SOURCES SOUGHT ANNOUNCEMENT
The Marine Corps Installations National Capital Regional – Regional Contracting Office
(MCINCR –RCO) Marine Corps Base, Quantico, VA is seeking sources for a Catholic
Priest Services for Marine Corps Base Quantico.
CONTRACTING OFFICE ADDRESS: MCINCR -RCO, 2010 Henderson Rd, Quantico, VA 22134
INTRODUCTION:
This is a SOURCES SOUGHT to conduct market research and determine the availability and technical capability of all sources to provide the required products and/or services.
The Command Chaplain’s Office is seeking information for potential sources for
Catholic Priest services for the development and implementation of religious programs for eligible Roman Catholic personnel, and their eligible family members, within Marine
Corps Installations-National Capital Region/Marine Corps Base, Quantico, VA 22134 at the Marine Memorial Chapel.

CONTRACT/PROGRAM BACKGROUND:
Contract Number: M00264-15-P-0319
Contract Type: Firm Fixed Price
Incumbent and their size: FR. Keiran Mandato
Method of previous acquisition: Small Business Set-Aside
Current services are being provided on a part-time basis by Fr. Keiran Mandato.
Anticipated time frame: The period of performance is anticipated to be a base year of 15
September 2017 to 14 September 2017, with four (4) option years.
Place of Performance: Marine Memorial Chapel.
CORE OBJECTIVES TO BE ACCOMPLISHED:
The Command Chaplain Office is in need of a Catholic Priest service provided to perform services related solely to the needs of the Catholic congregation. Capability statements shall be provided to cover part time and full time Catholic Priest services in accordance with the Archsiocese for the Military Services, USA (AMS). Catholic congregation at the Marine Corps Base Quantico ranges from 600 to 800 individuals.
Part time services comprises Mass services on Sundays and all Catholic Holidays.
Full Time services comprises Mass services on weekdays, Saturday and Sunday and all Catholic Holidays.
The Government is seeking contractors who are capable of performing the following objectives:
Objective 1: Demonstrate capability to provide Catholic Priest services (registered or approved by the Archdiocese for the Military Services, USA (AMS)). The Contractor must meet all prerequisites for Roman Catholic priestly ministry as defined by the AMS.
First and foremost, the Contractor must be an ordained Roman Catholic Priest who is in good standing with the AMS as well as with the Bishop of his own diocese or the superior of his religious community.
Objective 2: Demonstrate capabililty to provide Catholic Mass Services in English and in accordance with AMS and Catholic faith parameters. Mass services capability shall meet the following criteria:
-Sunday Mass Services: The Contractor shall provide weekly Mass service.
Service includes two (2) Masses each Sunday for a total of 104 masses per year, as well as Mass service for Holy Days (including Easter Vigil and any special
Masses).
-Mass services shall include homily preparations, confessions, baptism ceremonies, and a weekly bulletin with weekly meditations and special announcements for Holy Days, Confirmation, First Holy Communion, etc.
Objective 3: Demonstrate capability to execute the following services:
a. Comprehensive Sacramental Ministry (Services included under this category are
Baptisms that take place outside normal Mass times, Weddings, Funerals (including burials), Sacrament of the Sick, First Holy Communion, First Reconciliation and
Confirmations),
b. Rite of Christian Initiation of Adults,
c. Pastoral Counseling services (to be provided for those seeking spiritual guidance for issues such as marriage and other issues, such as Annulments, Sponsor Letters, Godparent letters (and similar documentation) as well as pastoral visitations for outreach to congregation members such as for hospital visits, house blessings, etc),
d. Perform counseling for weddings, funerals, baptisms, and any other customary liturgical rites of the Roman Catholic Church in Marine Memorial Chapel for all active duty Catholic personnel,
e. Execute weddings, funerals, baptisms, and any other customary liturgical rites of the
Roman Catholic Church in Marine Memorial Chapel for all active duty Catholic personnel,
f. Coordinate all scheduled activities, worship services and liturgical events with the
Command Chaplain and with other MCINCR-MCBQ Chaplains, and any administrative duties such as phone calls to and from Congregation members and all required Church reports and forms, and
g. Fulfill the AMS-mandated role of Director of Religious Education, working in close cooperation with the contracted Coordinator of Religious Education to ensure a vibrant, comprehensive program of religious education to include teaching.
SOURCES SOUGHT:
The anticipated North American Industry Classification System Code (NAICS) for this requirement is 813110, with the corresponding size standard of $7.5 million. This
Sources Sought Synopsis is requesting responses to the following criteria from all sources that can provide the required services under the NAICS Code.
To assist the MCINCR RCO in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this
Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small
Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.
In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.
Responses must demonstrate the company’s ability to perform in accordance with the
Limitations on subcontracting clause (FAR 52.219-14).
SUBMISSION DETAILS:
Responses must include:
1) Business name and address;
2) Name of company representative and their business title;
3) Type of Business;
4) Cage Code;
5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service
Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply
Schedules (FSS), or any other Government Agency contract vehicle. (This information is for market research only and does not preclude your company from responding to this notice.)
6) Confirmation of Contractor’s active registration under the Systems for Award
Management (www.sam.gov) and under the 813110 North American Industry
Classification System Code (NAICS).
Response to this sources sought must identify capabilities for a part time and full time
Catholic Priest services.
Vendors who wish to respond to this sources sought should send responses via email
NLT 26 June 2017 4:00 PM Eastern Daylight Time (EDT) to janice.harvey@usmc.mil and Michael Dennie at michael.dennie@usmc.mil. Interested vendors should submit a brief capabilities statement package (no more than ten (10) pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format.
Proprietary information and trade secrets, if any, must be clearly marked on all materials.
All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned.
All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The
Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
