Performance Work Statement (PWS) For Marine Corps Climate Survey Maintenance and Administrative Support

1. Background

a. The Marine Corps has a requirement to continue the maintenance and administration of certain climate survey programs. These include the Marine Corps on-line Ground Climate Assessment Survey System (GCASS), the Aviation Climate Assessment Survey System (ACASS) and the Command Climate Survey (CCS). Within these Survey Systems there shall exist the capability to conduct short term or ad-hoc surveys based on specific needs of Marine Corps leadership.

i. The GCASS includes seven surveys:

· Ground Climate Assessment (GCA) survey;

· Administrative Support Personnel Assessment (ASPA);

· Higher Headquarters (HHQ) survey (for use above battalion/squadron-level units);

· Private Motor Vehicle (PMV) survey;

· Motorcycle (MTRCYCL) survey;

· Drinking and Driving (D&D) survey; and

· Off-Duty and Recreational Activity (OD&R) survey.

GCASS surveys are used by commanders at all levels to assess the safety climate of their commands. Commanders use the GCA or HHQ survey within 90 days of assuming command and can use other surveys at any time as they deem appropriate. GCASS surveys may be accessed through SemperFiSurveys.com.

ii. The ACASS as structured includes fourteen surveys:

· Command Safety Assessment (CSA)

· Maintenance Climate Assessment Survey (MCAS)

· Administrative Support Personnel Assessment (ASPA)*

· Fleet Readiness Center Survey (FRC)

· Contractor Maintenance Survey (CTR)

· Higher Headquarters Survey (HHQ)*

· Drinking and Driving Survey (D&D)*

· Off Duty and Recreational Activity Survey (OD&R)*

· Private Motor Vehicle Survey (PMV)*

· Motorcycle Safety Survey (MTRCYCL)*

· Air Traffic Control Survey (ATC)

· Flight Meteorology (FLT MET)

· CVN Maintenance to Operations Survey (CMOS)

· Hazing Survey (Hazing Survey)* ACASS surveys are used by commanders of Aviation Units at all levels to assess the safety climate of their commands. Commanders use the CSA or HHQ survey within 90 days of assuming command and can use other surveys at any time as they deem appropriate. ACASS surveys may be accessed through MarineAviationSurveys.com.

iii. Six of the Surveys contained in ACASS are similar in structure and content to surveys under GCASS and shall be reorganized and offered only under the GCASS:

· Administrative Support Personnel Assessment (ASPA)*

· Higher Headquarters Survey (HHQ)*

· Drinking and Driving Survey (D&D)*

· Off Duty and Recreational Activity Survey (OD&R)*

· Private Motor Vehicle Survey (PMV)*

· Motorcycle Safety Survey (MTRCYCL)*

iv. The Hazing Survey (HAZING) contained in ACASS shall be reorganized and offered under the CCS.

v. The CCS includes the Command Climate Survey and HAZING surveys and may be accessed through USMCsurveys.com.

vi. Ad Hoc Surveys are consistent in size and form to the aforementioned Surveys but are specifically tailored to address concerns or areas of interest, and are typically offered to a limited command or group of commands. The Contractor shall have the capability to design and execute Ad Hoc surveys as directed under the Contract. Ad-Hoc Surveys may be accessed under GCASS, ACASS or CCS depending on the specific subject matter of the survey.

2. Scope

a. The objective of this requirement is to provide Survey maintenance and administrative support (i.e., website hosting, survey set-ups, and debriefs to commanders), and to analyze and publish results of Survey data.

b. The survey system incorporates anonymity of the individual respondent, in that it shall not collect personal identifying information, but will collect organizational and demographic data that will assist in analyzing trends.

c. Survey questions, templates, web-based files and data collected under this Contract, and historical survey data that may be provided to the Contractor are the property of the Marine Corps and shall be provided to the government at the termination of the Contract or on request. Data is maintained in Microsoft SQL 2014®.

d. The anticipated average throughput of surveys is projected in the table below. A survey case is defined as one unit taking one specific survey (e.g., a Marine battalion taking the PMV survey), and includes all effort from survey case set-up through debrief, plus any preemptive notification[footnoteRef:1] that is necessary. The contractor’s capacity shall be able to support a minimum of 25% above the projected throughputs shown, as there may be seasonal fluctuations associated with rotation and deployment cycles. 3. Requirements/Specifications:

a. CLINs 0001/0002/0003 Conduct Surveys (FFP/IDIQ):

i. Surveys shall be priced based on inclusion of the following activities. Pricing shall reflect a total under each survey system (GCASS, ACASS, CCS) and a unit price per survey.

ii. Survey set-up includes the initiation of a case and providing access for the unit taking the survey:

· Process all battalion/squadron-level unit survey requests for GCASS, ACASS, CCS and Ad Hoc surveys

· Process requests from higher headquarters units (GCA and CCS only).

