PERFORMANCE WORK STATEMENT

IN SUPPORT OF

MARINE CORPS JUNIOR RESERVE OFFICER TRAINING CORPS

WASHINGTON, OREGON, ALASKA MCJROTC PROGRAMS

SENIOR LEADERSHIP CAMP (SLC)

Part 1 General Information

1. General: This is a non-personal services contract to provide facilities, lodging, meals, training areas, training activities, logistical and training support. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide the specified facilities, lodging, logistical support, meals, training areas, and training activities as defined in this Performance Work Statement, except for those items specified as Government furnished property and services. The contractor shall perform to the standards in this contract.

1.2. Objectives: The contractor shall establish a Senior Leadership Camp (SLC) for the purpose of developing the potential in JROTC cadets to become leaders in their school and community. To provide leadership training derived from MCJROTC Curriculum and specifically designed to enhance the leadership knowledge and skills described therein. To provide evidence based instruction on recognizing warning signs amongst cadet peers for potential suicidal or aggressive behavior, to provide training on bullying and how to deal with bullying as a skill. Additionally, the camp shall provide cadets an opportunity for physical fitness and citizenship exercises in an unfamiliar environment; and provide recreation and other activities not normally available to the cadets.

1.3.5 Government Point of Contact: The government Point of Contact (POC) will be provided upon award of contract. The government POC will provide approval of the final meal selection, final attendee count and confirmation of location and serving times.

1.4 Scope: The Contractor shall provide facilities, lodging, logistical support, meals, training areas, and training activities for 50 JROTC cadets and 15 adults/instructors over this SLC training cycle.

1.4.1 - Lodging Specifics: The contractor shall provide billeting for cadets and cadre that may be a combination of bunkhouses, or cabins. Cots, beds, or other forms of beds are required for each individual. Billeting must provide adequate bathroom facilities to include clean, working showers and sinks with hot and cold running water; toilets or toilets with urinals with running water. Shower curtains or some other form of shower barrier is required.

1.4.2 Meals specifics: Contractor shall provide 700 meals for cadets and cadre during the training cycle by the date and quantity listed below. Meals and beverages shall be based on contractor’s established menu cycle and shall include at a minimum; a primary entrée with a vegetarian substitute (protein), three side dish options (vegetables and starches), fruit (breakfast), salad (lunch and dinner), bread (breakfast and dinner), dessert (dinner), and a minimum of two beverage options at each meal. The contractor shall provide a menu for each meal. The menu shall be coordinated with the Government POC not later than 72-hours prior to the event and any changes agreed upon at that time.

Meals shall be served in the dining hall and provided starting with the Dinner meal on 8 July 2019, followed by Breakfast and Dinner only, to be provided each day through 12 July 2019. Breakfast only will be provided on 13 July 2019. Lunches will be an MRE one each for all cadets, from 9 through 13 July 2019. The MRE units will be provided by the MCJROTC.

Meal times shall be: 0700-0800 for breakfast, 1200-1300 for lunch, and 1700-1800 for dinner, and can be slightly modified to adjust for event times and to work around other groups using the facility.

1.4.2.1 The contractor shall provide serving equipment, chafing dishes, heating elements to maintain food temperature, serving utensils, disposable plates, cups, napkins, and utensils for requested meal and occupy the dining area for approximately one hour to serve each meal. Contractor shall maintain a professional demeanor when providing training activities and serving the food. Furthermore, food handlers must be aware of all food safety requirements for preparing and serving food for indoor and outdoor dining events.

1.4.2.1 Reserved. Menu.

1.4.3 Training areas and Training Activities (Programming and Staff): Contractor shall provide training areas and shall provide lessons, and activities to address leadership topics as described in official MCJROTC curriculum, outdoor learning, leadership and collaborative problem solving, and which may include rappelling, rock climbing wall, vertical playpen, zip-line, high & low COPE, water training/swimming pool, night & day hikes, and campfire pits. The contractor shall provide a Leadership Development Program with the goals of: increasing cadet’s awareness of proven leadership skills and problem solving (lessons balanced by experiential learning activities); enhancing their personal leadership abilities (group obstacles), developing values and character required to successfully lead and operate in a professional environment (leadership positions); and inspiring academic excellence (attendance requirements); increasing cadets awareness of bullying, dealing with bullying, identifying risk factors amongst their peers for potential suicidal and/or aggressive behaviors, including who and how to report such concerns. (development of character) Contactor shall also provide instructional and support staff, instructional space and facilities setup as required, instructional materials for cadets and other consumables as required. The contractor’s personnel shall wear clean clothing and present themselves with clothing that does not contain statements that may be offensive to the military or others.

