LIMITED SOURCES JUSTIFICATION
PURSUANT TO FAR SUBPART 8.405-6
1. Agency/Contracting Activity. Cherry Point Satellite Contracting Office, Marine Corps Air Station, Cherry Point, NC. Point of contact for this requirement is Larry Davis, 252.466.7765.
2. Nature/Description of Action: This justification authorizes issuance of a task order against a Federal Supply Schedule pursuant to FAR Subpart 8.4, when restricting consideration of schedule contractors to only one source, for data integrations services.
3. Description of Supplies/Services. The requirement is to acquire services to integrate Bell unique three dimensional models and Boeing unique three dimensional models for the V-22 Osprey aircraft Computer Aided Three-dimensional Interactive Application (CATIA) V4 technical data (3D models) into one (1) single server environment for NAVAIR’s depot field activity located at Cherry Point, NC. The services have been requested for a base period of one year with provisions for one (1) twelve-month option period. The total estimated value of this requirement is $930,148 for the base and option period. The proposed contractor for this effort is Kaseman/KS International, Inc.
4. Authority. The authority permitting other than full and open competition is Federal Acquisition Regulation (FAR) 8.405-6(a)(1))(i)(B), only one source is capable of providing the services at the level of quality required because the supplies/services are highly specialized.
5. Supporting Rationale. The requirement is to acquire services to provide for the V-22 specific, CATIA V4 model data integration effort. This effort does not include the purchase of the CATIA software itself. That software is already owned by the Government as are the data packages that deliver the individual 3D models from Bell and Boeing companies, independently through other contractual vehicles. When the V-22 was designed and built, Bell built the wing of the aircraft and Boeing built the body of the aircraft. Each of these separate companies provides 3D models to the government of their respective parts, however, they are presented with different axis orientations such that the models cannot match up to each other without being integrated. This service will reorient the 3D models in the CATIA V4 software so that the government can properly use them. The contractor will install these V-22 CATIA data models into a single server environment and position these models in their proper axis orientation and provide data quality verifications to the NAVAIR Technical Point of Contact. Kaseman/KS International is the only contractor that NAVAIR has authorized access to the V-22 specific CATIA V4 data models. Proper and high quality V-22 specific CATIA V4 data model integration is necessary to provide the fleet customer with effective NAVAIR engineering services in support of critical Department of the Navy activities such as ongoing and planned organic depot maintenance activities and to support the V-22 aircraft’s current, ongoing deployments to various Overseas Contingency Operations. We need these highly specialized engineering services on an ongoing basis because the V-22 aircraft is still in the acquisition phase and thus new and revised 3-D models are constantly being generated by Bell and Boeing. These new models are introduced to retrofit all existing aircraft inventory with necessary changes and to ensure that newly manufactured aircraft receive the proper modifications. For this reason, new 3-D models will continue to be received from Bell and Boeing for many years to come and will require the integration into the single server environment by the proposed awardee, Kaseman/KS International.
6. Best Value Determination: The Contracting Officer will determine that the order represents the best value to the government. The cost to the Government of the supplies/services covered by this justification will be determined fair and reasonableness based on comparison with the vendor’s GSA Schedule prices. In accordance with FAR 8.404(d), GSA has already determined the prices to be fair and reasonable. The contracting officer will also seek additional discounts before placing the order.
7. Market Research Conducted: Kaseman/KS International is the only contractor that NAVAIR has authorized access to the V-22 specific CATIA V4 data models. Therefore, although other vendors may have knowledge and expertise in general CATIA data integration efforts, they do not have experience with integration of Bell and Boeing Helicopter V-22 Osprey aircraft specific CATIA V4 models into a single server environment for any DOD entity such as for the NAVAIR V-22 FST. This effort requires the capability to conduct the integration and therefore, Kaseman is the only capable source.
However, in an attempt to identify additional sources, sources sought notices were posted at both the Federal Business Opportunities (FBO) and GSA eBuy websites. No responses to the FBO notice were received. One vendor responded to the GSA notice. The information provided was evaluated by the Program Manager and he has confirmed that they do not demonstrate experience with the V-22 model data.
8. Any Other Facts Supporting the Justification. The NAVAIR V-22 FST section office residing at Cherry Point is the only official delivery point in existence within the government for all of the Bell and Boeing V-22 Osprey CATIA V4 models per the contract(s) NAVAIR has with Bell and Boeing.
CATIA is a highly specialized engineering software application that Bell and Boeing, developers and designers of the V-22 Osprey aircraft, chose to use in the design and production phases of the aircraft. The CATIA data generated from their actions is contractually delivered solely to the NAVAIR depot field activity site (Fleet Readiness Center – East, Code 6.8.5.1.2) at Cherry Point, NC. Kaseman/KS International is the only contractor possessing the highly specialized capability, expertise, and access to integrate the data and load the information into a singular database as the authoritative source of accessible, comprehensive, accurate and timely product, engineering, and manufacturing technical data for the V-22 aircraft. The V-22 CATIA data, including the integrated three dimensional models, are accessed frequently by NAVAIR engineers in performance of their assigned fleet support duties to ensure continued operational availability of the V-22 aircraft. The NAVAIR engineers use the CATIA model data for engineering investigations, stress analysis functions, finite element analysis, and many other purposes related to V-22 engineering. Without the integrated models they could not perform these tasks and no one else has the expertise and access to integrate them other than the proposed awardee.
9. Actions Taken to Remove Barriers to Future Competition. Before any subsequent acquisitions for these services are made, additional market research will be conducted to determine if additional sources have become available who are capable of performing the required services.
