52.212-1 ADDENDUM
GENERAL INTENTION. Marine Corps Installations – National Capital Region (MCI-NCR) has a commercial requirement Pre-Retirement Planning Seminars. In accordance with FAR Parts 12 and 13, the MCI-NCR
Regional Contracting Office is issuing a commercial solicitation for the acquisition of such services. Required specifications are listed in Schedule of Supplies/Services and the Statement of Work within this solicitation. ONLY
OPEN MARKET QUOTES WILL BE ACCEPTED.
CUSTOMER: The Human Resources and Organizational Management Branch (HROM) seeks a qualified
Contractor to deliver Retirement, Benefits, and Financial Planning seminars for Civilian employees in the Marine
Corps, National Capitol Region (MCNCR), Washington, DC area; the Marine Forces Reserves, New Orleans, LA;
TSO, Indianapolis, IN; and MARFOREURAF, Bollingen, Germany. These seminars are designed to address federal civilian retirement planning in conjunction with comprehensive personal financial education.

PROCUREMENT APPROACH: The Contractor’s quoted item descriptions shall reflect the characteristics and level of quality that will satisfy the Government’s need as described in the Schedule of Supplies/Services and IAW with the Performance Work Statement (PWS). A single firm-fixed price award will be issued, and it is the
Government’s intent to award on an “all-or-none” basis to satisfy this requirement. The Government reserves the right to issue no award at all resulting from this solicitation.
This requirement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Only quotes submitted by SDVOSB-certified businesses will be accepted by the Government. Quotes from contractors that do not qualify as SDVOSB-certified will not be considered for award.
***Please note due to the limited time and the Marine Corps’ anticipated start date, questions will not be addressed or answered.
PAYMENT TERMS: NET 30. Invoices must be submitted via the Wide Area Workflow (WAWF) in accordance with DFARS 252.232-7006 which is included in this solicitation.
REQUIRED DELIVERY/PERIOD OF PERFORMANCE: The Government requires a period of performance 22
September 2025 to 12 July 2026 (Base Period) and 13 July 2026-13 May 2027 (Option Period) for planning and execution and is subject to the availability of funds and continued program need.

TECHNICAL COMPLIANCE.
To ensure technical compliance:
a. To ensure technical compliance the quoter must clearly demonstrate an understanding of and an ability to meet all of the requirements set forth in the RFQ’s Performance Work Statement (PWS). The quote shall provide sufficient detail to substantiate the validity of all statements. A mere statement that the quoter will meet the Government’s requirement is NOT sufficient.
b. Vendors must demonstrate relevant experience in delivering Pre-Retirement Planning Seminars or equivalent training within their capability statement.
c. All vendors must be registered and maintain an active status in SAM.gov to be eligible for award.
SUBMISSION OF QUOTES. Quotes shall be submitted no later than the time and date specified on
Block 8 of page 1 of the SF1449 solicitation. Quotes shall be submitted electronically via electronic mail
(e-mail) to Ana Manavi at anarosa.manavi@usmc.mil and CC Joy Hughes at joy.hughes@usmc.mil.
Vendors are responsible for ensuring their quotes have been received via email by the date and time specified in Block 8 on Page 1 of this solicitation. Delivery delays that cause a quote to be late are not the responsibility of the Government agency.
Quoters shall provide their full vendor’s name and any doing business as names as certified in the mandatory System for Awards Management at www.sam.gov. Quotes shall also include a vendor point of contact information (name, phone, and email), Cage Code, and Tax ID (TIN/EIN) number.
CONFIDENTIAL INFORMATION: The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of contract qualifications and quotes/proposals submitted to federal agencies. If a Quoter’s submissions contain information that he/she believes should be withheld from such requestors under FOIA on the grounds that they contain “trade secrets and commercial or financial information” (5 USC 552(b)(4)), the Quoter should mark its submissions in the following manner:

52.212-2 ADDENDUM
EVALUATION – Commercial Products and Commercial Services.
EVALUATION. The quote(s) will be evaluated on (1) Technical Capability and (2) Price. The Government intends to make a single Firm Fixed Price award to satisfy this requirement. The Government reserves the right to award no order at all, depending on the quality of offers submitted.
