QUESTIONS AND ANSWERS
1. Is the chair required? Or can we have a system that attaches to any chair?
Response: (1) No chair required – Adjustable system needs to be attachable to any chair with arms or a table. (2) Offeror can propose a system that includes a chair as long as it meets all other specifications. The chair must be included in the price (if offered), and the chair must fit in the required transportation cases. The requirement to provide a collapsible chair has been removed from the PWS section 1.13, and section 1.13 has been updated to reflect this response.
2. Would the flying be anywhere in the world or a set number of locations? If it is a set number of bases, how many and which locations?
Response: Flying can be anywhere in the world but should have different locals and terrains. Suggested areas would be tropical islands, desert canyon, mountains, and urban area (think skyscrapers). These locals should also have somewhere to land near them.
3. Considering we’re using primarily OTS hardware, if the hardware doesn’t have a warranty do, we need to find a third-party insurer?
Response: No. Using or not using an insurer or other third party is your decision, but the contractor is still responsible for the warranty during the warranty period. Offerors and the contractor must include the costs of any vendors, insurers, and subcontractors it uses in their prices. If the contractor uses a third-party such as an insurer, the contractor is still responsible for performing. Any offer which discusses third-parties such as insurers in a way that indicates the offeror may take exception to any portion of the specification may be treated as having submitted a proposal that does not conform to the specification.

