PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT FOR THE
CONSERVATION TREATMENT OF ARTIFACTS
IN THE COLLECTION OF THE
NATIONAL MUSEUM OF THE MARINE CORPS
1.0. Purpose
This Performance Work Statement (PWS) establishes and sets forth tasks and identifies work that shall be performed by the Contractor for the conservation assessment and conservation treatment of artifacts for the National Museum of the Marine Corps (NMMC). This PWS authorizes the conservation treatment of artifacts within the museum collection to include conservation, cleaning, stabilization of existing objects and/or parts or artifact finishes, repairs, manufacture of custom storage boxes, trays, and supporting mounts for artifacts, photography, and a final treatment report for each artifact. The artifacts are located primarily at the National Museum of the Marine Corps (NMMC) Collection Storage Facilities on Marine Corps Base, Quantico, Virginia; at the NMMC Museum Support Facility in Dumfries, Virginia; and multiple locations within the Washington, DC area. All questions that arise during the treatment process that are not covered in this PWS, or other documentation attached to this contract, shall be directed to the Contracting Officer’s Representative (COR) and appropriate subject matter expert for review and approval. Upon completion of the treatment the NMMC shall be notified for final inspection and acceptance.
1.1 Background
The National Museum of the Marine Corps acquires, stores, preserves and exhibits the material history representing Marine Corps’ history from 1775 to the present. In addition, the NMMC educates Marines on their traditions, supports the efforts of the Marine Corps command museums, as well as, serves as a source of information for Marines, veterans, the academic community, and the public. As part of its mission, the NMMC is tasked with collections stewardship responsibilities to provide professional expertise for all museum artifacts and works of art within the collection located throughout all Marine Corps facilities.
The NMMC curators continually identify museum artifacts that require either conservation and/or stabilization treatment, as needed, to assure they are managed and maintained in perpetuity. Museum artifacts that are conserved or stabilized may require custom storage boxes, trays, and/or supporting mounts made for the artifacts in preparation for storage and/or exhibition.
2.0 Applicable Documents
The following documents shall be made available for reference. A list of artifacts that need to be conserved or stabilized as part of this contract is enclosed to include the catalog number, nomenclature of artifact, and a general conservation treatment required for each artifact. (See attached list of Gallery 13, 14, and Other Objects)
2.1 Government Documents and Publications
The COR will provide background material and information on possible exhibition or storage of artifacts to the Contractor, as applicable, for the artifacts requiring conservation. In some cases, there will be limited historical data available and will be provided upon request of the Contractor.
3.0 Scope
3.1 Requirements
The Contractor shall provide conservation assessments with potential options, as applicable, of conservation and stabilization for review by the COR. Assessments for conservation and/or stabilization of artifacts are required and directed by the COR, which may include, at a minimum, the following procedures: cleaning, removal of dirt, debris, grease, corrosion, verdigris, old lacquer, stabilization of existing parts or artifact finishes, reintegrate areas of loss, wax and buff surfaces or apply new lacquer to artifact surfaces, as required and approved by the COR. Additionally, the assessment may include the creation of mounts for storage and/or exhibition, boxes and/or trays for support and safe handling of artifacts, and a final treatment report with photo documentation with before, during, and after images for each individual artifact after the work is approved by the COR and conservation is complete.
1. The Contractor shall be able to perform conservation work on site at any of the NMMC Collections Storage Facilities located in Quantico, Dumfries, and within the Washington DC area for artifacts that cannot be easily moved or transported to the Contractor’s conservation facility due to fragile condition, weight, or size of artifact.
1. The Contractor shall be able to provide safe and secure transportation and/or in some cases, schedule fine art transportation/shipping for all artifacts and works of art that are transportable to and from any of the NMMC Collection Storage Facilities on Marine Corps Base, Quantico, VA, the NMMC Museum Support Facility in Dumfries, VA, and the Washington, DC area to their conservation facility, as required.
1. The Contractor shall maintain a conservation facility located within fifty (50) miles from the NMMC collection storage facilities located at Marine Corps Base, Quantico, VA and Dumfries, VA. This mileage radius minimizes risk of damages to the artifacts during transit to and from the NMMC for conservation and stabilization. The Contractor’s conservation facility is required to meet the safety, ethics, and security standards set by the American Institute for Conservation of Historic and Artistic Works (AIC).
