IN REPLY REFER TO:
September 12, 2016
MEMORANDUM FOR STAGE CREW UNIFORMS
FROM: Peggy Pennie, Contracting Officer, Marine Corps Base, and Quantico, VA
SUBJECT: Establishment of Blanket Purchase Agreement (BPA) for Stage Crew Uniforms
1. Our office proposes to establish a Blanket Purchase Agreement (BPA) for Stage Crew Uniforms; items desired are contained in the below Item List. I understand your company may be interested in providing these supplies in support of Marine Corps Base Quantico, VA. Please keep in mind, a BPA is not a binding contract, it is an agreement, and as an agreement, prices must be set prior to any orders being placed against the BPA. Additionally, since it is an agreement and not a contract, either party may choose to terminate an agreement provided a 30-day notification is given.
2. In addition to the item list, please find attached general terms and conditions of the BPA in Attachment 1. If you are interested in establishing a BPA with our office, please complete the attached item list of any and all items your company provides, do not add any items to the Supply Item List. Your prices should be as low as or lower than those charged your most favored customers, including any discounts for prompt payment and delivery to Marine Corps Quantico. Our office will establish only one BPA for the Stage Crew Uniforms. This agreement will be determined and based solely on pricing, so we cannot stress enough, include your best pricing terms. Furthermore, pricing for the initial year of this agreement shall not be revised unless authorized by a Contracting Officer.
3. Return the Attachment 2: Supply Item List with your pricing to my attention no later than 16 Sep 2016 at 11:00 a.m., Eastern Daylight Time (EDT), we intend to have this BPA in place and effective beginning 30 Sept 2016. If your company is selected for an agreement, additional information will be sent to you to complete. This information will include how calls are placed, as well as a list of individuals who are authorized to place calls for this proposed agreement.
4. Request For Quotes and Representations and Certifications response can be e-mailed to: Josephine.smith@usmc.mill and Hal Jones hal.d.jones@usmc.mil. Should you have additional questions, please do not hesitate to call me at: 703-432-1667 or Mr. Hal Jones at: 703-784-5701.

2. Statement of Work (SOW) for United States Marine Band
1.0 SCOPE
The scope of this requirement is to establish a Blanket Purchase Agreement (BPA) to procure required work uniform items as needed by the US Marine Band Stage Crew. Uniform items include: crewneck short-sleeve T-shirts, short-sleeve polo shirts, crewneck sweatshirts, cold weather jackets, knit hats, cold weather gloves, cargo trousers and Dickies work-pants. All items should be Navy-Blue in color to match existing uniforms and comply with existing Marine Corps Uniform Board authorization.
This BPA will be established for a period of 5 years; base year will have a minimum ordering threshold. The government has the option to renew the First thru Fourth Option year as needed and will notify the contractor within 60 days of contract expiration.
1.1. BACKGROUND
The US Marine Band Stage Crew consists of (1) Stage Manager, (1) Assistant Stage Manager and (7) Stage Crewman. The Recording Section consists of (3) recording engineers. The mission of the unit is to provide logistical support for both the playing members of the organization as well as support for the administrative sections.
The duties and responsibilities assigned to the members of these sections require movement of equipment and instruments before, during, and after performances. It would not be practical for members of the unit to wear dress or service uniforms due to the restriction of movement and the nature of the tasks. In addition, the equipment being moved requires safety equipment such as steel toe boots and gloves to ensure personal safety which is not authorized or practical to be worn with the dress or service uniform.
The utility uniform would provide the flexibility to perform the assigned duties, however a large portion of the events supported by the section occur at varied venues and ceremonial events to include non-military civilian venues, the White House, CMC and the Pentagon. Due to the nature and location of the events it would not be appropriate to provide the required support in the utility uniform due to regulations governing the use and wear of the uniform and the visibility of the members of the section.

5. INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS
a. As incorporated by reference, 52.212-1 Instructions, Conditions and Notices to Offerors.
5.1. Addendum-52.212-1 Instructions, Conditions and Notices to Offerors
a. Multiple Offers a.1. The offeror shall not submit multiple offers presenting alternative terms and conditions for satisfying the requirements of this solicitation.
5.2. Overview
a. The Government intends to award a single Blanket Purchase Agreement containing Firm Fixed Price (FFP), pricing for a five (5) year period.
b. Each Offeror shall submit a quote that clearly and concisely describes its response to the requirements of the solicitation. Use of general or vague statements such as “standard procedures will be used” will not satisfy this requirement. Unnecessary elaboration or presentations beyond what is sufficient to present a complete and effective solution are not desired and may be construed as a lack of understanding of the requirement.
5.3. Guidance
a. Quotes should be prepared in accordance with these instructions. Failure to do so may result in the Offeror’s submission being determined to be unacceptable and ineligible for award. Each Offeror’s submission shall be screened by the Contracting Officer upon receipt to ensure completeness and compliance with the instructions contained in the Request for Quote. Elimination of an Offeror is at the sole discretion of the Contracting Officer. The purpose of this procurement is to obtain Laundry/Dry Cleaning Services.
