Section SF 1449 - CONTINUATION SHEET

STATEMENT OF WORK

1. SCOPE. This Statement of Work (SOW) defines the effort required for equipping and sustaining multiple jump profile force plate and software systems that can accurately and objectively assess a Marine’s force production, athleticism, fatigue and susceptibility to injury risk, which assists in the assessment of force longevity and readiness.

2. REQUIREMENTS.

The Marine Corps has a specific requirement for six performance testing systems to provide analysis of data derived from triaxial athletic movements. Data must be stored on a standalone system which provides a comprehensive view of testing data to assess the readiness of candidates and recruits to begin physical demanding activities with the

Entry Level Training (ELT) progression. The systems must provide a predictive ability to identify weakness and/or muscle imbalances. The systems must also provide recommended exercise regimes to correct deficiencies where users are not physical fitness subject matter experts. Software must be mobile device compatible and allow users to export and view recommended prescriptive exercises/programs to include videos.

3. STATEMENT OF WORK

3.1 General Requirements.

3.1.1 Quantities: minimum of six complete systems as identified in subsequent purchase order.

3.1.2 Force Plate Platform System: Contractor will provide all equipment, including sensors, computer, software, and hardware, required to install and operate standalone systems at disparate geographic locations.

3.1.2.1 Each System shall include:

a) One single triaxial force plate

-The force plate shall have multiple load cell sensors to measure eccentric rate of force development (load), concentric force average (explode), concentric impulse averages (drive), and vertical jump height.

-The load cell sensors shall measure vertical, horizontal and angular forces for analysis.

- The force plate shall be able to assess both lower and upper body movement patterns and track potential injury risk and asymmetries.

b) Data acquisition boxes if required for system functionality

c) All hardware to include e.g. cables, connectors landing mat

d) Stand-alone laptop with Microsoft office installed

3.1.2.2 System should be portable and able to be used at indoor and outdoor settings requiring no longer than 10 min to setup.

3.1.3 Software services: Government testing sites require access to analytic software and sole use of data gathered from Marines, recruits, or candidates.

a) The software shall use all these data points to identify an individual’s movement signature to determine performance, training requirements, fatigue and injury risk.

b) The system shall be able to deconstruct the amortization phase of jumping which is similar to a plyometric movement. This data shall then correlates to the numerical representation of eccentric and concentric rate of force development.

c) The system shall be able to store all data collected on the local hard drive. Cloud base server downloading is not authorized. Individual jump profile data shall be made available to download to the unclassified network.

e) The system shall analyze data and movement signatures of an individual in order to determine athletic performance, training needs, fatigue, and injury risk.

f) The data and readings shall correlate to numerical representation of eccentric and concentric rates of force development, and average of concentric impulse.

g) Software must provide a predictive ability to identify weakness and/or muscle imbalances and provide recommended physical programming activities to correct identified deficiencies.

h) Software must be mobile device compatible and allow users to export and view recommended prescriptive exercises/programs to include videos.

i) The system and software must be able to accommodate a large throughput of users. The system must be able to generate analysis and prescriptive exercise recommendations of an individual’s performance via machine learning without the need for the test administrator to contact an external subject matter expert.

j) The Contractor shall not use any information, including de-identified raw data, obtained through this contract for other customers use, such as inclusion in a similar database.

3.1.4. User Subscriptions: Contractor will provide required permissions to accommodate up to 2000 users.

a) Annual Software Subscriptions: The Contractor shall provide one Software Subscription per person/test-taker which is valid for unlimited tests for that person/test-taker on an annual basis throughout the 12-month Period of

Performance, as specified in the Delivery Order. These items, which will not interface with Government/DoD

IT/Networks, shall include: access to Predictive Force Plate database(s); Outside technology integrations to centralize data/dashboards; Programming and mobile app to prescribe/collect data.

3.1.5. Delivery, Offload and Assembly: Contractor shall provide complete delivery, installation, integration and training within four to eight weeks ARO.