The Government intends to evaluate quotes and award an order without discussions with vendors. Vendors should not expect requests for clarification or additional information from the Government. Award will be based on the initial evaluation of quotes received in response to the solicitation. Therefore, quoters are cautioned that their initial quotes should contain their best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions with vendors if later determined by the Contracting Officer to be necessary. The
Government may reject any or all quotes if such action is in the public interest; and may waive informalities and minor irregularities in quotes received.
The following ratings/definitions will be utilized:
RATING DEFINITION
Acceptable Quote meets the requirements of the solicitation.
Unacceptable Quote does not meet the requirements of the solicitation.
The Government may use information such as DoD PPIRS, SPRS and FAPIIS data available from Government sources to evaluate a Quoter's past performance.

TECHNICAL CAPABILITY. To ensure technical compliance, the quoter must clearly demonstrate that they can meet the solicitation requirements as specified in the Performance Work Statement (PWS). Each task stated in the
PWS shall be addressed and will be evaluated for technical acceptability. A mere statement that the quoter will meet the Government’s requirement is NOT sufficient.
PRICING. Quoters shall provide pricing for all required training materials and designated delivery locations associated with the Pre-Retirement Training Seminars, as outlined in the Performance Work Statement (PWS) contained within this solicitation. The Government intends to issue a single-award Firm Fixed Price (FFP) purchase order, structured with FFP Contract Line-Item Numbers (CLINs).
The price quote should avoid ambiguities of inclusion, exclusion, or content. The Government will evaluate
Quoter’s quoted prices, but this factor will not be given an adjectival rating. Quotes will be evaluated on completeness, accuracy, and reasonableness. Evaluation of the quoted prices for the services will be based on a comparison of quoted prices received in response to the solicitation and may also be based on a comparison to the
Independent Government Cost Estimate (IGCE) along with any other relevant price analysis techniques.
Reasonableness. For the price to be reasonable in its nature and amount, it should not exceed that which would be incurred by a prudent person in the conduct of a competitive business. Reasonableness considers the context of a given source selection, including current market conditions, general economic conditions, and other factors that affect the ability of a Quoter to perform the contract requirements. Normally, adequate price competition establishes a fair and reasonable price.
Completeness and Accuracy. The Government will review the quotes for completeness and accuracy. A determination will be made as to whether the Quoter properly completed the pricing tables. The Quoter’s quote will be checked for mathematical correctness to include the following:
1) Checking arithmetic in all computations; and
2) Ensuring all prices are summarized correctly.
3) Please make sure to include a total value of quote (for all CLINS, inclusive of NTE travel costs.)

Contract for Pre-Retirement Planning Seminars in Support of
Human Resources and Organizational Management (HROM) Branch
1. Background
The Human Resources and Organizational Management Branch (HROM) seeks a qualified Contractor to deliver
Retirement, Benefits, and Financial Planning seminars for Civilian employees in the Marine Corps, National
Capitol Region (MCNCR), Washington, DC area; the Marine Forces Reserves, New Orleans, LA; TSO, Indianapolis, IN; and MARFOREURAF, Bollingen, Germany. These seminars are designed to address federal civilian retirement planning in conjunction with comprehensive personal financial education.
Training sessions shall be tailored for three distinct groups of Federal Employees Retirement System (FERS) employees:
• Late Career Employees: Within 5 years of retirement
• Mid-Career Employees: 10–15 years of federal service
• First Term Employees: 0–5 years of federal service
Each seminar will be customized to the relevant audience and will provide an in-depth, practical overview of federal benefits and financial readiness.
The seminars shall be strictly educational in nature and delivered exclusively in a group format. The
Contractor/Vendor and/or Instructor(s) is/are expressly prohibited from offering individualized consulting, strategic planning, or personalized retirement advisement to any participant. Additionally, the Contractor shall not advertise, promote, or provide follow-up services after the completion of the training, nor shall such services be discussed or mentioned during the seminar sessions.
2. Scope/ Objective:
HROM requires an experienced contractor to deliver a comprehensive mix of Retirement, Benefits, and
Financial Planning seminars tailored for its Civilian Marine workforce.
