Government directed travel in accordance with PWS paragraph 1.7.9. The

Government estimate for the base period is $130,000.00. This is a Not-to-Exceed

(NTE) cost reimbursable, non-fee bearing line item. Travel shall be in direct support of tasks within the attached PWS and will be reimbursed only in accordance with FAR Part 31.205-46 and only up to the NTE amount identified in this order or as modified by the Government. The Government will not reimburse local travel. Local travel is defined as travel within a 50-mile radius of the Government's location.

FOR

MARINE CORPS CLIMATE SURVEY MAINTENANCE AND ADMINISTRATIVE SUPPORT

PART 1

General Information

1. General: This is a non-personal services contract to provide maintenance and administration of certain climate survey programs. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance and administration of certain climate survey programs as defined in this

PWS. The Contractor shall perform to the standards in this contract.

1.2 Background: The Marine Corps has a requirement to continue the maintenance and administration of certain climate survey programs. Completing a required climate survey constitutes the minimum acceptable standard for satisfying this requirement. These include the Marine Corps on-line Ground

Climate Assessment Survey System (GCASS), the Marine Corps Aviation Climate Assessment Survey

System (MCASS), and Command Climate Survey (CCS). Within these Survey Systems, there shall exist the capability to conduct short-term or ad-hoc surveys based on specific needs of Marine Corps leadership. Safety climate surveys and culture workshops are valuable tools for receiving feedback from the members of the unit.

1.2.1 The GCASS includes eleven surveys:

• Ground Climate Assessment (GCA) survey;

• Administrative Support Personnel Assessment (ASPA);

• Private Motor Vehicle (PMV) survey;

• Motorcycle (MTRCYCL) survey;

• Drinking and Driving (D&D) survey;

• Hazing Survey;

• Off-Duty and Recreational Activity (OD&R) survey;

• Command Climate Survey (CCS);

• Voluntary Protection Program (VPP) Survey;

• Master Labor Contract and Indirect Hire Agreement (MLC/IHA) Survey; and

• Higher Headquarters (HHQ) survey (See PWS 1.5)

1.2.1.1 Commanders at all levels use GCASS surveys to assess the safety climate of their commands.

Commanders use the GCA survey within 90 days of assuming command and can use other surveys at any time, as they deem appropriate. Within 14 days of receiving their survey/assessment results, Commanding Officers (CO) and Officers in Charge shall verbally debrief their Higher Headquarters on their: Ground Climate Assessment Survey (GCAS); Command Safety Assessment (CSA); Maintenance

Climate Assessment Survey (MCAS); and the Administrative Support Personnel Assessment (ASPA).

Aviation and Ground Culture Workshops are exempt from this debriefing requirement. Access GCASS surveys through https://semperfisurveys.org.

1.2.2 The MCASS as structured includes thirteen surveys:

• Command Safety Assessment (CSA) Survey;

• Maintenance Climate Assessment Survey (MCAS);

• Administrative Support Personnel Assessment (ASPA) (See PWS section 1.3);

• Contractor Maintenance Survey (CTR);

• Higher Headquarters Survey (HHQ) (See PWS section 1.3);

• Drinking and Driving Survey (D&D) (See PWS section 1.3);

• Off Duty and Recreational Activity Survey (OD&R) (See PWS section 1.3);

• Private Motor Vehicle Survey (PMV) (See PWS section 1.3);

• Motorcycle Safety Survey (MTRCYCL) (See PWS section 1.3);

• Air Traffic Control Survey (ATC);

• Hazing Survey (See PWS section 1.3);

• Master Labor Contract and Indirect Hire Agreement (MLC/IHA) Safety Survey (See PWS section 1.3); and

• Higher Headquarters (HHQ) survey (See PWS section 1.5)

1.2.2.1 Commanders of all flying, Unmanned Aircraft System (UAS), Marine Aircraft Logistics

Squadron (MALS), and aviation detachments use MCASS surveys. Commanders shall complete a survey to assess their command climate within 30 days following a change of command in order to establish a

30-day baseline for the new commander. Commanders can use other surveys at any time, as they deem appropriate. Units access MCASS surveys through MarineAviationSurveys.com.

