set forth in RFP pages 22-43? If so, should the completed representation and certifications be included in Volume 1 Compliance Documentation? The contractor can complete the representation and certifications from pages 22-43 and include them in Volume 1 Compliance Documentation or directly on pages 22-43. Either way will be in compliance with the solicitation.
4PWS Section 52.212-1 - ADDENDUM, Pg. 65, Paragraph 1.0The Solicitation states "Contractors shall submit a hard copy of the proposal (see table below for the number of copies) with an electronic copy of the entire proposal". Could the Government please confirm a hard copy submission is required? The Government revised Addendum 52.212-1 and will require an electronic copy of the entire proposal.
5PWS Section 52.212-1 - ADDENDUM, Pg. 65, Paragraph 1.0The Solicitation states "Contractors shall submit a hard copy of the proposal (see table below for the number of copies) with an electronic copy of the entire proposal". Could the Government please clarify if they would like all proposal volumes to be within a single binder or if they would like each volume to have its own binder for source selection / evaluation purposes? The Government revised Addendum 52.212-1 and will require an electronic copy of the entire proposal. As a result, no binder will be required.
61.5 Volume 3 – Factor 2 – Past Performance, Pg. 69, Paragraph 1.5.2The Solicitation states "If the Offeror relies on past performance information contained in the Contractor Performance Assessment Report (CPARS), it shall ensure that the information is an interim/final CPARS record." If the offeror is relying on information contained in the CPARS, should the offeror include a copy of the CPARS directly into the proposal submission or just make reference of if we are relying on CPARs or using Attachment 5?The Offerors are not required to include a copy of the CPARS in the proposal submission. If the Offerors have identified that the reference has been completed in CPARS system, the Government will obtain that record separately. If no CPARS record is identified within one of the references in Attachment 4, the Contractor will be required to complete Attachment 5.
71.4 Volume 2 - Factor 1 – Technical Capability, Pg. 68, Paragraph 1.4.1 Factor 1 - Technical CapabilityThe Solicitation "The proposal must clearly demonstrate the Offeror’s knowledge and understanding of the technical and programmatic requirements outlined in the Performance Work Statement (PWS)". Are offerors required to respond to PWS Section 3.0, General Requirements? The proposal must clearly demonstrate the knowledge and understanding of all the technical and programmatic requirement in the PWS. The offerors are required to proposed their best technical approach and respond to all the technical areas within the PWS, including the scope, general requirement and specific requirement sections.
Miscellaneous Questions
1RFP PWS, Section 5.0, page 62The due date of the Monthly Status Report reflected in the Deliverables table is “Due to the COR by the end of each month”.
