About this file
This document is an Amendment to a Solicitation for a Sales Force Training contract (RFP # M00263-25-R-0005) issued by the Regional Contracting Office at Parris Island. The amendment extends the offer due date from 31 October 2025 to 14 November 2025 and deletes a specific subparagraph within clause 52.212-1. The Marine Corps Recruiting Command (MCRC) intends to award a single Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period for developing and managing training curriculum related to military recruiting.
The solicitation requires offerors to submit a comprehensive proposal in four volumes: (1) Completed RFP with supporting documents, (2) Technical Capability Proposal covering curriculum material, development, course materials, and management plan, (3) Past Performance information, and (4) Pricing. The technical proposal must demonstrate the ability to create, review, and revise instructional materials, produce professional video content, develop testing instruments, and provide a sample Recruiting Management Course facilitator kit. Proposals are subject to strict formatting guidelines, including page limits, font specifications, and electronic submission requirements. The government plans to evaluate proposals based on technical capability, past performance, and price, with the intent to award without discussions but reserving the right to conduct them if necessary.

A. General Information. The Regional Contracting Office, Parris Island (RCO-PI) intends to award a single Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five (5) year ordering period.
(1) The Government intends to award without discussions, but reserves the right to conduct discussions, if the Contracting Officer determines that discussions are necessary. Offerors are cautioned to examine this solicitation in its entirety and to ensure that their proposal contains all necessary information, provides all required documentation, and is complete in all respects.
(2) Use of general or vague statements such as “standard procedures will be used” will not satisfy this requirement.
Unnecessary elaboration or presentations beyond what is sufficient to present a complete and effective solution are not desired and may be construed as a lack of understanding of the requirement.
(3) Proposals must be prepared in accordance with these instructions. Failure to do so may result in the offeror’s submission being determined unacceptable and ineligible for award. Each offeror’s submission shall be screened by the Contracting Officer (KO) upon receipt to ensure completeness and compliance with the instructions contained in this solicitation.
B. Confidential Information. The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of contract qualifications and proposals submitted to federal agencies. If an offeror’s submissions contain information that he/she believes should be withheld from such requestors under FOIA on the grounds that they contain “trade secrets and commercial or financial information” (see, e.g., 5 U.S.C. § 552), the offeror should mark those submissions as set forth in the following manner:
The following notice should be placed on the title page: “Some parts of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secrets or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act. Material considered privileged or confidential on such grounds is contained on page(s) _______.”
Each individual item considered privileged or confidential under FOIA should be marked with the following notice:
“The data or information is considered confidential or privileged, and is not subject to mandatory disclosure under the Freedom of Information Act.”
C. Communication Procedures. The Contracting Officer (KO) and the Contract Specialist are the points of contact for this acquisition. Address any questions or concerns to the KO and the Contract Specialist. Written requests for http://frwebgate.access.gpo.gov/cgi-bin/getdoc.cgi?dbname=browse_usc&docid=Cite:+5USC552 clarification may be sent to the KO and Contract Specialist via email. Proposals that do not comply with these instructions may be considered non-responsive and may render the offeror ineligible for award. Clarity, completeness, and conciseness are essential.
B. Organization and Page Limits. The proposal shall be accompanied by both an Executive Summary and a Letter of Transmittal. The Executive Summary shall include a top-level summation of the offeror’s proposal and provide a point of contact that is responsible for the offeror’s proposal. The Executive Summary, Letter of Transmittal, cover letter, table of contents, table of figures, list of tables and glossary of abbreviations and acronyms have page count limitations, as stated below.