1.3 Eight of the surveys identified in PWS 1.2.2 for all flying units are offered only under the GCASS.

1.4 Higher Headquarters (HHQ) survey. Commanders of Marine Forces Command; Marine Forces

Pacific; Marine Forces Reserves; Marine Forces Special Operations Command; Marine Corps Combat

Development Command; Marine Corps Logistics Command; Marine Corps Systems Command; Marine

Corps Recruiting Command; Marine Corps Cyber Command; Marine Corps Installations Command;

Marine Expeditionary Forces; Marine Expeditionary Brigades; Marine Expeditionary Units; Marine

Divisions; Marine Aircraft Wings; Marine Aircraft Groups; Marine Logistics Groups; and Marine regiments shall complete the HHQ survey within 90 days following a change of command and annually thereafter.

1.5 Ad Hoc Surveys are consistent in size and form to the surveys as mentioned above. Specifically, they are tailored to address concerns or areas of interest and typically are offered to a limited command or group of commands. The Contractor shall have the capability to design and execute Ad Hoc surveys as directed under the Contract. Ad-Hoc Surveys may be accessed under GCASS, MCASS, or CCS depending on the specific subject matter of the survey.

1.6 Objectives: The Contractor shall provide maintenance and administration of the online Marine safety climate assessment program

The Contractor shall provide operational support of the Marine Ground Climate Assessment Survey

System (GCASS), the Marine Corps Aviation Survey System (MCASS), and the Command Climate

Survey (CCS) websites.

The Contractor shall assess the organizational safety climate of Marine units down to the battalion/squadron level of command (in some cases, down to the company/detachment level of command).

The Contractor shall provide debrief of survey results to the unit commander.

The Contractor shall provide the ability to conduct debrief of aggregated survey results to higher headquarters commanders.

The Contractor shall develop and publish issue papers/reports regarding trends or findings discovered during review of survey data.

1.7 Scope: The tasks in this PWS require the Contractor to provide survey maintenance, administrative support (i.e., website hosting, survey set-ups, and debriefs to commanders), and analyze and publish survey data results.

1.7.1 The survey system incorporates anonymity of the individual respondent, in that it shall not collect personal identifying information but will collect organizational and demographic data that will assist in analyzing trends.

1.7.2 Survey questions, templates, web-based files, and data collected under this Contract, and historical survey data that provided to the Contractor are the property of the Marine Corps and shall be provided to the government at the termination of the Contract or on request. Data is maintained in Microsoft SQL

2017®.

1.7.3 The anticipated average throughput of surveys is projected in Table 1.1 CLIN below. A survey case is defined as one unit taking one specific survey (e.g., a Marine battalion taking the PMV survey) and includes all effort from survey case set-up through debrief, plus any preemptive notification' that is necessary. The contractor's capacity shall support a minimum of 25% above the projected throughputs shown, as there may be seasonal fluctuations associated with rotation and deployment cycles.

1.8 General Information

1.8.1 Quality Assurance: The Government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan primarily focuses on what the Government must do to ensure that the Contractor has performed according to the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.8.3 Hours of Operation: The Contractor is responsible for conducting business and be able to debrief

Commanding Officer/Chief of Staffs/Executive Officer during local business hours between 0800 - 2000

EST Monday thru Friday except for Federal holidays. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, The Contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.8.4 Place of Performance: The work to be performed under this contract will be performed at the

Contractor's location unless otherwise specified.

1.8.5 Security Requirements: Contractor personnel performing work under this contract must complete the online DoD Mandatory Controlled Unclassified Information (CUI) training course.

Working on a Government Installation

The Contractor and its employees shall be subject to all traffic, security, and registration regulations for personnel and vehicles, to include Marine Corps Base Order 4200.3 “Contractor Screening Policy”.

Copies of current regulations may be obtained from the Contracting Officer.

Base Access

In order to gain access to Marine Corps Bases, registration in the Defense Biometric Identification System

(DBIDS) must be completed as well as possession of a valid form of identification. The DBID registration information and a list of valid forms of identification are found at:

Non-Disclosure Agreements

All Contractor personnel receiving access to Government data or data from another Contractor through this contract must provide a signed non-disclosure agreement prior to commencing work. The original agreement shall be submitted to the Contracting Officer (KO) and a copy shall be submitted to the

Contracting Officer’s Representative (COR). All non-disclosure agreements shall be signed by all

Contractor personnel involved in this effort and returned within five (5) business days after receipt of award or within five (5) business days of onboarding of new incoming personnel. “Business day” as used in the context of this paragraph means normal Government working hours between the hours of 0730 and

1630, Monday to Friday, excluding weekends and federally observed holidays.

1.8.6 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post-award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation (FAR) Subpart 42.5. These meetings shall be at no additional cost to the Government. The Contracting Officer, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor’s performance. At these meetings, the

Contracting Officer will apprise the Contractor of how the Government views the Contractor’s performance, and the Contractor will apprise the Government of problems, if any, being experienced.