3. Task Requirements:
3.1. The Contractor shall furnish all labor, materials, supplies, and transportation for the instructor as necessary to deliver comprehensive Retirement, Benefits, and Financial Planning seminars to Civilian
Marine employees and their supervisors within the Marine Corps National Capital Region (MCNCR).
These seminars shall provide participants with a detailed understanding of financial planning principles in the context of federal employee benefits.
3.2. Each session shall be tailored to the appropriate FERS employee group and include, but not be limited to, the following subject areas:
• Financial Planning: Financial Literacy, Principles & Objectives of Financial Planning, Budget Setting, Inflation, Income Distribution Strategies, Economy Considerations, Emergency Funds, Life Changes, Risk
Analysis.
• Retirement, Federal Benefits, Taxes and other financial planning: Retirement Benefits, Direct Income
Sources, Asset Allocation, Qualified Retirement Sources, Non-Qualified Investments, Life Insurance, Health Insurance, Disability Insurance, Long-Term Care, Medicare & Medicaid, Tax Strategies, and Estate
Planning. Specifically:
• FERS Annuity Benefits (Retirement Eligibility, Creditable Service, Military Time, Annual Leave Credit, Important Dates & Ages, Benefit Calculation, MRA +10 Eligibility, Special Supplemental Benefits, Pension Maximization, Deposits, Transfers, Planned/Projected/Delayed Retirement)
• Social Security Benefits (Eligibility, Calculation, Income Options, Limitations, Supplemental Benefits &
Programs)
• TSP Traditional and Roth TSP (Eligibility & Vesting, Enrollment, Contributions, & Matching, Taxes, Fund
Types and Options, Separation & Retirement Options, Income & Withdrawal Strategies)
• Estate Planning (Beneficiary Designations, Guardianship, Wills, Trusts, Probate, Taxes)
• Disability Benefits & Social Security (Definitions, Eligibility, Administrative Processes, Income, Benefit
Calculation, Worker’s Compensation, Taxes, TSP Impact)

• Seminar participants shall be provided with comprehensive material that covers the information that will be presented and discussed during the seminar. Material shall be tailored to the specific group (see details in
Project Title) attending the seminar.
4. Place of Performance:
For onsite training, HROM will provide approved audio-visual equipment and designated training facilities for use by the Contractor in fulfilling the requirements of this contract. Government-Furnished
Equipment (GFE) will be available at, or within five miles of, the following locations:
- Pentagon: Room 2D247A, Washington, D.C. 20350 (actual location: Arlington, VA)
- Mann Hall: Room 110A, 2004 Barnett Avenue, Marine Corps Base Quantico, VA
- New Orleans: TDB
- Indianapolis, IN: TDB
- Stuttgart, Germany: Room 126, Bldg. 2900, USAG Stuttgart, Panzer Kaserne, Bollingen, Baden-
Württemberg, German: TBD
- Henderson Hall: TDB
- Little Hall: TBD
5. Materials:
5.1. The Contractor shall deliver all required training materials to the Government no later than three (3) business days prior to the scheduled training date. Presentation materials that require digital screening and formatting for Government-Furnished Equipment (GFE) use will be processed by the HQMC Training
Officer before the class begins.
Contractors are strictly prohibited from bringing any computer-related hardware or accessories onto federal property, including but not limited to USB drives, external hard drives, CDs, DVDs, or similar devices.
5.2. The Contractor shall provide printed copies of the seminar training materials to all participants on the day of each scheduled training session. Any supplemental publications intended for distribution must also be provided at that time. The Contractor is fully responsible for the preparation and duplication of all training materials, as on-site copier machines or printing services will not be available for contractor use.
6. Contractor/Vendor Responsibilities:
a. The seminars shall be strictly educational in nature and delivered exclusively in a group format. The
Contractor is expressly prohibited from offering individualized consulting, strategic planning, or personalized retirement advisement to any participant. Additionally, the Contractor shall not advertise, promote, or provide follow-up services after the completion of the training, nor shall such services be discussed or mentioned during the seminar sessions.
b. The Contractor shall ensure that all training materials intended for use with Government-Furnished
Equipment (GFE) are submitted to the Government no later than three (3) business days prior to the scheduled training date. Any materials requiring digital screening or formatting for compatibility will be prepared by the HQMC Training Officer. Contractors are strictly prohibited from bringing removable media—such as thumb drives, USB devices, memory sticks, CDs, or DVDs—into any government facility.
