QUESTIONS AND ANSWERS
Question 1: “This is under the GPS requirements line items, page 46, number 12: The device shall be small enough to fit under rearview mirror and/or have the ability to be mounted on the dashboard. This sounds like it should be one of the camera requirements since the GPS units are plugged into the OBDII ports. Is this the case?”
Answer: Yes, it refers to the camera. Consequently, it has been removed in the PWS as paragraph 12 under GPS requirements and added as paragraph 29 under camera requirements.
Question 2: “ In reading the RFP we noted there was no methodology described or requested for identifying individual drivers. How does the USMC intend to track drivers in the vehicle?”
Answer: Recruiters and RF Headquarters personnel are typically assigned to one particular vehicle for an extended period of time; i.e., several months.
Question 3: “Are drivers provided a unique identifier?”
Answer: Not currently.
Question 4: “Are vehicle assignments tracked through another vendor or tracking mechanism?”
Answer: No.
Question 5: “Does the USMC currently have a preferred cellular provider, if yes please provide the preferred CONUS cellular provider.”
Answer: No.
Question 6: “Is there a minimum number of events per month per vehicle required?”
Answer: No. Number of events should be based on how many occur so no minimum/maximum expected.
Question 7: “Is there a minimum or maximum time requirement for offloading of events of critical nature to be reviewed made available?”
Answer: Within 24 hours. See change in PWS, paragraph 14 under GPS requirements.
Question 8: “In the background, engine diagnostics were pointed out as a benefit for the USMC, we noted there was no requirement for connection with vehicle’s ECU?
Answer: Engine diagnostics is not a mandatory requirement and so we will not require that type of data.
Question 9: “Have any questions or request for clarification been submitted by other vendors. If yes are they distributed to all vendors and if yes, can we get copies of the questions?”
Answer: All questions and answers are posted in the form of an amendment for all vendors to see.
Question 10: “Page 50 of 50 states. Electronic submission of the written proposal is authorized. Please send email to the primary point of contact and copy the secondary point of contact listed below. The written submission must arrive by the stated deadline in order for a proposal to be considered complete and to be evaluated. Failure of any portion of the proposal to arrive by the stated deadline will result in rejection of the entire proposal. Solicitation Number M00263-15-R-0014 should be clearly marked on the outside of your quote. Please confirm that the Solicitation Number in the Subject Header and on the Cover Sheet of the electronic proposal meets the above requirement.”
Answer: The correct solicitation number for this action is M00263-16-R-0003. It was an oversight not to change the solicitation number on page 50. It has been corrected.
Question 11: “ Is attachment 1, available as an excel spreadsheet?”
Answer: See Attachment 2.
Question 12: “Page 47 of 50. 7.0 Hardware installations The contractor shall de-install any existing monitoring devices in the MCRC vehicles (vehicles currently have Network Fleet Model Nos. 5500 or 5200 Series tracking devices) and install lnew devices in all MCRC vehicles during the base year of the contract.”
a) “After removal of the Network Fleet Models, are they to be disposed of by the contractor or returned to USMC?”
Answer: The Government will lbe responsible for disposal. The PWS has been changed to reflect this statement.
b) “Do you have inventory counts for the locations called out for CONUS?”
Answer: See Attachment 2.
c) “Do you have inventory/vehicle counts for locations called out for OCONUS?”
Answer: See Attachment 2.
Question 13: “5.0 Video Requirements
27) The contractor must have the ability to identify risky driving and not overload with false positives.
Is MCRC looking for the contractor to provide a managed services solution that will record risky driving events that have been triggered, score the events based on certain pre-set driver behaviors, and then prioritize them for the Government to review and coach on?
Answer: Yes.
Question 14: “7.0 Hardware Installation
The requirements call for onsite training activities to 204 people (four government employees per each of the 48 Recruiting Stations and two government employees for each of the six (6) Districts) on the proper installation and operation of the vehicle data capture/transmitter service. Is this training only intended for installers or is it also intended for program managers and drivers regarding the operation of the program?”
Answer: The training is only intended for those that are installers. However, Program Managers/Coaches may also be an installer as well, so they will be required to take the installation training.
Question 15: “9.0 Data Interpretation Training
Is the data interpretation training that is requested to be provided in addition to the training requested under Item 7.0 (Hardware Installation) or is it intended to be provided to the 204 individuals under Item 7.0 (Hardware Installation)?”