1. The Contractor and their conservation facilities are subject to site visit and inspection by the COR at any time during the duration of the contract.
1. The Contractor shall adhere to the professional standards set forth in the American Institute for Conservation of Historic and Artistic Works (AIC) code of ethics and guidelines for practice. The Contractor shall acknowledge membership in the AIC at the level of a Professional Associate.
1. The Contractor shall have been in practice as a professional conservator for a minimum of ten (10) years.
1. The Contractor shall provide a Certificate of Insurance to assure proper insurance coverage of a minimum of $1,000,000, as determined by the COR while in transport to and from the conservation facility and during the conservation process.
1. The Contractor’s conservation facilities shall provide the appropriate climate and humidity controls in place providing a stable environment for NMMC property meeting the following requirements: 50-60% relative humidity and 68-72 degrees temperature Fahrenheit with plus or minus 5% fluctuation.
3.2 General Tasks
In fulfilling the specified requirements, the Contractor shall:
1. The Contractor shall provide a brief summary conservation assessment for all artifacts to include inspection, analysis and evaluation of each artifact to determine conservation and preservation needs, recommend intervention techniques, as well as, provide treatment solution(s). The Contractor shall submit treatment proposals to the COR for review ten (10) working days after receiving artifacts. Conservation assessments will be reviewed, discussed, and approved by the COR and/or subject matter experts within ten (10) working days after assessment is received from the Contractor. Conservation will not begin until approval is provided to the Contractor by the COR, where applicable.
1. The conservation assessment for individual artifacts detailing the condition of the artifact shall include the following information: catalog number, artifact name/nomenclature, measurements, artifact description and condition, recommended conservation treatment(s), and length of time for work to be completed. The assessment needs to include, as applicable, specialized needs of the artifact that should be considered to include housing, proper mounts, etc. The assessment shall follow the standards as determined by the American Institute for Conservation of Historic and Artistic Works (AIC).
1. Final written conservation treatment reports are to be submitted for each artifact receiving conservation treatment and provide the following details: artifact name, catalog number, dimensions, description and condition, conservation treatment applied detailing the new condition of the artifact including any previous repairs or restorations, and photos documenting before, during, and after treatment. If a specialized mount or housing is created as part of the conservation process, include the details on the process of its fabrication. Artifacts shall be photographed from all sides with detailed photographs of areas of damage or instability, to include previous treatments, repairs and construction techniques prior to conservation. Conservation treatment reports will follow the guidelines as established by the AIC.
1. The Contractor shall provide two printed copies of each conservation treatment assessment and a copy of the assessment on a CD in Microsoft Word format. The assessment will be submitted to the COR for formal approval.
1. The Contractor may be required to perform a variety of the following conservation processes for various types of materials depending on the condition of the artifacts to be conserved and/or stabilized. All processes included in this list and others that may arise will be approved by the COR and/or subject matter expert prior to beginning conservation treatments:
0. Stabilize loose hinges and screws, remedy closure problems, and replace missing screws, latches or hardware with period correct and/or approved reproduction materials, when requested by the COR and/or subject matter expert.
0. Treat brass, bronze, silver, and/or metal surfaces of artifacts removing dirt, debris, corrosion, residues, grease, oxidation, and other areas of staining on artifacts, matching patina and finishes, applying new lacquer finishes where necessary per the direction and the approval of the COR and/or subject matter expert.
0. Remove previous treatments and old lacquer where applicable, and restorations where appropriate per the direction of the COR and/or subject matter expert.
0. Stabilize and/or consolidate flaking or unstable paints applied to artifact surfaces; clean and stabilize painted designs on artifact surfaces, where and when necessary per the direction and approval of the COR and/or subject matter expert.
0. Reintegrate areas of loss. Replicate and/or procure for the correct period and style parts or materials to replace or reintegrate areas of loss within an artifact, per the direction of the COR and/or subject matter expert.
0. Smooth out poorly applied finishes, coating and polishing artifacts to appropriate sheen and appearance, as necessary. Apply appropriate artifact finishes, polish surfaces, and ensure finishes have even toning, per the direction of the COR and/or subject matter experts.
