The table below shows the Image number (IM No.), Image size, and Mat Size of the matted and framed photographs. There are 41 Frames, displaying 43 photographs.

“PERSONAL STORIES” GRAPHIC PANELS (GR_03 through GR10):

There are eight, approx. 28” X 30” “Personal Stories” Graphic Panels, which consist of a combination of different print production techniques. The substrate should be the same pallet-wood-type wood that is used for framing and the plank-mounted photographs.

Example of “Personal Stories” Graphic Panel

Personal Story Text printed on vinyl and mounted to aluminum sign blank with wrapped edges. Adhered to surface of wood.

Contemporary Personal Story photograph printed on vinyl and mounted to aluminum sign blank with wrapped edges. Adhered to surface of wood.

1983 Personal Story photograph, UV direct print to pallet-wood-type planks.

INTRODUCTORY & CONCLUSION WALL MURALS

(GR_02 and GR_11, respectively):

The Introductory wall mural as well as the Conclusion Wall Mural are 72” X 113”, and are to be printed on adhesive vinyl or a durable, high quality equivalent. Installation of the wall murals should be included in quote.

EXHIBIT LOGO (GR_01):

The Exhibit Logo is 60” Ø, and is to be printed on adhesive vinyl or a durable, high quality equivalent. Installation of the Exhibit logo should be included in quote. Logo placement is 58” on center from the floor, and is centered on the first wall of the Exhibit (see Exhibit Layout for dimensions).

CASE BACKGROUND GRAPHIC (GR_13):

The Case Background Graphic is a 111” X 118” graphic, printed to flexible canvas, or a high quality durable equivalent. The graphic must be lowered behind an immobile case, over the top rear case edge, and must therefore be flexible enough to bend and slip into place. There should be a hemmed pocket sewn into the bottom of the graphic, in order that we might use threaded rod to weigh down the bottom and maintain a rigid and neat appearance.

ARTIFACT IDENTIFICATION NUMBER LABELS (GR_14 through GR_22):

There are nine Artifact Identification Number Labels required for the Exhibit’s Artifact Case. The number labels are 2.25” X 2.25”, and are to be printed on vinyl adhered to aluminum sign blank, with wrapped edges. Since wood is not permitted within artifact cases at the museum, the artifact ID numbers will be a number superimposed on a photograph of the pallet-wood-type wood that is used frequently throughout this exhibit. Since the vendor will have to identify & purchase the wood for the frames, photo-substrates, and Personal Story Graphic panels, the vendor will be responsible for supplying the background image of the Artifact Identification Number Labels. In this way, the vendor can color correct the print, and assure that the photo of the wood, matches the actual wood used elsewhere in the show.

ARTIFACT CASE TEXT GRAPHIC (GR_23):

The Artifact Case Text Graphic, 15” X 16”, is to be printed on vinyl and mounted to aluminum sign blank with wrapped edges.

(SEE EXAMPLES)

Example of Artifact Case Graphics Case Background Graphic

Artifact Identification Number Labels Artifact Case text Graphic

MAPS (GR-12 & GR_24):

There are two 70” X 36” maps in the exhibit, to be printed on vinyl and adhered to ½” sintra. There must be a method of reinforcing the panel across it’s width to eliminate warping. D-rings must be installed to hang the panels. GR_12

GR_24

READING RAIL GRAPHIC (GR_25):

The 10” X 42” Reading Rail graphic is to be printed on vinyl and adhered to 1/4” black sintra. No hanging attachments are required.

REPRODUCTION NEWSPAPER PRINT (GR_26):

The 22.5” X 17” reproduction newspaper print is to be printed on vinyl and adhered to 1/4” black sintra. No hanging attachments are required.

5. REVIEW BY CONTRACTING OFFICER'S REPRESENTATIVE (COR):

The Contracting Officer’s Representative is an employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

All choice of materials, methods of production, printing techniques, graphic layouts, color choices and photographic manipulations must be approved by the COR before full-scale production is authorized. The COR must have a two week approval period for all material samples. It is the responsibility of the vendor to fabricate and ship samples to the COR, and coordinate approvals. This approval process must be factored in to the production time of any bid.

