Professional Moving Services
1.0 Background
The United States Marine Corps Recruiting Command (MCRC) has a requirement to provide professional moving services to sometimes include storage services for facility relocations, CONUS. Moving and storage services will be utilized by MCRC Recruiting Facilities as required in the 1st, 4th, 6 th, 8th, 9th and 12th Marine Corps Districts
(MCD). MCRC has periodic facility relocations which require professional moving services and occasionally storage service. At other times, services to move only cubicle panels (made of fiberglass) from one facility to another are required.
2.0 Objectives
The objective of this contract is to provide professional moving and storage services for MCRC facilities. The contractor will be responsible for coordinating with the various Marine Corps District locations to execute moving and storage services as prescribed per task order. The end result is to safely and efficiently relocate facilities and cubicle panels.
3.0 Scope
MCRC identified a need for a Firm Fixed Price (FFP) Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for professional moving services to sometimes include storage services for MCRC Recruiting Offices within the 1st, 4th, 6th, 8th , 9th and 12th MCD. Facilities include Recruiting Substations (RSS), Officer Selection Sites
(OSS), Permanent Contact Stations (PCS) and Temporary Recruiting Facilities (TRF). This requirement entails approximately 1,500 facilities. The Government will issue Task Orders for the quantities actually required. A list of district locations is to be found in the Performance Work Statement (PWS). Locations are subject to changes based on the Marine Corps mission. This requirement shall also incorporate any new recruiting facilities that are identified during the period of performance of this contract. Moving services will be within Districts, therefore the contractor must be prepared to move from any other point within each District’s area of operations. The contract will cover a total of six CLINs (one for each district) and six types of services (Sub-CLINS) for each district. The requirement’s guidelines and specifications for moving and storage services are explained in detail below in Section 5.0
Requirements
4.0 Contractual Method.
The Government anticipates award of a Firm-Fixed Price Requirements Contract. Task Orders will be issued as needed.
4.1. The associated North American Industrial Classification System (NAICS) code is 484210- Household and Office Goods Moving, with small business size standard of $30.0 million. This procurement will be awarded on the basis of “All or None.”
4.2 This Award is 100% Set-Aside for Small Business.
4.3 Period of Performance: The ordering period will be for one (1) Base Year and Four (4) Option Years
Base Year April 18, 2021 – April 17, 2022
Option Year 1 April 18, 2022 – April 17, 2023
Option Year 2 April 18, 2023 – April 17, 2024
Option Year 3 April 18, 2024 – April 17, 2025
Option Year 4 April 18, 2025 – April 17, 2026
Task Orders will have individual period of performances per facility move required. Period of performance per task order, including complete movement, will be a maximum of 14 days after the issuance of the Task
Order, unless otherwise specified.
4.4 The contractor shall be available for moves Monday-Saturday during the hours of 8:00am-5:30pm.
4.5 This is a Fixed Price Contract; all prices shall include F.O.B. destination shipping, delivery, and installation and set-up charges.
5.0 Requirements
The contractor shall provide professional moving services as prescribed by CLIN and Sub-CLIN ordered via Task
Orders. Each move requires the contractor to produce an accurate account of all items being removed from the office and installed/situated in the new office.
5.1 The following CLINs will be utilized on this contract. For the CLIN structure, the unit “one each” represents one facility. Sub-CLINs provide further details regarding the size of the facility.
5.1.1 CLIN 0001 will cover an entire office move for 1st Marine Corps District. All-inclusive services to include disassembly, moving, and reassembly services for all materials within the office to include but not limited to: Ballistic cubicle panels, filing cabinets, lockers, shelves, boxes, TV and computer equipment (not to be disconnected or reconnected by the contractor), indoor storage, etc. The contractor will provide boxes 10 days in advance for packing of office supplies and contents of the filing cabinets. The contractor will be responsible for all cleanup and/or garbage removal that is a result of the moving service.
5.1.1.1 Sub-CLIN 0001AA: Moving Services Entire Office CONUS (4-10 workstations estimated 1,000 sq. up to 10,000 sq. of office furniture and supplies) 1-50 miles)

