Question and Answers
CLARIFICATION / DEFINITIONS
- Instructor = a Recruiters School Instructor who is trained on CPR
- Student = a Recruiters School student who will be trained by our in-house instructor on
CPR
1. Q. Is the requirement, to only train students to become certified CPR Instructors?
Answer: No. The requirement is to train our permanent personnel to be CPR Instructors.
They will subsequently certify the students to practice CPR on the streets.
2. Q. Can I invoice for the equipment provided or will I have to wait until the end of the 3 year term?
Answer: You may invoice for the equipment that has been ordered and delivered under the appropriate task order.
3. Q. How many classes are anticipated each year?
Answer: Estimated 1 class of training per year to certify our Instructors as CPR Instructors.
Those instructors will then conduct 6 trainings each year without support from outside agencies. The quantities on the contract are maximum amount for the life of the contract.
Each task/delivery order will specify the amount needed for each CLIN.
4. Q. Are you looking for 5,000 items, so each participant can keep their own items at the end of a class or are you looking for enough supplies to hold a class with 10-20 students and then leave the materials in the classroom for the next class?
Answer: The request for 5,000 items is for consumables only (i.e. keychain with rubber gloves & a mouth barrier; training workbooks; etc.). For these, yes, we anticipate that each student would keep their materials with them upon completing the course. The actual order quantity might be less than 5,000. 5,000 is the maximum total amount the Government may order during the three year ordering period.
5. Q. Will the class for certifying the Instructors take more than two days?
Answer: The Government is flexible on the number of days. The Government requires the contractor to train to a standard, not a time, but the Government is limited to a 3 day course. Previously it has been 2 days.
6. Q. How many students will be trained?
Answer: ~7-10 Instructors certified to teach CPR per year. The contractor will be required to train our trainers. (i.e. this is the real support we are requesting by the nature of this contract) ~1500 CPR Cerfified personnel that will certified by our instructors throught the credentials provided by the awardee.
7. Q. What are the extra materials for if we are only instructing 25 people?
Answer: The extra materials are the teaching aides that our Instructors (once they are certified in CPR) will provide to the students that they teach.
8. Q. What time will the classes be performed?
Answer: For the training of our Instructors: we have full days blocked off (i.e. ~8am-5pm)
• For the students we have a single day blocked off (i.e. ~8am-5pm).
9. Q. Are you requiring the Manikins to have feedback devices? Both rate and Depth?
Answer: Yes. The Government currently have manikins that provide this type of feedback. At this moment, the Government does not intend to order the manikin CLIN in the first order.
These are included in the contract so that the Government have the option or order additional manikins to replace broken ones.
10. Q. Do the students need to be certified for national or is state certification?
Answer: National.
11. Q. Is the client amenable to a 2 year instructor currency rather than the indicated 3 years?
Answer: CLIN 0002 states that 30 ea are required to instruct 8 students. Instructors must maintain a student to manikin/AED ratio of 3:1. Taking this into consideration a class of 8 students would require 3 manikins/AEDs. A total number of manikins (adult and infant) and AEDs would be 9 items for a class of 8 students.
12 Q. Is 8 the total number of student to be taught at a given time or will the client be running multiple 8 person classes at once? Does the client require 30 adult manikins, 30 infant manikins, 30 AED trainers?
Answer: The Government will be running multiple classes at a time. The Government would like to keep the intructor to student ratio at 1:8. The Government wants to have the option to replace both adult and infant manikins and AED training devices currently on-hand. The contractor is encouraged to breakdown this CLIN into three or provide a quote for a KIT that includes quantity of 1 each. For a maximum quantity of 30.
13 Q: is the requested amount for a singular year of training, or for the life of the contract e.g. 5,000 total over 3 years?
Answer: Life of the contract, 3 year firm fixed-price.
14 Q: CLIN0001- Is there a maximum number of candidate instructors for the initial class?
Answer: Presuming that our Instructors’ who are currently certified are authorized to instruct under a new contract, then the maximum number would be 10 (likely closer to 4-6).
If the Instructors all need to be recertified because the contract changes, then the max would be 30.
15 Q: Are you looking for a Basic Life Skill Course or a Heartsaver course?
Basic Life Skills (anyone working in a medical field; doctors, dentist, nurses, home health, etc...) HeartSaver ( anyone needing/ wanting learn CPR)
Answer: Lay-Responders CPR course for instructor.
16 Q: Also, It appears that all equipment and supplies are supposed to order during year one, is this correct? If not, will you allow a price adjustment for the additional years?
Answer: No. Equipment and supplies will be ordered are needed throughtout the three year ordering period. Prices should be fixed for three years.