3.1.5.1 Contractor support for installation, instruction, and onsite software customization and integration at Marine

Corps Base Quantico.

4.0 PERIOD OF PERFORMANCE:

4.1 The period of performance for this contract is one year from the date of delivery, installation and integration.

INSTRUCTIONS TO QUOTERS

FAR 52.212-1 ADDENDUM – INSTRUCTIONS TO QUOTERS –COMMERCIAL ITEMS

1. Multiple Offers

Quoters shall not submit multiple quotes presenting alternative terms and conditions for satisfying the requirements of this solicitation.

2. Overview

The Government intends to make a single Firm Fixed Price (FFP) award as a result of the solicitation.

Each Quoter shall submit a quote that clearly and concisely describes its response to the requirements of the solicitation. Use of general or vague statements such as “standard procedures will be used” will not satisfy this requirement. Unnecessary elaboration or presentations beyond what is sufficient to present a complete and effective solution are not desired and may be construed as a lack of understanding of the requirement.

3. Guidance

Quotes must be prepared in accordance with these instructions. Failure to do so may result in the Quoter’s submission being determined unacceptable and ineligible for award. Each Quoter’s submission shall be screened by the Contracting Officer upon receipt to ensure completeness and compliance with the instructions contained in the

Request for Quote (RFQ). Elimination of Quoter is at the sole discretion of the Contracting Officer. The scope of this requirement is to provide Force Plate Platform Systems required for equipping and sustaining multiple jump profile force plate and software systems that can accurately and objectively assess a Marine’s force production, athleticism, fatigue and susceptibility to injury risk, which assists in the assessment of force longevity and readiness.

3.1 Instructions to Quoters:

The Government reserves the right to select a response that provides benefit to the government that exceeds the minimum.

Quoters must meet the minimum requirements.

While Quoters are encouraged to exceed minimum requirements, the Government is not required to select a quote that does so.

The Government is not requesting or accepting alternate quote(s).

EVALUATION CRITERIA

FAR 52.212-2 ADDENDUM - EVALUATION –COMMERCIAL ITEMS

1. Evaluation Process

The Government will select the best overall quote, based on a comparative evaluation process between quotes in accordance with FAR 13.106-2(b)(3). The comparative evaluation factors are outlined above in 52.212-1

Instructions and are as follows:

- Factor 1 Technical Compliance; and

- Factor 2 Price

When using the comparative evaluation methods IAW FAR 13.106-2(b)(3), the Government is not required to identify relative weight of evaluation factors, hold discussions, or use other FAR Part 15 procedures under the comparative evaluation process. Direct comparisons are made by comparing one acceptable quotation with another in a uniform and fair manner to determine which quoter provides the government what is needed as outlined in requirements listed in the Statement of Work (SOW) and then compare them to obtain the best quote. Award therefore might not be made to the Lowest Price Technically Acceptable (LPTA).

Price Evaluation

The price quote should avoid ambiguities of inclusion, exclusion, or content. Quoters shall provide a total firm fixed price (FFP) for each CLIN.

The Government will evaluate Quoter’s quoted prices, but this factor will not be given an adjectival rating. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the supplies will be based on a comparison of quoted prices received in response to the solicitation and may also be based on a comparison to the Independent Government Cost Estimate (IGCE) along with any other relevant price analysis techniques defined in FAR 13.106-3(a).

Reasonableness. For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. Reasonableness takes into account the context of a given source selection, including current market conditions, general economic conditions, and other factors that affect the ability of a Quoter to perform the contract requirements. Normally, adequate price competition establishes a fair and reasonable price.

Completeness and Accuracy. The Government will review the pricing tables for completeness and accuracy. A determination will be made as to whether the Quoter properly completed the pricing tables. The Quoter’s quote will be checked for mathematical correctness to include the following:

1) Checking arithmetic in all computations; and

2) Ensuring all prices are summarized correctly
