CLIN 0001

The CLIN extended description has changed from:

This requirement is for subscription services to access software that is capable of:1. Identify, analyze, and quantify traditional and social networking content including the reach and spread of a news item or social media posts.

Additionally, the platform/service should be able to identify trends in coverage, with the ability to draw out key themes, personalities, and issues. 2. Integrate with LexisNexis or comparable database of traditional print, television, and radio sources; should include access to offline print and broadcast data. Users should be able to search these databases via the platform interface rather than a third party website.3. Tracking and monitoring activity on designated specific third-party social media accounts, for comparison with owned platforms.4. Track and map the progress a story or issue as it makes its way through both social and traditional reporting. Should be able to visually depict this process for easy comprehension.5. Utilizing customizable artificial intelligence models to accurately identify sentiment, common themes, and images. 6. Include the ability for users to customize and train AI models for specific needs or focus areas.7. Customizable reporting options, including the ability to download or send links to web-hosted materials.8. Identify the sentiment with which audiences are engaging with posts/coverage.

Additional context and clarity beyond “positive/neutral/negative” is preferred. Sentiment analysis should be able to identify irony or humor in posts.9. The service should support video, image, and text search.10. The platform should have a single, common interface for assessing both traditional and social media content and coverage. 11. The platform should be able to scan non-English news and social media sources, Chinese and Russian in particular, and be able to translate results back into English, to include sentiment analysis, for reporting purposes.12. The platform should offer real-time monitoring and alerts.13. The platform should provide customizable dashboards that can be manipulated/customized by the users.14. Incorporating user-generated metrics, or allowing users to adjust the native metrics on the platform using user-generated factors.15. Analyzing text from content in .csv or similar formats already possessed by the users.16. Integrate with organizational social media platforms, to include Facebook, Twitter, Instagram, Flickr, and others.17. The platform should use Boolean logic to narrow down search terms.18.

Ability to identify and graphically depict major themes in coverage through natural language processing. 19. Ability to identify and track inputs from key influencers on Marine Corps issues in the information environment. Network analysis should break down those influencers that create content themselves, and those that amplify content from other sources.20. Provide demographic data on users who engage with Marine Corps related content without providing specific personally identifiable information. Demographics should include but not be limited to: age, gender, geographic location, and occupation.21. Provide the ability to identify “bots” or fake accounts in order to identify potentially false information flows and their sources.22. Provide at least 2 years of historic data23. Ability to export data and graphs into Excel, Word, PowerPoint and other formats24. Social media analysis should include coverage of at least Twitter (full Firehose preferred), Facebook, Instagram, Snapchat, 25. The subscription should include 24/7 access with the ability to add unlimited users.26. Account administrators should be able to manage the permissions of users to edit or add search terms, create online dashboards, create reports, or otherwise access and manipulate the platform. Ultimately, this analysis subscription should give CD the ability to capture, visualize, and understand the dominant themes in Marine Corps-related coverage and among key audiences and publics and thereby allowing the Marine Corps to address concerns among those audiences and publics in support of the Marine

Corps national security mission, and responsibility for transparency with our stakeholders.

QUESTIONS AND ANSWERS

1. We request that FAR 52.219-6 be removed as the subcontracting restrictions in paragraph (d) of the FAR limit sub-contracting to just other small businesses. The subscription services sought by the government in this RFQ are only available from large business sources so the restricts placed on offerors by paragraph (d) cannot be met.

Limitations on subcontracting and the non-manufacturer rule are not applicable to this requirement, see 13

CFR 121.406(d). The small business set-aside will not be removed.

2. Is there a current incumbent supporting these requirements? If so, who is the incumbent and what is the current contract number and current contract value?

M00264-18-P-0287; Talkwalker Inc.; $76,400.00

3. Who is the end user customer? Where do they sit? What business hours do they operate in? (This will help us understand how and where to support).

The primary admin and user will be at HQMC, physically located in the Pentagon. However, geographically distributed units at Camp Pendleton (CA), Camp Lejeune (NC), Okinawa, Japan, and elsewhere - including afloat aboard Navy ships - should be able to use the system based on user permissions managed by the

HQMC admin; to include granting administrator rights to those units. (An overall "Marine Corps" account with subordinate units having the ability to manage their own enclaves within it.)

4. We notice there is a request to add “unlimited users”. We need to better understand the size and potential scope of the total number of users, as this is not an IDIQ, but rather a FFP contract. Can you provide an estimated number of users?

75+, with the ability to manage the permissions those users have to read/edit/view content and searches.

5. How many account administrators does the Government require?

At least one, up to 5+.

6. Snapchat is not a platform that enables 3rd party systems to monitor/analyze. How can Contractors support this requirement while staying within the confines of the regulations of 3rd party social networks, without breaching privacy regulations?

Snapchat is removed.

7. Does the government require a mobile app?

No.

8. Is there a need to publish/manage/post content to social channels as well? Or only monitor/analyze?

No.
