Questions and Answers received from Industry CPR/AED/First Aid Training
1. The RFQ mentions:
Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition Answer: No you do not have to send in anything if you are registered and have competed the profile. (52.212-3) is for respondents that are newly registered in SAM and we can't pull their information. Just note on your submittal you are registered in SAM and give the Cage Code and Duns number.
2. item number 0003 states: "Course Materials Provide course materials for a 1:8 student to instructor ratio. Vendor is to provide all materials and dummies that are required to deliver CPR/AED/First Aid training to infants and adults. The vendor shall provide instructor kits with a new AED. Each kit shall include enough material for eight (8) students.
At the end of the course, all course materials shall be the property of the Government.
Answer: SOW calls for non-perishable training items....basically whatever it takes for an instructor (once trained to run a class) with 1 instructor and 8 students. Live AED's will not be needed for the CPR training just replicas that can simulate live, field ready AED's. I will amend the RFQ and note the change.
3. Can you advise if the train-the-trainer portion of the bid could be done in FL? Also the training certification is only good for 2 years, not 3.
Answer: All training must be done in San Diego, CA that's the location of the Recruiters School and this training is going to be part of the Marines Corp Recruiters Training. Please note in your submittal that the training certification is only good for 2 years and the reason why.
4. As for the training materials, are you wanting CPR manikins all training materials and a new AED to be included in the cost? And is it a live AED or a training one?
Answer: Yes, they want CPR manikins and all training materials, I will be amending the RFQ in the morning to Show AED Replicas instead of new live AED's. Yes the cost of the training aids should be included. See response to question #2.
5. Can we make a partial bid and put "no bid" in the train-the-trainer section?
Answer: Yes you can but remember the "bases for award is Lowest Price Technically Acceptable Quote".
