This is a Notice of Intent to award a sole source procurement under the Simplified Acquisition Procedures and Other Than Full and Open Competition in accordance with FAR 6.302-1. A solicitation will not be issued. The associated NAICS Code for this acquisition is 611430, size standard of $11.0 million dollars.

The Regional Contracting Office - National Capital Region intends to award a Firm Fix Price sole source contract to Kunder- Reali Associates located at 1111 Trinity Drive, Alexandria, VA 22314 in support of Marine Corps University (MCU), Command and Staff College (CSC), Nine Innings Exercise located at Marine Corps Base, Quantico, VA 22134. The period of performance is 27 April 2016 – 13 May 2016.

The complex nature of the Nine Innings exercise requires a combination of assigned CSC faculty that are augmented by experienced Highly Qualified Experts (HQE). These HQEs apply their diverse backgrounds and operational capabilities to educate and mentor students throughout the planning process. Their subject matter expertise is applied in a teacher/mentor role and thus demands the nuanced approach to guide and vector students to apply the skill sets gained from a challenging curriculum. As a “real-world” exercise, the HQE must understand the operating environment, the roles/missions/responsibilities of the military, other government agencies, and others’ national interests in the region. Each HQE must quickly immerse themselves within the real-world problem set, respect the span of control, coordinate with partner HQEs and CSC faculty, and harmonize their qualified insights to make Nine Innings the capstone experience our students need to validate the 10-month curriculum.

The support includes:

Instructor ratio per student (2:116). The Contractor shall work in pairs to support two (2) Operational Planning Teams.

(1) The Contractor shall: provide a Deputy Director/Director-level perspective with interagency and non-governmental agency (NGO) cooperation and coordination to advise and assist US Ambassador-level planning insights coupled with joint force capabilities for a USPACOM Operational Planning Team. Individuals must have experience coordinating with Ambassador/Flag-Officer-level leaders and provide whole-of-government perspectives on the unique capabilities within the various agencies and NGOs. This qualified expert will serve as a HQE guiding students in a coordinated effort to develop synergies between military and interagency efforts to support national security and stabilization efforts. First-hand experience leading/developing interagency/NGO operations ensures a mentor who can advise and assist student-led planning experience where they recognize a team effort can create capacity within partner nations.

The performance period for this contract is 27 April 2016 – 13 May 2016. A determination has been made by the Government to use other than full and open competition for this acquisition. This sole source award to Kunder- Reali Associates is being processed solely for the purpose MCU CSC Nine Innings Exercise.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The point of contact for this acquisition is: GySgt Summerlin, T. N., (703) 784-3594, email: tremakia.summerlin@usmc.mil.
