Section SF 1449 - CONTINUATION SHEET
INSTRUCTIONS TO VENDORS
GENERAL INTENTION. In accordance with FAR Part 12 and Part 13, the MCINCR-RCO is issuing a solicitation for a Weapon Repairman’s Tool Kit. Required specifications are listed in Schedule of Supplies/Services within this solicitation.
The Government will issue a firm fixed price order. It is the Government’s intent to award this requirement on an
“all or none basis”.
TECHNICAL COMPLIANCE: To ensure technical compliance:
a. This is a Brand Name or Equal requirement for a Weapon Repairman’s Tool Kit. The manufacturer’s name and manufacturer’s complete part number of each line item shall be submitted in the quote. A mere statement that the quoter will meet the Government’s requirement is NOT sufficient. Equal items must demonstrate the ability to meet the technical requirements. Drawings, product literature, pictures, and description of all quoted items may be included to support the equal product.
b. Positive results of your company’s history in the Past Performance Information Retrieval
System (PPIRS-SR) for the FSC 5180. In the case of a supplier without a record of relevant past performance history in PPIRS-SR for the FSC or PSC of the supplies being purchased, the supplier may not be evaluated favorably or unfavorably for its past performance history.
PRICING: The Government will evaluate Quoter’s quoted prices in accordance of FAR 13.106-3.
SUBMISSION OF QUOTE: Quotes shall be delivered no later than the close date and time in block 8 on page 1 of the SF1449 RFQ to be considered for award. Late quotes will not be considered. All quotes shall be delivered via email to Denise Russell at denise.g.russell@usmc.mil, fax 703-784-5908, or mail to MCINCR-RCO 2010
Henderson Rd Quantico VA 22134. Vendors are responsible for ensuring their quotes have been received by the date and time in block 8 on page 1 of the SF1449 RFQ. Contact the above indicated contract specialists to ensure the government has received your quote. Delivery delays that cause a quote to be late are not the responsibility of the government agency and such late quotes will be rejected.
EVALUATION OF QUOTATIONS: A Best Value determination will be made based on lowest price, which has been determined to be technically acceptable.
Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical acceptability (See Line Item in tables for details); (2) Price: All pricing quoted, which includes FOB Destination. The Government reserves the right to not award a purchase order at all under this solicitation, depending on the quality of offers submitted.
All quotes will be evaluated first on price. The lowest priced quote will be evaluated for technical acceptability on an acceptable/unacceptable basis. If the lowest priced quote is found to be technically acceptable, then no further evaluations will be conducted and award will be made. If the lowest priced quote is not technically acceptable, the next lowest priced offer will be evaluated, and so on until a technically acceptable quote is found.
The following ratings/definitions will be utilized:

Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
