TO ESTBALISH A BLANKET PURCHASE AGREEMENT (BPA) FOR THE FOLLOWING:
Provide Pricing for Various Uniform Items and Equipment (See BPA Agreement below for list of items)
The requested services shall have a period of performance of twelve (12) months that will begin on 30 September 2015 and end 29 September 2015.
The closing date and time for quote submission is: 22 September 2015 , 5:00 PM EST. Offers received after this date and time may be considered non-responsive and will not be given further consideration. Please provide all submissions to Government Point of Contact: Michael Curley at (703) 432-0036 (phone); via (703) 784-5908 (fax) or e-mail michael.t.curley@usmc.mil.
This request for quote to award a single source BPA.
BASIS OF AWARD: Award will be made on the basis of the lowest price technically acceptable (LPTA) offerors based off quotes provided meeting or exceeding the acceptability standards for non-cost factors. In accordance with FAR 15.101-2 (b) (1), past performance will be not evaluated.
EVALUATION. Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical acceptability: (See Line Item above and technical compliance below for details); (2) Delivery: 30 Days receipt of order (ARO) delivery timeframe; (3) Price: All pricing quoted shall be FOB Destination. This is an all or none requirement.
TECHNICAL COMPLIANCE: To ensure technical acceptability:
1. The manufacturer’s name, manufacturer’s complete part number, and item description shall be submitted in the quote. A mere statement that the quoter will meet the Government’s requirement is NOT sufficient.
1. Clearly state whether the quoter can meet the required delivery timeframe. Vendors who cannot meet the 30 Days after receipt of order (ARO) delivery timeframe will not be considered technically acceptable.
Quotes will be evaluated and ranked according to price, from lowest to highest. The Government reserves the right to evaluate only the technical quote of the lowest price offeror. Other technical quotes may not be evaluated unless the Government determines the lowest price offeror to be unacceptable or non-responsive. In the event the Government determines the lowest price offeror to be unacceptable, the technical quote of the next lowest price offeror will be evaluated. This process will continue until a technical quote is determined to be acceptable.
The Government intends to evaluate quotes and award a contract without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Therefore, the vendor’s initial quote should contain the vendor’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received.
DISCLAIMER:
This is a request for the submission of a quote and does not constitute a contract or authorization to begin work. Nor does an offeror’s submission of a quote constitute a contract or authorize the individual or company to being work.
The Contracting Officer is the only person who can legally modify a resulting contract or obligate the Government for expenditure of funds. Costs shall be incurred by recipients of the solicitation in anticipation of receiving direct reimbursement from the Government.
Only the Contracting Officer has the authority to authorize deviations from the terms and conditions of any resulting contract, including deviations from specifications and requirements. In the event the Contractor does deviate, without written approval of the Contracting Officer, such deviations shall be at the risk of, and any cost related thereto shall be borne by the Contractor.