· Instruct unit-level survey administrators on survey process.

· Coordinate unit requests to have commanding officers debriefed.

· Determine the time limits and coordinate with the unit regarding any extensions.

iii. Survey debrief is the critical explanation of a survey’s results to the Commanding Officer, and requires the de-briefing Contractor to possess experience with and thorough understanding of Marine Corps command structure, leadership practices and culture. This forms the foundation of trust and empathy necessary to evaluate and communicate survey results effectively.

· Review and notate unit survey results in preparation for CO debrief.

· Contact and schedule unit commanding officer debrief of results.

· Work with each unit CO to ensure a thorough debrief of results.

· Assist unit safety representatives in navigating the debrief website.

· Obtain feedback from CO concerning the value of the survey process.

iv. Specific preemptive notifications are required under the circumstances listed below. The Contractor providing this notice should possess the same qualifications and understanding of Marine Corps leadership and culture as a survey de-briefer, as this information may be time sensitive.

· Screen all free-form narrative comments received in the conduct of all surveys for statements that could indicate plausible risk that the individual survey respondent may inflict harm on him- or herself, or others.

· Notify the unit CO/Commander of the particular risk or threat and any clarifying demographic or organizational data in order to heighten Command awareness. (The identity of the survey respondent must remain anonymous).

b. CLIN 0004 Research and Analysis (FFP/IDIQ):

i. The Government considers the work related to the individual R&A items below to be of similar complexity and encourages a single unit price structure applicable to the elements under CLIN 0004. All effort under this item shall be identified by the relevant survey category (GCASS, ACASS, CCS, or Ad Hoc), or allocated by percent if relevant to more than one survey category. Estimated quantities of these deliverables are provided in Table 1.1.

· Develop and publish issue papers/reports regarding trends or findings discovered during review of aggregate data, or matters of interest to Marine Corps Leadership;

· Conduct analysis and generate presentations as directed on particular areas of interest to leadership, or for use at conferences, meetings, or leadership training forums.

· Design and develop “Ad-Hoc” Surveys addressing subject matters of interest to Marine Corps Leadership. This cost shall be for the survey design/development only – the execution of any Ad-Hoc Surveys will be directed and paid under the appropriate CLIN 0001/0002/0003 as determined by the subject matter and Government sponsor.

c. CLIN 0005 Web Hosting and Survey System Maintenance (FFP)

i. This effort reflects the fixed price for support and maintenance of the survey system(s) that is not variable based on the numbers of surveys conducted within the period(s) of performance.

ii. Survey system maintenance, refinement, and administration:

· Import legacy survey data provided by the Government within 30 days of contract award. The cost for import of legacy data applies to Base Period only.

· Provide the capability to administer and debrief surveys.

· Coordinate all domain names, SSL certificates, and DNS issues.

· Provide necessary website hosting to ensure reliability and security using IIS 6.0 and SSL.

· Respond promptly to trouble calls from participating units.

· Analyze and modify survey content, as needed.

· Manage and securely archive survey data.

d. CLIN 0006 Government-directed travel (COST REIMBURSABLE)

i. The Government may require Contractor attendance/support for meetings, conferences, or presentations at locations as identified in Table 1.1. All effort under this item shall be identified by the relevant survey category (GCASS, ACASS, CCS), or allocated by percent if relevant to more than one survey category. This cost is not to be evaluated.

· Coordinate with HHQ/HQMC SD staffs for meetings, conferences, or presentations. All travel by the contractor shall be authorized by the COR prior to execution.

· Travel, as requested and approved by HQMC SD / COR in support of survey programs.

· All travel shall be conducted in accordance with applicable provisions of the Joint Travel Regulations.

· The estimated cost of each incidence of Contractor Travel shall be submitted upon request by the Government and upon authorization shall be invoiced as a Cost Reimbursable item.

4. Government Furnished Equipment

a. Within one week of award the government will provide the Contractor with legacy data from the existing Survey Systems. This information will be in an electronic medium to support the Contractor’s establishment of the Survey Systems in accordance with CLIN 0005.

5. Reports

a. The Contractor shall provide a monthly report of activities in the form of an Excel Spreadsheet, to include surveys initiated, in progress, and completed, Research and Analysis assignments initiated, in progress, and completed, and current and projected activities requiring travel. Incomplete activities shall include an assessment of percent complete and projected completion date.

