SUMMARY OF CHANGES

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been added by full text:

SOL QUESTIONS AND ANSWERS

Industry Question #1: In the RFP there are 3 references to the Key Personnel Positions (identified below); can you please clearly identify which or all of the Key Personnel Position’s and the number of

FTE’s per position?

a. Page 9 - 3.3 “The Program, Product, Test, Development Leads, and Aviation Data

Warehouse Manager are considered Key Personnel for this requirement.”

b. Page 18 - 7.2 Key personnel are listed as Project Lead, Project Manager, Software

Development Manager, Product Support Engineer, and Customer Support

Manager.

c. Page 41-42 - H-1.5 Key personnel are listed as Project Lead, Project Manager, Software Development Manager, Product Support Engineer, and Customer

Support Manager.

Government Response #1: Identified labor categories are considered Key Personnel by the Government to achieve the requirements of the PWS. However, the proposed level of effort (i.e., number of proposed

FTEs) needed to execute the requirements of the PWS is at the discretion of the offeror. PWS section 3.3 is hereby revised to reflect the following as Key Personel: Project Lead, Project Manager, Software

Development Manager, Product Support Engineer, and Customer Support Manager.

Industry Question #2: 4.6.3.2 Page 12 – Are the 8 major MCASs listed to be the physical locations for the On-site technical support contractors?

Government Response #2: On-site support should be one individual on hand at each of the eight (8) major MCAS listed in PWS 4.6.3.2 and one individual designated for 4 MAW support. Location to be specified by the Aviation Standards Branch (ASB) upon award of contract.

Industry Question #3: 12.2.1 Page 26 – Is the requirement that 2 Contractor personnel work at Quantico and split their time evenly at the Pentagon, or that 1 contractor workplace be established at Quantico and

1 workplace at the Pentagon? Paragraph 12.1 clearly identifies sponsorship for CAC, is sponsorship identified for the restricted DoD Building Pass access to the Pentagon?

Government Response #3: The Government will only provide office space at Marine Corps Base

Quantico. PWS section 12.2.1 is hereby revised accordingly. Additionally, the restricted DoD Building

Pass access to the Pentagon will not be required.

Industry Question #4: In the L-4 INSTRUCTIONS FOR SUBMISSION OF PROPOSALS, L-4.1, Page

55, line 3 and 4 it states; “The Offeror’s proposal shall consist of two (2) separate volumes with one (1) original and four (4) redacted copies of each volume. The Volumes are I - Technical and II - Business. In addition to the paper copies identified above, the Offeror shall submit all proposal information in electronic format on a CD.”

a. Request to confirm that the 4 “redacted” copies are just that – 4 full copies of each volume.

b. Are we to supply only 1 disk with Volume I&II included on it?

Government Response #4: The Offeror shall provide five (5) full copies of the Technical Volume and five (5) full copies of the Business Volume. The Offeror shall include, with its proposal, as many discs as are necessary to ensure all documents provided in hard copy are also available in electronic format.

Industry Question #5: L 4.1, Page 55: Can the Proposal be electronically transmitted to RCO for submittal?

Government Response #5: No, per solicitation section L-4.1, proposals are required to be provided via

Federal Express, private courier, or hand delivered to the RCO by the date and time and to the address specified in the solicitation

Industry Question #6: L-7.3, Page 56 states: “A Resume appendix…”

a. Can you provide an example of a Resume appendix?

Government Response #6:. A resume appendix shall be included in the offeror’s response to Factor 1-

Technical Capability and Staffing Plan. See solicitation section L-11.1, item #3 for proposed personnel resume content requirements.

Industry Question #7: L-7.3, Page 56: Can you provide a maximum Page limit for each Resume?

Government Response #7: Maximum of 2 pages.

Industry Question #8: L-8, Page 57 states: Technical Volume shall adhere to L-13 below…

a. Can you provide L-13?

Government Response #8: Section L-8 reference to “L-13” corrected to reference non-price factors at

“L-11”

Industry Question #9: L-8 Page 57 states: “offeror’s technical proposal shall not exceed 50 Pages.”

a. Can you break down each factor to Page count? Example: Factor 1 – 25

Pages, Factor 2 – 15 Pages, Factor 3 - 10 Pages Government Response #9: The Government defers to the Offeror with regards to managing page count within individual components of the technial proposal. The overall page count of no more than 50 pages shall be adhered to in the submitted technical proposal.