Appropriate action shall be taken to resolve outstanding issues.

1.8.7 Contracting Officer’s Representative (COR): The Contractor agrees to attend any post-award conference. The COR will be identified by a separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications;

monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government-furnished property; and provide site entry of

Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the

Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates, or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting contract.

1.8.8 Identification of Contractor Employees: All contract personnel attending meetings, answering

Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed. Contractors will not attend meetings, answer Government telephones, or work in https://www.quantico.marines.mil/Info/Base-Access/ other situations where their contractor status is not obvious to third parties to avoid creating an impression in the minds of public members that they are Government officials.

1.8.9 Contractor Travel: The Contractor will be required to travel CONUS/OCONUS and within the

National Capital Region (NCR) during the performance of this contract to attend meetings, conferences, and training. The Contractor may be required to travel to off-site training locations and ship training aids to these locations to support this PWS. The Government may require Contractor attendance/support for meetings, conferences, or presentations at locations identified in Table below. All effort under this item shall be identified by the relevant survey category (GCASS, MCASS, and CCS) or allocated by percent if relevant to more than one survey category. The Contractor will be authorized travel expenses consistent with the substantive provisions of FAR 31.205-46 and the limitation of funds specified in this contract.

All travel requires Government approval/authorization and notification to the COR.

1.8.10 Status of Forces Agreement: Contractor Personnel who are U.S. citizens may apply for Status of

Forces Agreement (SOFA) status as necessary for the execution of this contract. The determination of

SOFA Status is processed by the Office of the Staff Judge Advocate from the applicable Marine Corps

Installation to COMUSJAPAN. The Contractor shall be responsible for submitting necessary paperwork to the Office of the Staff Judge Advocate for determination of designation of SOFA status. A breech of regulations and directives outlined in COMUSJAPAN Theater clearance procedures / instruction documents issued by the installation commander or withdrawal of any or all of these privileges by the

Office of the Staff Judge Advocate for reasons cited, will not affect nor constitute grounds for delay in or nonperformance of any portion of any contract, nor will such action form the basis for any claim against the U.S. Government, based upon the contract or any portion thereof.

1.8.11 Data Rights: Data, Software and Intellectual Property Rights. All reports, materials (including, but not limited to, all training and training-related materials including, but not limited to, all SOPs, lessons learned, analyses/evaluations and analyses/evaluation criteria, on-line course materials, computer software/applications and hardware, source code, interfaces, tools, works, and other related items) data, information, and all electronic/digital files and other items described herein, and any other items, (hereinafter referred to individually or collectively as the Work or Works), and all intellectual property rights in or to such Works, in whatever form, created, generated, or produced under, or as a result of, this

PWS shall become the property of the U.S. Government/Marine Corps, i.e., the U.S. Government/Marine

Corps shall be the owner of all of these Works and all intellectual property rights in or to these Works.

The Contract will include DFARS Clauses 252.227-7000 – Non-Estoppel, 252.227-7008 – Computation of Royalties, 252.227-7012 – Patent License and Release Contract, 252.227-7013 Rights in Technical

Data--Noncommercial Items, 252.227-7014 Rights in Noncommercial Computer Software and

Noncommercial Computer Software Documentation, 252.227-7015 Technical Data–Commercial Items, 252.227-7017 - Identification and Assertion of Use, Release, or Disclosure Restrictions, 252.227-7020 -

Rights in Special Works and 252.227-7027 Deferred Ordering of Technical Data or Computer Software.

The Contractor will provide the COR with a data rights assertion listing for all deliverables including both non-commercial and commercial technical data and computer software. Furthermore, the contractor shall not use the contractor’s or a third-party’s proprietary data, information, software, items and/or other materials for any purpose without meeting the requirements of DFARS clause 252.227-7020, and without the specific, written approval by the Contracting Officer, prior to start of any work.

Moreover, except as provided in writing by the Contracting Officer, no Work, information, material and/or other item created, generated, produced or provided under, or as a result of, this PWS/effort shall be used by the Contractor or any of its employees/agents, subcontractors and/or representatives, for any purpose other than for the support and performance of this PWS. Still further, the Contractor is obligated to protect from unauthorized use or disclosure all Government confidential or classified material and/or

Government-owned proprietary, and/or Personally Identifiable Information or Personal Privacy Items obtained in the course of performance under the Government contract, as long as such data remains proprietary, confidential, sensitive, or classified.