6. Invoicing and Payment

a. The Contractor shall provide pricing which reflects a FFP for the total number of items (surveys, reports, presentations, etc.) and a unit price for each item. Contractor shall invoice the Government monthly based on the following:

· Surveys and R&A Items – FFP/IDIQ (CLINs 0001 through 0004). Invoicing shall be based on the number of items completed in the billing period times the respective unit price. Invoicing shall identify the specific numbers of each survey and each R&A item completed. R&A items shall be identified by the relevant survey category to which they apply (GCASS/ACASS/CCS) consistent with the applicable Task Order, or allocated by percent if relevant to more than one survey category.

· Web Hosting and Support - FFP (CLIN 0005). Invoicing shall reflect one-twelfth of the CLIN 0005 price.

· Government Directed Travel – COST (CLIN 0006). Invoicing shall occur following completion of the travel based on the approved incident(s) of travel. Travel shall be identified by the relevant survey category to which it applies (GCASS/ACASS/CCS) consistent with the applicable Task Order, or allocated by percent if relevant to more than one survey category.

In addressing Factors 1, 2, 3, and 4 the following applies:

6.1.1 Factor 1. Technical Capability.

The proposal should clearly address the Offeror’s understanding of the technical and programmatic requirements outlined in the Performance Work Statement (PWS); ensuring the Offeror’s discussion articulates its capability so as to provide continuous quality support to MCCMOS. The discussion must demonstrate the Offeror’s capacity to support the identified demonstrated mission areas, understands the priorities and emerging issues within those areas, and can execute a comprehensive approach that ensures quality performance and use of staff resources to meet objectives without any interruption in training.

6.1.2 Factor 2. Performance Execution and Management

The Offeror must provide a demonstrated management approach suitable to respond to the types of requirements delineated in the PWS, consistent with their technical approach. The discussion must provide a comprehensive approach to managing the call order performance-based work requirements, assurance of consistent quality of performance at the BPA call level, capacity for handling matters of staffing and resource balancing, and ensuring complementary roles between the contractor’s managers and government staff. The discussion must provide the evaluation panel with sufficient confidence that the offeror understands the critical support areas, emerging issues, and risks associated with the support goals set forth in the PWS, and has the management techniques, controls, subcontractor management processes, and quality provisions necessary to execute their approach.

6.1.3 Factor 3. Past Performance

The Offeror shall provide at least three (3) references demonstrating relevant past performance involving the quality of performing the same or similar services within the last three (3) years.

Include the following fields:

1. Customer;

6.2 Volume II – Business Volume

The Quoter’s price quote shall not exceed 20 pages, including a Formal Offer Letter, SF1449, and Price Quote corresponding to SCHEDULE OF SUPPLIES/SERVICES; Contract Line Item Number (CLIN) structure and supporting materials. The insertion of the Quoter’s MOBIS schedule in the business volume is required and shall not count towards the page count limitation. Pricing information shall not appear anywhere in the Technical Volume.

In addressing Factor 4, the following shall apply:

6.2.1 Factor 4. Price

No price data shall be contained in any volume other than the price volume. The Quoter shall provide proposed pricing and supporting documentation for the FFP portion, including labor categories, labor rates and labor hours. Quoters shall use the not-to-exceed amounts, provided in the Supplies/Services Section of the 1449, for Travel.

The fully developed technical solution and corresponding grand total price for each function area established in the CLIN structure of the solicitation should be clearly annotated in the price quote. No ambiguities of inclusion, exclusion, or content shall be extended and lack of content or clarity with regard to pricing shall be considered as representing a “non-responsive” offer.

The submitted price quote in this Volume must be reasonable to be acceptable. For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. Reasonableness takes into account the context of a given source selection, including current market conditions, general economic conditions, and other factors that affect the ability of a Quoter to perform the contract requirements. Reasonableness depends upon a variety of considerations and circumstances, including the following:

· Whether it is the type of price generally recognized as ordinary and necessary for the conduct of the Quoter’s business or of the contract performance;

· Generally accepted sound business practices, Federal and State laws and regulations, etc.; and

· Any significant deviations from the Quoter’s Established practices.