5.4. Confidential Information
a.. The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of contract qualifications and quotes submitted to federal agencies. If an Offeror’s submissions contain information that he/she believes should be withheld from such requestors under FOIA on the grounds that they contain “trade secrets and commercial or financial information” (5USC 552(b)(4), the Offeror should mark its submissions in the following manner:
b.. The following notice should be placed on the title page: “Some parts of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act. Material considered privileged or confidential on such grounds is contained on page(s).”
c. Each individual item considered privileged or confidential under FOIA should be marked with the following notice: “The data or information is considered confidential or privileged, and is not subject to mandatory disclosure under the Freedom of Information Act.”
5.5. Submission of Questions and Quote
5.5.1. Questions
a. All questions must be received by August 10, 2016, 11:00 am, Eastern Daylight Time (EDT). All questions submitted for this solicitation must be electronically sent to the following e-mail address: josephine.smith@usmc.mil.
Note: Due to the firewall at Quantico, please be advised that it is the Offeror’s responsibility to ensure all electronic submittals of questions are received by the Contracting Officer in the timeframe given above.
5.5.2. Quotes
a. Electronic quotes are authorized for this solicitation and will be considered for evaluation. Quotes must be submitted no later than August 15, 2016, 9:00am, Eastern Daylight Time (EDT). In order to maximize efficiency and minimize the effort involved in the quote evaluation process, all Offerors must comply with the following instructions for quote format and content. Quotes that do not comply with these instructions may be considered non-responsive and may render the Offeror ineligible for award. For each Offer submission, provide one(1) Technical Volume and one (1) Business Volume.
b. Quotes may be sent via Federal Express, private courier, or hand delivered to the following address and received prior to the cutoff date/time to:
Regional Contracting Office, National Capital Region 2010 Henderson Road Room 202B Attention: Josephine Smith Marine Corps Base (MCB) Quantico, VA 22134
All contractors must comply with the requirement listed above for this request. Failure to comply may result in disqualification. This will be a Firm Fixed Price (FFP) contract.
This acquisition will utilize Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR 15.101-2. Technical tradeoff will not be made and no additional credit will be given for exceeding acceptability. Award will be made to the acceptable offeror with the lowest evaluated price, which is deemed responsible in accordance with the Federal Acquisition Regulation and whose quote conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, representation and certifications, and other information required by this solicitation. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.
The Government may reject any quote that is evaluated to be unrealistic in terms of requirements, contract terms and conditions, or an unrealistically high or low price when compared to Government estimates, such that the quote is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risk of the program.
Technical acceptability will be evaluated on all quotes. Only those quotes determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. Then, price will be evaluated and the quotes will be listed from lowest to highest price based on the total evaluated price and technical acceptability. Award will be made to the lowest evaluated priced quote meeting the acceptability standards for the non-priced factors.
TECHNICAL EVALUATION STANDARD:
The contractor shall address the following two factors:
1. Factor 1 – Technical Capability – Offeror shall clearly demonstrate its approach to technical ability to meet the requirements of CLIN/Line Items based on meeting the requirements of the Request for Quote, quantity, quality and timeliness of delivery.
1. Factor 2 – Price – The offeror shall complete CLIN pricing on page one (1) of this solicitation. In addition to the completed CLIN pricing on page one (1), the offeror shall provide sufficient price information to allow the contracting officer to determine the completeness and reasonableness of the offerors prices.
DISCUSSIONS: If during the evaluation period it is determined to be in the best interest of the Government to hold discussions, Offeror responses to clarifications/discussion notices will be considered in making the source selection decision.
AWARD DECISION: The award decisions will be made as follows:
1. Step One – Determine Technical Acceptability. The technical evaluation, Factor 1, stated above, will assess the offerors capability to satisfy the Government’s requirement. The Government will evaluate all technical capability quotes received by the required date/time. The Technical Capability factor will receive a rating of acceptable and unacceptable. If any factor is rated “unacceptable”, the entire quote is rendered technically unacceptable, and the quote will be removed from the competitive range. Only quotes deemed technically acceptable (either initially or as the result of discussions) will be considered for award. The ratings are defined in the following table.
Rating
Description
Acceptable
Quote clearly meets the minimum requirements of the solicitation. Only those quotes determined acceptable, either initially or as a result of discussion will be considered for award. Once deemed acceptable, all technical quotes are considered to be equal.
Unacceptable
Quote does not clearly meet the minimum requirements of the solicitation. Quotes with an unacceptable rating will not be considered for award.
Table A-1
1. Step Two – Evaluate Price. The offeror’s Price quote will be evaluated, for award purposes, based upon the total price proposed as annotated under Factor 2 – Price.
1. Step Three – Award Decision. Award will be made the lowest priced, technically acceptable offeror, subject to a positive responsibility determination in accordance with FAR Part 9 and conformance of the offeror’s quote to the terms and conditions of the solicitation.
DISCLAIMER:
This is a request for the submission of a quote and does not constitute a contract or authorization to begin work. Nor does an offeror’s submission of a quote constitute a contract or authorize the individual or company to being work.
