STATEMENT OF WORK
Officer Candidates School Building Power Washing Statement of Work (SOW)
1.0. Background: Officer Candidates School (OCS) requires power washing on key buildings in order to maintain a professional look for this showcase institution. The Officer Candidates School (OCS), Marine Corps Base (MCB) Quantico, Virginia educates and trains the Officers of the USMC. We have ceremonies at least 5 times per year for over 2,000 Graduating Officers and their family members in attendance. OCS has 3 & 4 Star Generals and other dignitaries coming to tour the obstacle courses and classrooms that train these Officers. Since we are on the back of Quantico the exterior surfaces of our buildings are constantly exposed to harmful elements, both man-made and natural. Ultraviolet light rays, wind, rain, dirt, and grime physically attack surfaces causing them to degrade, discolor, oxidize or chalk over time. Mold, mildew, birds, insects, wasps and spiders can add to these effects. Then comes the assault caused by man-made elements such as industrial pollution and automotive exhaust, acid rain. These take their toll on buildings over time.
1.1 Purpose: Professional power washing using high pressure water and low-pressure rinse. The cleaning and focus areas will include: windows, brick, stucco, trim areas, roof lines, window frames, screens, doors, light fixtures, eves, soffits, overhangs, pillars, entrances, boot scrapers, inside and outside of gutters. Non-marking tires will be used on any high/low lift as to prevent tire marks on the sidewalk. Non-toxic, environmentally friendly cleaning products designed for cleaning brick and other noted surfaces shall only be used. All garden hoses, cleaning supplies and lifts will be provided by contractor. Power washing shall only be performed on weekends to limit the disturbance of OCS candidates and staff. Paint must not be damaged when cleaning occurs or it is the contractor’s responsibility to repair. Use a 40ft high/low lift to assist in the cleaning of the unit’s high areas. Cleaning to occur every April and September. This effort shall include all labor, tools, ordering and delivery of materials needed to complete the cleaning on each building.
1.2. Objective: Power wash the following buildings:
1. 2189N (Wilson Hall),
1. 2189A (OCS Maintenance Bldg),
1. 3083 (Yeckel Hall),
1. 3083A (Academics Offices),
1. 3065 (Taylor Hall),
1. 2187 (Branch Hall),
1. 2118 (Armory)

52.212-1 ADDENDUM: INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS
GENERAL INTENTION
Marine Corps Installations – National Capital Region (MCI-NCR) has a requirement for Power Washing Services at the Officer Candidates School campus. In accordance with FAR Part 12 and 13, the MCI-NCR Regional Contracting Office is issuing a solicitation for power washing Services. Required specifications are listed in Schedule of Supplies/Services within this solicitation.
PROCUREMENT APPROACH
The Contractor’s quoted item descriptions shall reflect the characteristics and level of quality that will satisfy the Government’s need as described in the Schedule of Supplies/Services. A single firm-fixed price contract will be issued and it is the Government’s intent to award on an “all-or-none” basis to satisfy this requirement.
TECHNICAL COMPLIANCE
1. Quotes must provide product literature, brochures, or documentation that clearly demonstrate that the items quoted meet all of the salient characteristics identified in this solicitation. A mere statement that the quoter will meet the Government’s requirement is NOT sufficient.
1. Clearly state whether the quoter can meet the required performance of April and September cleanings. Vendors who cannot meet the required Period of Performance will not be considered technically acceptable.
1. In order for a quote to be considered, the contractor must have attended the mandatory site visit on 12 March, 2019, referenced in paragraph 1.2 of the Statement of Work.
NOTE: Failure to provide any of the above “Technical Compliance” documentation above may result in the quote being deemed technically unacceptable.
FAR 52.212-2 ADDENDUM – EVALUATION – COMMERCIAL ITEMS
EVALUATION
Award will be made to the Lowest Price Technically Acceptable quote. The Government intends to make a single Firm Fixed Price order to satisfy this requirement. The Government reserves the right to award no contract at all, depending on the quality of offers submitted.
The Government intends to evaluate quotes and award a delivery order without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Award will be based on the initial evaluation of quotes received in response to the solicitation. Therefore, quoters are cautioned that their initial quotes should contain their best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received.
Evaluation of quotes will be conducted on a lowest-priced, technically acceptable basis. The following ratings/definitions will be utilized when evaluating quotes:
RATING
DEFINITION
Acceptable
Quote meets the requirements of the solicitation.
Unacceptable
Quote does not meet the requirements of the solicitation.
The Government may use information such as Contractor Performance Assessment Reporting System (CPARS), DoD PPIRS and the FAPIIS data available from Government sources to evaluate a Quoter's past performance.
PRICING
The price quote should avoid ambiguities of inclusion, exclusion, or content. Freight or delivery cost must be included in the quoters overall price.
The Government will evaluate Quoter’s quoted prices, but this factor will not be given an adjectival rating. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the services will be based on a comparison of quoted prices received in response to the solicitation and may also be based on a comparison to the Independent Government Cost Estimate (IGCE) along with any other relevant price analysis techniques defined in FAR 15.404-1(b). Note, that while FAR Part 15 does not apply to this procurement, the price analysis techniques defined in FAR 15.404-1 will be utilized as appropriate.
Completeness and Accuracy. The Government will review the pricing tables for completeness and accuracy. A determination will be made as to whether the Quoter properly completed the pricing tables. The Quoter’s quote will be checked for mathematical correctness to include the following:
1) Checking arithmetic in all computations; and
2) Ensuring all prices are summarized correctly
3) Pricing shall not exceed two decimal places for cents.
4) Spreadsheets and formulas shall not be password protected.
SUBMISSION OF QUOTES
Quotes shall be submitted no later than the time and date specified on Block 8 of page 1 of the SF1449 solicitation. Quotes shall be submitted electronically via email to Contract Specialist Michael Bogatyr at michael.bogatyr@usmc.mil and Contracting Officer Jeanette Hernandez-Guilleaume at Jeanette.hernandezgu@usmc.mil. Quoters are responsible for ensuring their quotes have been submitted timely. Delivery delays that cause a quote to be late are not the responsibility of the Government agency.
Note: Due to the firewall at Quantico, please be advised that it is the Quoter’s responsibility to ensure all electronic submittals of questions are received by the Contract Specialist and Contracting Officer in the timeframe given above.

52.222-52 EXEMPTION FROM APPLICATION OF THE SERVICE CONTRACT LABOR STANDARDS TO CONTRACTS FOR CERTAIN SERVICES--CERTIFICATION (MAY 2014)
(a) The offeror shall check the following certification:
CERTIFICATION
The offeror ( ___ ) does ( ___ ) does not certify that--
(1) The services under the contract are offered and sold regularly to non-Governmental customers, and are provided by the offeror (or subcontractor in the case of an exempt subcontract) to the general public in substantial quantities in the course of normal business operations;
(2) The contract services are furnished at prices that are, or are based on, established catalog or market prices. An “established catalog price” is a price included in a catalog, price list, schedule, or other form that is regularly maintained by the manufacturer or the offeror, is either published or otherwise available for inspection by customers, and states prices at which sales currently, or were last, made to a significant number of buyers constituting the general public. An “established market price” is a current price, established in the usual course of ordinary and usual trade between buyers and sellers free to bargain, which can be substantiated from sources independent of the manufacturer or offeror;
(3) Each service employee who will perform the services under the contract will spend only a small portion of his or her time (a monthly average of less than 20 percent of the available hours on an annualized basis, or less than 20 percent of available hours during the contract period if the contract period is less than a month) servicing the Government contract; and
(4) The offeror uses the same compensation (wage and fringe benefits) plan for all service employees performing work under the contract as the offeror uses for these employees and for equivalent employees servicing commercial customers.
(b) Certification by the offeror as to its compliance with respect to the contract also constitutes its certification as to compliance by its subcontractor if it subcontracts out the exempt services. If the offeror certifies to the conditions in paragraph (a) of this provision, and the Contracting Officer determines in accordance with FAR 22.1003-4(d)(3) that the Service Contract Labor Standards statute--
(1) Will not apply to this offeror, then the Service Contract Labor Standards clause in this solicitation will not be included in any resultant contract to this offeror; or
(2) Will apply to this offeror, then the clause at FAR 52.222-53, Exemption from Application of the Service Contract Labor Standards to Contracts for Certain Services--Requirements, in this solicitation will not be included in any resultant contract awarded to this offer, and the offeror may be provided an opportunity to submit a new offer on that basis.
(c) If the offeror does not certify to the conditions in paragraph (a) of this provision--
(1) The clause of this solicitation at 52.222-53, Exemption from Application of the Service Contract Labor Standards to Contracts for Certain Services--Requirements, will not be included in any resultant contract to this offeror; and
(2) The offeror shall notify the Contracting Officer as soon as possible if the Contracting Officer did not attach a Service Contract Labor Standards wage determination to the solicitation.
(d) The Contracting Officer may not make an award to the offeror, if the offeror fails to execute the certification in paragraph (a) of this provision or to contact the Contracting Officer as required in paragraph (c) of this provision.
