RFQ M00263-19-Q-1001 FIRST AID KITS
QUESTIONS AND ANSWERS
Question 1: “Will shipping be direct to the addresses provided, or will the delivery orders be shipped to a consolidation point for re-distribution?”
Answer: Direct to address.
Question 2: “Our medical suppliers are telling us that the requirement that all of the items in the medical kit have the same expiration date is not realistic or attainable. It is more realistic to expect that the kit and its contents will have a certain shelf life. But to do that does not require that each item in the kit have the same expiration date. Can this requirement be modified?”
Answer: All expiration dates must be no sooner than 5 years. They do not all have to be the same date.
Question 3: "There are variables in product selection that affect the decisions we are making to create this kit. For example, the hemostatic gauze requirement does not specify size or shape and thus may be considered compliant by providing a 4" x 4" hemostatic dressing such as the Celox Gauze Pad or by a 4" x 4 foot pack of QuikClot Bleeding Control Gauze (Over The Counter). The price differential between these two choices is considerable. Can we please have greater specification regarding the expectation of the Government for this requirement?"
Answer: 4”x4” hemostatic dressing is sufficient
Question 4: “This item could be anything from a piece of plastic to an Occlusive Chest Seal. Requested more detailed requirement. Assume that you are requiring a Chest Seal such as Halo Chest Seal for example: https://www.rescue-essentials.com/halo-chest-seal/ https://www.rescue-essentials.com/halo-chest-seal/.”
Answer: Improvised seal is sufficient. This can include the package itself being used as the dressing.
Question 5: “Please specific which color (Black or Orange): https://www.rescue-essentials.com/swat-t-tourniquet-black-or-orange/.”
Answer: Either is acceptable. If other than orange the color must be specified.
Question 6: “I don't see a specific part number or preference? Does that mean it can be any small first aid kit? Or are you requesting a specific kind?”
Answer: No specific part number is required. Vendor will build the kit to meet the detailed requirements.
Question 7: “What size improvised occlusive dressing?”
Answer: No less than 6”x4”.
Question 8: “Are the tourniquet specifications DoD approved?”
Answer: Tourniquet specifications can be Combat Application Tourniquet – Tourniquet (CAT-T) or Stretch, Wrap and Tuck Tourniquet (SWAT-T).