Industry Question #10: L-8.1, Page 57 states: Technical Capability and Staffing.

a. Can you verify the placement of the Staffing Plan Factor 1 is located in

Technical Capability section?

Government Response #10: Solicitation section L-8.1 corrected to read, “Technical Capability and

Staffing Plan”.

Industry Question #11: L-8.3, Page 57: Can you provide maximum Page limit for each Past

Performance?

Government Response #11: The Past Performance references are included in the overall technical proposal not-to-exceed page count of 50 pages per solicitation section L-8.

Industry Question #12: In L-9, Business Volume – Volume I, Page 57, it states: “The offeror’s price/cost proposal shall not exceed 25 Pages, including a Formal Offer Letter, SF 1449, Price Proposal corresponding to CLIN structure and supporting materials.”

a. The SF1449 itself is 67 pages, is the pricing page count not supposed to include the SF 1449?

Government Response #12: L-9 is hereby amended to remove inclusion of SF 1449 in page count of

Business Volume.

Industry Question #13: L 11.1, Page 58 states: “(3) Key Personnel’s resumes, in matrix form, to show related experience, expertise, qualifications, and direct correlation to the PWS requirements”

a. Can you provide the “matrix form” for resumes or an example of this document?

Government Response #13: See Government Response to question #6.

Industry Question #14: The “Current Agency Goals” in Table 1 of Page 58 does not match the “FY 13

Projections USMC Quantico Regional Contracting Office (RCO)” table in L-11.4.1 on Page 60.

a. Could you please explain which goals specifically should be used for Small

Business Participation goals?

b. Is it mandatory that we abide by all categories listed to achieve an

“Acceptable” rating?

Government Response #14: The table at L-11.4.1 is hereby corrected and reads the same as the table at

L-10.1.1. It is not mandatory for an Offeror to abide by all categories listed to achieve an “Acceptable” rating for its proposed Small Business Participation Plan. To achieve a Small Business Participation Plan

“Acceptable” rating, the Offeror shall submit and negotiate a small business Participation Plan which presents the maximum practicable opportunity for small business subcontracting in line with current agency goals.

Industry Question #15: L-11.3.1, Page 59, it states: “In addition, the Offeror should provide the enclosed Past Performance Questionnaire to the same three (3) previous references.”

a. Could you please provide the Past Performance Questionnaire?

Government Response #15: Past Performance Questionnaire to be distributed to references is attached and is titled, “Attachment 01-PPQ”.

Industry Question #16: L-11.3.3 Page 60 states: “The Government may also use other information such as CPARS/PPIRS/FAPIIS data available from Government sources to evaluate an Offeror’s past performance.”

a. If the contracts used in the past performance are in the CPARS/PPIRS/FAPIIS system, can the Past Performance Questionnaire requirement be waived?

Government Response #16: No, a Past Performance Questionnaire is required for each referenced contract.

Industry Question #17: In L-11.4 Factor 4: Small Business Participation Plan: Page 60, it states: “All

Small and Large Business Offerors must complete and submit the Small Business Participation Plan. See

Attachment 03.”

a. Could you please provide the attachment?

b. “The Contracting Officer will not require specific goals to meet, however, requests offerors to propose their best effort.” This statement seems to contradict the statement in Table M-1, Page 64 that an “Acceptable” Rating clearly meet the minimum requirements. Please clarify.

Government Response #17: Small Business Participation Plan Template is attached and is titled

“Attachment 02-SBPP”. Reference to Attachment 03 for the Small Business Participation Plan template is hereby corrected to reference Attachment 02-SBPP. See Government Response #14 above for clarification on Small Business Participation Plan rating.

Industry Question #18: On page 64 of the solicitation regarding evaluation criteria for small business participation plan, it states: "The Small Business Participation Plan shall be evaluated using the acceptable/unacceptable ratings in the areas provided in Table M-1 below." The table refers to meeting requirements of Section L-11.4. Section L-11.4 indicates that "The Contracting Officer will not require specific goals to meet" and provides the government agency target goals.

Please verify that the percentages or government agency goals/target percentages are NOT required as minimum requirements, but rather if offeror proposes their best effort with all information as prescribed within L-11.4 that the proposal section would be deemed acceptable for that section.

Government Response #18: See Government Response #14.