However, the instructor may bring a personal laptop with HDMI capability to display content using government-provided audio-visual equipment.
c. The Contractor shall provide an experienced and knowledgeable instructor, fully capable of delivering accurate, relevant, and up-to-date content aligned with the seminar’s objectives.
d. On the day of each training session, the Contractor shall provide each participant with a printed copy of all training materials, along with any applicable supplemental publications. As copier machines or duplicating equipment will not be made available by the Government, the Contractor is fully responsible for the preparation and delivery of all materials in advance.
7. Government Responsibilities:
If required, the HQMC Training Officer will be responsible for screening and formatting all submitted presentation materials to ensure compatibility with Government-Furnished Equipment (GFE). This process will be completed no later than seven (7) calendar days prior to the scheduled training date to facilitate contractor use during the seminar.
8. Deliverables:
All onsite seminars shall be conducted in person to ensure direct engagement and effective delivery. However, if the
Government determines—due to health-related concerns (e.g., a public health emergency such as a pandemic outbreak) or other operational necessities (e.g., a temporary base lockdown, emergency maintenance at the venue, or a shift in force protection condition levels)—that a scheduled onsite seminar at the Pentagon or Marine Corps Base
Quantico must be transitioned to a virtual format, the Contractor shall accommodate this change in delivery platform without any adjustment to the contract price.
If by chance a class needs to be switched from Onsite to Virtual the vendor can submit the materials electronically to their Project Officer Liaison, and the Human Resources Office will make sure that the participants receive the materials electronically.
The maximum number of participants per seminar shall not exceed the following limits, based on location:
• Henderson Hall, Arlington, VA: 50 participants
• Little Hall, MCB Quantico, VA: 50 participants
• Pentagon, Arlington, VA: 18 participants
• Mann Hall, MCB Quantico, VA: 20 participants
• New Orleans, LA: 20 participants
• Indianapolis, IN: 20 participants
• Stuttgart, Germany: 20 participants
The seminar dates outlined below are considered "on or about" and may be adjusted at the Government’s discretion, including transitions from onsite to virtual delivery, needed and as noted above.

9. Performance and Quality Standards:
a. Seminar Schedule: Onsite seminars held at the Pentagon or MCB Quantico shall run from 0830 to 1600.
The instructor is expected to arrive no later than 30 minutes prior to the scheduled start time to allow for potential delays related to facility access.
b. Access Coordination for Pentagon Classes: Instructors assigned to teach at the Pentagon must obtain prior clearance. They are responsible for contacting the HQMC Training Officer at least one (1) week prior to their scheduled session to confirm and coordinate access requirements.
c. Lunch Break: Marine Corps civilian employees typically observe lunch from 1130 to 1230. Instructors should plan the seminar schedule accordingly to accommodate this standard break period.
d. Hourly Rest Breaks: To maintain participant engagement and instructor pacing, a 5- to 10-minute break is recommended each hour.
e. Participant Feedback: Seminars should consistently receive feedback indicating that the content delivered was relevant, accurate, and current. The Contractor is encouraged to review and incorporate participant evaluations to maintain high instructional standards.

11. Period of Performance:
The Government requires a period of performance of 22 September 2025 to 12 July 2026 (Base Period) and 13
July 2026-13 May 2027 (Option Period) for planning and execution and is subject to the availability of funds and continued program need.
• For the Base Period, all contracted deliverables associated with CLINs 0001 through 0024 must be completed no later than July 12, 2026.
• Option Period be exercised, the corresponding period of performance will begin July 13, 2026, through
May 13, 2027, covering CLINs 1001 through 1026.
12. Contract Type:
This is a Firm Fixed Price (FFP) requirement.
13. Travel:
Travel and per diem expenses shall be priced separately under a designated Travel Contract Line-Item Number
(CLIN). The Contractor is responsible for calculating all travel-related costs in accordance with the Federal
Travel Regulation (FTR), including transportation, lodging, meals, and incidental expenses. These costs must be reasonable, allowable, and directly related to the performance of onsite seminar services.
