Performance Work Statement (PWS)
1.0 INTRODUCTION The Chemical Biological Incident Response Force (CBIRF) requires Fire Inspector/Instructor/Officer Certification training in order to meet training and readiness standards specific to the crash fire rescue military occupational specialty. Additional search and rescue training is required to meet CBIRF’s own training and readiness standards.
2.0 BACKGROUND
Aircraft Rescue and Fire Fighting (ARFF) are required to follow a Training and Readiness (T & R) Manual to accomplish mission essential tasks (MET). Certifications requirements for ARFF Marines are outlined in the listed references. This PWS includes the CBIRF specific search and rescue training courses required by its ARFF members. The courses and certifications in this PWS support these requirements.
| 3.0 | SCOPE The Contractor shall provide the personnel, management and materials necessary to train and certify personnel in the disciplines listed below. | |
| 4.0 | REQUIREMENTS The Contractor shall: | |
| 4.1 | Provide training to no more than 15 Marines within the period of performance. All training will be coordinated with the Contracting Officer Representative. Trainees beyond the contracted amount must be authorized in writing from the Contracting Officer. | |
| 4.2 | Train, test, and certify (Proboard or IFSAC) personnel in the following disciplines in order to meet T & R requirements. | |
| 4.2.1 | Fire Instructor I | August 3-7 |
| 4.2.2 | Fire Officer I | August 24 – September 4 |
| 4.2.3 | Fire Prevention Level I, II | September 14 – October 2 |
| 4.2.4 | Rope Level I & II | August 3-14 |
| 4.2.5 | Confined Space Level I & II | August 24-29 |
| 4.2.6 | Vehicle Level I & II | September 8-12 |
| 4.2.7 | Trench Level I & II | October 5-9 |
| 4.2.8 | Structural Collapse Technician | September 14-25 |
| 4.3 | Immediately notify the Contracting Officer Representative of incidents involving failure, misconduct, or non-completion. | |
| 4.3.1 | Submit a Training Discrepancy Report in a simplified format, preferably one page, detailing incidents of failure or other means of non-completion to the Contracting Officer Representative. |

6.0 CONTRACTOR MANPOWER REPORTING
The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the CBIRF via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. 7.0 CONTRACTOR TRAVEL
All Contractor Travel will be within the National Capitol Region. No additional travel is authorized under this contract.
The bases visited will include:
Quantico, VA - trench Indian Head, MD Stumpneck
8.0 SECURITY The Contractor shall:
Establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of government data.
9.0 GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI) The Government will provide office spaces for onsite training events. The Government may provide computers and projectors if the capability is available during the training events. It is the responsibility of the Contractor to check with the COR prior to the beginning of the training events and coordinate availability of training materials. All other materials and services will be provided by the Contractor.
10.0 ORGANIZATIONAL CONFLICTS OF INTEREST
The Contractor acknowledges that it is familiar with FAR Subpart 9.5, Organizational and Consultant Conflicts of Interest, and agrees to avoid, neutralize or mitigate such conflicts of interest in accordance with the principles set forth in the FAR. If the performance requires the Contractor (to include subcontractors) to supply technical support related to systems or projects with which the Contractor is already directly concerned, either by prime or subcontract, the Contractor shall immediately inform the Contracting Officer. The PWS may be withdrawn if a conflict is found. The Contractor shall not undertake performance of any PWS requirements which requires it to supply technical support regarding such systems until the notice is given, and written consent to proceed is issued by the Contracting Officer.