6.2.2 Completeness

1. Identify any and all associated discounts you are proposing in clear, concise detail;

1. Staff resumes submitted in the Technical Volume based upon contingency hiring authority must include a signed letter of offer/acceptance in the Business Volume; and

1. Additional supporting information is provided as required by the complexity of the offer.

No ambiguities of inclusion, exclusion, or content shall be extended and lack of content or clarity with regard to pricing may be result in the Government finding a quote 'non-responsive'. The Quoter must sign the SF1449, acknowledge all amendments, and include a compliance matrix and Table of Contents corresponding to their price submission

EVALUATION FACTORS FOR AWARD

ADDENDUM TO 52.212-2 – EVALUATION-COMMERICAL ITEMS

1. Technical Requirements:

The Government will offer a FFP IDIQ contract to the Quoter whose quotation represents the best value to the Government, as determined by a tradeoff process between price and non-price factors as described in FAR 15.101-1. The following factors shall be used to evaluate quotations and are listed in order of importance:

Factor 1: Technical Capability Factor 2: Performance Execution and Management Factor 3: Past Performance Factor 4: Price

Technical Capability and Performance Execution and Management are equal to each other and when combined, are more important than Past Performance. All evaluation factors other than price when combined are significantly more important than price. Although price is least important, price becomes significantly more important if the non-price factors are rated equal.

2. Factors Considered in Award Decision

2.1 Factor 1. Technical Capability

The Government will evaluate each Quoter’s technical capabilities to assess how well they may be expected to perform the task order based on their demonstrated knowledge and understanding of the technical and programmatic requirements outlined in the Performance Work Statement (PWS); ensuring their discussion articulates their capability so as to provide continuous quality support. The Government will evaluate how well the quote demonstrates the capacity to support the identified demonstrated mission areas, understands the priorities and emerging issues within those areas, and can execute a comprehensive approach that ensures quality Performance and use of staff resources to meet objectives. The offeror will be evaluated on their ability to adequately identify a suitable level of technical understanding of the issues. This includes, at a minimum, describing contract level performance objectives that can be accomplished by their technical approach; describe the benefits and advantages of that approach; and effectively illustrate the roles of staff and team resources to execute the intended strategy.

2.2 Factor 2. Performance Execution and Management.

The quotation should adequately define an effective management approach complementary to the proposed technical solution set forth in response to the criteria in the PWS. At a minimum, this includes identifying responsibilities and roles of team members in attaining performance objectives; describes the processes and quality measures associated with executing the strategy; and illustrates the roles of staff and team resources relevant to the approach so as to ensure suitable oversight, expertise, and control of performance execution. Collectively, the integrated approach must demonstrate to the evaluator that the Quoter possesses the capabilities, resources, and expertise to establish and operate an efficient organization that is both responsive and flexible to meet the requirements, without an interruption in training. Roles of management and other key staff are annotated and provisions for independent, objective quality assurance (e.g., customer surveys, etc.) are incorporated. Measures for immediate action and remediation are noted in the discussion so as to ensure the quality of contract deliverables and timeliness of service delivery is maintained. Key considerations include process maturity, roles of responsible staff, degree of Work Breakdown Structure (WBS) integration, and controls at both the corporate and contract level under performance-based operating parameters.

3.0 Technical Ratings

3.1 The rating definitions in Table 1, Technical Ratings, will be used in evaluating Factors 1 and 2. A quote that receives an initial rating of “Unacceptable” for any technical factor will not be considered in the competitive range and no discussions will be conducted with the Quoter. No further evaluation of the quote shall be performed (i.e. past performance or price evaluation) and the Quoter will not be considered for award.

3.2 The combined technical/risk ratings below, includes consideration of risk in conjunction with the strengths, weaknesses, and deficiencies in determining technical ratings. Combined technical/risk evaluations shall utilize the combined technical/risk ratings listed in Table 1, below.

Table 1 Technical Ratings

Blue

Outstanding Quote meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.

Purple

Good Quote meets requirements and indicates a thorough approach and understanding of the requirements. Quote contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.

Green

Acceptable Quote meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is not worse than moderate.

Yellow

Marginal Quote does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The Quote has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.

Red

Unacceptable Quote does not meet requirements and contains one or more deficiencies. Quote is “unawardable”.

3.3 Definitions for strength, weakness, signficant weakness, and deficiency are provided below.

Strength is an aspect of a quoter’s quote that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.

Weakness means a flaw in the quote that increases the risk of unsuccessful contract performance.

Significant Weakness is a flaw in the proposal that appreciably increases the risk of unsuccessful contract performance.

Deficiency is a material failure of a quote to meet a Government requirement or a combination of significant weaknesses in a quote that increases the risk of unsuccessful contract performance to an unacceptable level.

