PERFORMANCE WORK STATEMENT
Eastern Diamondback Rattlesnake and Southern Fox Squirrel
Monitoring and Tracking
1. SCOPE: This Performance Works Statement (PWS) defines the effort required by the Natural Resources
Section (NRS) of the Environmental Division (ED) to monitor and track Eastern Diamondback Rattlesnakes (EDB) and Southern Fox Squirrels (SFS) located on Marine Corps Recruit Depot, Parris Island (MCRDPI).
1.1. Background: Since 2008, researchers from Marshall University have monitored the MCRDPI eastern diamondback rattlesnake (EDB) population using mark-recapture and radio telemetry methods. Baseline work with our population of the EDB was initially related to the 202K Grow the Force Environmental Assessment in 2008.
Twelve years of monitoring have been completed by the same contractors that initiated the work/study in 2008.
Results have indicated that our maritime (coastal) rattlesnake population is behaving differently than the inland populations. Additionally with recent hurricane-related timber management activities there are concerns that human/EDB interactions could increase. Recent anecdotally observed changes in mammal populations has shown a decline in the EDB population. Further monitoring, tracking and population evaluation work are necessary to fully understand this species, habitat management actions and recruit training activities so that we can manage it and its habitat more effectively.
Additionally, Southern Fox Squirrels were translocated to Parris Island from wild populations in Beaufort County, SC in order to re-establish populations of the Southern Fox Squirrel (SFS) as part of a comprehensive restoration plan and stewardship of the Depot’s natural resources. This study was also initiated by Marshall University and is centered on a conservation/mitigation program. The program uses translocations to increase biological integrity and ecosystem services. As a result of current efforts, monitoring suggests that recruitment (i.e. new births on the island) is occurring in the MCRDPI SFS population. Project goals are to continue monitoring translocated fox squirrels on the MCRDPI to assess survival, live trapping animals and increase sampling effort to document recruitment and determine whether additional translocations onto the installation are necessary. Continued efforts will require any new SFS subsequent offspring to be live trapped and re-fitted with radio collars and continued monitoring.
Continued efforts to monitor these species will focus on quantifying EDB and SFS demographics, locations, habitat use and spatial ecology to assist MCRDPI natural resources personnel in their efforts to manage the EDB and SFS population, ensuring continued access to training areas on the installation to support the continuity of operations, help prevent human-EDB/SFS conflicts and assist MCRDPI with the stewardship of the Depot’s natural resources.
1.2. Description of Services:
This PWS describes the services required to maintain continuous data collection, monitoring and tracking in order to better understand the species movements and habitat use. The Eastern Diamondback Rattlesnake is a State and
Federal species of concern and is under review for proposed listing under the Endangered Species Act (ESA). The
SFS is also a State species of concern. Both EDB and SFS requirements assist the NRS in proactively managing these resources to support the recruit training mission per the Depot’s Integrated Natural Resources Management
Plan and MCO 5090.2, Volume 11 – Natural Resources Management.
1.3. Objectives:
The monitoring and tracking of EDB and SFS will enable the Depot natural resources personnel to: 1) manage the natural resources around the training mission thus assisting with continued access in order to support the Depot’s
Continuity of Operations; 2) manage the habitat necessary to support wildlife in which we are charged with managing as required by MCO 5090.2, Volume 11; 3) help to better protect recruits, civilians, and permanent personnel from EDB and SFS interactions and vise-versa; 4) and potentially increase the biodiversity of the Depot.

QASP
INTRODUCTION
This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate contractor actions while implementing the performance work statement. It is designed to provide an effective surveillance method of monitoring contractor performance for each listed objective on the Performance Requirements Summary (PRS) in the Southern Fox Squirrel (SFS) and Eastern Diamondback Rattlesnakes (EDB) Monitoring contract.
The QASP provides a systematic method to evaluate the monitoring work and research the contractor is required to furnish. The QASP is based on the premise the Government desires to maintain data on MCRD Parris Island’s populations of SFSs and EDBs in order to provide management strategies for these species of concern. A service contract to provide this monitoring work is the best means of achieving that objective.
The contractor, not the Government, is responsible for management and quality control actions to meet the terms of the contract. The role of the Government is quality assurance to ensure contract standards are achieved.
In this contract the quality control program is the driver for product quality. The contractor is required to develop a comprehensive program of inspections and monitoring actions. The first major step to ensuring a “self-correcting” contract is to ensure the quality control program approved at the beginning of the contract provides the measures needed to lead the contractor to success.