5.2 Facilities Roster. A complete list of Districts and facilities can be found in the PWS. This list will provide potential offerors’ better accuracy in estimated moving costs based on Districts.
5.2.1 Delivery region for 1st MCD (Northeast region of the United States) include but are not limited to the following states: Vermont, Massachusetts, Rhode Island, Connecticut, New
Hampshire, Maine, New Jersey, New York, Pennsylvania and VA, Maryland, Delaware, and
District of Columbia.
5.2.2 Delivery region for 4th MCD (Mid-Atlantic region of the United States) include, but are not limited to, the following states: Ohio, Kentucky, Indiana, Tennessee, Michigan, North
Carolina, Pennsylvania, Maryland and West Virginia.
5.2.3 Delivery region for 6th MCD (Southeast region of the United States) include but are not limited to the following states: Alabama, Florida, Georgia, Louisiana, Mississippi, South
Carolina and Tennessee.
5.2.4 Delivery region for 8th MCD (Midwest region of the United States) include, but are not limited to, the following states: Arkansas, Arizona, Oklahoma, Kansas, Colorado, Idaho, Montana, New Mexico, Utah and Wyoming.
5.2.5 Delivery region for 9th MCD (Midwest region of the United States) include, but are not limited to, the following states: Arkansas, Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Oklahoma, Nebraska, North and South Dakota and Wisconsin.
5.2.6 Delivery region for 12th MCD (Southwest, West and Northwest region of the United States) include, but are not limited to, the following states: Montana, Utah, Idaho, California, Nevada, Oregon and Washington.
5.3 Inventory. The contractor shall provide a Moving Inventory Sheet to reflect all items removed from the facility. This inventory is to be prepared once the move has started and to be verified and finalized once the move is complete. A copy of the government and contractor signed Moving Inventory Sheet will be submitted as an attachment to their invoice in WAWF as proof from the contractor that all materials were successfully moved. Any missing items are the responsibility of the contractor. A Site Visit may be required at no additional cost to the government for each task orders. The need for a site visit will be at the discretion of the contractor at the time of Task Order award.
5.4 Government-Furnished Property (GFP) The Government will not provide services or equipment to the Contractor for this requirement.
6.0. Security Requirements.
Contractor personnel working under this contract shall abide by Title 18, United States Code, Section 930 (c) which prohibits possession of firearms or other dangerous weapons aboard DoD installations and property. The files retained filing cabinets could contain PII; therefore, all PII shall be safeguarded properly to prevent unauthorized access. The Contractor will be required to ensure that loading, packing, movement, storage, unloading, and unpacking of records will comply with the Privacy Act and SECNAVINST 5211.5F and guidance which revises or replaces SECNAVINST 5211.5F, to include immediate reporting to the COR if there is an unauthorized release of records subject to the Privacy Act.
7.0 Performance Requirements Summary.
A Quality Assurance Surveillance Plan (QASP) will be used as the surveillance method of monitoring contractor performance for each listed objective in the PWS for professional moving services contract. The QASP can be found in the PWS.
8.0 Points of Contact.
The contractor shall have one designated primary point of contact (POC) to handle communications between the government and the contractor. Contact adequately handles all administrative, managerial, and financial aspects of the contract. The contractor point of contact shall report any issues to the provided POC per Task Order. The Task
Order back up POC shall be provided if the primary POC is ever unavailable. POC’s shall be available for phone calls Monday-Saturday during the hours of 8:00am-5:30pm local time.

9.0 Insurance.
The contractor shall provide proof of liability insurance as required by law as part of their proposal. The contractor shall maintain liability insurance throughout the entire performance of the contract that will cover damages in all geographic areas stated in C.5.2. Any damages incurred by the contractor to the facility, government supplies being moved, or any types of damages are the responsibility of the contractor. Financial liability for damages is the burden of the contractor.
10.0 Post Award Conference
The Contractor shall attend a Post Award Conference with the IDIQ Contracting Officer and the IDIQ Contracting
Officer’s Representative no later than 10 business days after the date of award. The purpose of the Post-Award
Conference, which will be chaired by the Contracting Officer is to discuss contracting requirements. The Post-
Award Conference will be held via teleconference.
QASP
QUALITY ASSURANCE SURVEILLANCE PLAN (QASP)
FOR
INTRODUCTION
This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate contractor actions while implementing the Performance Work Statement (PWS). It is designed to provide an effective surveillance method of monitoring contractor performance for each listed objective in the SOW for professional moving services contract.
The QASP provides a systematic method to evaluate the services the contractor is required to furnish.
This QASP is based on the premise the Government desires to receive quality, timely, and professional moving services to include but not limited to disassembly, moving, and reassembly services for all materials within the office to include but not limited to: Ballistic cubicle panels, filing cabinets, lockers, shelves, boxes, TV and computer equipment (not to be disconnected or reconnected by the contractor), indoor storage, etc. The contractor will provide boxes in advance for packing of office supplies and contents of the filing cabinets. The contractor will be responsible for all cleanup and/or garbage removal that is a result of the moving service.

The contractor, and not the Government, is responsible for management and quality control actions to meet the terms of the contract. The role of the Government is quality assurance to ensure contract standards are achieved.
In this contract the quality control program is the driver for service quality. The contractor is required to develop a comprehensive program of inspections and monitoring actions. The first major step to ensuring a “self-correcting” contract is to ensure that the quality control program provides the measures needed to lead the contractor to success.
Once the quality control program is approved, careful application of the process and standards presented in the remainder of this document will ensure a robust quality assurance program.

