Section C - Descriptions and Specifications

PERFORMANCE WORK STATEMENT

1.0 Introduction

1.1 The Fleet Readiness Center East (FRC East) is a tenant command located within Marine Corps Air Station, Cherry Point, North Carolina.

1.2 The FRC East is charged with the administration of unique repair procedures on various gas turbine engine components including the F404, F402, T64, T58 and T400 engine series.

1.3 Gas turbine engine components suffer cracks and damage due to service exposure.

1.4 Nickel, cobalt, and iron base super alloy turbine components require a Hydrogen Fluride (HF) gas cleaning for removal of oxides and sulfides from their surfaces for subsequent braze repairs.

2.0 Scope

2.1 This Statement of work (SOW) describes the requirements needed to HF clean an assortment of gas turbine engine components including parts in the F404, F402, T64, T58 and T400 engine series. The parts are constructed of nickel and cobalt materials and are shown for relative size in the attached enclosures 1 through 5. The weight of the nozzle rings shown in enclosures 3 and 5 are approximately 10 pounds each and the approximate weights of the nozzle doublets and single segments shown in the other enclosures are 2 and 1 pounds respectively.

2.2 Parts that require HF clean are as follows:

(a) F404 engine high pressure and low pressure turbine nozzles shown in enclosure 1.

(b) F402 engine low pressure stage 1 and low pressure stage 2 nozzles shown in enclosure 2.

(c) T64 engine stage 3 nozzles, shown in enclosure 3.

(d) T64 engine stage 1 and stage 2 nozzles shown in enclosure 4.

(e) T58 engine stage 1 nozzle, referenced in enclosure 4.

(f) T400 engine compressor turbine vane ring (CTVR) shown in enclosure 5.

3.0 Special Tools and Equipment:

3.1 Hydrogen Fluoride Gas Cleaning Furnace

4.0 Technical Requirements:

4.1. Quality Program Requirements:

(a) The contractor shall demonstrate an effective quality control system that will assure all work affecting quality be prescribed in clear and complete documented instruction. Such instructions shall provide necessary criteria for performing the work functions and shall be compatible with acceptance criteria for workmanship. Additionally, these instructions are intended to serve as tools for the supervising, inspection, and managing of work. All records are subject to review by government personnel.

(b) The contractor’s quality program shall be designed to promptly detect and correct assignable conditions adverse to quality and report such deficiencies to the government in a timely manner.

(c) The FRC East reserves the right to review, examine, and qualify the contractor of all work performed in accordance with this work specification

(d) Upon notification by the contractor of unusable condemned items, replacement parts will be supplied by the FRC East. This will ensure total requisition quantity requirements are fulfilled for gas cleaning.

4.2 Hydrogen fluoride gas clean all scheduled turbine parts sufficient for a vacuum diffusion braze operation to be performed when returned to FRC East. The hydrogen fluoride cleaned parts shall allow the filling of existing cracks and voids with a diffusion braze material by capillary action constituting an activated diffusion healing (ADH) of the cracked areas. Acceptable cleanliness limits are a continuous denuded (removal of yttrium, titanium, and aluminum from the surface) layer up to 1 mil max of the base metal surface with up to 3 mils intermittent (spotty). There shall be no continuous intergranular attack (IGA) of the carbide phases, however noncontinuous, intermittent IGA up to 3 mils max is acceptable below the depleted, denuded surface layer.

4.3 All records of data (parameters) on the cleaning runs shall be submitted as a deliverable item.

5.0 Packaging / Shipping:

5.1 Parts will be packaged and shipped at the government’s expense FOB to the contractor’s facility.

5.2 The contractor shall perform HF cleaning of the parts in accordance with the requirement of this Performance

Work Statement and return the parts to the government within seven (7) working days from receipt of the parts at the contractor’s facility.

5.3 The contractor shall package process parts individually to afford protection against damage and contamination during handling and return shipping.

5.4 Processed parts shall be shipped to:
