PERFORMANCE WORK STATEMENT

Performance Work Statement For Marine Corps Information Operations Center Social Media & Professional Analytical Services

1.0INTRODUCTION. The Marine Corps Information Operations Center (MCIOC) requires highly specialized and comprehensive analytical services to support development and enhancement of a key component of Information Operations (IO)/ Information Related Capabilities (IRC). The overarching requirement focuses on advanced analysis of the Information Environment (IE) and procedural development designed to expand and improve the Social Media element of Information Operations (IO). MCIOC anticipates this effort will produce leading edge analytical products which identify and define Social Media trends, threat indicators, social media networks and special interest groups. Recommendations and analysis output products will support development of Tactics, Techniques and Procedures (TTP) used to institutionalize and promulgate Social Media as a crucial staple of IO/Information Related Capabilities (IRC) to Marine Corps MAGTFs, COCOMs and DOD/Joint IO communities
2.0SCOPE. The overarching requirement shall be supported by execution of related subtasks, PWS paragraphs 3.2, 3.3 and 3.4, defined below. Subtask definitions and typical subtask work elements convey the nature and complexity of work to be expected and should not be interpreted as individual, full-time requirements. The government anticipates the required level of effort will vary throughout the contract period of performance to accommodate Command focus and priorities.
3.0REQUIREMENTS.

3.1 Contractor Personnel Qualifications: MCIOC has no organic government civilian capacity or active duty Marine skill sets to perform the functions of this PWS and will not train, mentor, or otherwise “ramp-up” contractor personnel to attain expected levels of performance. Therefore, the contractor shall possess qualifications, skills and experience needed for immediate start and execution of the PWS requirements.

Qualified personnel shall apply expertise in defining and resolving issues, performing assessments, and developing output products from analysis of exceptionally complex and evolving information environments. SME qualifications shall be supported by verifiable depth and quality of relevant experience and education. Examples of relevant and qualifying experience include:

· IRC work linked to analysis, strategic planning and cognitive manipulation of social media.

· Prior experience supporting Marine Corps Information Operations

· Demonstrated effective communication and coordination skills at Component/Combatant Command (COCOM) levels.

· Knowledge of IO as applied to MAGTF and DOD/Joint operations.

3.1.2 Key Personnel: The contractor shall be capable of completing and coordinating all work necessary to meet the PWS requirements. The contractor shall submit a resume, including skills and qualifications of all personnel supporting this effort for government review and evaluation. Replacement or substitution of Key Personnel prior to, or after contract award shall be subject to government review and evaluation.

3.2 Subtask 1 - Social Media Analysis: Work performed shall focus on social media and open source research as related to analysis of high-definition, local information which provides critical knowledge of local environments. Typical work elements associated with this subtask include:

· Research and analyze methodologies, tools, techniques and procedures to mine social media and open source data.

· Research and analyze policy issues for social media monitoring, analysis and dissemination.

· Provide recommendations on TTPs for social media analysis.

3.3 Subtask 2 - Information Environment (IE) Analysis: The Information Environment is the aggregate of individuals, organizations, and systems that collect, process, disseminate, or act on information. This environment consists of three interrelated dimensions, known as physical, informational, and cognitive. The physical dimension is composed of command and control systems, key decision makers, and supporting infrastructure that enable individuals and organizations to create effects. The informational dimension specifies where and how information is collected, processed, stored, disseminated, and protected. The cognitive dimension encompasses the minds of those who transmit, receive, and respond to or act on information. The product(s) of this analysis shall be current and accurate description of the IE in a given area of interest with emphasis on the use and effects of modern Social Media. Typical work elements associated with this subtask include:

These analytical requirements may be in response to changing world events, and areas of interest relevant to Social Media and other MCIOC IRCs. Deliverables and format are largely dependent on subtask work and as required by the government. There is no finite number of deliverables or specific delivery schedule except for the Monthly Status Report. Reports and deliverables shall contain information in sufficient detail to ensure that a professionally qualified third party can follow the content and logic of the product(s). (h) Certification Regarding Responsibility Matters (Executive Order 12689). (Applies only if the contract value is expected to exceed the simplified acquisition threshold.) The offeror certifies, to the best of its knowledge and belief, that --

(1) The offeror and/or any of its principals ( ___ ) are, ( ___ ) are not presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency,

(2) ( ___ ) Have, ( ___ ) have not, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a Federal, state or local government contract or subcontract; violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property; and

(4) ( ___ ) Have, ( ___ ) have not, within a three-year period preceding this offer, been notified of any delinquent Federal taxes in an amount that exceeds $3,500 for which the liability remains unsatisfied.

(i) Taxes are considered delinquent if both of the following criteria apply:

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. Sec. 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. Sec. 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. Sec. 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. 362 (the Bankruptcy Code).
