SOURCES SOUGHT ANNOUNCEMENT

The Marine Corps Installations, National Capital Region, Regional Contracting Office (MCINCR-RCO), Marine Corps Base, Quantico, VA is seeking sources for the Marine Corps Intelligence Activity (MCIA) Geospatial Support Services requirement.

CONTRACTING OFFICE ADDRESS: MCINCR-RCO, 2010 Henderson Rd, Quantico, VA 22134

INTRODUCTION:

This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to conduct market research and determine the availability and technical capability of all sources to provide the required products and/or services.

The Marine Corps Intelligence Activity (MCIA) is seeking information for potential sources for geospatial support services to be provided by the Contractor to perform integration and dissemination of geospatial information and intelligence products. Assist in providing enhancements and technical support specifically to the MCIA’s Geospatial Support Services (GSS) section to provide a “one-stop shop” for data discovery, downloading, and sharing intelligence information on unclassified, Secret Internet Protocol Router Network (SIPRNET), and Joint Worldwide Intelligence Communications System (JWICS) network domains. The requirements that have been levied upon the MCIA will also include the continued development of an online portal and support to user troubleshooting, instruction, and product development capabilities.

As a component, service level intelligence center, the MCIA has a responsibility to provide data, products, and information to a wide array of military, Department of Defense (DoD), and Intelligence Community (IC) customers. Geospatial information requires a normalized and well understood architecture, with a skilled dissemination approach to ensure the widest possible delivery to the Operational Forces in a sustained and timely manner. In addition to MCIA’s existing dissemination requirements, the Director of Intelligence (DIRINT), Headquarters, U.S. Marine Corps, has designated MCIA as the center-point for the Marine Corps Intelligence, Surveillance, and Reconnaissance Enterprise (MCISRE) which requires a robust enterprise. Included in that enterprise is an expected geospatial support requirement which will build upon what the MCIA has already developed. MCIA experienced requirement quantity growth under the previous period and this may be the case in the future.

CONTRACT/PROGRAM BACKGROUND:

Contract Number: M00264-16-F-0033 Contract Type: Firm-Fixed Price Incumbent and their size: Environmental Systems Research Institute, Inc. (Large) Method of previous acquisition: Full and open competition

Services will be performed at Government facilities. The contractor performance may be at any location of the Marine Corps Intelligence Activity. Currently identified as 2033 Barnett Avenue, 27402 MCB1, and 3300 Russell Avenue, on Marine Corps Base Quantico, VA 22134.

REQUIRED CAPABILITIES:

The goal of this contract is focused around support and achievement within three primary tasks and management support. Tasks one (1) and two (2) are the largest portion of this requirement. Task one (1) and task three (3) are support and advanced development to the enterprise geodatabase and geo-web dissemination environments. The enterprise geodatabase has an Oracle backend and has become an integrated mechanism that supports both production and dissemination for a multi-version, multi-user environment.

The continued development of the geodatabase and geospatial dissemination applications for the MCIA must continue to use common computer programming languages and Commercial-Off-The-Shelf (COTS) software. The contractor will develop all applications in common and universally accepted programming languages and COTS formats which have been approved by the MCIA prior to development.

Task two (2) is in support of a combination of other tasks as well as one of the MCIA’s primary roles as a GEOINT user and producer of analytically driven products. The chosen production model for the MCIA is heavily dependent on ESRI’s ArcGIS for Desktop and Pro software. Additionally, the MCIA has chosen to continue the development of the Geo-Web using ArcGIS for Server, Portal for ArcGIS (P4AG), ArcSDE (Spatial Database Engine), and ArcGIS Online Services to support dissemination and integration requirements. In support of these required software skillsets, a continual training, troubleshooting, and education environment exists and requires full time subject matter expertise that can achieve satisfaction in several applications at once.

All systems, applications, and projects described above must continue to use the current ESRI, Inc. software suite, which has a proven history of success at the MCIA and is also accredited to be used at the MCIA on multiple classified networks. The continued operation and future development of dissemination systems by MCIA for the sharing of data and intelligence products is aligned with the MCISRE plan. The future advancement of the GSS dissemination system capabilities will require a focused effort. The entirety of GSS applications and development projects will involve the upgrading and migration of ESRI software, as well as Geodata archives and finished intelligence products. These complex projects will require personnel that possess a superior technical background, depth of resources, and excellent communication and documentation skills.

Required Contractor Task:

Task 1.0 On-Site support to Geo-Web Dissemination and Development

1.1 Sustain Existing Dissemination Capability

The contractor shall provide support and documentation which aids in the continual sustainment of all Web-Enabled Services. This will include updating the ESRI software (Arc Server and Image Server) to the latest ESRI software release and updating ArcSDE to the most current release. Additionally, this function requires skilled use of remote login to Virtual Machine (VM) servers for the execution of tasks.

