VENDOR QUESTIONS
SITE VISIT QUESTIONS AND ANSWERS
1. Question: It was mentioned that the date of performance may be earlier than the RFP dates of 19-23 May. Please confirm the dates for onsite work, cutover of the system and training.
Answer: 19-23 May is correct.
2. Question: The RFP response format does not identify a CLIN for miscellaneous materials; such as patch cords, interface cables, panels and other non-Avaya IPO related materials. What CLIN should be used to include the costs for the Miscellaneous Materials?
Answer: Patch cords from the switch to the patch panels (RJ45 connections) should be included as part of the switch installation. Cables for switch to patch panel connectivity would not be considered miscellaneous materials.
3. Question: CLIN 022 identifies Plantronics headsets. The CS540 headset website specifications also recommend an adapter cable for the Avaya 9508 digital telephone set. P/N APV-63 EHS applies to the cable. Should the interface cable be included?
Answer: The interface cable is not required.
4. Question: The IPO system will require a PC to support onsite administration and routine maintenance. Will the government provide a laptop to support this requirement?
Answer: Yes.
5. Question: Will all UTP, riser and demarcation infrastructure be provided by the government?
6. Question: Will the UTP be extended to the modular furniture desktops?
Or does the Avaya IPO contractor need to supply and install long base cords from nearby wall outlets to the modular furniture desktops?
Answer: The Avaya 9508 phones come with phone cords. If an extension is needed it will be provided by the vendor.
7. Question: Will the government provide the racks, overhead cable tray, UPS, main ground and cable management panels to support the Avaya IPO?
8. Question: Will the government provide the MDF termination blocks/patch panels for the Avaya IPO station modules? What make and model will specifically be provided? (Patch panels, DSX, 110 blocks & cable management, etc.)
Answer: The DSX/Patch Panels make and model are unknown at this time. They will have a RJ45 port (front side) for switch connectivity. The switch rack and the DSX/Patch Panel rack will be side by side.
9. Question: Are copies of the building floor plans showing UTP outlet locations available?
Answer: See attachment.
10. Question: Are there rack elevation drawings showing the rack space available for the Avaya IPO system and related cable terminations?
Answer: There are no rack drawings.
11. Question: What are the support requirements for the IPO?
Answer: 1 Year Hardware Warranty on AVAYA Components, with AVAYA
IPOSS 8x5 Coverage.
12. Question: Response Times for routine maintenance
Answer: ASAP on same day of request within the normal operating hours of the HQ, or on a date and time agreed upon at the time the request is made.
13. Question: Emergency Response for Total Outage
Answer: ASAP on same day of request within the normal operating hours of the HQ. Normal hours of access would be 0700 to 1700 central time.
14. Question: To allow time for the vendors to receive and react to answers will the bid response deadline be extended?
Answer: Yes
15. Question: What type of phone solution do you currently have?
Answer: None. This is a new location.
16. Question: How many users do you have in place?
Answer: 0 at this time. There will be approximately 125-130 lines.
17. Question: Do you have one site or multiple locations?
Answer: one
18. Question: Who is your current carrier provider?
Answer: None, this is a new location. AT&T will provide the PRI's/DID's. The
DID's will be PIC'd to Verizon Networx for long distance.
19. Question: Is there a preferred time that works best for you to talk with one of our local partners?
Answer: M-F 0700 - 1530 central time.
20. Question: Will there be any cabling requirements on this project? The proposed technical room is not built out, and the initial thoughts from those on site were that another vendor will be building out the entire cable plant.
Answer: It was conveyed at the meeting that the Navy is doing the construction/build out. The vendor will only be required to provide the cables/connections from the switch to the front of the DSX/Patch
Panels(RJ45), the cables from the faceplates(port#1) to the desk units(cables should come in the box with the phones) and from the PRI ports to the DEMARC from the carrier (AT&T).
21. Question : If other on the cable plant, what will the specifications be on the cable type (ie, Cat6, etc)?
Answer: The Navy is doing the construction/build out and is providing the wiring (Cat6) from the faceplate jacks to the back of the DSX's/Patch Panels
(110connections) in the server/Telco room.
22. Question : Who is responsible for Telco connectivity, and who will coordinate that (dates of turn up, extending demarks, ordering service etc)?
Answer: 9MCD HQ.
23. Question: Who will be responsible for environmentals? I noticed that there was not adequate air conditioning in the proposed room, and possible that the electrical circuits are not segmented from the rest of the grid.
Answer: The facility has HVAC and the electrical requirements will be provided by the Navy during the reconstruction. There will be UPS in the equipment racks provided by the 9MCD HQ. The server/Telco room has not yet been constructed.
