Section C - Descriptions and Specifications

STATEMENT OF WORK

1. Background: Marine Corps Recruiting Command has a requirement to procure fully enclosed, 3-axis motion (FE3AM) flight simulators, technical support, and training in support of the Marine Corps Flight Orientation Program (MCFOP).

2. Objectives: The objective of this procurement is to procure FE3AM flight simulators, technical support, and training. The flight simulators will be located at various district headquarters throughout the United States, and utilized at events throughout the district’s recruiting area of responsibility.

2.1. Fully Enclosed 3-Axis Motion Flight Simulator: The Government seeks a three axis motion flight simulator which has a fully enclosed cockpit and runs on a compact electric motion platform. The simulator shall weigh no more than 2000 lbs. There should be minimal use of hydraulics. Maximum hydraulic utilization will be limited to emergency shutoff systems requiring maintenance.

2.1.1. The simulator shall be compact in size, in order to be fully employed (with three axis motion) in an area no larger than the interior trailer dimensions of 8’wide by 8’ high by 8’long. The simulator’s electric motors shall provide at least 50 degrees of pitch, 60 degrees of yaw, and 40 degrees of roll. Motion sensitivity shall be adjustable.

2.1.2. The simulator shall utilize a castor system for ease of trailer roll on/off capability. The castor system shall allow the simulator to be rolled over a variety of surfaces such as concrete, asphalt, etc. Each wheel of the castor system shall fully swivel and lock. At least two (2) of the wheels shall have a braking feature.

2.1.3. The simulator shall have a preferred 220 degree wrap around visual, but a minimum of 180 degree wrap to give the rider a realistic flight experience.

2.1.4. The simulator shall be realistically designed to mimic the cockpit instrument configuration of the F-35B and/or the F/A-18C. The cockpit shall be ergonomically correct with throttle on the left and stick between the legs for F/A-18C aircraft. For F-35B aircraft, the throttle shall be mounted on the left and stick shall be mounted on the right. Stick and throttle components shall have the appearance and functionality of an actual military jet. Rudder pedals shall be fully functional and adjustable forward and aft.

2.1.5. The simulator shall operate on a standard 110VAC, 15 amp power source.

2.1.6. The simulator shall be constructed in a durable manner that does not require any disassembly or special packing for transportation. Similar to a vehicle, the simulator shall be designed to be rolled into the trailer, strapped down at tie down points, and transported to the recruiting destination.

2.1.7. Provide the FE3AM software and licensing, and ensure the software adheres to the following:

2.1.7.1. A user defined mission database controlled by the instructor at the instructor station.

2.1.7.2. Be capable of loading different mission sets, flight conditions, and global locations.

2.1.7.3. Closely simulate the F-35B aircraft performance and maneuvering parameters, weapons system displays and functionality, and visually display actual/accurate cockpit instrumentation and exterior USMC aircraft depiction. Offerors providing the F/A-18C, as specified in 2.1.4, the F/A-18C shall also adhere to the specification stated for the F-35B of this paragraph.

2.1.7.4. Be able to simulate aircraft specific emergency procedures.

2.1.7.5. Have a complete worldwide terrain and airport (military and civilian) database.

2.1.7.6. The offeror shall provide software updates for the period of the warranty of the simulator.

2.1.8. Have an automatic live flight recording capability which shall include flight playback, a live video cockpit camera, and a DVR-style pause and playback controls on playback device. Live feed imagery from inside the simulator shall be required to be visually displayed on external televisions located at various locations throughout the recruiting site. (The simulator will be placed no more than 25 feet from the trailer/external displays). The video of the flight simulator in action (various views, behind the pilot’s head, outside view of the virtual aircraft, etc.) shall be exported via an HDMI cable.

2.1.9. Include an external 70 inch 1080p (or better), LED, Smart TV to display aircraft/simulator playback.

2.1.10. Include a travel case with swivel and locking castors to transport 70 inch LED smart TV. The case shall also be capable of being reconfigured into the stand that will display the TV at adjustable heights in a professional manner (skirting around the base).

2.1.11. Have the ability to be loaded/unloaded by two (2) people and setup and functioning within a thirty (30) minute time frame.

2.1.12. Have the durability and rugged construction required to routinely endure multiple on/offloads at recruiting functions, in various climates and terrains. The simulator shall be able to be operated indoors or inside the trailer during inclement weather. While capable of integrating with and being moved by a trailer, the simulator will be designed as a standalone system not requiring the trailer to operate or fully function. The only requirement for simulator operation will be a power source.

2.1.13. Have USMC provided artwork/wrapping/vinyl decals printed and applied.

2.2. Training. The offeror shall provide training to specified Marine Corps Recruiting Command Personnel.

2.2.1. Provide a onetime Train-the-Trainer program at the specified Marine Corps Recruiting Command location to give instructions on the use of all simulator equipment. The Train-the-Trainer program shall be conducted within five (5) business days of simulator delivery.