The Contractor shall provide a detailed breakdown of anticipated travel expenses as part of their pricing proposal. Travel costs will be reimbursed only for pre-approved trips associated with scheduled training events and must be supported by appropriate documentation. The Government shall approve all travel estimates prior to authorization, and any changes to travel plans must be coordinated in advance with TBD
14. Contractor Qualifications and Personnel Requirements:
14.1. The Contractor shall demonstrate subject matter expertise and deliver accurate, relevant, and up-to-date training across the following content areas:
a. Financial Planning:
• Financial literacy fundamentals and goal setting
• Principles and objectives of personal financial planning
• Budget development and inflation management
• Income distribution strategies and economic considerations
• Emergency fund planning and adapting to life changes
• Risk assessment and mitigation strategies
b. Federal Benefits, Retirement, and Tax Strategies:
• Overview of the Federal Employees Retirement System (FERS) and retirement benefits
• Federal income sources and asset allocation strategies
• Qualified and non-qualified investment vehicles
• Life, health, disability, and long-term care insurance
• Medicare, Medicaid, and healthcare benefit planning
• Federal tax planning and estate planning considerations
14.2. The Contractor/Vendor shall be able to interpret and clearly explain relevant provisions of the Code of
Federal Regulations (CFR) applicable to retirement and payroll processing for Federal employees.
14.3. The Contractor/Vendor shall be proficient with automated federal retirement planning tools, including but not limited to:
• FEGLI Calculator
• Federal Ballpark Estimate Calculator
• TSP Calculator
These tools must be used effectively to generate and explain retirement estimate scenarios for Civilian Marine participants.
14.4. The Contractor/Vendor shall:
a. Demonstrated experience delivering financial and retirement planning seminars to federal civilian audiences.
b. Information presented must be accurate, current, and clearly communicated.
c. The Contractor shall apply effective adult learning strategies, such as:
- Individual and group exercises
- Case studies and self-assessments
- Dialogue, facilitated discussion, and guided lectures
- Multimedia content (e.g., electronic presentations, videos)
14.5. The Contractor must be familiar with the culture, policies, and financial benefits ecosystem of the federal employment community and be prepared to confidently answer participant questions.
14.6. The Contractor shall provide appropriate documentation that substantiates their qualifications, experience, and instructional capabilities. These materials shall be made available to both the Government and seminar attendees as needed.
14.7. Vendor must demonstrate relevant experience in delivering Pre-retirement Seminars or equivalent training.
14.8. It is the responsibility of the Vendor/Contractor/Instructor to design and develop the training content based on Pre-retirement (and related) training seminars. The Vendor shall also provide a knowledgeable and experienced instructor to deliver the training sessions at the designated time and location for all in-person seminars requested.
15. Other Personnel Considerations:
All personnel assigned by the Contractor to perform work under this contract shall be deemed acceptable to the
Government with respect to personal conduct, professional behavior, and technical qualifications.
If any Contractor personnel are determined by the Government to be in conflict with its interests, the
Government will formally notify the Contractor and request the immediate removal of the individual from the assignment. The Contracting Officer (CO) will provide a written justification for the removal within ten (10) business days of the notification.
Upon receipt of such notice, the Contractor shall initiate replacement actions without delay. The qualifications of replacement personnel must be equal to or exceed those of the individual being replaced. Employment or staffing constraints will not serve as a valid justification for missed deliverables or schedule delays.
16. Restrictions and Standards of Conduct:
The Contractor and its personnel shall engage exclusively in activities directly related to the performance of this contract during any period of performance funded by the Government. No other business or personal endeavors shall be conducted during such time or on Government property.
Furthermore, Contractor employees assigned to this contract are strictly prohibited from soliciting any business—whether related to this contract's scope or otherwise—while present on Government premises.
17. Physical Security:
The Contractor shall be fully responsible for the proper use, safeguarding, and maintenance of all Government-furnished equipment, information, and property provided for use under this contract. This includes taking all necessary precautions to prevent loss, damage, unauthorized access, or misuse. All Government assets shall be used exclusively in the performance of contract requirements and returned in satisfactory condition upon contract completion or as otherwise directed by the Government.
