PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT

FOR

TRAINING COMMAND PRODUCTION ANALYIS

1. Background.

1.1. The Coordinated Shipping Model (CSM) describes the organizations and processes that constitute a pipeline from “street to fleet” to recruit and train Marines, beginning at manpower planning and ending with qualified Marines reporting to their first unit. This supply chain is a complex set of processes that span the responsibilities of Marine Corps Recruiting Command (MCRC), Manpower and Reserve Affairs (M&RA), Training and Education Command (TECOM) and Training Command (TRNGCMD). It encompasses manpower planning, recruitment, Military Occupational Specialty (MOS) classification, and Primary Military Occupational Specialty (PMOS) training, concluding with qualified Marines available for assignment to a valid manpower billet. As students flow through the various pipelines, events at any point in the supply chain can have profound impacts on other organizations in the chain and on mission accomplishment. Similarly, problems at one point in the supply chain often require cooperation between multiple organizations to resolve. No one organization owns the entire process, and each organization is governed by various orders and directives. A formal codified process is required in order to establish lines of communications and ensure all processes are mutually supporting within the supply chain.

1.2. The Naval Aviation Production Process (NAPP) has provided significant achievements in the reduction of Aircrew (pilots, Naval Flight Officers (NFO), & crew chiefs) Pooling, Marines Awaiting Training (MAT), missed school seats, Temporary Additional Duty (TAD) Cost and inefficiencies in resource planning. The benefit of NAPP and its Return on Investment (ROI) can be measured through the proper application of skilled analysts placed at key locations within the training continuum for MOS manpower pipeline management, increased continuous communications across all key stakeholders, intimate knowledge of training databases, manpower accessions, reporting metrics and database management.

1.3. In order to benchmark off the efficiencies gained through the NAPP, TRNGCMD, G-3, Production Management seeks to have a like construct across the entire Marine Corps Human Resource Supply Chain (HRSC. To accomplish this, the Government requires functional analytical support to assist in tracking USMC students prior, into, and throughout the initial accession training pipeline.

1.4. This Performance Work Statement (PWS) addresses Business Process Improvement (BPI) by specifically identifying continuing requirements for effective management, production processes, Human Development Resource Planning and Implementation of embedded NAPP type methodologies and tools in order to provide support to TRNGCMD Production Management (PM) requirements in developing a common integrated process for the planning, sourcing, training, and management of entry level students from recruitment to assignment to a unit.

2. Scope of Work. The focus of this requirement is “Street-to-Fleet” training, consistent with enterprise management objectives. This encompasses management of the officer and enlisted initial accession training processes (not to include pilots, NFOs, & crew chiefs) from initial accession through “C” school completion and PMOS awarding, using BPI tools, concepts and methodologies. This enterprise focus will require linkages not only within the established training processes but across the myriad processes within the CSM and potentially all USMC pipelines.

2.1. The Contractor shall provide high-level process management support to Training Command Senior Leadership concentrating on process improvement and change management techniques and methods; and providing consistent program oversight and interpretation of established metrics and measurements. The foundation for lasting change is a disciplined management process that drives the training organizations to the correct behaviors.

2.2. In view of the large scope of the tasks within the CSM, the contractor shall reinforce BPI principles with subordinate and adjacent staffs to include,: MCRC, M&RA, TECOM, and Center for Naval Aviation Technical Training (CNATT) and all Formal Learning Centers (FLCs), including the 18 major FLCs and 41 subordinate FLCs.

3. General Requirements.