2.2.2. Provide one (1) written manual for the district Aviation Assistant for Officer Procurement (AAOP). The manual shall fully explain hardware and software function, instructor station integration, maintenance and emergency procedures.

2.3. Commercial Warranty. The Government seeks a warranty for the flight simulator that shall be no less than one (1) year in length and include all parts and labor. However, a more comprehensive warranty may be submitted.

2.3.1. The warranty will include software and database updates, on-site service repair and part replacement, phone support, remote diagnosis and support, and email/web support.

3. Delivery. The Government requires the flight simulators be delivered NLT 90 days after contract award. However, the Government will take into consideration recommended manufacturing timelines for delivery of units.

4. The offeror shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this contract.

Train-the-Trainer Program/Manual
Program shall be conducted within five (5) business days of simulators delivered. Manuals will be provided with delivery of each unit.

5.1. Kick-Off Meeting. The Contractor shall attend a Kick-Off Meeting with the Contracting Officer and Contracting Officer’s Representative (COR) not later than ten (10) business days after contract award. The purpose of the Kick-Off Meeting, which will be chaired by the Contracting Officer, is to discuss technical and contracting objectives, as well as review the Contractor’s proposed project plan. The Kick-Off Meeting will be held at the Contractor’s facility or via Video Teleconferencing.

5.2. Draft Project Plan. The Offeror shall provide a copy of the the Project Plan at the Kick-Off Meeting for Government review and comment. The draft Project Plan shall be provided with proposal submission.

5.3. Final Project Plan. The Contractor shall provide a final Project Plan (incorporating Government comments) to the COR not later than ten (10) business days after the Kick-Off Meeting for approval.

5.4. Train-the-Trainer Program/Manual. The Offeror shall provide a Train-the-Trainer Program for demonstration on how to use the mobile flight simulator and shall also provide an instructional/procedural manual.

STATEMENT OF WORK (SOW)

1. Background: Marine Corps Recruiting Command has a requirement to procure Unenclosed 2-Axis Motion (U2AM) flight simulators, technical support, and training in support of the Marine Corps Flight Orientation Program (MCFOP).

2. Objectives: The objective of this procurement is to procure U2AM flight simulators, technical support, and training. The flight simulators will be located at various district headquarters throughout the United States, and utilized at events throughout the districts recruiting area of responsibility.

2.1. Unenclosed 2-Axis Motion Flight Simulator: The Government seeks a two axis motion flight simulator which has an unenclosed cockpit and runs on a compact electric motion platform. The simulator shall weigh no more than 500 lbs. There should be no use of hydraulics.

2.1.1. Ensure the simulator shall be compact in size, and collapse into a compact, storage configuration that will fit through a single standard size door. The storage configuration shall be no more than 30 inches wide, 72 inches long, and 65 inches high. The simulator’s electric motors shall provide at least 40 degrees of pitch and 40 degrees of roll. Motion sensitivity shall be adjustable.

2.1.2. The simulator shall utilize a castor system for ease of trailer roll on/off capability. Castor system shall stow inside the simulator when not in use. The castor system shall allow the simulator to be rolled over a variety of surfaces such as concrete, asphalt, etc. Each wheel of the castor system shall fully swivel and lock. At least two (2) of the wheels shall have a braking feature.

2.1.3. The simulator shall have no less than 120 degree field of view to give the rider a realistic flight experience. This should be accomplished by utilizing at least three (3) 1080p LED displays. In addition, the simulator shall have a functional touch screen cockpit display that shows all pilot instrumentation and GPS.

2.1.4. The simulator shall be realistically designed to mimic the cockpit instrument configuration of the F-35B, F/A-18C, AH-1Z, and MV-22. The cockpit shall be ergonomically correct with throttle on the left and stick between the legs for MV-22 and F/A-18C aircraft. For F-35B and AH-1Z aircraft, the throttle/collective shall be mounted on the left and stick shall be mounted on the right. Stick and throttle components shall have the appearance and functionality of an actual military jet/helicopter. Rudder/anti-torque pedals shall be fully functional and adjustable forward and aft.

2.1.5. Each flight simulator shall have a separated mounted functional instrument pod that houses radios, flight director, autopilot switches, landing gear and flaps (as appropriate).

2.1.6. The simulator shall operate on a standard 110VAC, 15 amp power source.

2.1.7. The simulator shall be constructed in a durable manner that does not require any disassembly or special packing for transportation. Similar to a vehicle, the simulator shall be designed to be rolled into the trailer, strapped down at tie down points, and transported to the recruiting destination.