Once the quality control program is approved, careful application of the process and standards presented in the remainder of this document will ensure a strong quality assurance program.

BASE ACCESS INFORMATION
A. INTRODUCTION
The Commanding General (CG), MCRD/ERR PI grants the privilege to gain access to the Depot, conditionally, to those individuals or organizations that meet the minimum qualifications and conform to regulations. CG, MCRD/ERR PI retains the responsibility to suspend or revoke access privileges if necessitated by and action deemed contrary to maintaining good order and discipline aboard this installation. In order to gain access to Marine
Corps Recruit Depot, Parris Island (MCRDPI), SC, non-Federal Government and non-DoD issued ID cardholders require identity proofing and vetting to determine fitness and eligibility for access.
All contractor personnel, to include delivery personnel, who perform work on Marine Corps Recruit Depot Parris
Island, SC (MCRDPI) for the cited contract must adhere to the Defense Biometric Identification System (DBIDS) process to gain access MCRDPI provided in paragraphs B and C. Individuals operating a vehicle aboard our military installations are required to have a valid, U.S. Driver’s License, registration, and insurance. If an individual has a foreign driver’s license, said individual must also provide a valid Passport. The contractor shall understand and comply with Depot Order 5512.12A Access Control Regulations.
Marine Corps Installations across the region are transitioning to a new government-owned access control system called Defense Biometric Identification System (DBIDS). This new and enhanced system replaces RAPIDGate and
MCESS for contractors and other non-DoD-affiliated personnel requiring installation access. DBIDS is already installed at more than 320 sites with over 5 million registered personnel and unlike previous systems, this one is a free service.
In order to reduce wait time when exchanging your RAPIDGate/MCESS credential, it is highly recommended each applicant pre-register at https://dbids-global.dmdc.mil/enroll#!/.
B. DBIDS ACCESS
DBIDS credentials is now being issued as of October 1, 2018. If you currently hold a valid Common Access Card
(CAC), dependent ID card, reserve ID card, or retiree ID card, issued by the Defense Enrollment Eligibility
Reporting System (DEERS), no further action is required.
You will be automatically enrolled in DBIDS when your ID card is initially scanned at the gate. Expect a one- time delay of 3-6 seconds as the DBIDS system initially registers your information.
CURRENT CONTRACTORS
- DBIDS credentials will be valid for the duration of your contract, not to exceed five years;
however, re-vetting of individuals’ information will occur each year.
- RAPIDGate/MCESS credentials are still being accepted at Parris Island Depot. An exact termination of RAPIDGate is 31 December 2018.
NEW CONTRACTORS
The contractor shall submit a written request on company letterhead to the Contracting Office listing the following:
contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The format for the letter will be provided by the Contracting Office. In addition to the aforementioned letter, the contractor must also submit a contractor information sheet on each employee. A template for the letter and contractor informational sheet template will be provided upon contract award. The Contracting
Office will endorse the request and forward to the Depot Security Manager Office for processing. This information must be provided to the assigned Contract Specialist and/or Contracting Officer for the contract at least two (2) weeks prior to start of the contracts period of performance.
Contractors must do the following in order to obtain a base access card:
- Submit Contractor Application Form and cover sheet to the Contracting Office
- The Contracting Office will send the form to G3 Security
- Once cleared (weekly list sent out), pre-register at DBIDS
Google DBIDS (1st link) https://dbids-global.dmdc.mil/enroll#!/
- Take QR code to PMO for badge
- If cleared with the Air Station, an application still needs to be submitted to Security at Parris Island but we will reciprocate off of their cleared/not cleared for base access.
- New contractors requiring access for over 60 days will receive a credential valid for up to one year.
- New contractors requiring access for less than 60 days will receive a temporary paper pass.
Pending means that there were issues that our office needs to review to determine if the individual will or will not be denied base access.
If you have questions regarding the exchange of a current RAPIDGate/MCESS credential for DBIDS or you are a new contractor seeking enrollment into DBIDS, please contact the Security Office at 843-228-4174.
C. Contractor’s Responsibility
A criminal background check conducted by the MCRDPI Security Manager’s Office shall be required for all contractor personnel who make frequent visits to or perform work on the MCRDPI cited in the Contract, prior to the start date of the contract. Contractors are required to review any proposed employee prior to submitting their names for the background check.