Response: Yes, the Government will accept a laptop. Your proposal needs to demonstrate that the system, however configured, meets the Government’s needs.
5. If our headset uses DisplayPort, can that replace the HDMI requirement if our external monitor and VR headset can both still connect?
Response: Yes. A display port cable is considered an equivalent to the HDMI.
6. Can you please confirm that submissions for this effort must be transmitted via postal service or courier for consideration and electronic submission is not permitted?
Response: The Solicitation has been modified to add a statement that electronic submission of the written proposal is authorized.
7. (e.) Offeror shall provide Country or Origin for all quoted items. The country-of-Origin documentation must include, at the minimum, all information in a Buy American Certificate. – Can you please clarify this statement? Does this information need to be in a certificate format?
Response: This information does not need to be in the certificate format, however all information contained in a Buy American Certificate must be provided with the quote. If the successful offeror does not include a Buy American Certificate, the awardee must provide one before award.
8. FAR 52.204-24 must be completed and included with quote and must provide the country of origin for quoted items. – Can this be copied into our response?
Response: Yes. The clause may be copied into the quote with the requisite representations made. With regard to country of origin, please see response to question 7. NOTE: This representation requirement is contingent upon the response provided to paragraph (v)(2)(i) of 52.212-3 Offeror Representations and Certifications-Commercial Items.
9. In section 2, Delivery/Performance Information, the RFP states, “Complete delivery for each Delivery Order within 30 days after receipt of Order award.” Particularly with the current supply chain problems for electronics that will likely persist for another 1-2 years, this is a severe challenge for any contractor. Can you please clarify this requirement?
Response: The Solicitation has been modified to change the delivery for each Delivery Order to 60 days after the receipt of Order.
10. Under 1.14 Training where the location is TBD. In order for us to offer a competitive offer, travel plays a major role i.e.: airline fees, rental cars, hotel costs, portal to portal fees. Can you please let us know the geographic region where this will occur? This will also allow us to partner with a components builder who could end up being very close to the training location.
Response: Training will occur in San Diego, CA.
11. In light of the COVID-19 Pandemic, if the equipment is not available within the 30 day timeframe, is there timeline accommodations for this potential threat?
Response: The Solicitation has been modified to change the delivery for each Delivery Order to 60 days after the receipt of Order.
12. The RFP details requirements for a single player solution. If a proposal added multiplayer functionality to allow recruits from the same site to interact with each other in the software, would this be entertained even if it meant sacrifices such as removing the rudder to accommodate 2 separate systems in the same 2 containers?
Response: Yes. A multi-player functionality solution is acceptable provided it meets all other requirements of the specifications and RFQ. Sacrificing equipment, functionality, or performance requirements is not acceptable.
13. Is the Marine Corps Recruiting Command (MCRC) Marine Corps Flight Corps Flight Orientations Program (MCFOP) open to an alternative solution in addition to responding to their exact request?
Response: An alternate VR solution is acceptable provided the solution meets all specifications and requirements of this RFQ, including the Brand Name or Equal requirements outlined in the Justification and Approval posted with the RFQ.
14. In reference to letter d. under the General Instructions section on page 56 of 61 “The offeror shall provide documentation, such as product literature and other material that clearly demonstrates in detail the item quoted meets all the requirements and specifications of Section C as will be evaluated by the Government under Factor One, Technical Capability, to include quality, appearance, design, and technical approach. The maximum page limit for the Technical Capability is twenty pages.”
Should this information be included as an attachment? Also, the maximum page limit is twenty pages for the Technical Capability, does this page count includes the cover letter and other attachments etc.?
Response: This information should be included as an attachment. Fifteen (15) pages of text and Twenty (20) pages of attachments.
15. Reference: RFQ Page 4; Section C., Paragraph 1.1 General Operating Environment.
Within C.1.1, the Government’s description of the general operating environment for the simulators includes a temperature range of up to 115 degrees and states “Outdoor Direct Sunlight”. These requirements conflict with manufacturer limitations for COTS simulation and computer equipment.
Would the Government please revise these requirements to reflect the anticipated typical operating environment for the simulators?
Response: Typical operating environment will be indoors. However, it must be able to be used outdoors in a dry environment (think State Fair outdoor booths). Temperature must be within the limitations of the COTS equipment.
16. Reference: RFQ Page 5; Section C., Paragraph 1.2 Transportation The magnitude and weight of a simulator meeting all minimum requirements stated in the RFQ may yield a total volume exceeding that of available FAA-standard travel cases.
Would the Government please provide an alternate set of minimum requirements for an air travel compatible device?
Response: No, size and weight of simulator must be able to be checked luggage on any major airliner.
17. Reference: RFQ Pages 5-6; Section C., Paragraph 1.6 Flight Simulator Software The anticipated use for the external monitor is unclear.
Would the Government please describe the intended use for the external monitor? Will the monitor repeat the HMD, post a leaderboard, or both?
Response: The monitor will replicate what is seen inside the virtual reality headset. At the end of a mission, the leaderboard will be shown (it can also be shown inside the headset at that time).
18. Reference: RFQ Page 6; Section C., Paragraph 1.8 Equipment; J&A No. PIJA 21-0001 The Government has indicated that the CPU and Graphics cards shall be “equivalent or better” to those listed in Section 1.8 (and the J&A), This designation is not included in the description for the HOTAS throttle and joystick.
Will items meeting the performance requirements stated within the RFQ be considered “equivalent or better” by the Government? If not, will the Government please clarify what constitutes “equivalent or better”?
Will the Government accept alternate Operating Systems determined by the Offeror to be more suitable to meeting the software environment requirement?
Response: (1) Yes, items meeting the performance requirements stated within the RFQ are considered equivalent items.
(2) Yes, an alternate operating system to Windows 10 Pro will be acceptable, provided it meets all other requirements outlined in the RFQ.
19. Reference: RFQ Pages 4 and 6; Section C., Paragraph 1.9 Display and Paragraph 1.2 Would the Government please clarify whether the display screen is required to have a case?
If the display screen is required to have a case, is this case included in the cases described in Section 1.2, Transportation? If so, will the Government accept a smaller display size to accommodate the specified case size limitations?
Response: Per section 1.2, all equipment is to fit within two cases. The primary case is to protect and transport essential equipment. The display screen is to be transported inside the case that protects and transports the additional equipment. A separate, third, case is not required or allowed. The Government will not accept a smaller display size. Section 1.9 states that the minimum size of the screen is 27 inches.
20. Reference: RFQ Pages 5-6; Section C., Paragraph 1.11 Peripherals Within Section 1.11, bullet number 6 describes the requirement for a separately mounted functional instrumentation pod.
Is the instrument pod intended to be predominantly utilized by the user or the recruiter?
Is the user required to see the instrument panel displayed inside or through the headset?
Response: Instrument pod is intended to be utilized by the user. The user should be able to see the panel through the headset.
21. Reference: RFQ Page 7; Section C., Paragraph 1.13 Chair The chair requirement specified in Section 1.1.3 refers to a “Collapsible gaming chair.”
Would the Government please clarify the primary mounting solution for the device controls?
Would the Government please clarify whether the collapsible chair will be the primary chair?
Is the chair required to be utilized in the air travel compatible configuration? **
Response: Adjustable system needs to be attachable to any chair with arms or a table. Offeror can propose a system that includes a chair as long as it meets all other specifications. The chair must be included in the price (if offered), and the chair must fit in the required transportation cases. The requirement to provide a collapsible chair has been removed from the PWS section 1.13, and section 1.13 has been updated to reflect this response.
23. Please also confirm 12:00 PM 02 AUG 2021 is the received by due date and not the postmarked by due date.
Response: The Solicitation has been modified to change the due date to 12:01 PM on 20 AUG 2021. This is the received by due date.
24. For submissions, please confirm that a complete submission package will include (1) the word document posted to sam.gov filled in where form fields are included; (2) Section K certifications; (3) quote; (4) Technical Proposal (max 20 pages); and (5) Data / License Assertions in compliance with DFARS.
Response: A complete submission package will include enough information to satisfy all the of requirements outlined below. Offerors must read to the solicitation and ensure they understand it; however, that portion of the solicitation is repeated here for convenience of offerors. In case of any inconsistency, offerors are to follow the instructions to offerors.