2.1.8. Provide the U2AM software and licensing, and ensure the software adheres to the following:

2.1.8.1. A user defined mission database controlled by the instructor at the instructor station.

2.1.8.2. Be capable of loading different mission sets, flight conditions, and global locations.

2.1.8.3. Closely simulate the F-35B, F/A-18C, AH-1Z, and MV-22 aircraft performance and maneuvering parameters, weapons system displays and functionality, and visually display actual/accurate cockpit instrumentation and exterior USMC aircraft depiction.

2.1.8.4. Be able to simulate aircraft specific emergency procedures.

2.1.8.5. Have a complete worldwide terrain and airport (military and civilian) database.

2.1.8.6. Have the capability to link to another simulator such that each simulator will operate in the same simulated airspace.

2.1.8.7. The offeror shall provide software updates for the period of the warranty of the simulator.

2.1.9. Have an automatic live flight recording capability which shall include flight playback, and a DVR-style pause and playback controls on playback device. Live feed imagery from inside the simulator shall be required to be visually displayed on external televisions located at various locations throughout the recruiting site. (The simulator will be placed no more than 25 feet from the trailer/external displays). The video of the flight simulator in action (various views outside of the virtual aircraft) shall be exported via an HDMI cable.

2.1.13. Have the ability to be loaded/unloaded by two (2) people and setup and functioning within a fifteen (15) minute time frame.

2.1.14. Have the durability and rugged construction required to routinely endure multiple on/offloads at recruiting functions, in various climates and terrains. The simulator shall be able to be operated indoors or inside the trailer during inclement weather. While capable of integrating with and being moved by a trailer, the simulator will be designed as a standalone system not requiring the trailer to operate or fully function. 52.202-1 DEFINITIONS (NOV 2013)

When a solicitation provision or contract clause uses a word or term that is defined in the Federal Acquisition Regulation (FAR), the word or term has the same meaning as the definition in FAR 2.101 in effect at the time the solicitation was issued, unless--

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. 52.216-19 ORDER LIMITATIONS. (OCT 1995)

(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 1 each (insert dollar figure or quantity), the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract.

(b) Maximum order. The Contractor is not obligated to honor:

(1) Any order for a single item in excess of 21 each (insert dollar figure or quantity);

(2) Any order for a combination of items in excess of 21 each (insert dollar figure or quantity); or

(3) A series of orders from the same ordering office within 90 days that together call for quantities exceeding the limitation in subparagraph (1) or (2) above.

(c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) above.

(d) Notwithstanding paragraphs (b) and (c) above, the Contractor shall honor any order exceeding the maximum order limitations in paragraph (b), unless that order (or orders) is returned to the ordering office within 5 days after issuance, with written notice stating the Contractor's intent not to ship the item (or items) called for and the reasons. Upon receiving this notice, the Government may acquire the supplies or services from another source.

52.216-22 INDEFINITE QUANTITY. (OCT 1995)

(a) This is an indefinite-quantity contract for the supplies or services specified, and effective for the period stated, in the Schedule. The quantities of supplies and services specified in the Schedule are estimates only and are not purchased by this contract.

(b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the "maximum". The Government shall order at least the quantity of supplies or services designated in the Schedule as the "minimum".

(c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.

(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor's and Government's rights and obligations with respect to that order to the same extent as if the order were completed during the contract's effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after 20 March 2022.

52.252-6 AUTHORIZED DEVIATIONS IN CLAUSES (APR 1984)

(a) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the date of the clause.

252.211-7003 ITEM UNIQUE IDENTIFICATION AND VALUATION (MAR 2016)

(a) Definitions. As used in this clause-

Automatic identification device means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media.

Concatenated unique item identifier means--

(1) For items that are serialized within the enterprise identifier, the linking together of the unique identifier data elements in order of the issuing agency code, enterprise identifier, and unique serial number within the enterprise identifier; or

(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number; and serial number within the original part, lot, or batch number.

Data Matrix means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200 (ECC200) specification found within International Standards Organization (ISO)/International Electrotechnical Commission (IEC) 16022.

Data qualifier means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

DoD recognized unique identification equivalent means a unique identification method that is in commercial use and has been recognized by DoD. All DoD recognized unique identification equivalents are listed at http://www.acq.osd.mil/dpap/pdi/uid/iuid_equivalents.html.

DoD item unique identification means a system of marking items delivered to DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items. For items that are serialized within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier and a unique serial number. For items that are serialized within the part, lot, or batch number within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier; the original part, lot, or batch number; and the serial number.

Enterprise means the entity (e.g., a manufacturer or vendor) responsible for assigning unique item identifiers to items.

Enterprise identifier means a code that is uniquely assigned to an enterprise by an issuing agency.

