REQUEST FOR INFORMATION
The United States Marine Corps (USMC) Marine Corps Installation Nation Capital Region - Regional
Contracting Office (MCINCR-RCO), Marine Corps Base Quantico, VA is seeking information via this
Request for Information (RFI) for the fabricate and install exhibits for the Final Phase projects for the
National Museum of the Marine Corps (NMMC) located in Triangle VA.

INTRODUCTION:
This RFI is issued to conduct market research and determine the availability and technical capability of all sources to provide the required products and/or services.
This RFI allows potential contractors to submit a non-binding statement of interest and documentation demonstrating their corporate capabilities and suggestions that will allow the Government to refine its potential course of action. The RFI is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes.

BACKGROUND:
Open since November 10, 2006, the NMMC is a military history museum dedicated to showcase the material history of the USMC. The NMMC consists of eleven (11) extant themed exhibit spaces:

Gallery 12 Vietnam
Each gallery portrays the history of the Marine Corps through a complex integration of artifacts, graphics, audio and video media, theatrical lighting, life cast figures, interactive displays, scenic tableaus, and dioramas.
The NMMC intends to complete the existing Marine Corps story beyond the Vietnam Gallery in a project titled The Final Phase. This project entails the fabrication of new galleries that will extend the
Marine Corps storyline from 1976 to the present day and add/or update other related themed exhibit spaces. The galleries will likewise depend on highly sophisticated and integrated media, artifacts, scenic developments, and other devices – from the floor to the ceiling.
CORE OBJECTIVES TO BE ACCOMPLISHED:
The Contractor shall fabricate and install exhibits for the Final Phase projects in the following two (2) areas:
Gallery 13 Forward Deployed
Gallery 14 Iraq and Afghanistan
The tasks in the table are defined as follows:
Samples- All finish materials and graphic production methods are to be supplied as a sample for approval by the COR. Work cannot proceed until an approved sample is produced.
Wall Paint- Refers to application of solid color paint to facility walls.
Scenic- Refers to themed wall surfaces, facades or set pieces that realistically replicate the theme listed.
Floor Coverings- Refers to commercially available carpet, epoxy or vinyl tiles.
Graphics-Refers to all mounted photo prints, dimensional letters, wall murals and direct prints.
Each graphic is individually numbered and grouped by scene as signified by the third digit in the graphic ID number. The Government will provide production ready files for all graphics.
All other elements not listed- This note is to clarify that any miscellaneous items (i.e. baseboards, pylons, benches etc.) that are not specifically listed on the table, are to be completed in the contract year noted. Items such as these are shown in the fabrication drawing packages.
Artifact Cases- These cases are called out and detailed in the fabrication drawings. Note that some cases are integrated into the themed finish and need to be installed before the themed finish is applied. That being the case, they are called out individually to be installed in the base year.
Cast Figure Installation-All cast figures are provided as Government Furnished Equipment
(GFE).
The Contractor will install them under the direction of the COR except as noted on the table.
Figures listed as “not in scope” will be installed by the figure manufacturer.
Electrical-Conduit to support artifact cases, security, networks and low voltage power are being installed via a separate contract. All conduits will be home run to existing electrical or audio/video rooms. In the case where exhibits have yet to be installed, the other end of the conduit run will stop within ten (10) feet of the final location. It will be the contractor’s responsibility to continue these conduits to their final location with a pull string included. For low voltage power runs the Contractor shall pull in wire and terminate both ends leaving a working receptacle.
Interactives- This refers to the casework, video monitor bezels and graphics that house
Audiovisual (AV) equipment. All AV hardware will be provided to the contractor as GFE and it will be the contractor’s responsibility to mount the equipment under the direction of the COR.
Micro Artifact Mounts- This refers to conservation/display mounts, case furniture and number pucks used to support artifacts within cases. The Contractor shall produce all such supporting elements.
Macro Artifact- The only Macro Artifacts to be installed under this contract are the Anti-Aircraft gun in Scene 13-3 and the Huey helicopter in Scene 14-7. The Anti-Aircraft gun is stored at the
Museum and will sit directly on the tableau, no special mount is required. The Huey is located in the scene but not in its final location. The Contractor shall fabricate the mounts per the drawings and install the Huey on those mounts in its final location. The Contractor shall install the Anti-
Aircraft gun in the applicable mount.
Tableau- This scope refers to the platform, railings, and scenic ground form. In combination to the other elements specified on the table it is the intent that all tableaus will be complete in the base year, with the exception of graphics which will be produced and completed during contract year 2 deliverables.
Scenic Paint- This refers to artistically applying paint and textures to macro artifacts, cast figures and props to visually integrate them into their surroundings. Known in the entertainment industry as aging and graining, a scenic painter will add details that give the objects in a scene a weathered look, the degree to which this is done is dependent on the storyline of the scene and confirmed via conversations with the COR. Note: only water-based paints will be permitted for use on macro artifacts.
Hand Painted Wall Mural-Tableaus have a mural painted on the facility wall as a backdrop to the scene. The Government will provide a scaled, black and white sketch noting the perspective and major elements of the mural. The Contractor shall use that as a basis of generating a full color scaled layout for approval prior to commencing work in the field.
Graphic Walls- These are the free-standing walls fabricated of cold rolled steel and perforated metal panels.
Glass Walls- This is a highly engineered wall system consisting of rear lit frosted glass panels, artifact cases, interactives and graphics. Great care was taken to develop the system so the finish product is fully integrated into a seamless sleek look. It is incumbent on the Contractor to produce the walls and not change the look of the finished system in any way.
Props- the Contractor shall fabricate and install items that dress a tableau and enhance the authentic feel of the scene. All props will be rugged enough to withstand abuse from visitors and be installed such that the attachment method is unseen. Props will be staged under the direction of the COR.
Detailed fabrication specifications and job site requirements will be provided at time of solicitation.