Answer: Up to 204 individuals will require training in either Hardware Installation or Data Interpretation, or both. There may be program managers/coaches that will also be installers, but that is unknown at this time. It is up to the Districts and Recruiting Stations to assign those duties. The installation training will be on-site and will take place at one of the six (6) MCDs (as stated in the SOW) for up to 204 individuals. The data interpretation training will be web-based for any person that is to become the program manager/coach for that district and/or RS.
Question 16: “Is MCRC’s expection for Data Interpretation training be conducted in person, WebEx or combination of both?”
Answer: Data Interpretation training shall be web-based training.
Question 17: “What criteria was used to arrive at the budget for this Video Monitoring Program?”
Answer: The Government uses a variety of methods to derive at a reasonable budget; however, this information is not for public distribution.
Question 18: “ 9.0 Data Interpretation Training
The contractor must provide a web-based training for up to four (4) government employees per RS and up to two (2) government employees per
District on how to analyze data generated by vehicle data recorders in order to generate reports for feedback to drivers. The training must be the same training received by contractor personnel, that analyze data. Additionally, the contractor must have documented training programs geared toward coaches on effectively changing driver's behaviors."
Answer: The last sentence has been changed to "The contractor shall provide a training program during the entire course of this contract, which program shall be geared towards coaches on effectively changing drivers' behaviors, and shall maintain documentation of that program, available to the Government on request of the
Contracting Officer.
Question 19: “CLIN 0004 refers to PWS section 7.0 and 9.0. Did you 8.0 and 9.0; or perhaps 8.0, 9.0, and 10.0?”
Answer: Reference 8.0 and 10.0. Has been Changed.

MARINE CORPS RECRUITING COMMAND
VIDEO-BASED DRIVER RISK MANAGEMENT SYSTEM
1.0 Background
The United States Marine Corps Recruiting Command (MCRC) provides motor transport services by managing a vehicle fleet that provides vehicles to support Marine Corps Recruiters at the MCRC Headquarters (HQ) and six (6) Marine Corps Districts (MCDs) which are located throughout the Continental United States (CONUS) and Outside the Continental United States (OCONUS). MCRC currently has monitoring services with Network Fleet for approximately 3,403 vehicles. The monitoring services include showing real time location of vehicles, historical usage, engine diagnostics, required vehicles maintenance alerts, vehicle speed, roadside assistance, and self-installation. These services have supported the current need, however, it has been determined to enhance the program with a video-based device to accurately detect vehicle operator performance and controls that will leverage technology and further protect Government liability.
2.0 Scope
This requirement is to supply a vehicle monitoring system, support items, and related services to track, monitor, and report the operation of approximately 3,403 owned and leased vehicles for MCRC, with the possibility of increasing up to 4,000 owned and leased vehicles due to a surge in personnel. This requirement shall cover vehicles located at MCRC HQ, two Region HQs (Parris island, SC and San Diego, CA), six (6) District HQs (Garden City, NY; Harrisburg, PA; Parris Island, SC; Ft. Worth, TX; Great Lakes, IL; San Diego, CA), 48 Recruiting Stations (RS), 756 Recruiting Substations (RSS), 75 Officer Selection Stations, and 643 Permanent Contact Stations located CONUS and OCONUS. OCONUS locations include areas such as Hawaii, Saipan, Guam and American Samoa.
The purpose is to improve vehicle operator performance, track and protect USMC assets and potentially reduce the severity and frequency of motor vehicle mishaps and abuse. Therefore, when triggered, the vehicle monitoring system must be equipped with multi-point vehicle information gathering sensors and Global Positioning Service (GPS) that will track current and historical locations, speed (actual), posted speed limits, idle time, key on/off, video capture both in cab and in front of vehicle, and gravitational force. In addition, the system must be equipped to provide real-time performance data analytics as well as data reports and dashboards that are customizable to streamline work flow. MCRC also has a requirement to remotely retrieve vehicle location and operation data available via the on-board diagnostic computer; such as speed, idling time, driving habits, location, and proper utilization of the vehicle. This monitoring device will provide a means for the Government to track and locate vehicles that are lost, missing, or stolen. These devices will be purchased through issuance of delivery orders on an as needed basis.
The contractor will provide a proven comprehensive integrated video based solution that includes, but is not limited to, a complete coaching program, managed services, a project manager, quarterly program reviews and a reporting structure that delivers analytics and trends that drive priorities and results.
3.0 Applicable Documents
Attachment 1: Current list of existing Recruiting Stations (RS) and Recruiting SubStations (RSS) as of the date of the solicitation (locations are provided as informational only and are subject to change). Exact locations will be provided on the individual delivery order.
4.0 Contract Requirements
The following tasks are to install/de-install vehicle data recorders and associated equipment in order to improve driver performance and to decrease the frequency and severity of motor vehicle mishaps. The equipment must be rugged and durable enough to withstand harsh weather and road environments. This contract will be focused on improving operator behavior and will also require Microsoft Excel reporting requirements, meetings and training sessions to monitor performance and identify areas for improvement.
5.0 Video Requirements
1) The device must have multi-input safety triggering speed, top speed and posted roadway speed, hard brake, rapid acceleration, bump, and turn.
2) The device must capture and record an event triggered by a force on the vehicle that exceeds preset user-defined settings.
3) The device will simultaneously monitor and capture both forward and rear views with the capability to view the downloaded event as either front only, rear only, or a combination of both views.
4) The captured event will be available in a non-proprietary digital format capable of playback and viewing with common Microsoft programs.
5) The captured event will be stored in the device on internal memory media to be downloaded via cellular, wireless and wired transmission.
6) The captured event will display the forward exterior view and the rear interior and beyond view in full color with accompanying audio to include infrared enhancement for low light/night viewing.
7) The captured event shall record a minimum of 10 to 15 seconds.
8) The captured video clip will include the vehicle label, unit name, vehicle type, date/time of the event, G-force measurement, and force direction.
9) The device shall have the capability to manually trigger an event with a secured capability to turn this feature on and off.
10) The device shall be capable of being powered "on" at any time by power supplied by the vehicle battery. The device will have limited internal backup power up to three hours to provide uninterrupted recording in the event of vehicle power loss during a collision or other incident.
11) The device shall record vehicle power loss as an event.
12) The device shall have sufficient memory media storage capacity to save at least 12 events before overwriting would occur until next upload. Only an event of greater force would overwrite a previously recorded event.
13) The device will visibly indicate when an event is saved, when a download function is complete, and when the device is malfunctioning.
14) The contractor shall provide software and software license with no restrictions on the use of the event capture device with software upgrades provided for one year at no additional cost.
15) Software upgrades shall be sent to devices via cellular transmission whenever possible at no cost.
16) The event capture device shall be tamper, disable, and removal resistant.
17) Primary means to download a captured event shall be accomplished via cellular transmission from the device to a server at the vendor's location with no requirement to remove the device from the vehicle.
18) Captured event downloading, viewing, and editing will be restricted to authorized personnel.
19) The downloaded events shall have the capability of being converted and exported to a common audio video interleave (AVI) or similar format that can be played on any Windows computer using Windows Media Player software.
20) The downloaded events will be automatically entered in a contractor own database designed to capture data about the events.
21) Contractor shall provide driver side window stickers warning drivers vehicle is monitored.
22) Vehicle data recorders must have Cellular transmission, and infrared or other low illumination lighting for inside view at night, minimum 120-150 degree view on each lens.
23) Must be compatible with 12VDC and 24VDC vehicles with fault indicators.
24) Device must be capable of storing videos clips in memory for field trips with extended periods between download.
25) The event capture device shall have the following specifications/options, Adjustable wide angle rear view lens, Reliable and ubiquitous cellular coverage, Power management to include timed voltage and/or shutdown, Secure cellular transmission of event clips, and Intelligent triggering algorithms to prevent false positives.
26) The contractor shall provide a detailed analysis of devices currently activated versus devices that are disabled and/or not functioning with monthly billing reports. The report will be submitted to MCRC at the end of each month.
27) The contractor must have the ability to identify risky driving and not overload with false positives.
28) Authorized personnel shall have option of entering and editing data about the event while viewing the linked video of the event. The database function and reporting shall facilitate the quick review of information such as driver/vehicle performance, date of event, time of event, severity of event, and vehicle identification.
29) The camera shall be small enough to fit under rearview mirror and/or have the ability to be mounted on the dashboard.
6.0 GPS Requirements
Vehicles managed by MCRC require GPS vehicle data capture & transmitting devices to track, monitor, and report vehicle performance, location and operation. Minimum specifications include, but not limited to, the following:
1) Device shall operate with GPS for tracking/location purposes and with cellular service for the transmission of data to a central server. Contractor shall provide a web based system and access to view vehicle data downloaded to the central server
2) Contractor shall provide the cellular service for data transmission.