Government's unit acquisition cost means--

(1) For fixed-price type line, subline, or exhibit line items, the unit price identified in the contract at the time of delivery;

(2) For cost-type or undefinitized line, subline, or exhibit line items, the Contractor's estimated fully burdened unit cost to the Government at the time of delivery; and

(3) For items produced under a time-and-materials contract, the Contractor's estimated fully burdened unit cost to the Government at the time of delivery.

Issuing agency means an organization responsible for assigning a globally unique identifier to an enterprise, as indicated in the Register of Issuing Agency Codes for ISO/IEC 15459, located at http://www.aimglobal.org/?Reg_Authority15459.

Issuing agency code means a code that designates the registration (or controlling) authority for the enterprise identifier.

Item means a single hardware article or a single unit formed by a grouping of subassemblies, components, or constituent parts.

Lot or batch number means an identifying number assigned by the enterprise to a designated group of items, usually referred to as either a lot or a batch, all of which were manufactured under identical conditions.

Machine-readable means an automatic identification technology media, such as bar codes, contact memory buttons, radio frequency identification, or optical memory cards.

Original part number means a combination of numbers or letters assigned by the enterprise at item creation to a class of items with the same form, fit, function, and interface.

Parent item means the item assembly, intermediate component, or subassembly that has an embedded item with a unique item identifier or DoD recognized unique identification equivalent.

Serial number within the enterprise identifier means a combination of numbers, letters, or symbols assigned by the enterprise to an item that provides for the differentiation of that item from any other like and unlike item and is never used again within the enterprise.

Serial number within the part, lot, or batch number means a combination of numbers or letters assigned by the enterprise to an item that provides for the differentiation of that item from any other like item within a part, lot, or batch number assignment.

Serialization within the enterprise identifier means each item produced is assigned a serial number that is unique among all the tangible items produced by the enterprise and is never used again. The enterprise is responsible for ensuring unique serialization within the enterprise identifier.

Serialization within the part, lot, or batch number means each item of a particular part, lot, or batch number is assigned a unique serial number within that part, lot, or batch number assignment. The enterprise is responsible for ensuring unique serialization within the part, lot, or batch number within the enterprise identifier.

Type designation means a combination of letters and numerals assigned by the Government to a major end item, assembly or subassembly, as appropriate, to provide a convenient means of differentiating between items having the same basic name and to indicate modifications and changes thereto.

Unique item identifier means a set of data elements marked on items that is globally unique and unambiguous. The term includes a concatenated unique item identifier or a DoD recognized unique identification equivalent.

Unique item identifier type means a designator to indicate which method of uniquely identifying a part has been used. The current list of accepted unique item identifier types is maintained at http://www.acq.osd.mil/dpap/pdi/uid/uii_types.html.

(b) The Contractor shall deliver all items under a contract line, subline, or exhibit line item.

(c) Unique item identifier. (1) The Contractor shall provide a unique item identifier for the following:

(i) Delivered items for which the Government's unit acquisition cost is $5,000 or more, except for the following line items:

(v) Any item not included in paragraphs (c)(1)(i), (ii), (iii), or

(iv) of this clause for which the contractor creates and marks a unique item identifier for traceability.

(2) The unique item identifier assignment and its component data element combination shall not be duplicated on any other item marked or registered in the DoD Item Unique Identification Registry by the contractor.

(3) The unique item identifier component data elements shall be marked on an item using two dimensional data matrix symbology that complies with ISO/IEC International Standard 16022, Information technology--International symbology specification--Data matrix; ECC200 data matrix specification.

(4) Data syntax and semantics of unique item identifiers. The Contractor shall ensure that--

(i) The data elements (except issuing agency code) of the unique item identifier are encoded within the data matrix symbol that is marked on the item using one of the following three types of data qualifiers, as determined by the Contractor:

(A) Application Identifiers (AIs) (Format Indicator 05 of ISO/IEC International Standard 15434), in accordance with ISO/IEC International Standard 15418, Information Technology--EAN/UCC Application Identifiers and Fact Data Identifiers and Maintenance and ANSI MH 10.8.2 Data Identifier and Application Identifier Standard.

(B) Data Identifiers (DIs) (Format Indicator 06 of ISO/IEC International Standard 15434), in accordance with ISO/IEC International Standard 15418, Information Technology--EAN/UCC Application Identifiers and Fact Data Identifiers and Maintenance and ANSI MH 10.8.2 Data Identifier and Application Identifier Standard.

(C) Text Element Identifiers (TEIs) (Format Indicator 12 of ISO/IEC International Standard 15434), in accordance with the Air Transport Association Common Support Data Dictionary; and

(ii) The encoded data elements of the unique item identifier conform to the transfer structure, syntax, and coding of messages and data formats specified for Format Indicators 05, 06, and 12 in ISO/IEC International Standard 15434, Information Technology-Transfer Syntax for High Capacity Automatic Data Capture Media.