0. Remove old stickers, labels, markings, tape, unusual residues, and other materials that are not part of the original artifacts as required, but only at the instruction of the COR and/or subject matter expert. All elements separated from the artifacts shall be properly labeled with the artifact name and catalog number and returned to the COR in a proper storage container.
0. The Contractor, as necessary, may be required to remove previously applied artifact catalog numbers and reapply the artifact catalog numbers on artifacts if numbers were required to be removed during conservation, per the direction of the COR and/or subject matter expert.
0. Medals and ribbon bars: Conservation by the Contractor of all medals contingent upon initial treatment proposal and review of conservation of one medal to see if results are acceptable. The medallion part of each medal is to be cleaned of surface dust and dirt by light brushing. Adhesive material is to be carefully removed from the reverse of each medallion, as required. Treatment may involve removal of adhesive material from the reverse of each medal and/or ribbon; consolidation of loose threads and/or fabric, as necessary; and the stabilization of the fabric of each medal ribbon or ribbon bar, as necessary. The manufacture of specialized storage mounts, envelopes, boxes, trays, or other materials may be required. All elements separated from the medals and unable to be reattached shall be properly labeled with the artifact name and catalog number and returned to the COR in a proper storage container.
0. Silver, silver plate, pewter, bronze, brass and other metal artifacts will be cleaned of surface dust, dirt, and grease. Corrosion and any adhesive products will be removed from the artifact surfaces to include removal of any old lacquer or polish on surfaces, as directed by the COR and/or subject matter expert. Repairs may be requested to stabilize breaks or cracks on artifact with seams and minimize dents on metal surfaces. For artifacts being conserved in preparation for exhibit, the Contractor may be directed to coat cleaned metal surfaces with nitrocellulose lacquer to retard tarnish or use synthetic microcrystalline wax applied with slight heat on surface then buff when dry. Custom silver cloth bags will be made for each silver or silver-plated artifact conserved and when required, custom mounts and storage boxes will be provided and/or created by the Contractor.
0. Painted drum heads: Tape repairs to be removed, painted surface of drum heads to be stabilized, and reintegrating areas of loss. Areas of loss, weakness, or tears on drum heads to be reinforced with suitable material. Rolled drum heads are to undergo humidification and slowly unrolled and examined with additional conservation needs to be identified and addressed.
0. Sculpture: The NMMC art collection includes sculpture made of the following materials: bronze, plaster, plaster with bronze, green and painted finishes, sterling silver, fiberglass on armature, wood and plaster, and rubber molds. As required, sculpture shall be cleaned of surface dust, dirt, and grease; corrosion; oxidation; old polish and wax residues. Treatment may be required to repair and/or stabilize mechanical damage such as, cracks, dents, breaks, pitting, corrosion, and leaching, as required. Additionally, the application of new lacquer finishes and microcrystalline wax may be applied as approved by the COR and/or subject matter expert.
0. Mounts for artifacts: As specified, acid-free storage containers, trays, packaging, and/or mounts may be required to be made for safe storage and handling of artifacts. Storage containers and mounts to be designed in consultation with the COR and/or subject matter experts to ensure they meet the needs and requirements of each individual artifact, as requested. Original storage containers and mounts will be returned to the COR and/or subject matter expert properly labeled with catalog number and artifact name.
1. Frames for artifacts: As specified, some artifacts may require some level of framing. The Contractor will work with the COR and/or subject matter experts to coordinate the individual needs for each artifact. Possible treatments may include, but are not limited to the following examples:
0. All frames shall match color, finish, and type currently in use by the NMMC utilizing either UV filtered acrylic or glass, as determined by the COR and/or subject matter experts. All elements separated from the flag or textile and unable to be reattached shall be properly labeled with the artifact catalog number and name and returned to the COR in a proper storage container.
0. Reintegrate areas of loss and stabilization of loose pieces, tears, rips or other damage, with alignment of the individual elements to make whole, as much as possible.
0. The manufacture of specialized storage mounts, boxes, trays, or other materials may be required.
1. The Contractor may be required to inspect, examine, and evaluate artifacts that have had past conservation treatment to determine if the artifact is still stable and sound or if further conservation and/or stabilization treatment is required. This will allow the museum to assure the artifact is stable if it is scheduled to be placed on exhibit. If treatment is required, conservator will prepare an assessment recommending conservation treatments to complete the necessary work per the direction of the COR and/or subject matter expert.