INSTRUCTION TO BIDDERS

52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers:

Factor 1 – Technical Capability Factor 2 – Past Performance Factor 3 – Price

This Firm Fixed Priced acquisition will utilize the Best Value procedures. The solicitation requirements include all stated terms, conditions, representation and certification, and other information required by this solicitation. The Government reserves the right to award without discussions. In determining the best overall response, Factor 1, Technical Capability, is significantly more important than Factor 2, Past Performance. All factors are significantly more important than Factor 3 Price.

The government intends to evaluate proposals and award a contract upon initial proposals, therefore, the Offerors initial proposal shall contain the Offerors best terms from a price and technical standpoint. The contract resulting from this solicitation will be awarded to the offeror whose offer, conforming to the solicitation requirements, is determined to provide the "best value" to the government.

Although price is the least important factor, it becomes increasingly important when offerors receive similar ratings for the non-priced factors. Prospective Offerors are forewarned that a proposal meeting solicitation requirements with the lowest evaluated price may not be selected if award to a higher evaluated priced offeror is determined to be most advantageous to the Government. If proposed prices are considered unreasonable, greater risk will be assessed, and the Government may determine a lack of understanding of the requirements.

Factor 1 – Technical Capability. The Offeror’s proposal addresses all requirements of the solicitation.

Performance Execution and Management.

· Provide company portfolio and resumes of key personnel, including but not limited to, the owner, sculptor, project officer and related assistants.

· Provide documentation of membership in National Association of Museum Exhibition (NAME), American Alliance of Museums (AAM)and/or Themed Entertainment Association (TEA).

Factor 2 – Past Performance

The Offeror shall provide three (3) references of similar type of services performed within the past five (5) years. The following fields shall be included:

1. Customer

1. Contract/Task Order Number

1. Program Name

1. Period of Performance

1. Contract type

1. Total contract value

1. Name/telephone number/e-mail for the PCO and COR

1. Brief synopsis of work performed for each contract referenced

1. Photographs of finished installation

Factor 3 – Price

Price will be evaluated for completeness and reasonableness.

Award Decision: The award decision will be made as follows:

(1) Step One – Determine Technical Acceptability. Factor 1, Technical Capability will assess the Offerors capability to satisfy the Government’s requirement. The Government will evaluate all technical capability quotes received by the required date/time. Factor 1, Technical Capability will receive a rating of acceptable or unacceptable. If any factor is rated “unacceptable”, the entire proposal is rendered unacceptable, and the proposal will be removed from the competitive range. Only proposals deemed technically acceptable (either initially or as the result of discussions) will be considered for award.

The technical ratings are defined below:

Rating
Description

Acceptable Proposal clearly meets the minimum requirements of the solicitation.

Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation.

The following adjectival ratings/definitions shall be used for the evaluation factor and/or sub factors (as applicable) when a combined technical/risk rating methodology is used. The combined technical/risk rating includes consideration of risk in conjunction with the strengths, weaknesses, and deficiencies in determining technical ratings. Combined technical/risk evaluations shall utilize the combined technical/risk ratings listed below:

Color
Rating
Description

Blue

Outstanding Quote meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.

Purple

Good Quote meets requirements and indicates a thorough approach and understanding of the requirements. Quote contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.

Green

Quote meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is not worse than moderate.

Yellow

Marginal Quote does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The quote has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.

Red

Quote does not meet requirements and contains one or more deficiencies. Quote is “un-awardable”.

Combined Technical/Risk Rating

The past performance ratings are defined below:

Rating
Description

Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort, or the Offeror’s performance record is unknown (see Note below).

Based on the Offeror’s performance record, the Government has no reasonable expectation that the Offeror will successfully perform the required effort.

NOTE: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable”.

(2) Step Two – Evaluate Price. The Offeror’s price proposal will be evaluated, for award purposes, based upon the total price proposed as annotated under Factor 3 – Price.

(3) Step Three – Award Decision. Award will be made to the acceptable Offeror that provides the Best Value, subject to a positive responsibility determination in accordance with FAR Part 9 and conformance of the Offeror’s proposal to the terms and conditions of the solicitation.
