PERFORMANCE WORK STATEMENT (PWS)

For Auditorium Seats Reupholster Marine Corps University Marine Corps Base Quantico VA 22134

1.0 BACKGROUND

1.1 MCU/EDCOM develops and delivers Professional Military Education and training through resident and distance learning programs, while also preserving and presenting the history of the Marine Corps, in order to prepare leaders to meet current and future security challenges and inform the public of the service’s role in national defense.

2.0 SCOPE

2.1 This PWS is for the procurement, delivery and installation of fabrics and padding to reupholster three hundred fifty two (352) existing seating in Geiger Hall and two hundred forty (240) existing seats in Breckinridge Hall. DETAILED INFORMATION WILL BE PROVIDED.

2.2 Existing fabric and foam need to be removed, replaced and disposed of.

2.3 The Contractor shall be responsible for procuring, delivering, placing, and servicing dumpsters in a manner that does not inconvenience or degrade the MCU’s tenants and staff. Dumpsters will be shielded from the MCU’s view to present a professional work area.

2.4 Fabric color should be similar to existing one.

2.5 Installation schedule shall be coordinated to avoid interruptions to classes in place.

3.0 REQUIRED FABRIC/COLOR.

3.1 The Contractor shall provide samples of fabric colors for approval. Please see the below pictures of the existing color furniture.

4.0 INSTALLATION AND CLOSE OUT

4.1 Delivery: The Contractor shall provide all manpower needed to safely transport and install all the materials.

4.2 Design modifications: During installation, should it be necessary to deviate from the original selection, the Contractor shall notify the TPOC immediately.

4.3 If required, changes must be approved by the TPOC prior to materials being transported to MCU.

4.4 Cleanliness and Finish: The Contractor shall ensure that the auditorium seats are fully functional and the room is completely clean and free from any debris or trash.

4.5 Documentation: The Contractor shall have ten (10) business days to provide any outstanding information to the TPOC. Once all documentation are accepted and approved by the TPOC, the project will be considered complete.

5.0 GOVERNMNET POINT OF CONTACTS.

5.1 Contracting Officer. (CO)

The Contracting Officer is the only person who has authority to enter into, administer, modify and/or terminate a contract.

5.2 Technical Point of Contact (TPOC).

The Technical Point of Contact is responsible for all technical aspects of the requirement. The TPOC will provide guidance to the Contractor to ensure their performance in accordance with the PWS.

DETAILED INFORMATION WILL BE PROVIDED.

6.0 KICK-OFF MEETING.

6.1 A kickoff meeting will be held within five (5) days after award. The meeting will be held at Quantico, VA. DETAILED INFORMATION WILL BE PROVIDED.

6.2 The meeting will be held with key client agency representatives to ensure there is a common understanding of the requirements, expectations, and ultimate end products.

7.0 WARRANTY.

7.1 The Contractor shall provide all warranty information and user manuals to the Government.

7.2 The Contractor shall provide a full warranty on 100 percent of all work performed for a period of one (1) year following the date of acceptance of completed.

7.3 The Contractor shall provide a one-year onsite warranty on all equipment and work performed.

8.0 CONTRACT MANAGEMENT.

8.1 The Contractor shall perform all stated requirements and tasks contained in this PWS.

8.2 If any of the requirements or tasks cannot be completed in the time specified, the government must be notified in writing.

0. The Contractor shall provide a Project Manager for oversight of all contract requirements.

1. ACCEPTANCE CRITERIA AND TESTING.

9.1 Upon receipt of the project completion notification, the Government Quality Assurance (QA) person will verify installation final product for acceptance and compliance in accordance with this PWS.

0. The work area will be inspected for workmanship, completeness, and cleanliness. All work shall meet identified performance standards.

0. Test and Acceptance: The Contractor shall demonstrate to the Government the complete functionality of all components/capabilities.

0. Delivery and installation shall be coordinated with the Government TPOC.

10.0 MATERIALS AND PRODUCTS.

10.1 Material: The Contractor shall provide all materials, other than government furnished equipment (GFE), necessary to achieve timely completion of the requirements/tasks and identified performance criteria within this PWS.

10.2 All products and materials developed, prepared and/or purchased by the Contractor for the use or ownership of the Government becomes the property of the Government.

0. The Contractor shall document the transfer of all materials.

0. The Contractor shall dispose of any fabric and padding being removed from the seating.

1. DISPOSAL OF TRASH.

0. The Contractor shall be responsible for procuring, delivering, placing, and servicing dumpsters in a manner that does not inconvenience or degrade the MCU’s tenants and staff.

11.2 The dumpsters will be shielded from the MCU’s view to present a professional work area.

12.0 CONTRACTOR PERSONNEL.

12.1 The Contractor shall identify a Project Manager (PM) who shall be responsible for the performance of the work. The names/phone number of the PM and alternate(s) who shall act for the Contractor when the PM is absent shall be designated in writing to the Contracting Officer (CO).

12.2 The Contractor shall ensure all personnel assigned to this PWS meet the minimum requirements in accordance with the generic résumés provided as part of the Contractor’s staffing approach.

12.3 The Contractor shall provide the following deliverables to the TPOC for review using best commercial practices for quality by the requested due dates.

13.0 GENERAL

13.1 Working on a Government Installation -The contractor and his employees shall be subject to all traffic, security, and registration regulations for personnel and vehicles. It is required to visit https://www.quantico.marines.mil/Info/Base-Access/ prior to any visit.

13.2 The contractor and their personnel shall understand they are working at a Government/ military installation and shall comply with all posted rules and laws and/or as directed by Government personnel.

13.3 While on-site, all contracted personnel shall conduct themselves in a professional manner at all times and not create a situation that interferes with MCU operations.

13.4 Any unacceptable or unsafe behavior will be documented by the TPOC and delivered to the Contractor via email.

13.4 It shall be the responsibility of the Contractor to correct the behavior or remove the offending personnel per direction of the TPOC.

14.0 PLACE OF PERFORMANCE.

14.1. This work will be performed at the Marine Corps Base (MCB) Quantico, VA and Tenant Units. DETAIL INFORMATION TO BE PROVIDED.

12.0 WORKING HOURS.

12.1 This work will be performed between 0600 and 1700 Monday thru Friday at Quantico, Virginia 22134, The Government will recognize Federal holidays and will not be performing this work on the following holidays:

13.0 GOVERNMENT FURNISHED PROPERTY, MATRIALS, EQUIPMENT OR INFORMATION (GFP), (GFM), (GFE), or (GFI).

13.1 Contractor Furnished Items and Services. Except for those items or services specifically stated as being government furnished, the contractor shall furnish everything needed to perform this contract.

14.0 SITE VISIT.

14.1 A site visit will be held for this requirement.

15.0 PERIOD OF PERFORMANCE.

15.1. The Period of Performance is 120 days after the Contractor has received the required equipment, material and associated supplies.