1. The Contractor may subcontract to appropriate conservators for conservation treatment on artifacts that may require specialized treatment outside the capabilities of the Contractor (i.e.: repairs to silver by an approved silversmith). The Contractor shall obtain prior approval from the COR and/or subject matter expert for subcontract conservator(s) selected by the Contractor.
3.3 Contracting Officer’s Representative (COR)
The Contracting Officer has designated the person named below as the authorized COR for this Contract:

The COR will represent the Contracting Officer in the administration of technical details within the scope of this contract and will perform inspection and acceptance of all deliverables. The COR is not otherwise authorized to make any representations or commitments of any kind on behalf of the Contracting Officer or the Government. The COR does not have the authority to alter the Contractor's obligations or change the specifications in the contract or issue Task Orders. If, as a result of technical discussions, it is desirable to alter contract obligations or statements of work, a modification must be issued in writing and signed by the Contracting Officer. The COR is responsible for reviewing the invoices submitted by the Contractor and informing the Contracting Officer of areas where exceptions are to be taken. The COR authority is non-delegable. The COR may be personally liable for unauthorized acts.
AUTHORIZED CHANGES ONLY BY THE CONTRACTING OFFICER
Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the Contractor’s facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the Changes clause of this contract.
a. The Contractor shall not comply with any order, direction, or request of Government personnel unless it is issued in writing and signed by the Contracting Officer or is pursuant to specific authority otherwise included as a part of this contract.
b. The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, said authority remains solely the Contracting Officer’s. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase incurred as a result thereof.
Government Responsibilities
1. The COR may be assisted by multiple subject matter experts. The subject matter experts will provide technical guidance and clarification in the absence of the COR.
1. The COR and/or subject matter experts shall review and approve all work. All work that does not meet the COR’s approval shall be rejected and reworked according to the COR and/or subject matter expert direction.
1. The COR shall have ten (10) working days to respond to the Contractor requests for information, proposals, or queries.
1. The COR may visit the Contractor’s conservation facility no less than two (2) times over the course of the contract. Each visit shall be coordinated with the Contractor.
1. The COR shall be available to offer direction by phone and/or email throughout the contract.
1. The COR will host initial progress meetings, generally in person or via telephone/teleconference call. Schedule, frequency, and duration are to be determined.
1. The final inspection and acceptance shall take place upon completion of conservation treatment on the agreed upon artifacts and accepted by the COR according to the accepted conservation treatment.
Contractor Responsibilities
1. Maintain contact by phone, mail, email, or in person with the COR in order to resolve difficulties or make decisions or revisions to the Conservation Treatment Proposal, as necessary. The Contractor is advised that only the COR can authorize changes and/or modifications to the agreed upon Conservation Treatment Proposal.
1. The Contractor is required to visit any and all NMMC facilities and other Marine Corps sites, as directed by the COR for the purpose of the examination of artifacts where conservation assessments are required or need to be conserved.
1. The Contractor is required to provide safe and secure transportation and/or in some cases, fine arts transportation for artifacts to and from the conservator’s facility to the designated delivery location, as determined and directed by the COR.
3.4 Government Furnished Material (GFM)
The Government shall furnish the artifacts from the attached list of Gallery 13, 14, and Other Objects after examination by the Contractor and the conservation assessment is received and approved by the COR. Upon transfer and return of the artifact(s) to and from NMMC, artifact transfer documentation is required for Museum records and accountability.
3.5 Contractor Furnished Material (CFM)
The Contractor shall furnish all materials, equipment, and supplies as needed, to fully carry out the requirements of the conservation project.
3.6 Quality Control Plan
The Contractor shall adhere to the professional standards set forth in the American Institute for Conservation of Historic and Artistic (AIC) Works Code of Ethics and Guidelines for Practice. The contractor shall provide a Quality Control Plan.
4.0 Period of Performance
The period of performance will begin upon award date of contract for a 12 month period with four (4) option years that may be exercised.