4.0 Factor 3: Past Performance

4.1 The Government will evaluate the Quoter on performance under existing and prior contracts and or task orders for similar products or services. Quoters shall submit no more than six (6) total recent past / present performance efforts for evaluation and each cited past performance effort shall not exceed five (5) pages. (Note: Individual task orders under an ID/IQ contract are each considered to be one (1) past / present performance effort.) Information on up to three (3) recent contracts performed by a Quoter’s significant teaming partners / subcontractors and significant subcontractors considered most relevant in demonstrating their ability to perform the proposed effort may be submitted. The Government considers a significant subcontractor and / or teaming partner to be a company who provides 20% or more of the support required, and / or a company who provides a critical portion of the effort required and / or influences the results of performance. The maximum number of past performance efforts submitted by the prime Quoter and its teaming partners may not exceed six (6) total. Therefore, if three subcontractor efforts are submitted, the maximum number of efforts submitted by the prime would be three efforts.

4.2 A current point of contact for each past performance effort shall be provided by completing the Past Performance Questionnaire (Attachment 4). References other than those identified by Quoters may be contacted by the Government, and the information received may be used in the past performance evaluation. Quoters for whom information on past performance is not available, or so sparse that no confidence assessment rating can be reasonably assigned, will not be evaluated favorably or unfavorably on past performance and as a result will receive an “Unknown Confidence” rating for the Past Performance Factor.

The PPET will perform past performance evaluations on all quotations received, in accordance with the SSP. Past performance information shall be obtained from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers, and Fee Determining Officials; and the Defense Contract Management Agency.

4.3 Past Performance Recency Assessment: Recent efforts are those which have been performed during any portion of the last three (3) years from date of issuance of this RFQ, including those efforts currently being performed. For those efforts currently being performed, the Quoter must have been performing for at least six (6) months from the date of issuance of this RFQ. Past performance information that fails this condition will not be further evaluated. However, if any part of the performance falls within the recency timeframe, the contract / task order in its entirety may be evaluated. For each instance of a Quoter’s past performance that meets the recency timeframe, Government evaluators will then assess relevancy of that instance of past performance.

4.4 Past Performance Relevancy Assessment: If the Government evaluators consider the Quoter’s past performance reference to be recent, then the Government will assess the relevancy of the referenced past performance task order / contract in accordance with the Past Performance relevancy definitions in Table 02 below. The Government shall evaluate relevancy by assessing whether the past performance effort proposed is relevant to the Technical factors and the Cost / Price factor contained in the RFQ. Evaluations do not assess an overall relevancy rating at the Factor level. Further, the Government is not bound by the Quoter’s opinion of relevancy. The past performance questionnaires and information obtained from other sources will be used to establish the degree of relevancy and quality of past performance.

Table 02: PAST PERFORMANCE RELEVANCY DEFINITIONS

Relevancy
Definition
Very Relevant
Present/past performance effort involved essentially the same

scope and magnitude of effort and complexities this solicitation requires.

Relevant Present / past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present / past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Not Relevant Present / past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

4.5 Past Performance Quality Assessment: The Government evaluators will consider the performance quality of recent, relevant efforts. For each recent, relevant past performance citation reviewed, all aspects of performance that relate to this procurement may be considered. The quality assessment may consist of an in-depth evaluation of the past performance questionnaire responses, PPIRS information, interviews with Government customers, and if applicable, commercial clients. It may include interviews with other sources known to the Government. The quality assessment may result in positive or adverse findings. Adverse is defined as past performance information that supports a less than satisfactory rating on any evaluation element or any unfavorable comment received from sources without a formal rating system. For adverse information identified, the evaluation will consider the number and severity of the problems, mitigating circumstances, and the effectiveness of corrective actions that have resulted in sustained improvements. Process changes will only be considered when objectively measurable improvements in performance have been demonstrated. The Government will use the following quality levels in Table 03 – Past Performance Quality Assessment when assessing recent, relevant efforts:

Table 03: PAST PERFORMANCE QUALITY ASSESSMENT

PAST PERFORMANCE QUALITY RATINGS

Aspects of quality include how well an offeror meets or exceeds contractual requirements, how problems encountered in the course of contract performance were addressed, and the effectiveness of corrective actions taken.

EXCEPTIONAL
Performance meets contractual requirements and exceeds many to the Government’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with few minor problems for which corrective actions taken by the contractor were highly effective.
VERY GOOD
Performance meets contractual requirements and exceeds some to the Government’s benefit. The contractual performance of the element or sub-element being assessed was accomplished with some minor problems for which corrective actions taken by the contractor were effective.
SATISFACTORY
Performance meets contractual requirements. The contractual performance of the element or sub-element contains some minor problems for which corrective actions taken by the contractor appear or were satisfactory.