FAR Part 19, Small Business Programs. The offeror's proposed plan must engage small, HUBZone, small disadvantaged women-owned, veteran-owned small, and service disabled veteran-owned small businesses with the maximum subcontracting opportunities practicable under this requirement. L- 11 FACTORS

L-11.1 Factor 1 - Technical Capability and Staffing Plan. The proposal should clearly address the

Offeror’s understanding of the following capabilities (1) demonstrated knowledge and understanding of the technical and programmatic requirements outlined in the Performance Work Statement (PWS);

ensuring their discussion is not a reiteration and acceptance of the requirements from the PWS but rather a clear articulation of their capability so as to provide continuous quality support to the TECOM’s M-

SHARP Program. (2) documentation on how the offeror proposes to handle the complexities and minimize risks that are inherent in the PWS requirements; (3) Key Personnel’s resumes, in matrix form, to show related experience, expertise, qualifications, and direct correlation to the PWS requirements; (4) staffing plan, definitive enough to provide the Government a clear understanding of how the Offeror intends to staff the requirement, use of team members, and integration of responsibilities to execute a performance-based solution; and (5) innovative approaches in providing services required by the PWS.

L-11.2 Factor 2. Management and Quality Processes. The proposal shall clearly address the

Offeror’s understanding of the critical support areas, emerging issues, and risks associated with the support goals set forth in the PWS, and has the management techniques, controls, management processes, and quality provisions necessary to execute their approach. The Government will evaluate the Offeror on the following Capabilities: (1) contract management, subcontractor management, Quality Control Plan

(QCP), and OCI Mitigation Plan; (2) comprehensive approach to managing performance-based work requirements; (3) recruiting and hiring process; and (4) ability to provide an active, responsive staffing vacancy-filling system to ensure adequate manning throughout the contract period.

L-11.3 Factor 3 - Past Performance. The proposal shall address the quality of the Offeror’s relevant and recent (within previous five (5) years) past performance based on the input received from the Offeror, its references (via Past Performance Questionnaire), and other reliable sources contacted by the

Government. Offeror’s that have no record of past performance (i.e. new businesses) must submit a signed and dated statement to that effect. If an Offeror submits a certification statement and the

Government has no information available regarding the Offeror’s past performance, that Offeror will receive an Unknown Confidence (Neutral) rating (i.e. the Offeror is evaluated neither favorably nor unfavorably) for past performance. Offerors are advised that any contract reference submission that is not relevant will receive a neutral rating for that contract reference in Past Performance. The Offeror will provide at least three (3) references demonstrating relevant past performance involving the quality of performing the same or similar services within the last five (5) years.

Include the following fields:

• Customer;

• Contract/Task Order number;

• Program name;

• Period of Performance

• Contract type;

• Total contract value;

• Identification of any Key Staff involved who will be assigned to this contract;

• Names / telephone numbers / e-mail for the PCO and COR.

L-11.3.1 In addition, the Offeror should provide the enclosed Past Performance Questionnaire to the same three (3) previous references. The Past Performance Questionnaire will be structured to gather past performance information in the following areas:

1. Current or Historical Contract Information

2. Performance Evaluation

3. Quality of Performance

4. Schedule Performance

5. Management Performance

6. Cost Control

Note: The criteria for relevancy are similarity of recent past experience to the requirement of the PWS in the areas of services, complexity, dollar value, and contract type.

L-11.3.2 The references should email the form directly to the RCO-NCR at the address provided on the form on or before 10:00 AM Eastern Time. 12 May 2014. It is the sole responsibility of the Offeror to make sure the Past Performance Questionnaire is submitted and received by the requested date.

L-11.3.3 The Government may request additional past performance information from others using the

Past Performance Questionnaire. The Government may also use other information such as

CPARS/PPIRS/FAPIIS data available from Government sources to evaluate an Offeror’s past performance. The Government reserves the right to limit or expand the number of references it decides to contact and to contact references other than those provided by the Offeror.

L-11.4 Factor 4: Small Business Participation Plan: All Small and Large Business Offerors must complete and submit the Small Business Participation Plan. See Attachment 03.

L-11.4.1 Offeror’s must provide a Small Business Participation Plan to propose their Small Business

Participation goals for this solicitation. Current Agency Goals

Business Status Percentage

Small Business (SB) 26%

Small Disadvantaged Business 8(a) Participant (SDB/8(a)) 15%

Service Disabled Veterans-Owned Small Business (SDVOSB) 8%

Women-owned Small Business (WOSB) 5%

Hub Zone 1%

L-11.4.2 The work performed directly by a small business prime offeror will be evaluated as Small

Business Participation. A small business is NOT required to subcontract out any portion of the work.