Period of performance is for one base year with four (4) twelve-month option periods, to be exercised at the Government’s discretion (see FAR 52.217-9, Option to Extend the Term of the Contract). The Government makes no guarantee that the Option Year will be exercised. The required period of performance is to start upon award date of contract for a 12 month period. INSTRUCTIONS TO OFFERORS
FAR 52.212-1 ADDENDUM – INSTRUCTIONS TO QUOTERS –COMMERCIAL ITEMS
1. Multiple Offers Quoters shall not submit multiple quotes presenting alternative terms and conditions for satisfying the requirements of this solicitation.
2. Overview The Government intends to award up to three (3) Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) awards for one (1) twelve (12) month base period, plus four (4) twelve (12) month option periods, as a result of the solicitation.
Each Quoter shall submit a quote that clearly and concisely describes its response to the requirements of the solicitation. Use of general or vague statements such as “standard procedures will be used” will not satisfy this requirement. Unnecessary elaboration or presentations beyond what is sufficient to present a complete and effective solution are not desired and may be construed as a lack of understanding of the requirement.
The quoter shall provide a current certificate of membership in the American Institute for Conservation of Historic and Artistic Works (AIC) with special identification as a Professional Associate for the quoter and any key personnel that would be performing the conservation services. If a current certificate of (AIC) membership is not provided the quote will be unawardable.
3. Guidance Quotes must be prepared in accordance with these instructions. Failure to do so may result in the Quoter’s submission being determined unacceptable and ineligible for award. Each Quoter’s submission shall be screened by the Contracting Officer upon receipt to ensure completeness and compliance with the instructions contained in the Request for Quote (RFQ). Elimination of Quoter is at the sole discretion of the Contracting Officer.
The purpose of this procurement is to obtain non-personal professional services and technical expertise for the conservation of artifacts for the National Museum of the Marine Corps.
4. Submission of Questions
Questions should be submitted via email and must be received before March 12, 2019, 10:00am EST. Questions received after that may not be answered.

5. Submission of Quotes
Quotes may be submitted either electronically (preferred) or hard copies may be submitted. Quotes shall be received by the Contract Specialist (Colleen Powers) and Contracting Officer (Jeanette Hernandez-Guilleaume) no later than March 27, 2019 at 10:00 am EST.

5.1 Quote Format
Quoters must submit their quotes in accordance with the format and content specified here. Quotes that do not comply with these instructions may be considered non-responsive and may render the quote ineligible for award. Quotes submitted must adhere to the following:
· 8.5 x 11 inch paper with 1” margins on all sides. If submitting hard copies, please use 3-ring binders.
· Single sided pages.
· Single-spaced typed lines.
· No hyperlinks are permitted.

Excess pages of volumes will not be considered. Pricing information shall not appear anywhere in the proposal other than Volumes 1 and 5 as specified below.
5.3. Volume 1 – Quote Letter
The Quote Letter shall include a summary of the proposed price by CLIN including a total proposed price for this effort. The Quote Letter shall be signed by an authorized company official and include the following:

1. Company Information. Provide the name, address, DUNS number, CAGE Code, Tax Identification Number (TIN) and telephone number.
3. Authorized personnel. Provide the name, title, telephone number, facsimile number, and e-mail address of the point of contract that can obligate your company contractually.
4. SAM Requirement: If chosen for award, vendor must be registered in the System for Award Management (SAM) prior to award of a contract. Registration information can be found https://www.sam.gov.

8. A statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quoters are to clearly detail any exceptions taken and the rationale for the exceptions taken to the RFQ. Please note that exceptions taken to the RFQ may render the quote unacceptable to the Government.
9. State the length of quote validity (at least a minimum of 90 days).
10. Standard Form (SF) 1449 – Complete Blocks 17a and 30 a-c of Page of the solicitation (signed dated). Failure to do so may lead to rejection of the quote.
5.4. Volume 2 - Factor 1. Technical Capability
Data previously submitted, or presumed to be known (i.e., descriptions of previous projects performed for the Government) cannot be considered as a part of the quote unless physically incorporated in the technical volume. Clarity, completeness, and conciseness are essential.
