GENERAL INTENTION. Marine Corps Installations – National Capital Region (MCI-NCR) has a requirement for Chow Hall furniture and supplies for the Marine Corps CBIRF in Indian Head, MD. In accordance with FAR Part 12 and FAR Part 13, the MCI-NCR Regional Contracting Office is issuing a solicitation for the acquisition of chow hall furniture and decor. Required specifications are listed in Schedule of Supplies/Services within this solicitation.
PROCUREMENT APPROACH: The Contractor’s quoted item descriptions shall reflect the characteristics and level of quality that will satisfy the Government’s need as described in the Schedule of Supplies/Services. A single firm-fixed price contract will be issued and it is the Government’s intent to award on an “all-or-none” basis to satisfy this requirement.

The date for this site visit is September 23, 2019 at 10:00 AM EST but we ask all contractors to arrive by 9:00 AM EST in order to get all Base Access requirements settled. Please contact the Contracting Chief, GySgt Angel Rodriguez, if you are interested in participating in this site visit. Send your request to the Contracting Chief, GySgt Angel Rodriguez angel.d.rodriguez@usmc.mil and he can be reached at 813-732-4880, at that time the requirements for Base access will be provided. All contractors shall meet at the Front Gate/Visit Center at 101 Strauss Avenue, indian Head, MD 20640.
PAYMENT TERMS: NET 30. Invoices must be submitted via the Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7006.
REQUIRED DELIVERY/PERIOD OF PERFORMANCE: September 30, 2019 – December 30, 2019 Delivery address is listed in the “ATTACHMENT”.
POC: To be provided at time of award TECHNICAL COMPLIANCE: To ensure technical compliance:
| a. | The manufacturer’s name and manufacturer’s complete part number of each line item shall be submitted in the quote. A mere statement that the quoter will meet the Government’s requirement is NOT sufficient. |
| b. | Clearly state whether the quoter can meet the required delivery date. Vendors who cannot meet the required delivery date will not be considered technically acceptable. |
FAR 52.212-2 ADDENDUM – EVALUATION – COMMERCIAL ITEMS
SUBMISSION OF QUESTIONS: All questions shall be submitted no later than Tuesday, September 24, 2019 by 3:00 PM EST . Questions shall be submitted via email to Rufus.lassiter@usmc.mil. Any questions received after this period will not be accepted or answered. Once questions are answered by the Technical Representative of the Requiring Activity, the questions and answers will be posted on the FBO notice by Wednesday, September 25, 2019 for all potential contractors to see to eliminate any duplicate questions.
SUBMISSION OF QUOTES: Quotes shall be submitted no later than Friday, September 27, 2019 at 10:00 AM EST. Quotes shall be submitted electronically email to Rufus Lassiter at Rufus.lassiter@usmc.mil . Quoters are responsible for ensuring their quotes have been submitted timely. Delivery delays that cause a quote to be late are not the responsibility of the Government agency.
EVALUATION. Award will be made to the Lowest Price Technically Acceptable quote. The Government intends to make a single Firm Fixed Price order to satisfy this requirement. The Government reserves the right to award no contract at all, depending on the quality of offers submitted.
The Government intends to evaluate quotes and award a delivery order without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Award will be based on the initial evaluation of quotes received in response to the solicitation. Therefore, quoters are cautioned that their initial quotes should contain their best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received.
Evaluation of quotes will be conducted on a lowest-priced, technically acceptable basis. The following ratings/definitions will be utilized when evaluating quotes:
| RATING | DEFINITION |
| Acceptable | Quote meets the requirements of the solicitation. |
| Unacceptable | Quote does not meet the requirements of the solicitation. |
The Government may use information such as Contractor Performance Assessment Reporting System (CPARS), DoD PPIRS and the FAPIIS data available from Government sources to evaluate a Quoter's past performance.
PRICING
The price quote should avoid ambiguities of inclusion, exclusion, or content. Freight or delivery cost must be included in the quoters overall price.
The Government will evaluate Quoter’s quoted prices, but this factor will not be given an adjectival rating. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the services will be based on a comparison of quoted prices received in response to the solicitation and may also be based on a comparison to the Independent Government Cost Estimate (IGCE) along with any other relevant price analysis techniques defined in FAR 15.404-1(b). Note, that while FAR Part 15 does not apply to this procurement, the price analysis techniques defined in FAR 15.404-1 will be utilized as appropriate.
Completeness and Accuracy. The Government will review the pricing tables for completeness and accuracy. A determination will be made as to whether the Quoter properly completed the pricing tables. The Quoter’s quote will be checked for mathematical correctness to include the following:
1) Checking arithmetic in all computations; and
2) Ensuring all prices are summarized correctly
3) Pricing shall not exceed two decimal places for cents.