Industry Question: I'm interested in bidding on this solicitation (M0026321Q1013). Are bids being accepted electronically or by mail? Any additional information that you can provide would be useful.

(c) And, the mileage, 1-50 - what does this mean please....is this the distance from one location to another, as little as 1mile...?
Government Response: (a) Qty 5 Each references the number of moves. 4-10 workstations references a range of how many workstations may be associated with each move.
(b) Square Feet and Mileage is the estimated range of sq feet (1,000 sq ft to 10, 000 sq ft) per move and the estimated distance from one location to another (1-50 miles )
(c) 1-50 miles is the distance from one location to another which can be as little as 1 mile

The instructions contained in FAR 52.212-1 Instructions to Offerors-Commercial Items are applicable to this solicitation, but are tailored as follows:
Paragraph (c) is modified to require the offeror to agree to hold the prices in its offer firm for 45 days calendar days from the date specified for receipt of offers.
Paragraphs (e) “Multiple offers” and (h) “Multiple awards” are not applicable.
This addendum contains additional instructions below applicable to this specific solicitation:
A. GENERAL INSTRUCTIONS
1. The Regional Contracting Office, Parris Island (RCO-PI) intends to award a single-award Firm Fixed Price (FFP)
Indefinite Delivery Indefinite Quantity (IDIQ) contract that will consist of a one (1) year base period and four (4) one-year optional periods, as a result of this solicitation. The objective of this contract is to provide professional moving services to sometimes include storage services for facility relocations, INCONUS.
2. Solicitation number M00263-21-Q-1013 is issued as a Request for Quote (RFQ) using the commercial procedures in accordance with FAR Part 12 and Simplified Acquisition Procedures FAR Part 13.5. This is a 100%
Small Business Set-aside acquisition and the North American Industrial Classification System (NAICS) code for this requirement is 484210 with a size standard of $30.0 million.
3. Questions: Any/all questions regarding this RFQ shall be received by this office no later than no later than
11:00 AM Eastern on 17 March 2021. All questions must be submitted to the email addresses listed below.
No phone call please for questions!
4. Interested offerors MUST be registered and active in the System for Award Management (SAM).
5. Quote Deliverables:
The Government may conduct negotiations if determined necessary, but reserves the right to award a contract without negotiations. Therefore, the offeror’s initial submission should contain the offeror’s best terms from a price, management, and technical standpoint.
Failure to conform to the conditions of this solicitation with regards to submitting an accurate and complete quote with the required services may result in a determination that the quote is unacceptable. An unacceptable quote will not be considered for award. Providing past performance information is not applicable as the Government will evaluate Past Performance based on Government sources of information (see Section M). An accurate and complete quote must include all items listed in FAR 52.212-1(b) and the following:
A. The offeror shall fill in prices for all CLINs in Section B.
B. The offeror shall provide documentation that clearly demonstrates that the item quoted includes a credible approach to all portions of Sections B and C. The total number of pages shall not exceed 15 pages. The cover letter, title page, table of contents, table of figures, list of tables and glossary of abbreviations & acronyms do not count against page count limitations. Quotation contents that exceed the stated page limitations will be removed from the quote by the Contracting Officer and will not be considered in the evaluation.
C. OFFEROR TO COMPLETE SF1449 BLOCKS 12, 17 (include Offeror name, Point of Contact, Cage code, Duns code), 23, 24, AND 30 (30a through 30c) on page 1 of the SF 1449.
D. Offeror shall ensure that all Representations and Certifications provided in Section K of the solicitation are completed and submitted with the quote. Note: For FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items, follow the instructions provided in FAR 52.212-3 ALT I incorporated in this solicitation.
E. Offeror must affirm that it is insured, by providing page #1 of proof of liability insurance
F. Offeror must include Buy American Act certificate
G. Offeror must acknowledge all solicitation amendments.
H. Proposals must be good for 45 days from the closing date of the solicitation
I. Offerors must affirmatively state that they take no exception to the terms and conditions of the RFQ.
6. Offeror Submissions:
Electronic submission via email is authorized (see email addresses below) and is the only authorized means of submission. Submissions by US mail or courier or hand delivery will not be accepted. Send email to the primary point of contact and also copy (cc) the secondary point of contact. The written submission must arrive by the stated deadline in order for a quote to be considered complete and to be evaluated. Failure of any portion of the quote to arrive by the stated deadline will result in rejection of the entire quote.
Note: Offerors submitting via email must ensure that attachments do not exceed 5 MB; offerors with attachments larger than 5 MB must split their response into multiple emails to meet the 5 MB attachment limitation. In addition, .zip files will be filtered and removed by the MCRDPI firewall. Any attachments must be in .pdf, .jpeg, and or .docx format.
