PERFORMANCE WORK STATEMENT (PWS)
FOR
ARTIFACT CATALOGING SUPPORT FOR
NATIONAL MUSEUM OF THE MARINE CORPS
1.0 Background. The National Museum of the Marine Corps (NMMC), hereinafter called the Museum, is responsible for providing proper stewardship and accountability of all objects in its collections. One element of the accountability process involves management of its assets in an automated collections database, called DONHAMS (Department of the Navy Heritage Assets Management System). The use of this specific software is mandated by Assistant Secretary of the Navy Memorandum, dated 16 January 2003. DONHAMS is used for accountability, inventory and cataloging of artwork and historical artifacts at the Museum. The NMMC is striving to maintain accreditation by the American Alliance of Museums (AAM), and as part of this accreditation, a minimum of 70% of the museum collection is required to be cataloged and photographed. The goal of the museum is to catalog 100% of the backlogged artifacts.
2.0 Scope. The object of this contract is to catalog and properly rehouse artifacts. The NMMC operates its curatorial offices from Building 2014 on MCB Quantico, VA and the Museum Support Facility in an off-site leased space in Dumfries, VA. The contractor will work out of the Museum Support Facility and Building 2014. The Museum requires that batches of 3,000 artifacts be cataloged per year in order to meet this requirement.
The approximate composition breakdown of the remaining backlogged artifacts is:
60% fine art and poster collection (about 25% of which is framed) 25% uniform items and equipment (small) 10% aviation-related items such as plaques, radios and other miscellaneous cultural items 5% flags and larger textile pieces
3.0 General Requirements.
3.1 The Contractor shall provide continuous support for NMMC cataloging to ensure that 15,000 artifacts are cataloged, photographed, and entered into DONHAMS. Cataloging will include but is not limited to the packing and unpacking of artifacts, providing a description of the artifact, measurements of the artifact in inches, entering any associated provenance of the artifact, photographing the artifact (front, back, markings, damage, and any other unique aspects of the object), renaming and resizing the photograph files per NMMC standards, and attaching them into DONHAMS.
3.2 The work will require artifact handling, and also in re-housing the artifacts. The Contractor shall move artifacts boxes between floors and work spaces and relocate the items into the cataloging stations on the first floor. Artifacts will be re-housed with new, archival tissue paper in all cases. In some cases, they will need to be rehoused in a new, archival storage box with specialized archival storage materials. Archival materials will be provided by the government as required during performance of the contract. The boxes shall be marked with a label maker and moved into storage. The storage location shall be entered into DONHAMS.
3.3 Once the final data is entered into DONHAMS, a catalog worksheet must be printed, and filed into the appropriate Office of the Registrar accession files as well as a copy placed in the curatorial files. This worksheet will be printed out following the completion of full cataloging for each artifact. Worksheets will be filed by contractors at a schedule that is determined by the Project Manager for the contract. The scope of work associated with each of these task activities may vary by precedent and volume throughout the performance period, although not substantially. The Contractor shall also appoint a Program Director to coordinate task activities and to serve as the overall expert for successful completion of all cataloging tasks, as well as to serve as the primary interface with the NMMC Registrar. Contractor must provide a weekly report that monitors the average length of time to catalog objects, and a list of every object cataloged for tracking purposes. Performance metrics associated with NMMC provisions are provided in the Quality Assurance Surveillance Plan (QASP) as Attachment 1.
4.0 Requirements. NMMC Photography and Cataloging Guidelines and Collections Management Procedures provide a baseline performance standard. The Contractor shall adhere to these guidelines and procedures in the development of their performance solution.
4.1 Contractor Qualifications. The contractor shall provide a resume that details the workers’ educational background and work experience. Contractor employees must each have earned a Bachelor’s Degree in history, museum studies, or another related field, but Masters Degrees in those fields are preferred. The resume must also show that the contract employees have had at least two years of experience in handling and cataloging museum artifacts at a recognized museum. The contractor shall provide proof that they have worked with museums of similar size and collections as NMMC. Contractor employees must be trained and proficient in the use of Axiell Collections Management Software, and this experience must be documented in prior work experience. In order to gain access to the DONHAMS system all contractors must pass a background check and be issued a military Common Access Card (CAC). The contractor shall provide two onsite staff to ensure the safety of the persons and the objects in a secured environment. Many of the objects will vary in size and weight and will require two persons to handle the objects.
5.0 Tasks.
Contractors will be required to perform duties during normal operating hours from 8:00am-5:00pm. Contractors will not have access to site to perform cataloging functions during government holidays and closures due to inclement weather.
5.2 Contractor will provide a weekly Contractor's Progress, Status and Management Report that monitors the average length of time to catalog objects, numbers of items cataloged, and a list of every object cataloged for tracking purposes. Weekly report will also address any issues or changes that have affected cataloging. Report shall be provided each Friday via email to the COR in accordance with CDRL A001.
5.3 Contractor Program Manager will maintain contact, by phone, mail, email, or in person, with the COR in order to make decisions or revisions to the cataloging process, as necessary.
5.4 The Contractor is required to provide safe and secure handling of all artifacts during the duration of the contract as directed by COR.
5.5 Contractor must adhere to all standards set forth by NMMC Collections Cataloging Guidelines and the American Alliance of Museums (AAM) collection handling standards (Attachment 1).
6.0 Government Responsibilities
6.1 The COR will host progress meetings, generally in person or telephone/teleconference call as the need arises.
The COR will determine the schedule, frequency, and duration of meetings.
6.2 The COR may be assisted by multiple subject matter experts. The subject matter specialists will provide technical guidance and clarification in the absence of the COR.
7.0 Government Furnished Property
7.1 The Government will provide all cataloging equipment to include but not limited to packing boxes and materials, computers, cameras, accession tags and printers. Government will provide access to DONHAMS database system once contractor passes background investigation.
7.2. The Government has the cataloging space and computers to accommodate no more than two onsite catalogers at a time. The cataloging space includes a desk and chair, computer, and table space for photographing and measuring artifacts.
8.0 Security
8.1 Contractor Compliance. The Contractor shall coordinate with the COR to finalize specific details to include any and all work regarding cataloging and photography to be entered into DONHAMS.
