QUESTIONS AND ANSWERS
Solicitation : M00264-21-Q-0088 No. Vendor Questions Government Responses 1 Regarding the Cationic Polymer, what are the specifications required for:
a. Charge (medium, high or very high)?
b. Total non-volatile solids content (%)?
c. Bulk density or specific gravity?
d. Approximate bulk viscosity (cps)?
Specifications are as follow:
a. High Charge
b. 34-41%
c. Specific Gravity 1.02 – 1.04
d. 500 – 2000 cps
2 Is it possible to get a sample of the water to perform testing to ensure the most compatible polymers are proposed?
Yes, via an on-site Jar Test at no cost to the U.S. Government.
Test must be completed before the amended solicitation Offer Due Date/Time.
3 On Pg.6, Section 7 under Product, the third bullet point states ‘Acceptable is a solid content of 5055%’. Should that read 50-50%?
Acceptable solid content should read 34 -41%.
4 Can the Total Solids Range be reduced in the bid specifications? We suggest setting the minimum at the range for the incumbent product 34 – 41%.
Yes. Set the minimum at the range for the current product being used to 34 – 41%.
5 Have new doors been installed? The specification indicates that the door size is 70 X 7 inches. The previous bid indicated door size of 70 X 78 inches. I suspect this is a typographical error that needs to be corrected.
The correct door size is 70 inches x 78 inches.
6 What is the Unit that is being bid? From the table included in the bid it appears that the unit is totes but could be gallons. Totes are filled to a certain weight.
Please consider requesting pricing on a pound or gallon basis. Vendors fill totes to different weights which would complicate bid comparison. Bids based on price per pound or gallon would allow for an “apple to apple comparison”.
Please price by the Gallon. Unit of issue in solicitation will be changed from totes to gallons.
However, the required Anionic and Cationic chemicals shall be delivered in totes in accordance with all Local, State, and Federal laws and regulations. .
8 Based on product density Anionic totes will only hold 261 gallons (2300 pounds / 8.8 pounds per gallon =
261.36 gals.).
Based on product density Cationic totes will only hold 267 gallons (2300 pounds / 8.6 pounds per gallon =
267.44 gals.)
Can these tote sizes be changed to reflect the values currently being received for each product?
The totes sizes may differ from vendor to vendor. Because of ease of storage and portability the end user prefers totes to be used.
The unit of issue shall be in gallons.
* No additional questions will be addressed.

CHEMICAL IDIQ REQUIREMENTS
1. SCOPE: To provide for delivery of chemicals to the Waste Water (Sewage) Treatment Plants aboard Marine Corps Base (MCB), Quantico, VA 22134.
NOTE: LOCATION FOR ALL DELIVERIES WILL BE PROVIDED AT ISSUANCE/AWARD OF DELIVERY
ORDER.
2. GENERAL REQUIREMENTS:
The Contractor shall provide Anionic Polymer and Cationic Polymer for BULK delivery to the Waste Water (Sewage) Treatment Plants aboard Marine Corps Base Quantico in accordance with the Chemical IDIQ Requirements and all Local, State, and Federal regulations and Laws.
3. DELIVERY REQUIREMENTS:
a. The Contractor shall have a designated a Government Point of Contact (POC) sign all invoices once the deliveries have been made. The primary POC is located in BLDG 3252 Barnett Ave. RM 208 Quantico VA 22134.
b. All individuals delivering the requested Anionic Polymer and Cationic Polymer to Marine Corps Base Quantico (MCBQ) shall be screened through the commercial inspection station prior to access gate.
4. PERIOD OF PERFORMANCE:
The Period of Performance for this Indefinite Delivery/Indefinite Quantity contract will be for a five (5) year ordering period.
5. DELIVERY TICKETS:
a. All shipments and reports under the Indefinite Delivery/Indefinite Quantity contract shall be accomplished by delivery tickets or sales slips, which shall contain the following minimum information:
i. NAME OF CONTRACTOR
ii. IDIQ NUMBER
iii. DELIVERY/TASK ORDER NUMBER
iv. SERVICE RENDERED, INCLUDING CUSTOMER LOCATION, ACCOUNT MUMBER, BUILDING, AND CHEMICAL CAPACITY DELIVERED IN ACCORDANCE WITH IDIQ.
vi. DATE OF DELIVERY/PERIOD OF PERFORMANCE

7. CHEMICAL AND DELIVERY DESCRIPTIONS:
Anionic Polymer:
Description/Specifications:
PRODUCT:
- Anionic Flocculent Polymer.
- Shall be a highly charged anionic polymer in dispersion.
- Acceptable is a total solid content of 34-41% (percent), a specific gravity (neat) of 1.1, a freezing point of 7 degrees F and a PH of 0.4% solution 5-7 S.U.
- Contractor must meet ISO Manufacturing Standards; this would require them to be a registered ISO 9001-200 registered contractor.
TRANSPORTATION:
No Special requirements
DELIVERY:
All containers shall: (1) be labeled in accordance with Federal and State Regulations; (2) b clean and free of damage or stains; and (3) sealed to prevent spillage. Containers must meet the physical constraints of the plant’s storage area (irregular room of less than 100 square feet and door size of 70 inches X 78 inches).
Polymer must be delivered in 261 gallon totes that reduce labor, waste production, and feed from returnable containers supplied by the contractor.
The Contractor shall be required to pick up empty delivery totes as they are delivering new ones as this is an industry standard.