RFI RESPONSE INSTRUCTIONS
Please provide a response to each of the following:
DESCRIPTION OF CAPABILITIES:
The capability statement provided in response to this RFI shall include the following criteria in addition to answering the RFI specific criteria below, considering the attached Performance Work Statement
(Attachment 1):
1. Provide a recommendation for contract type for this acquisition (e.g. FFP, FPIF CPIF;
hybrid);
2. Extent to which the responder is aware of any potential Organizational Conflict of Interest
(OCI) issues or a non-immitigable OCI related to current development work at USMC.
3. Provide a minimal of two (2) but no more than six (6) images of past work that is similar to, and of comparable quality to, our requirements. The images should be accompanied by a written narrative that details the following:
a. Description of type of work performed,

c. Point of contact of service recipient. Please include name, phone number and email address.
4. Please provide any information regarding intellectual property rights associated with this type of service.
5. Please provide place of performance. Do you intent to perform locally (e.g., 50 miles from
Triangle, VA).
6. What training and certifications standards are needed for the work?
7. What portions of the requirement cannot be fixed-price, and why not?
8. What are variables that drive price up or down?
9. What areas of the requirement seem restrictive? What is the remedy?
10. What areas of the requirement seem vague? What is the remedy?
11. Are the required services considered professional or are they subject to the Service Contract
Act?

RFI SPECIFIC CRITERIA:
The responder is invited to provide information and recommendations for fashioning this proposed acquisition. Recommendation areas may include the type of contract, anticipated contract terms & conditions, incentives, variations in delivery schedule, price and/or cost proposal support, and data requirements, contract pricing, and any other areas that the responder believes is relevant for the
Government to achieve its stated objectives. The responder may opine regarding what portion of the work could be set-aside for small businesses if all the required work cannot be provided by a small business. Details to support any recommendations for partial small business set-asides should be included.
Specific required criteria/questions for this RFI are as follows:
1. Please provide a detailed description of the capability you possess to execute the core objectives listed in this RFI. Please reference type of staffing available and overview of credentials (i.e., certifications and training licenses).
2. Please provide information regarding which elements from the core objectives listed you have executed at the local, state, federal government or international level. Identify the core objective(s) that responder cannot fulfil and provide an explanation about how to mitigate.

Relevant details to NMMC’s proposed acquisition should include, but not be limited to, information regarding the size and length of the effort, responder performing as a prime or subcontractor, customary practices (warranty, financing, discounts, contract types, etc.) under which the sales of the service(s) are made, security details, the customary practices regarding customizing, modifying, or tailoring of a service(s) to meet customer needs and associated costs, the kinds of factors that are used to evaluate performance; the kinds of performance incentives used; the kinds of performance assessment methods commonly used; the common qualifications of the people performing the services; and requirements of law and/or regulations unique to these service(s), that can demonstrate the responder’s abilities and capacity to meet NMMC’s desired core objectives.
3. Please provide suggestions for tools and/or methodologies best suitable to measure contractor performance of services executed to meet the core objectives listed in this RFI.
4. Please identify any contract(s) on your awareness that cover some or all of the core objectives listed in this RFI. If there are any GSA or any other contract(s) done by federal agency for similar objectives, please provide the contract number and point of contact information.
5. The Government contemplates using the North American Industry Classification Code System
(NAICS) 33999, All Other Miscellaneous Manufacturing. This U.S. industry comprises establishments primarily engaged in miscellaneous manufacturing (except medical equipment and supplies, jewelry and flatware, sporting and athletic goods, dolls, toys, games, office supplies (except paper), musical instruments, fasteners, buttons, needles, pins, brooms, brushes, mops, and burial caskets). The corresponding size standard for this NAICS is 500 employees.
Please provide a recommendation for the NAICS code you think is best suitable for these core objectives. Please explain why the recommended NAICS is best suitable than NAICS 33999.
6. Please provide a description of the type and size of your business. If you are a large business, please provide a recommendation for the percentage of work to be assigned to small businesses in a Subcontracting Plan. Please include which elements of the core objectives you recommend for small businesses and why.
If you are a small business, please provide a recommendation regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged
Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small

1. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.

During performance the contractor will be able to invoice the full price of each deliverable in the table upon acceptance of that deliverable by the Government. Please provide feedback on whether this proposal, pricing, and invoicing structure is feasible from an industry perspective
SUBMISSION DETAILS:
Responses must contain UNCLASSIFIED information only and be marked “UNCLASSIFIED” at least on the first page of the response. No classified information may be included anywhere in the response. Responses must include:
1) Business name and address;
2) Name of company representative and their business title;
3) Business Type and size
4) Cage Code;
5) DUNS Number;
6) Responses shall be in Microsoft Word for Office or compatible format and shall not exceed twenty (20) pages. A page is defined as each face of an 8½” x 11” sheet with information contained within a one inch margin on all sides. Font type shall be Times Roman 12 point;
7) Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.