In this part of the Volume, the Quoter shall demonstrate the ability, resources, and experience required to perform the requirements in the Performance Work Statement (PWS), including the detailed procedures and methods to be used which line up with the PWS. The demonstration must include the Quoter’s knowledge and approach of the processes relevant to technical evaluation and support outlined in the PWS. The Offeror shall demonstrate the knowledgeable and experienced personnel. All information must be presented in sufficient depth for the Government to make a comprehensive evaluation of the Quoter’s understanding of the requirements within the PWS and enable the Government to evaluate the Quoter’s capability for successful performance.
The Quality Control Plan (QCP) for the base contract shall be provided as an appendix to the technical volume. The QCP will not count toward the page limit, but will be evaluated.
5.5. Volume 3 - Factor 2. Performance Execution and Management In this part of the Volume, the Quoter shall submit a company portfolio to include brief company history, company longevity, company affiliations, and names and titles of key personnel. The Quoter shall submit resumes of key personnel to include education level and institution, professional experience, and professional affiliations. The quoter shall provide a current certificate of membership in the American Institute for Conservation of Historic and Artistic Works (AIC) with special identification as a Professional Associate for the quoter and any key personnel that would be performing the conservation services for this solicitation. All information must be presented in sufficient depth for the Government to complete a comprehensive evaluation of the Quoter's education, training, and ability to perform the tasks described in the Performance Work Statement (PWS) and manage conservators working under them or for their company.
5.6. Volume 4 - Factor 3. Past Performance
The Quoter’s Experience shall be documented in such a way that clearly demonstrates past experience performing the duties and responsibilities as called for in the PWS.
5.7. Volume 5 - Factor 4. Price
The price quote should reflect the Quoter’s best pricing available. The price quote should also avoid ambiguities of inclusion, exclusion, or content. Unit prices and extended prices shall be provided in no more than two decimal places. Price quote supporting material to include proposed labor hours and labor rates. Any additional backup information and data that will allow evaluators the ability to understand how the Quoter’s pricing was developed.
FAR 52.212-2 ADDENDUM - EVALUATION –COMMERCIAL ITEMS
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
BASIS OF AWARD
The Government intends to evaluate quotes and award up to three (3) contracts. Therefore, the offeror’s initial quote shall contain the offeror’s best terms from a price and technical standpoint.
This solicitation will be awarded to the offeror whose offer, conforming to the Request For Quote requirements, is determined to provide the "Best Value". Determination will be based on the merits of the offer and the offeror's capability. The "Best Value" may not necessarily be the proposal offering the lowest cost, nor receiving the highest technical rating.
The Government’s intent is to award without discussions with quoters. However, the Government reserves the right to conduct discussions or seek clarifications if the Contracting Officer determines they are necessary. In the event issues pertaining to a proposed quote cannot be resolved to the Contracting Officer’s satisfaction, the Government reserves the right to withdraw and cancel the proposed quote. In such event, quoters will be notified in writing. In the event a competitive range is established and the Contracting Officer determines that the number of quotes that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of quotes in the competitive range to the greatest number that will permit an efficient competition. Selection of the successful quoter will be made based on the evaluation criteria below.
Best Value Award
1. Evaluation Factors The Government will select the best overall quote (Best Value), based on an integrated assessment of the evaluation factors described below. The Government will award up to three (3) firm fixed-price awards to the responsible quoters whose quotes, conforming to the solicitation, represent the best value to the Government, price and non-price factors considered.
The following factors, listed in descending order of importance, shall be used to evaluate quotes:
- Factor 1 Technical Capability
- Factor 2 Performance Execution and Management
- Factor 3 Past Performance
- Factor 4 Price
2. Relative Importance of Factors.
Non-price factors, when combined, are significantly more important than price.
Prospective Quoters are forewarned that a quote meeting solicitation requirements with the lowest evaluated price may not be selected if award to a higher evaluated priced Offer is determined to be most advantageous to the Government.
Factor 1: Technical Capability Technical capability will be evaluated based on the extent to which the quoter’s demonstrated their technical approach toward accomplishing all requirements as outlined in the PWS.
