Section C - Descriptions and Specifications

DESCRIPTIONS AND SPECIFICATION

Performance Work Statement (PWS)

1.0 Introduction. The United States Marine Corps Recruiting Command (MCRC) has a requirement to provide professional moving services to sometimes include storage services for facility relocations, both CONUS and OCONUS. Moving and storage services will be utilized by MCRC Recruiting Facilities as required in the 1st, 4th, 6th, 8th, 9th and 12th Marine Corps Districts (MCD).

1.1 Background. MCRC has periodic facility relocations which require professional moving services and occasionally storage service. At other times, services to move only ballistic cubicle panels (made of fiberglass) from one facility to another are required.

2.0 Objectives. The objective of this contract is to provide professional moving and storage services for MCRC facilities. The contractor will be responsible for coordinating with the various Marine Corps District locations to execute moving and storage services as prescribed per task order. The end result is to safely and efficiently relocate facilities and Ballistic cubicle panels.

3.0 Scope. MCRC identified a need for a single award Requirements contract for professional moving services to sometimes include storage services for MCRC Recruiting Offices within the 1st, 4th, 6th, 8th , 9th and 12th MCD. Facilities include Recruiting Stations (RS), Recruiting Substations (RSS), Officer Selection Sites (OSS), Permanent Contact Stations (PCS) and Temporary Recruiting Facilities (TRF) located both CONUS and OCONUS. Depending on the Recruiting District, there is a possibility to have multiple moves occurring around the same time frame. In addition, moves may occur across the U.S. around the same time frame. This requirement entails approximately 1,500 facilities. The Government will issue Task Orders for the quantities actually required. A complete list of locations is to be found in Attachment 1 of This RFQ. Locations are subject to changes based on the Marine Corps mission. This requirement shall also incorporate any new recruiting facilities that are identified during the period of performance of this contract. The contract will cover three types of services under the CLINs of the contract. CLIN 0001 will cover an entire facility move. Ballistic fiberglass cubicle panels, equipment, supplies and movement to new office location. At new location contractor will assemble the office furniture and cubicle panels at the new office, and remove all packing material from the premises once complete on a task order basis. CLIN 0002 will cover Ballistic cubicle panel moves only, and CLIN 0003 will cover storage services in the event an office requires storage for a brief thirty-day time frame while waiting for the new office to open. The requirement’s guidelines and specifications for moving and storage services are explained in detail in 5.0 of this Performance Work Statement (PWS).

4.0 Contractual Method. The Government anticipates award of a single Firm-Fixed Price Indefinite Delivery Requirements Contract. Task Orders will be issued as needed.

4.1. The associated North American Industrial Classification System (NAICS) code is 484210- Household and Office Goods Moving, with small business size standard of $27.5 million.

4.2. This Award is 100% small business set-aside.

Period of Performance: The resultant contract will have 3 distinct ordering period.

Ordering Period 1 (Base Year): 12 March 2018 - 11 March 2019 (CLINs 0001-0003) Ordering Period 2 (Option Year 1): 12 March 2019 - 11 March2020 (CLINs 1001-1003) Ordering Period 3 (Option Year 2): 12 March 2020 - 11 March 2021 (CLINs 2001-2003)

Task Orders issued against the resultant contract will have individual periods of performance per CLIN. The period of performance for any given CLIN will be 14 days. Which is to say, all performance against any Task Order shall be completed within 14 business days after receipt of task order.

The contractor shall conduct moves Monday-Saturday during the hours of 8:00am-5:30pm.

This is a Fixed Price Contract; all prices shall include F.O.B. destination shipping, delivery, and installation and set-up charges.

5.0 Requirements. The contractor shall provide professional moving services as prescribed by CLIN ordered via Task Orders.

5.1. The following CLINs will be utilized on this contract. For the CLIN structure, the unit “one each” represents one facility. Sub-CLINs provide further details regarding the size of the facility, distance of the move.

5.1.1 CLIN 0001 will cover an entire office move. The number of workstations, square footage estimates, and miles of the move are specified per sub-CLIN description. Entire office moves require successful relocation of the following but not limited to: filing cabinets, office furniture, TV and IT equipment, ballistic cubicle panels made of fiberglass (requires disassembly and reassemble upon moving- each component should weigh around 180 lbs.). IT will only include moving of the hardware. The government will arrange for IT computer setup via other means. The contractor shall provide adequate moving boxes at least 10 days prior to the scheduled move. Marines will box up smaller supplies. The contractor shall disassemble, crate and pack the office furniture and Ballistic fiberglass cubicle panels, equipment, supplies and move to new office location with no damages. At new location contractor will assemble the office furniture and Ballistic cubicle panels at the new office, and remove all packing from material from the premises once complete.

5.1.2 CLIN 0002 will cover Ballistic cubicle panel moves only (per facility). The number of Ballistic cubicle panels and distance moved is specified per sub-CLIN. The Ballistic cubicle panels are made of ballistic material, fiberglass, and require disassembly of screws and connectors prior to the move. Contractor is responsible for crating and transporting them to a designated facility. Each component weights approximately 180 lbs. Re-installation is required upon completion of the transportation of the panels. All packing materials shall be removed from the premises once the reinstallation is complete.

5.1.3 CLIN 0003 will cover storage services. The square footage of the storage required is specified per sub-CLIN. Storage will be in increments of 30 days. Storage facilities need to be secure and allow access by Marines Monday-Friday 8:00am-4:30pm, if items are needed from the storage area. It is the responsibility of the contractor to provide a POC for the storage facility. Any items taken from storage shall be documented by the Marine and contractor. There is no requirement for insurance the U.S. Government is self-insured.

5.2 Facilities Roster. A complete list of facilities is located in Attachment 1. This list will provide potential offerors’ better accuracy in estimated moving costs.