This factor gives the small businesses the opportunity to indicate that they will meet small business participation through self-performance; however, this Small Business Participation Plan is still required to be submitted for evaluation of this factor.

L-11.4.3 All offerors at a minimum are required to submit a Small Business Participation Plan individually addressing the following areas:

(1) The extent to which Small Business firms are specifically identified in proposals;

(2) The extent of commitment to Small Business firms (enforceable commitments, such as established relationships, will be weighted more heavily than non-enforceable ones);

(3) The complexity and variety of the work small firms are to perform;

(4) The extent of utilization of Small Business firms on prior contracts;

(5) The evaluation will be based on the total contract dollar value, the offerors propose in terms of small business participation.

(6) The extent of participation of Small Business concerns in terms of the value of the total acquisition and the extent of which the offeror provides detailed explanations and supporting documentation of the proposed participation percentages, or lack thereof, for this acquisition. TRAINING AND EDUCATION COMMAND (TECOM), AVIATION STANDARDS BRANCH

(ASB):

MARINE SIERRA HOTEL AVIATION READINESS PROGRAM (M-SHARP)

1. Background

1.1. The Marine Corps acquired the Squadron Assistance / Risk Assessment (SARA) program, as a stand-alone application installed on client systems utilizing Microsoft Access to provide the tools necessary to conduct training and readiness management within operations departments of United States

Marine Corps (USMC) squadrons. Data was updated by two (2) primary means: either manually, whereby the user configures the database, baselines information, and enters individual training events for all assigned personnel or via external media transfer from Naval Aviation Logistics Command

Management Information System (NALCOMIS) data exports of executed flight events. It provided customizable interfaces and ad-hoc querying and reporting. Performance was based upon the configuration and quality of the client system on which the application was loaded and the number of users requiring access to it. Software updates/upgrades to the application were executed via installation executables and patches. Database updates were manually configured by the users based on formal policy releases. SARA was proprietary property and subject to software licensing and distribution solely by the contractor including help desk support and training.

1.2. Technological advances and dependencies warranted real-time forecasting, scheduling, execution, and reporting of accurate data and information. SARA had become an archaic tool dependent on aged non-accessible applications that require intense training and administration to maintain accuracy. Marine

Corps Sierra Hotel Aviation Readiness Program (M-SHARP) was based on the concept that a Marine

Corps Aviation automated training management system was required to be a web-based application in order to automate the training management processes of all Marine Aviation and Aviation Ground (i.e.

non-flying) units. Specific functions include the capture and maintenance of daily training data, scheduling and validation of flight and ground training schedules against established rules and regulations, maintenance of Training and Readiness manuals, monthly export of database information to a data warehouse, maintenance of standardized reports, and a report interface enabling users to create, build, filter, and sort their own reports to summarize virtually any aspect of their training management data. Furthermore, it should be noted that the M-SHARP system including the website, application and other M-SHARP items, materials and information are government owned.

1.3. The M-SHARP application continues to provide a standardized means for scheduling and planning training and allows the fleet to compare their present and expected training readiness to establish standards. M-SHARP application increased functionality and sustainment will allow for ground and other units to use and build on current capabilities and use.

2. Scope

2.1. The objective of this requirement is to continue execution of the efforts to deploy and support M-

SHARP and implementation of enhanced functionality of the application by July 2017 and beyond to fully support the operational and Aviation Training System needs of Marine aviation, allow more simulator and ground utilization, increase functionality on multiplatform based systems, and increased security and current functionality. All Items and or deliverables generated by the Contractor under this

PWS, and all associated intellectual property, in whatever form, created, generated, or produced under this PWS shall become the property of the U.S. Government/Marine Corps.

2.2. M-SHARP is moving forward into its eighth year of implementation across the Aviation and

Aviation Ground Fleet Marine Corps Forces and Reserves (hereafter referred to as ‘Units’) wherein training and readiness is guided by the Aviation Training and Readiness Program Manual, Navy and

Marine Corps Directive (NAVMC) 3500.14. The focus of this effort is to finalize the development of M-

SHARP through sustainment and development of additional needed functionalities and embed the application into the Units, as well as providing the Higher Headquarters (HHQ) elements with reporting services necessary for the collection of data required to justify budgetary decisions.