1.2 Dissemination Integration and Innovation

The contractor shall develop geospatial intelligence sharing tools in support of product development projects. These linking and sharing tools will align with existing command intelligence dissemination systems and other Marine Corps dissemination programs of record. These integration tools will support the viewing, selection and dissemination of vector data, finished geospatial projects and general intelligence products on unclassified and classified networks utilizing ESRI ArcGIS Server and Image Server. Examples might include the publishing of feature data services or research into the use of cursor on target data methodologies.

1.3 Application Development to support the Geospatial Information Gateway (GIG) The contractor shall develop scripts, geo-web services, endpoints, and assorted tools to support the broader inclusion and expansion of the GIG by the MCIA and its customers.

This may include items such as landing pages, automated and semi-automated metadata ingestion, or applications integrating ArcGIS Image Server into the Command Geo- Warehouse in order to provide classified imagery for dissemination and ongoing production projects at the MCIA. GSS has chosen to pursue the use of a dojo framework to aid integration, predesignated spatial queries, and efficient client/server relationships.

This development will be utilized by the contractor on classified networks. MCIA will furnish required licenses.

1.4 Improve Background Reference Data and Data Discovery

The contractor shall provide the improvement of the Geo-Warehouse background reference data and “Failover” Map Cache. This task will involve updating the background dataset and symbology available in the Geo-Warehouse, as well as updating the Geonames table and basemap cache. Additionally, the contractor will constantly improve the efficiency of the internet search “data discovery” capability of the Geo-Web dissemination system and work to expand performance testing through query results and refinement.

1.5 Documentation, Test and Evaluation

GSS is has a limited amount of personnel, yet we have 24 hour per day applications.

Documentation is mandatory for all repeat usage functions and may be required for complex singular items. The contractor shall provide and perform procedures to ensure GSS systems are compared against all requirements and specifications set forth in appropriate security guidelines and business case uses. The review shall focus on test plans and procedures for evaluation, integration and acceptance. The contractor shall document all component, integration and system testing results. The tests shall measure the accuracy, accountability and reliability of systems and components to ensure correct and complete compatibility to the requirements in order to establish the system functional baseline.

Task 2.0 On-Site support to Geospatial Training, Troubleshooting, and Instruction

2.1 Instruction

The contractor shall provide research and demonstration of new and emerging technologies that may be integrated into the MCIA production or dissemination process for enhanced capabilities. As an example: development and implementation of a capability utilizing ArcGIS Portal to support MCIA with the task of integrating spatial awareness and existing spatial data with the MCIA architecture and 24 hour watch.

Additional examples might be vector tiles, or Portal to portal data sharing. Other areas of instruction and research will be discovered as technology advances, new software is released, or information and approaches become available.

2.2 Training

The contractor shall provide expertise with the full suite of ESRI applications and the ability to provide desk-side or impromptu training in MCIA geospatial production or dissemination functional areas. General examples include any measure of the ESRI software or its variations utilized within the MCIA; such as ArcGIS Desktop, Pro, Data Reviewer, Production and Defense Mapping, , ArcGIS for Server, etc., and the multiple versions thereof. Specific examples include changes to tools, complex field calculation scripts, and custom tool development. Expertise and training is required for ESRI application interactions with other GIS software used at the MCIA, to include Adobe, ERDAS, ENVI, and LizardTech, but is not limited to these.

2.3 Troubleshooting

The contractor shall support daily inquiries for immediate support to resolve software usage issues. This will include GIS production procedures, standard operating procedures (SOP) documentation, or troubleshooting of ESRI GIS technology to include the array of GSS applications and other MCIA GIS software packages that interact with ESRI platform implementation at MCIA. Specific examples include but is not limited to grid manager creation and conflicts, model builder, advanced cartographic representation, license manager, Full Motion Video add-in, and technical experience in Lizardtech Geoexpress server interaction with MCIA’s ESRI dissemination approach.

Task 3.0 On Call/On-Site support to Geodatabase Enhancement and Migration:

MCIA’s GSS Geodatabase is currently structured around sustainment of operations and only requires periodic advanced level support in times of complex problem solving or crisis. The tasks listed below may be supported on an as needed basis once sufficient understanding of GSS architecture is established. This is a planned support task and not an emergency response requirement.

3.1 Update Geodatabase Back-Up, Restore and Recovery Capability The contractor may be called to provide support to further design and also enhance existing geodatabase back up, restore and recovery procedures.

3.2 Enhance Geodatabase Performance, Ingest, and Export Tools The contractor may be called to research and develop geodatabase tools and methods to guide GSS in achieving the best reliable performance within the usable geospatial architecture. Crossover tools may be required to import and export data into and from the MCIA Geodatabase to the following designated geodatabase schemas: United States Marine Corps (USMC) ground warfighter schema, Topographic Data Store schema and NSG compliant Geodata schemas.