1.8.12 Organizational Conflict of Interest (OCI): Contractor and sub-Contractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent OCI as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such

OCI. The Contractor’s mitigation plan will be determined to be accepted solely at the discretion of the

Contracting Officer, and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as they deem necessary, including prohibiting the Contractor from participation in subsequently contracted requirements which may be affected by the OCI.

PART 2

DEFINITIONS & ACRONYMS

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or services to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. CONTRACTING OFFICER'S REPRESENTATIVE (COR). An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has the authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.

2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.

2.1.5. DELIVERABLE. Anything that can be physically delivered but may include non-manufactured things such as meeting minutes or reports.

2.1.6. KEY PERSONNEL. Contractor personnel that is evaluated in a source selection process may be required to be used in the performance of a contract by the Key Personnel listed in the PWS. When key personnel is used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons listed in the proposal.

2.1.7. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.8. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.9. QUALITY ASSURANCE SURVEILLANCE PLAN (QASP). An organized written document specifying the surveillance methodology to be used for surveillance of Contractor performance.

2.1.10. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of a product or service shall meet contract requirements.

2.1.11. SUBCONTRACTOR CONTRACTOR. One that enters into a contract with a prime Contractor.

The Government does not have privity of contract with the sub-Contractor.

2.1.12. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.

2.1.13. WORK WEEK. Monday through Friday, unless specified otherwise.

This forms the foundation of trust and empathy necessary to evaluate and communicate survey results effectively.

4.1.3.1 The Contractor shall review and notate unit survey results in preparation for CO debrief.

4.1.3.2 The Contractor shall contact and schedule a unit commanding officer to debrief of results.

4.1.3.3 The Contractor shall work with each unit CO to ensure a thorough debrief of results.

4.1.3.4 The Contractor shall assist unit safety representatives in navigating the debrief website.

4.1.3.5 The Contractor shall obtain feedback from CO concerning the value of the survey process.

4.1.4 Specific preemptive notifications are required under the circumstances listed below. The

Contractor providing this notice shall possess the same qualifications and understanding of

Marine Corps leadership and culture as a survey de-briefer, as this information may be time-sensitive.

4.1.4.1 Screen all free-form narrative comments received in the conduct of all surveys for statements that could indicate plausible risk that the individual survey respondent may inflict harm on him- or herself, or others.

4.1.4.2 The Contractor shall notify the unit CO/Commander of the particular risk or threat and any clarifying demographic or organizational data in order to heighten Command awareness.

(The identity of the survey respondent must remain anonymous).

4.2 Task Two – Marine Corps Aviation Climate Assessment Survey System (MCASS)

4.5 Task Five - Web Hosting and Survey System Maintenance

4.5.2.1 The Contractor shall import legacy survey data in Microsoft excel format provided by the Government within 30 days of contract award. The cost for the import of legacy data applies to Base Period only.

4.5.2.2 The Contractor shall provide the capability to administer and debrief surveys.

4.5.2.3The Contractor shall coordinate all domain names, Secure Socket Layer (SSL) certificates, and Domain Name System (DNS) issues.

4.5.2.4 The Contractor shall provide necessary website hosting to ensure reliability and security using Internet Information Services (IIS) 10 and Transport Layer Security (TLS) 1.2.

4.5.2.5 The Contractor shall respond promptly to trouble calls from participating units.

4.5.2.6 The Contractor shall analyze and modify survey content as needed.

4.5.2.7 The Contractor shall manage and securely archive survey data.

DELIVERABLES

Key documents/deliverables shall be sufficient and relevant to support the Contractor’s findings, be consistent with the fact, and include supporting documentation when needed by the United States

Government. Where possible, and when the Government lead agrees, reports may be consolidated to maintain management efficiencies. No data, materials, information, or other items (hereinafter singularly or collectively “Items”) created or provided expressly for this PWS shall be used by the Contractor for any purpose other than those that are in support of or for performance under this PWS without the prior written permission of the Contracting Officer.

5.1 The Contractor shall provide Monthly Status Reports to the COR no later than the 10th day of the following month for the services performed from the first through the final calendar day of the previous month. The Monthly Status Reports shall include the following information:

5.2 All electronic copies of draft and final deliverables shall be provided in Microsoft Office software or a format required by the Marine Corps’ printing and/or administrative regulations.

5.3 All reports, documents, and other deliverables shall be prepared in accordance with the Marine Corps’ orders on files and directives and correspondence.

5.4 All deliverables will be prepared and approved by the COR during the course of contract performance. Deliverable due dates are designated in the section schedule below.
