QUESTIONS AND ANSWERS II
Questions and Answers Pertaining to Amendment II of the Solicitation
Question No. 1. Response Due Date- Could the Government please confirm as to whether the
Response Due Date is by 12:00PM, 7 July 2016 or by 2:00PM, 7 July 2016? As Amendment
0002 stipulates the first and FBO stipulates the latter.
Response: Proposals due date has been extended to 8 July 2016 at 02:00 PM Eastern Standard
Time.
Question No. 2. Travel- Could the Government please confirm if Offerors are required to provide pricing estimates for travel only associated with Task Order 0001?, as the Government's response to questions only provided information related to travel against Task Order 0001. In addition, the Government's answer surrounding travel stipulated, "For FY-17, JTF exercise planning meeting locations are unknown." Thus, unless the Government provides details surrounding where the Government anticipates the Contractor to conduct travel to and the number of personnel required to travel, it makes it difficult for Offerors to provide estimates for travel associated with Sample Task Order 0002.
Response: Travel cost for Task Order 1 shall be proposed in accordance with the proposed technical approach. Offeror shall adhere to the instructions set forth in the solicitation.
For travel cost pertaining to Task Order 2, the offeror shall use a not to exceed (NTE) amount of
$150,000 for each period. NTE amount added into the pricing template for TO 2.
Travel cost reference for TO 2 included under the Travel Cost tab was removed. Travel Cost tab renamed as TO o1 Travel cost
Offeror shall provide documentation demonstrating that they have an adequate accounting system. Such adequacy shall be rendered by the Defense Contract Audit Agency (DCAA). If such DCAA accounting system adequacy is not available, offeror shall provide a detailed description about the process they will implement to account for travel cost as cost reimbursement.
Question No. 3. Pricing Template Amendment 0002- A row to list pricing for the base and all option periods for FEMA ICS 400 is missing from the Deliverables Unit Price Matrix.
Response: Item added to the amended Pricing Template. Line 23 of “Deliverables Unit Price
Matrix” tab.
Question No. 4. Technical Exhibit 3 of both the initial RFP (p.186) and of Amendment 0002 (p.
48) stipulates the following: "The Contractor will provide a QCP in accordance with PWS paragraph." However, paragraph 1.6 (Quality Assurance) of both documents does not address when the QCP is due. Will the Government please provide guidance as to when the QCP is due?
Response: The Quality Control Plan (QCP) is due at proposal due date as stated in the solicitation. The QCP shall be provided as an appendix to the technical volume of the proposal.

The Offeror, subcontractor, interdivisional transfer, or any other business entity associated with the proposal may submit their sealed proposal directly to the Government or the Offeror.
Offers are solicited on an “all or none” basis. Failure to submit an offer for all requirements of the
PWS shall be cause for rejection of the offer. Non-compliance with any of the provisions herein may lead the Government to determine that an Offeror’s proposal is non-compliant and may result in removal from the evaluation.
All of the instructions for the Price Volume apply separately and individually to each Offeror, subcontractor, interdivisional transfer, or any other business entity associated to the proposal.
Offeror shall provide a price proposal following the Pricing Template included as Attachment 7.
2.7.1.1 Sub-Volume A: Summary of total proposed price (Price for Initial and Sample Task