3) Contractor shall provide a minimum of two (2) web access user accounts per RS, one (1) web access user account per District, (2) for MCRC HQ, and one (1) web access user account per Prior Service Recruiting (PSR) to access the information downloaded from the vehicles (Web access shall be encrypted with 128-bit SSL or better). Web access user accounts shall not exceed four (4) per RS, two (2) per District and (2) for MCRC.
4) Contractor shall stay compatible with Internet Explorer and keep pace with the USMC as it upgrades Internet Explorer.
5) Devices shall connect to the vehicle’s onboard diagnostic computer for 1996 or newer vehicles, including light, medium, and heavy duty vehicles.
6) The devices shall have reliable capability to track/locate (GPS service) and communicate (cellular service) in and around MCRC headquarters, recruiting regions, six (6) recruiting Districts, and 48 recruiting stations.
7) The device shall have data storage and transmit delay capability for when the vehicle is out of cellular service areas permitting no loss of data.
8) The device shall have the minimum capability to track and record vehicle location and speed every two (2) minutes.
9) The system shall have the capability to track and reconstruct vehicle travel, stops, map of the triggered event, along with a crumb trail.
10) The device shall have the capability to monitor and report trip details such as drive time, stops, and time of day.
11) The system shall provide email alerts when user defined geofence parameters are exceeded relating to miles per hour limits and areas of operation limits.
12) Unit shall shut down (sleep mode) when the vehicle is not in use, to prevent vehicle battery drain.
13) Web access shall support customer exportable reports (Excel format). Available reports shall include at a minimum: inventory, mileage, speed, location, performance problems/alerts, geofences, current devices billing, standby device not billing, trip information, and hours of operation.
14) System shall provide daily notification of violations of defined reporting parameters. The notification shall be sent via email to government identified addresses. It shall be a user defined notification system (the Government will set the trigger parameters). Notification of violations shall be provided no longer than 24 hours after an incident.
15) Contractor shall supply the central server and web site access for information download.
16) Contractor shall provide the ability to access the vehicle speed and other data history for a minimum of six months.
17) Contractor shall provide system upgrades as technology change and upgrades become available. These upgrades shall be provided for the duration of the awarded contract.
18) The device must have the ability to view historical GPS tracking online.
19) Access security shall be implemented to prevent unauthorized access, downloading, viewing, and editing.
7.0 Hardware Installation
The contractor shall de-install any existing monitoring devices in the MCRC vehicles(vehicles currently have Network Fleet Model Nos. 5500 or 5200 Series tracking devices) and install new devices in all MCRC vehicles during the base year of the contract. This work may occur at the MCRC HQ, two (2) Region HQs (Parris Island, SC and San Diego, CA), six (6) District HQs (Garden City, NY; Harrisburg, PA; Parris Island, SC; Ft. Worth, TX; Great Lakes, IL; San Diego, CA), and/or 48 RSs, 756 Recruiting Substations (RSS), 75 Officer Selection Stations, and 643 Permanent Contact Stations located CONUS and OCONUS. OCONUS locations include areas such as Hawaii, Saipan, Guam and American Samoa. Additionally, the contractor may be required to travel up to 100 remote sites that are not located close enough to an RS location. These sites will be identified at issuance of delivery orders. The contractor shall provide an installation plan that will be approved by the Government. (See Attachment 1)
This requirement will include optional line items for installation/de-installation of devices for each option year in the case that there are vehicle turnovers or even new vehicles added to the fleet which would require this service. However, the contractor shall provide the equipment and onsite training for authorized MCRC personnel to complete installs of vehicle data recorders so that the Government has the option of doing installation/de-installation of devices during the option years.
Contractor shall provide onsite training for up to four (4) government employees per RS and up to two (2) government employees per District on the proper installation and operation of the vehicle data capture/transmitter device. This training will be held at a centralized location at one of the six (6) MCDs. Training will take place within 90 days of contract award. The contract shall provide a standard operating procedures (SOP) reference book on the installation of devices to be given to attendees of the training.
The Government is responsible for disposal of all old devices that are de-installed by the contractor.
8.0 Project Planning and Management
Contractor shall provide program management and oversight along with monitoring, with 24/7 technical support consisting of a client services team ensuring successful deployment and maintenance throughout the term of the contract.
The Contractor will identify a single project manager to meet with MCRC on a quarterly basis to evaluate the progress and set new goals to achieve our goals. Any support required shall be identified at the quarterly meetings, as well as an action plan showing contractor and MCRC tasks.
