3. Description of Supplies/Services.

This requirement is to lease a Xerox Versant 3100 production press with EX3100 Print Server, CP Bourg Power Square 224 and Plockmatic Pro Book Maker. This requirement of lease a

Xerox printer is to support the University and History division’s publishing requirements. During the course of an average year, the University leadership requires support for student resources;

Strategic planning; publishing student papers; faculty/staff requests for classroom adoption copies for use during the academic year; and customers request copies of out-of-print Marine

Corps publications. The Historic Division requires an inline high-quality, high capacity professional production printer that is compatible with the current Xerox color proofing system.

The machine must print, trim, and bind books of at least 224pgs, quickly and with high resolution output.

The lease of the Xerox V3100 due to equipment compatibility and replacement warranty/maintenance contract can only be sole source. This sole source justification is prepared in accordance with FAR 8.405-6. 5. Rationale Justifying Use of Cited Statutory Authority.

This requirement of lease a Xerox printer is to support the University and History division’s publishing requirements. During the course of an average year, the University leadership requires support for student resources; Strategic planning; publishing student papers; faculty/staff requests for classroom adoption copies for use during the academic year; and customers request copies of out-of-print Marine Corps publications. The Historic Division requires an inline high-quality, high capacity professional production printer that is compatible with the current Xerox color proofing system. The machine must print, trim, and bind books of at least 224pgs, quickly and with high resolution output. The required Xerox V3100 is compatible with the already in place Xerox color proofing system. There are no similar printers produced by other companies

J&A No. MCINCR-RCO-JA-18013 that can perform the same functions as the Xerox V3100 of the Xerox Corporation. A Sole

Proprietary Letter dated 10-May-2018 has been attached to the contract file.

A deviation from the Xerox V3100 Press Printer, will cost the Government more time and money. The Marine Corps University – History Division will need to invest in procure a new color proofing system. The required Xerox V3100 is compatible with the already in place Xerox color proofing system. In addition, the History Division will not be able to accommodate the

University’s requests, particularly relating to the accreditation process and classroom adoption requests. The History Division will not be able to meet the demand for their-of-print official

Marine Corps histories and other publications. They will not be able to collaborate with

University faculty relating to on-campus projects since they will put too much of a strain on the

History Division resources. The ability to meet the History Division requirements will be significantly constrained.