Cationic Polymers:
Description/Specifications:
PRODUCT:
Charge (medium, high or very high)? High Charge Total non volatile solids content (%)? 34-41% Bulk density or specific gravity? Specific Gravity 1.02 – 1.04 Approximate bulk viscosity (cps)? 500 – 2000 cps
- Acceptable is a solids capture rate of greater than 95 % including a maximum concentrate of 800mg/L ( Milligrams per Liter).
- Acceptable product produce a dewater sludge cake with a minimum of 23 % solids.
- Acceptable product shall be ready to use, pre-mixed liquid, compatible with the existing plant equipment ( Moyno sludge pumps, Stranco polyblend polymer mixer/feeders and Centris centrifuges). The contractor shall provide with the feed locations (at tube to centrifuge or at the Moyno pump); and dosing application that allows feeding of up to two (2) centrifuges from one (1) polymer feeder without modifications.
- Contractor must meet ISO Manufacturing Standards; this would require them to be a registered ISO 9001-200 registered contractor.

8. GENERAL/APPLICABLE TO ALL ITEMS LISTED ABOVE:
SPECIAL INSTRUCTIONS (HAZARDOUS MATERIAL):
- MSDS/SDS shall be provided for each delivery.
- The material shall be properly identified with any identification number such as the National Sock Number (NSN) or Special Item Number (SIN). Contractor SHALL contact the Natural Resources and Environmental Affairs, Hazardous Material Representative, at 703-784-1335, immediately at the time of spill/mishap.
Please note: If, after investigation, the Contractor is found at fault the contractor shall be notified by the Contracting Officer of their responsibility for the cleanup/ cost associated (damage/already performed actions)/restocking of impacted product due to that spill/mishap.
SECURITY:
- For each delivery, tank truck drivers shall be able to provide, on demand, a State issued Real Identification Card Driver’s license OR a State issued Driver’s License with a United States Government issued passport OR accepted country issued (with visibly verifiable picture and functioning bar code) passport.
- For each delivery, drivers shall be able to provide, on demand, insurance for tank truck.
- For each delivery, drivers shall be able to provide, on demand, vehicle registration for tank truck.
- All deliveries shall start at West Gate at BLDG 27028T Russel Rd. Quantico VA 22134.
DELIVERY (ADDITIONAL):
- Specific delivery instructions shall be provided per delivery order issued
- Contractor shall provide MSDS/SDS for each delivery
- Contractor shall provide latest test results for delivery being made.
- All deliveries will be in the confines of Quantico Marine Corps Base (MCB) VA
- Contractor shall verify that the tank receiving the product matches product being delivered prior to offloading.
- Deliveries shall be made within 5 federal work days of order placement. Due to nature of requirement and its severe impact to public health. Any delivery default may result in a line item termination in order to meet the immediate need.
- US Government shall have one 1.5 (one period five) hour free detention to allow for security review and offload.
-HOURS OF OPERATION: All deliveries shall be made between the hours of 08:00 AM to 4:00 PM EST (Quantico Time), Monday through Friday except legal holidays.
BASE ACCESS: All contractors entering Marine Corps Base Quantico are required to follow the installation’s base access instructions.
Base Access - Defense Biometric Identification System (DBIDS) Frequently Asked Questions
Where do I register for DBIDS?
Individuals must pre-enroll, go to:
https://dbids-global.dmdc.mil/enroll#!/ and complete the registration process (PMO bldg. 2043 or at the Commercial Vehicle Inspection Lot near the MCCS Outdoor Adventures Center and Game Check Station) within 30 Days. Print out the online confirmation and bring to the base to complete the process.
To complete your DBIDS processing and receive your DBIDS credential, visit the MCB Quantico Commercial Vehicle Inspection (CVI) Lot or the Provost Marshal's Office bldg. 2043.
Please allow 10 days from your online pre-registration date for Processing of your information, and bring your pre-registration confirmation printout.
Does everyone in a vehicle need to be registered in DBIDS?
All individuals requiring routine access to the installation will need to register.
What happens if I don't pre-enroll?
Pre-enrollment helps to expedite the processing time before checking in at the Provost Marshal's Office or CVI-Lot. There will be additional delays if the pre-enrollment is not completed in advance.
How long does registration take?
Registration times will vary. If you complete pre-enrollment before coming to Quantico, registration should only take a few minutes.
If I have a DBIDS card at another base, do I need to register again for Quantico?
Yes, go directly to PMO or the CVI Lot with your DBIDS card to receive MCB Quantico permissions.
