UNITED STATES MARINE CORPS
MARINE CORPS BASE
QUANTICO, VIRGINIA 22134-5001
IN REPLY REFER TO:

LIMITED SOURCE JUSTIFICATION
1. Contracting Activity.
Regional Contracting Office, National Capital Region (RCO-NCR) 2010 Henderson Road, Marine Corps Base (MCB), Quantico, Virginia 22134
2. Description of Action Being Approved.
This limited source justification is to obtain services to maintain and support Marine Corps Food Management Information System (MCFMIS) from Computrition, Inc., 8521 Fallbrook Avenue, Suite 100, West Hills, California 91304.
3. Description of Supplies/Services.
This limited sources justification authorizes and approves the award of a firm fixed price task order to Computrition, Inc. for the MCFMIS license subscription/maintenance. This task order will provide uninterrupted software / maintenance support, and perpetual corporate license with unlimited users for use of MCFMIS software. The perpetual license shall cover all enhancements / modifications to the software resulting from engineering changes and required interfaces to the Marine Corps’ food service program until DLA fields a joint food management system for DoD.
The performance period for this contract is one base year and two one-year options. Each delivery order will specify a delivery date for items ordered under this contract. The maximum value of this procurement is $5,476,050.00.

Total
O&MMC
$1,925,366.00
$1,923,491.00
$1,627,193.00
$5,476,050.00
4. Statutory Authority Permitting Other Than Full and Open Competition.
The statutory authority permitting other than full and open competition is 10 U.S.C. Section 2304 (c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
Computrition has successfully supported the MCFMIS since FY 2001. The services required by the Marine Corps are only available from Computrition and no other supplies or services will satisfy agency requirements. The current contract expires 29 September 2014.
Computrition has the proprietary software rights, as well as the expertise and knowledge of the system. Because MCFMIS is developed from a COTS software package that has been modified and enhanced to meet Marine Corps requirements, it would not be feasible or cost effective for the Government to contract with another source. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency’s requirements. Any delay in the MCFMIS support will severely disrupt the Marine Corps’ Food Service Program.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Possible Market research consisted issuing a Request for Information (RFI) and researching internet sites.
Two (2) contractors responded to the RFI: Computrition and CGI Federal. Upon review of the RFI, it was found that CGI does not possess the licenses required to continue the current program. Computrition, Inc., based on proprietary rights of their software, is the only source capable of supporting the current Marines food service program.
7. Determination of Fair and Reasonable Cost
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this limited sources justification will be fair and reasonable.
The Contracting Officer has determined that the task order represents the best value consistent with FAR 8.404(d).
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, the Marine Corps has no plans at this time to compete future contracts for the types of supplies/services covered by this limited sources justification. If another potential source emerges, the Marine Corps will assess whether competition for future requirements is feasible.
9. FSS Order Special Circumstances.
Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