Is contingent upon response to paragraph (v)(2)(i) of 52.212-3 offeror representations and certifications-commercial items.

The offeror shall provide documentation, such as product literature and other material that clearly demonstrates in detail the item quoted meets all the requirements and specifications of Section C as will be evaluated by the Government under Factor One, Technical Capability, to include quality, appearance, design, and technical approach (see Quality, Appearance, and Design and Technical Approach headers below). The maximum page limit for the Technical Capability is fifteen
(15) pages of text, and twenty (2) pages of attachments.
e. The offeror is not required to provide a past performance questionnaire, nor a past performance reference. The Government intends to use information in USG past performance databases to evaluate past performance.
f. Offerors shall provide licenses and/or proof of licenses or certifications providing the USMC with ownership of, or the levels of rights shown in section 4.2 for the hardware; software;
technical data; and any other good, tangible or intangible, which are delivered to the USMC as part of this contract or are associated with anything that a delivered item requires access to and use of to function properly. Offeror will complete the chart in DFARS 252.227-7017, and list both commercial and non-commercial software and technical data. To ensure the list is clear and avoid misunderstandings from omissions of information, if a category has no items in it, for example an offer includes no non-commercial software, the offeror is to clearly state that.
Quality, Appearance, and Design
The offeror shall demonstrate in their proposal a sound understanding of the technical knowledge needed to provide quality materials and an end product as specified in the section C. The offeror shall provide the following in their proposal: Capabilities of providing flight simulators that provide a realistic flight experience to mimic the cockpit and experience of a F-35C or F/A-18C aircraft, and an AH-1Z, whether the simulator being offered has a separated mounted functional instrument pod that houses radios, flight directors, autopilot switches, landing gear and flaps, and Monitor: Outdoor viewable Display, 4k Equivalent or better, 10’ HDMI or equivalent cable. The offeror shall describe in their proposal the quality of construction. They must explain if the simulators being offered are designed for one person to set up within 15 minutes to not require any disassembly or special packing for transportation. The overall appearance of the flight simulators must be fully described in the proposal. Pictures can be included in the proposal to give a visual representation of the simulators.
Technical Approach
The offeror shall describe whether their simulators are compact in size and meet the dimension and weight objectives listed in the section C. A description of the simulator must include whether it will operate on a standard 110VAC, 15 amp power source, utilize software that adheres to the requirement of the section C, and whether the simulator being offered can operate outdoors with various climates and terrains, indoors, or inside a trailer. The offeror needs to provide the terms of the warranty and training that they plan to provide and if they intend to provide a written manual for operating the flight simulators and troubleshooting. A description of the technical aspects of the flight simulators should be included.

VIRTUAL REALITY (VR) FLIGHT SIMULATORS
Requirement Description/Specifications
This contract is in support of the Marine Corps Recruiting Command (MCRC) Marine Corps Flight Corps Flight Orientation Program (MCFOP). This requirement will also include a one year warranty requirement for all hardware/software.
This contract establishes a single-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract for Virtual Reality (VR) flight simulators in support of the Marine Corps Flight Orientation Program (MCFOP). All hardware and software components and all other items, materials and components of the delivered VR flight simulators (and any upgrades to the deliverables) will become property of the USMC after acceptance. The contract ordering period will be three (3) years from the date of award (specific dates will be filled in at award). This procurement is being conducted under provisions of Federal Acquisition Regulations (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13.5 Simplified Acquisition Procedures.
Requirement
The specification listed below address the minimal requirement for the virtual reality flight simulators, warranty, and technical support outlined in sections 1.1 through 1.15. “Unit” as used in this contract means the complete set of all hardware, software, computers and other information technology, an attachable system that attaches to any with arms or table, sound system, peripherals, associated equipment, and any other item needed for an operator to operate a virtual reality flight simulator at various locations, and cases for transportation of the Unit. The term “system” (or “System”) is a subset of the term “Unit.”
If the contractor uses a third party such as a vendor, insurer, or subcontractor to perform any portion(s) of the effort, the contractor is still responsible for performance of the contract. The contractor is responsible for supervising such third parties and for ensuring such third parties, if any, provide goods and services as necessary for the contractor to fulfill its responsibilities under this contract. Offerors and the contractor must include the costs of any third parties such as vendors, insurers, and subcontractors in quoted prices.
1.1 General Operating Environment
· Environment: Indoor – Outdoor Direct Sunlight
· Temperature Range: Must be within the limitations of the (COTS) equipment.
· Humidity: 0 - 100%
· Power: 110v, 60hz, 15amp max power draw (Standard house power)
· The equipment should be able to fully operate continuously for a 4hr event.
1.2 Transportation:
· Maximum of two cases per Flight Simulator
· One primary case that supports essential equipment.
· Secondary case allows for additional equipment. Display screen is to be transported inside the case that protects the additional equipment.
· Case needs to be water proof, shock proof, drop damage resistant from 5’(TSA proof)
· Case has wheels
· Case has a latch that allows the user to lock with a padlock or combination lock
· Integrated folding or collapsible handle
· Orientation and handling instructions/stickers that identify the cases as “Fragile” and “Handle with care”
· Rolled through a standard doorway / No wider than 30”
· One person able to transport
· Meet FAA Checked bagged requirements, including fully packed individual containers no more than 50lbs each.
1.3 Primary Case configuration:

· An attachable system that attaches to any chair with arms or table while engaged on VR rudder / collective sticks to facilitate aircraft or Helicopter simulations

1.4 Setup
· Setup should take a single person no longer than 15 minutes

1.5 System
· The operating and graphics processing system must be capable of running the newest flight simulator software comparable to the virtual environments included in software such as Prepare 3d (P3D), Microsoft Flight Simulator (MFS) 2020, and (Digital Combat Simulator) DCS World at the highest graphics setting.
· Virtual reality
· Refresh Rate: min 60hz
· Display Setting: min 1080p
· Frame per second (fps): minimum of 90fps
· Network Capable: 10/100/1000 mbps nic / Wi-Fi capable
· Latency or noticeably chunky graphics should not be evident to the user under normal operating circumstances.

· Rapid Launch Welcome Screen: Upon initial starting by a Marine operating the system or reset after a user finishes, the display will state “Welcome to the Marine Corps Flight Operations Program. Select F-35C or AH-1Z and click “begin” to start your flight.” If the fixed wing aircraft the contractor provides is F/A 18, the welcome screen will refer to that aircraft instead of F-35C. There will be a button for users to click to begin. The actual VR simulation will begin without delay after a user presses “begin.” The system must be designed for an unlimited number of users to rotate through rapidly, with the system pausing only for sanitization and pressing “begin.” The system will allow the Marine operating the system to freeze the display and reset without delay.
1.6 Flight Simulator Software
· Flight Scenarios: Preplanned, and modifiable within the software parameters
· Aircraft: USMC variant
· 1 Fixed wing aircraft (F-35C preferred or F/A-18) and
· 1 Helo (AH-1Z)
· User guided tutorial to explain the flight controls and preplanned route. 30- 60 seconds
· Preplanned route that is guided through rings/ flags/ checkpoints
· Point system assigned to route based on standard bell curve
· Leaderboard
· Displayable on external monitor/screen (password protected). The monitor will replicate what is seen inside the virtual reality headset. At the end of a mission, the leaderboard will be shown (it can also be shown inside the headset at that time).

· No internet connection required (Leaderboard is updated locally and when a connection is established between flight simulator and external monitor). An excel spreadsheet is saved with user information, this information is used to display as a high score. Also, see section 1.7

1.7 Candidate Information Tracking

· CPU: Equivalent or better processor to i9 8 core 8 processing cores, use with multiple motherboard/gpu setups, 2.5-5.0 GHZ. The system must be configured to meet the needs of the Government
· RAM: 32 – 64 gb ddr4
· Graphics Card: Equivalent or better to Nvidia RTX 3070 No less than 60 frames per second at 4k resolution on 2x screens. Direct X 12 capable. Ray tracing capable.
· Cooling:
· Power Supply: 1000w min
· HDD: 1- 2 TB SSD
· Operating System: Windows 10 Pro (Alternate Operating Systems that meet the needs of the Government and satisfy all other specifications herein will be accepted).
· Ports: 3 x usb3 / 2 x HDMI or equivalent
1.9 Display:
· Monitor: Outdoor viewable Display – 4k Equivalent or better ((4K) resolution, 27” diagonal minimum, HDMI connection or equivalent, ability to mirror VR display).

· Entire system must be designed to be sanitized within 5 second of a user completing use of the system. Contractor will provide the Sanitation UV light box, which will sanitize the entire system within 5 seconds of a user completing use of the system. The lightbox must be usable by Marines at the site of the use of the simulator.