1.5 Period of Performance: This Period of performance is 8 through 13 July 2019.

1.5.2 Hours of Operation: The contractor shall conduct business between the hours of 6:00 a.m. to 10:00 p.m., Monday thru Friday.

1.6.6 Type of Contract: The government will award a firm fixed price contract.

1.6.7 Security Requirements: In collaboration with the Washington area MCJROTC Instructors, Contractor shall be required to establish adequate security measures to ensure a safe SLC training experience for the MCJROTC Cadets in attendance.

3. Government Furnished Items and Services.

3.1. Services: The government will furnish the contractor with an outline of the required support needed for their event. A detailed feeding plan (location of dining site, dietary restrictions, required support equipment, etc.) will be provided to the contractor a minimum of 10 days prior to the start of the event and will be updated as changes occur.

5.3.13 Task 3 Training Activities & Equipment (Curriculum). The proposed curriculum shall include instructional periods and other activities that will enhance the development and learning experience of participants. The course shall:

5.3.15 Provide cadets with hands-on activities which may include leadership reaction course events, experiential learning events, rappelling, rock climbing, low COPE, swimming pool/boating, training environments and nature hikes in several of the camps training venues to provide opportunities for team building/leadership development and provide physical fitness and social/recreation activities.

5.4.1 All administrative actions must meet or exceed generally accepted academic standards outlined in the accreditation association granting accreditation to the institution.

5.4.2 Every reasonable effort must be made and procedures in place to assure the safety and well-being of cadets throughout all aspects of this program. All Facilitators shall be certified by the Association of Challenge Course Technologies (ACCT). Facilitators shall be supervised by an ACCT certified Challenge Course Manager.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. 252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

EVALUATION FACTORS

TECHNICAL EVALUATION STANDARD:

This acquisition will utilize Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR 15.101-2. Technical tradeoff will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the acceptable offeror with the lowest evaluated price, which is deemed responsible in accordance with the Federal Acquisition Regulation and whose quote conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, representation and certifications, and other information required by this solicitation. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.

The Government may reject any quote that is evaluated to be unrealistic in terms of requirements, contract terms and conditions, or an unrealistically high or low price when compared to Government estimates, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risk of the program.

Technical acceptability will be evaluated on all quotes. Only those quotes determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. Then, price will be evaluated and the quotes will be listed from lowest to highest price based on the total evaluated price and technical acceptability. Award will be made to the lowest evaluated priced quote meeting the acceptability standards for the non-priced factors.

The contractor shall address the following three factors:

1. Factor 1 – Technical Capability – Offeror shall clearly demonstrate its technical ability to meet the requirements of CLIN/Line Items based on meeting the requirements of the Request for Quote, quantity, quality and timeliness of delivery.

2. Factor 2 – Past Performance – Contractor’s record will be reviewed in SAM/EPLS and PPIRS for any adverse performance history.

3. Factor 3 – Price – The offeror shall complete CLIN pricing on Page 1 of this solicitation. In addition to the completed CLIN pricing on page one (1), the offeror shall provide sufficient price information to allow the contracting officer to determine the completeness and reasonableness of the offerors prices.

DISCUSSIONS: If during the evaluation period it is determined to be in the best interest of the Government to hold discussions, Offeror responses to clarifications/discussion notices will be considered in making the source selection decision.

AWARD DECISION: The award decisions will be made as follows:

1. Step One – Determine Technical Acceptability. The technical evaluation, Factor 1, stated above, will assess the offerors capability to satisfy the Government’s requirement. The Government will evaluate all technical capability quotes received by the required date/time. The Technical Capability factor will receive a rating of acceptable and unacceptable. If any factor is rated “unacceptable”, the entire quote is rendered technically unacceptable, and the quote will be removed from the competitive range. Only quotes deemed technically acceptable (either initially or as the result of discussions) will be considered for award. The ratings are defined in the following table.