3.3 Geodatabase Troubleshooting

The contractor shall provide electronic support (e.g. telephone, email, etc) where expertise is needed but on-site support isn’t necessary or viable to mission accomplishment.

Task 4.0 Project Management: The contractor will assign a project manager with competent management skills and relevant experience to the project. The project manager shall be responsible for the performance of the work. The project manager shall have full authority to act on behalf of the contractor for all issues pertaining to contract administration for subject contract. The project manager shall maintain continuous staffing levels to ensure the work performed under this contract and the deliverables are accurate, timely and complete. The project manager is responsible for ensuring all employees are fully trained to meet the task order requirements.

4.1 Reports and Documents

Ensure the completion and delivery of all required or supporting documentation, to include but not limited to the Quality Control Plan, Risk Mitigation Plan, Program Management Plan, and the Monthly Status Report.

4.2 Tracking of Contractor Performance and Substitutions

4.2.1 Tracking of contractor performance will be accomplished by Program Manager oversight, tracking of project tasks, deadlines and quality assurance of scheduled deliverables.

4.2.2 The contractor agrees that during the first one hundred and twenty (120) days of the contract performance period, no personnel substitutions shall be permitted unless such substitutions are necessitated by an individual's sudden illness, death, or termination of employment. In any of these events, the contractor shall promptly notify the Contracting Officer (KO) in writing and provide the following required information:

• Contractor shall provide written notification of proposed substitutions at least fifteen (15) days; thirty (30) days if a security clearance is to be obtained, in advance of the proposed substitutions.

• All requests for substitutions must provide a detailed explanation of the circumstances necessitating the proposed substitutions; a complete resume for the proposed substitute, and any other education and training information validating the competency of the proposed substitute.

• All proposed substitutes must have qualifications that are equal to or higher than the qualifications of the requirement. The KO shall evaluate such requests and promptly notify the contractor of their recommendation.

4.2.3 In case of unsatisfactory contractor performance, the contractor will take appropriate corrective action within ten (10) business days of formal notification to correct the problem. In the event that the problem remains unresolved in excess of ten

(10) working days, the KO will be notified by the Contracting Officer’s Representation (COR) so that appropriate action is taken. The Program Manager shall ensure that all Government owned property is returned to the COR should a contractor employee be removed.

4.3 Invoices

Contractor invoices will be delivered to MCIA via PIEE and Wide Area Work Flow. The MCIA Program Manager will verify that the contractor charges listed on the invoice are accurate and represent the tasks being performed by the contractor or subcontractor.

Implied Supporting Tasks:

• The contractor will attend technical issue and status meeting(s) and may be required to provide information or upgrades via digital media.

• Daily, Maintenance, and Documentation Tasks: Each day, the onsite contractor shall be required to perform daily engagement and maintenance tasks. Examples of duties within these categories are listed below. Each contractor is required to create and/or augment documentation that will aid others in the performance of repetitive or complex functions, through the creation of standard operating procedures or specific directions. In support of these items, the contractor shall possess adept skills in organization, written and verbal communication, critical thinking, accountability, and personal leadership.

o Example of Daily tasks: consumer interaction, requirements collection, general research, CIMS ticket entries, meeting attendance, etc.

o Example of Maintenance tasks: throughout the day, checking on operational status of servers, applications, and various pages to ensure they are running correctly.

o Example of Documentation tasks: step by step procedure for restarting the web server, changes in login procedures for the geodatabase, or build an application security plan for new geo-web dissemination apps.

SPECIAL REQUIREMENTS

The contractor shall have an active final Top Secret Facility Clearance (access to COMSEC and NATO) without any Special Limitations that restrict access.

The Contractor shall be responsible for ensuring all contract personnel are U.S. citizens and possess an in-scope (per current DoD 6-year reinvestigation requirement), favorable, Single Scope Background Investigation (SSBI) / T5 investigation (to include SBPR, PPR or T5R), or currently enrolled in the DoD Continuous Evaluation (CE) / Continuous Vetting (CV) program, adjudicated for Sensitive Compartmented Information (SCI) eligibility by the DoD Central Adjudication Facility (DoD CAF) without conditions, exceptions, or waivers at the time of award and prior to performance under this contract.

SOURCES SOUGHT:

The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541370 Surveying and Mapping (except Geophysical), with the corresponding size standard of $16,500,000. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from all businesses that can provide the required services under the NAICS Code. Vendors are encouraged to suggest a different NAICS code they feel is more appropriate for the requirement.

To assist MCINCR-RCO in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein.

This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement.

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.

Responses must demonstrate the company’s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).