1.11 Peripherals:

· Thrustmaster HOTAS warthog throttle & joystick or equivalent (Salient Characteristic: Cyclic and throttle minimum. Full range of normal motion. USB connection. Compatibility with most modern flight simulators. Ability to be quickly attached/detached from flat surfaces, e.g. table).
· Alternate Operating Systems that meets the need of the Governemnt will be accepted.
· Anchoring device to allow for peripheral attachment to sawhorse or tabletop
· Rudder pedals – anchoring device to prevent them from shifting while in use
· Collective stick - anchoring device to allow attachment to a sawhorse / table
· The simulator being offered shall have a separately mounted functional instrument pod that houses radios, flight directors, autopilot switches, landing gear and flaps. The instrument pod is intended to be utilized by the user. The user should be able to see the panel through the headset.
· The minimum needs for a HOTAS would be cyclic and throttle, each with a minimum of 5 aviation-equivalent buttons/switches, force feedback, and an USB connection.
1.12 Sound System

1.13 Attachable System

· (2) Offeror can propose a system that includes a chair as long as it meets other specifications. The chair must be included in the price, and the chair must fit in the required transportation cases.
1.14 Training:
· Initial training for up to 20 personal at the Aviation Assistant for Officer Procurement (AAOP) conference in San Diego,California. AAOP conference will be scheduled within 10-14 days after receipt of the first delivery order. The training location will be sited on the delivery order.
· Training shall involve setup and use, and tear down, of the system and instructions on how to modify flight scenarios within the software parameters
· Contractor will provide 20 copies of the training materials including quick set-up and tear down pamphlet and quick instruction guide in hardcopy and electronic version with Government Purpose Rights as defined in DFARS 252.227-7013 and/or DFARS 252.227-7014. The training materials at a minimum shall detail the setup, usage, and tear down of the system. These training materials shall be provided during the in-person training. The Government will have the right to use, modify, reproduce, perform, display, release, or disclose, training material, in whole or in part, in any manner, and for any purpose whatsoever, and to have or authorize others to do so for Government purposes.
1.15 Warranty (H/S/P):
· Warranty Life: Each unit as delivered has a one-year warranty for all hardware components from date of delivery. The one year warranty for a specific unit may extend past the three year ordering period if a unit is ordered near contract expiration.
· Live operator for troubleshooting technical issues between the hours of 9:00 am and 5:00 pm EST/EDT, M-F via phone or email.
1.16 Summary of Deliverables (CLIN 0001):

2. Delivery/Performance Information
The performance requirements for this contract shall include the following:

0. Complete delivery for each Delivery Order within 60 days after receipt of Order award. Specific delivery dates will be established with each Order, however all Orders will require delivery within 60 days after receipt of Order.

1. Period of Performance
1. Commencement. The contractor shall commence performance of the work on the contract immediately upon receipt of the first Delivery Order issued.
1. This IDIQ contract establishes a three (3) year ordering period. The Government is required to purchase the minimum amount established in the contract. The Government may purchase additional quantities on an as-needed basis (via subsequent Delivery Orders) up to the maximum not-to-exceed (NTE) amount established in the contract.
Access and Use of Information, Data, and Deliverables
3.1 Contractor personnel will not be authorized to access classified information or information/data that is confidential or sensitive in nature (i.e. PII/HIPAA). The contractor shall ensure all personnel are aware of their responsibility to safeguard this data/information if access to such data/information is obtained.
3.2 Data, Software and Intellectual Property Rights: Deliverable items delivered by the Contractor, including, but not limited to, simulator and other associated/related hardware, software and other associated training materials and other items such as model and simulation documentation, visualizations, and diagrams (singularly or collectively “Items”), created, generated, produced and delivered under this contract including all associated intellectual property rights shall become the property of or licensed to, the U.S. Government/Marine Corps in accordance with the FAR, DFARS, and /or any associated license agreement; therefore, the U.S. Government/Marine Corps shall obtain or be provided with a license from the Contractor providing for, at least ownership of the Deliverables or an irrevocable, royalty-free, worldwide right to use, modify, reproduce, perform, display, release, or disclose, or dispose of such Items, in whole or in part, in any manner, and for any purpose whatsoever, and to have or authorize others to do so. The contract includes, in part, FAR 52.227-19 Commercial Computer Software License; FAR 52.232-39 – Unenforceability of Unauthorized Obligations.; DFARS 252.227-7015 Technical Data – Commercial Items; and DFARS 252.227-7020 – Rights in Special Works.
