QUESTIONS AND ANSWERS
Q&A for Portable Commodes Solicitation 22-Q-0035
1. Will there be a map released to aid in bidding to ascertain the amount of time needed and the distance traveled to service all units?
Answer: All units will be placed across different locations on Marine Corps Base Quantico. The specific locations of unit placement will be coordinated with the awardee and Government Point of Contact (POC) after contract award.
2. The requirement calls for once weekly services. Can the services be broken into multiple days within a single week or do all units have to be services on the same day?
Answer: The services can be performed within any two days during a single week.
3. Will the Contractor be issued a base ID card after background check or will a onetime pass be required to be issued each time?
Answer: There will be base access policies and procedures specific to MCB Quantico attached to the contract award.
4. What are the hours of service available?
Answer: Services are available between 0730 and 1500 Monday-Friday.
5. Are these going to be placed in active training areas where scheduling will need to be completed prior to service (e.g. Live fire areas)?
Answer: All scheduling will be coordinated between the awardee and Government POC.
6. If the units are damaged by the government (or its representatives) due to negligence what recourse does the vendor have?
Answer: If any such situations occur, they will be handled on a case by case basis.
7. Will the units be required to be moved during the course of the contract? If so how often?
Answer: Any movement after initial placement of units will not be covered in this contract. Any movement after initial placement of units, if necessary, will be coordinated between the awardee and Government POC.
8. Is there a requirement for male/female units or all the same? If so at what percentage of each?
Answer: There is not a need for separate male and female units.
9. Is there a requirement for any disabled person units? If so how many?
Answer: There is not a need for disable person units.
10. Is there a color requirement?
Answer: The units must be brown or green.
11. Is there a changeout/replacement requirement (e.g. annual/bi-annual changeout to a new unit)?
Answer: Replacement of units, other than replacement of unserviceable units, will not be covered in this contract. Any replacement of serviceable units after initial placement will be coordinated between the awardee and Government POC.
12. Will any of the units be placed on hardball (asphalt, concrete) which require different ground securement?
Answer: No units will be placed on asphalt or concrete; however, there will be instances where some units will be placed on packed stone.
13. What is the recourse for any units that at no fault of the contractor cannot be serviced in a scheduled week due to natural or government constraints or issues (e.g. base lockdown, severe weather, act of nature, training being conducted and contractor not allowed in the area, etc.)?
Answer: Please refer to FAR 52.212-4(f). It states that “The Contractor shall be liable for default unless nonperformance is caused by an occurrence beyond the reasonable control of the Contractor and without its fault or negligence such as, acts of God or the public enemy, acts of the Government in either its sovereign or contractual capacity, fires, floods, epidemics, quarantine restrictions, strikes, unusually severe weather, and delays of common carriers. The Contractor shall notify the Contracting Officer in writing as soon as it is reasonably possible after the commencement of any excusable delay, setting forth the full particulars in connection therewith, shall remedy such occurrence with all reasonable dispatch, and shall promptly give written notice to the Contracting Officer of the cessation of such occurrence.”
14. Is there a current incumbent that provides these restrooms already on the ground, or is this a new project?
Answer: There is a current incumbent. This is not a new requirement. The previous contract award amount can only be disclosed to vendors who participated in quoting on that specific solicitation; unless a FOIA request is submitted. 15. Can you please provide detail on how many restrooms will be at each location that you can get to with a normal pump truck, and are these locations in populated areas or secluded areas?
Answer: Specific locations and amount of units at each specific location will be coordinated with the awardee and Government POC after award. Please have your quote reflect the total quantity stated in the solicitation.
