Contractor staffing requirements mandate a minimum of three caregivers with all personnel possessing criminal background checks, FBI fingerprinting, TB testing, E-Verify clearance, reference scrutiny, CPR/First Aid certification, and at least 90 days of expert childcare experience. Contractors must maintain compliant caregiver-to-child ratios under current law and ensure at least two caregivers remain in the room when any child uses restroom facilities. Security protocols require check-in/check-out procedures and registration forms for authorized child pickup. Meal service includes providing snacks for infants and toddlers, serving parent- or venue-provided meals, managing allergen interactions, and providing only water or milk to children. The contractor bears all travel and parking expenses for on-site service delivery. The government will provide property, materials, equipment, or information on a case-by-case basis.

Statement of Work (SOW) for 12th Marine Corps District (12thMCD) Childcare Service in support of Unit, Personal, and Family Readiness Program (UPFRP)

Background
In accordance with the references, the 12thMCD’s UPFRP is tasked with providing childcare in group setting where possible during program training and events. UPFRP training and events occur regularly throughout the District’s area of responsibility (AOR). Traditional childcare afforded on an installation through Marine Corps Community Services (MCCS) is not an option for the Marines and families of the District as they are widely dispersed throughout the AOR and for the vast majority not collocated on a Marine Corps Installation. Mobile childcare service is imperative for the successful accomplishment of the 12thMCD’s UPFRP mission. For those that are on or near a Marine Corps Installation, using the base Child Development Center (CDC) for childcare in a group setting is also not an option as the CDC requires children to be registered with the CDC on a continual use basis. Additionally, local CDCs cannot handle the additional number of children in their facility for occasional care in a group setting.
Objectives The objective of this agreement is to provide adequate, professional, and quality childcare for the Marines and families of the 12thMCD attending UPFRP training or events in accordance with Marine Corps Regulations, and applicable federal, state, and local laws.
Scope The 12thMCD expects to provide UPFRP related training and Morale, Welfare, and Recreation (MWR) events throughout the fiscal and calendar years, as required by applicable Marine Corps Orders for its Marines and family members at the District and Recruiting Station (RS). These training sessions may take place at the District Headquarters, RS Headquarters, or at an offsite location pursuant to the requirements of the training or event.

Tasks/Delivery The contractor will provide:
Childcare service:
Service will be provided in the space available, acquired separately.
Set up and breakdown and complete cleanup of the space dedicated as childcare.
Provisions for the care of children (i.e. playpens, cribs, age-appropriate toys and books, first aid kits, Activities such as:
Age-appropriate arts and crafts and coloring for all children Age-appropriate games Age-appropriate toys Musical themed fun: dance party, freeze dance, musical chairs Portable cribs for younger children and any other equipment necessary A fun environment for the comfort of all children
Ratio and State Laws:
Vendor will comply with all federal, state, and local laws, rules and regulations while providing childcare services under this contract.
Caregivers will work with ratios under current law. Care provided in a meeting room setting, a minimum of three caregivers is required so there are always at least 2 caregivers remaining in the room when a child needs to use the restroom.
Caregivers:
All caregivers must have a criminal background check, FBI fingerprinting, TB Testing, E-Verify, scrutinized through references, CPR/First Aid Trained, and at least 90 days of expert childcare experience.
Security:
Check in and out procedures must be utilized to keep children safe by the vendor. Vendor must have a system in place that will allow the parent to check their child into service and complete a registration form for people allowed to collect the child.
Meals:
Vendor must provide snacks for infants and toddlers in their care during scheduled event.
Vendor must serve meals provided by the parent or venue to the children, if appropriate for the duration of care.
Vendor must take measure to manage the interactions between children and potential allergens.
Vendor must request a listing of allergies prior to event.
Vendor will provide only water or milk for the children in care at the time of service.
Understanding government and military rules, caregivers are not included in count of meals provided by venue.
Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI) The 12thMCD will provide government-furnished property, materials, equipment, or information on a case-by-case basis where able.
Travel Travel to on-site locations will be at the expense of the contractor, including any parking fees.
Special Material Requirements The contractor shall have all tools and knowledge necessary to conduct appropriate childcare service.
Other Unique Requirements There are no identifiable unique requirements for this contract.
Place of Performance On-site service shall be conducted at the locations identified under the Scope of this contract. The locations of the service are subject to change.