9.0 Data Interpretation Training
The contractor must provide a web-based training for up to four (4) government employees per RS and up to two (2) government employees per District on how to analyze data generated by vehicle data recorders in order to generate reports for feedback to drivers. The training must be the same training received by contractor personnel, that analyze data. The contractor shall provide a training program during the entire course of this contract, which program shall be geared towards coaches on effectively changing drivers’ behaviors, and shall maintain documentation of that program, available to the Government on request of the Contracting Officer.
10.0 Data Analysis and Contractor Reports
Data shall be collected by the contractor after the start of data collection and will include comparison reports (from year-to-year and month-to-month) as well as weekly status reports. The contractor shall provide advanced statistical analysis of data to find trends, identify key behaviors and assist in guiding MCRC policy as required. The information provided through the data analysis shall contain advanced safety scores. All of this information must be provided online. The information must include significant aspects of the vehicle data monitoring program including overall program trends, individual driver performance, problems or outstanding issues, and event analysis trends. Video must also be captured and available for review by MCRC personnel for each event. Collision reports must be received in daily and data accessible via the internet, for MCRC personnel to review the information and provide feedback to each of the six (6) MCDs and MCRC HQ. Contractor’s online site shall have a dashboard that can be customized to meet MCRC’s specific needs. The contractor shall provide monthly written summaries of post progress and participate in conference calls with MCRC on any issues, problems or adjustments that are necessary.
Retention of reports, GPS information as well as video’s will be retained for a minimum of one year.
11.0 Kick-Off Meeting
The contractor shall meet either in person or via teleconference, with the Contracting Officer and Contracting Officer Representative to coordinate the delivery of equipment, installation training of all hardware and software where needed, installation of data recorders, and training of personnel. The contractor shall provide a final schedule for Government approval.
12.0 Warranty
The contractor shall provide up to a two (2) year warranty to cover each device under contract.
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Basis of Award is Best Value:
Factor 1: Technical Capability –The offeror shall demonstrate a sound understanding of the technical requirements of the PWS. The offeror shall demonstrate the quality of the devices that meets the capabilities in accordance with the PWS, including salient core characteristics (a combined camera with internal GPS is preferred). The offeror shall demonstrate a means to maintain a high level of quality information technology support and services that are compatible with the Government IT system, to include data transmission, data storage, data management, Government program access, Government download capabilities and ease of integration. Offer shall also address the breadth of cellular service coverage areas and signal strength at each geographic location.
The Government will evaluate each proposal on the demonstrated knowledge, experience and understanding of the technical requirements described in the Performance Work Statement (PWS) and will determine how well each proposal articulates their capability to perform all of the requirements outlined in the PWS so as to provide a quality product with quality support. The Government will evaluate how well the proposal outlines its intent to satisfy the requirements of the PWS, and how well it describes the benefits and advantages of that approach.
Factor 2: Management Approach - The Government will evaluate the extent to which the offeror's proposed implementation plan that describes the approach to manage the installation of devices demonstrating a high probability of successfully performing the requirements set forth in the PWS, which presents minimal to no risk. The offeror shall describe how it will ensure the appropriate outcomes are achieved, how it will manage the installations of devices nationwide, and how it will monitor and provide coaching support required for all vehicles located throughout the United States.
Factor 3: Warranty – The offeror shall describe the warranty plan to include what is or is not covered and the length of warranty.
Factor 4: Past Performance - The Government will evaluate recent and relevant past performance information that relates closely to the requirement set forth in the PWS. Recent past performance is considered as those efforts that are complete or ongoing during the past three (3) years and relevant past performance is considered as those efforts that are similar in size, scope, and complexity. The Government expects three past performance references to be submitted with each proposal.
THE TECHNICAL EVALUATION CONSISTS OF FACTORS 1 THROUGH 4.
Factor 5: Price. Comparison of the proposed price in the overall evaluation of “best value” to the Government based on the anticipated level of competition. The Government may accept other than the lowest price proposal, if the perceived benefits of the higher proposal are deemed to merit the higher price; that is, the Government shall determine if a higher price, associated with a superior technical proposal is representative of the additional/enhanced capabilities, characteristics, and/or functions of the superior technical proposal, and that those additional/enhanced capabilities, characteristics, and/or functions warrant a trade off for the higher price.
Relative Order of Importance. Factors 1 through 3 are in descending order of importance, and when combined, are significantly more important than price.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