1. Evaluation Criteria – Technical Capability
· Provide at least three (3) sample conservation assessments from past conservation projects. These are to be supplied along with the bid documents and created by the same person who will perform the conservation services for this solicitation. The assessments should include artifact condition, conservation and preservation needs, recommended intervention techniques, and possible treatment solutions. The assessments need to include the following information: catalog number, artifact name/nomenclature, measurements, artifact description and condition, recommended conservation treatment(s), and length of time for work to be completed.
· The sample conservation assessments shall be of different types of artifacts comprised of various component materials, i.e. metal, wood, ceramic, plastics, mixed material, etc.
· At least one of the conservation assessments shall include a proposal for a mount or frame for storage or display.
· Failure to provide conservation assessment samples will result in disqualification for selection.
· Provide any additional materials that the vendor feels will demonstrate an understanding of the level of quality required for the conservation of artifacts and/or demonstrates to NMMC the ability to carry out the project scope. This information will help break ties between equally well-qualified bids.
Factor 2: Performance Execution and Management Provide company portfolio and resumes of key personnel, including but not limited to: owner, conservator, project officer, related assistants, and/or subcontractors.
· Provide the most recent documentation of membership in the American Institute for Conservation of Historic and Artistic Works (AIC) at the level of Professional Associate.
Factor 3: Past Performance Quotes will be evaluated to determine if the Quoter clearly demonstrated relevant experience. Quoters are encouraged to provide any relevant and recent (within the last three years) contract numbers for which similar services were provided to the Government.
· Provide a minimum of three (3) references, preferably organizational director or equivalent, who can attest to the quality of their work in this area. References for whom the vendor has performed small quantities of work will not receive as much weight. Each reference will include the following information:
· Point of contact with telephone number, email and address
· Contract numbers, type(s) and values
· Completed conservation treatment report that includes the following information: artifact name, catalog number, dimensions, description and condition, conservation treatment applied detailing the new condition of the artifact including any previous repairs or restoration, and photos documenting before and after treatment.
· Include at least one conservation treatment report that required the creation of a specialized mount, housing, or frame as part of the conservation process.
Factor 4: Price The price quote should avoid ambiguities of inclusion, exclusion, or content. Quoters shall provide their hourly rate for CLINs 0001, 1001, 2001, 3001, and 4001. If multiple vendors are awarded contracts, Task Orders in Option Years will be competed among those vendors. The Government will evaluate Quoter’s quoted prices, but this factor will not be given an adjectival rating. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the services will be based on a comparison of quoted prices received in response to the solicitation and may also be based on a comparison to the Independent Government Cost Estimate (IGCE) along with any other relevant price analysis techniques defined in FAR 15.404-1(b). Note, that while FAR Part 15 does not apply to this procurement, the price analysis techniques defined in FAR 15.404-1 will be utilized as appropriate.
Completeness and Accuracy. The Government will review the pricing tables for completeness and accuracy. A determination will be made as to whether the Quoter properly completed the pricing tables. The Quoter’s quote will be checked for mathematical correctness to include the following:
1) Checking arithmetic in all computations.
2) Ensuring all prices are summarized correctly.
3) Any spreadsheets provided cannot be password protected.
(b) Options. The Government will evaluate the price of quotes for award purposes by averaging the hourly rate for the Base Year and all Option Years. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.204-9 PERSONAL IDENTITY VERIFICATION OF CONTRACTOR PERSONNEL (JAN 2011)
(a) The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Homeland Security Presidential Directive-12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24, and Federal Information Processing Standards Publication (FIPS PUB) Number 201.
(b) The Contractor shall account for all forms of Government-provided identification issued to the Contractor employees in connection with performance under this contract. The Contractor shall return such identification to the issuing agency at the earliest of any of the following, unless otherwise determined by the Government:
(1) When no longer needed for contract performance.
(2) Upon completion of the Contractor employee's employment.
(3) Upon contract completion or termination.
(c) The Contracting Officer may delay final payment under a contract if the Contractor fails to comply with these requirements.
(d) The Contractor shall insert the substance of this clause, including this paragraph (d), in all subcontracts when the subcontractor`s employees are required to have routine physical access to a Federally-controlled facility and/or routine access to a Federally-controlled information system. It shall be the responsibility of the prime Contractor to return such identification to the issuing agency in accordance with the terms set forth in paragraph (b) of this section, unless otherwise approved in writing by the Contracting Officer.
