All parts will meet or exceed OEM specifications and hardware/fasteners will be marine-grade anti-seize that meets OEM requirements.

PERFORMANCE WORK STATEMENT

The information below outlines the WFTBn range clearance vessel maintenance expectations. Ensuring that assets are properly maintained and serviceable for daily operations is imperative for live fire range clearance.

Assets will be stored at the WFTBn boat warehouse, Building 798. Access to the base is made via the main gate. Any vendor performing maintenance is subject to a background check for prior felonies, open warrants, and a vehicle inspection.

MCRDPI WFTBn Marines will assist in relocating or hauling assets on-site with prior notice. When feasible, routine scheduled maintenance shall be performed on-site, in designated areas, and during normal working hours (0730-1600 Monday - Friday excluding Federal Holidays).

Assets shall not be disabled or otherwise taken out of service without approval from WFTBn S-4 personnel (843) 228-3653.

All maintenance will be conducted by qualified mechanics to meet OEM specifications. The vendor will provide all tools and parts (i.e. oil, lubricants, gaskets, filters, hoses, miscellaneous hardware and fittings, etc.) necessary to perform routine scheduled maintenance. All parts will meet or exceed OEM specifications and hardware/fasteners will be marine grade stainless steel. During re-assembly, all fasteners will be coated in a marine grade anti-seize that meets OEM requirements.

The vendor shall forward copies of the completed maintenance checklist for each vessel to WFTBn S-4 at the completion of each maintenance cycle. Electronic copies will be provided to the vendor and can be submitted via email to WFTBn S-4. Additionally, the vendor shall provide a detailed report to WFTBn S-4 outlining any repairs that fall outside the scope of this contract within seven (7) days upon completion of routing maintenance. The report shall identify the boat, motors, or trailer and include a cost estimate (i.e. parts, labor, etc.) for repair. Each issue falling outside the scope of this contract (non-routine maintenance) will be handled through a separate payment method.

MCRDPI reserves the right to audit work performed by the vendor to verify maintenance is satisfactory and to select a vendor of its choosing to perform non-routine maintenance.

Estimated time to perform routine maintenance on each boat, motor(s), and trailer should not exceed 2 hours per month. Total estimated time to perform maintenance on all boats, motors, and trailers should not exceed 10 hours.

Any discrepancies that are identified in the course of the maintenance visits can be recorded in the form of a quote for the service required to rectify the issue. WFTBn may choose to authorize the service or pursue a quotation from another vendor.

WFTBn plans to retire one Sea Ark vessel and acquire at least (1) new vessel to replace it in the next 12 months. There shall be an option for this new unit to be integrated into the maintenance contract without interruption.
