● All demolition and abatement (if required) shall be performed in accordance to the Occupational Safety and Health Administration (OSHA) Construction Asbestos Standard, 29 CFR 1926.1101; as well as the Environmental Protection Agency (EPA) Asbestos NESHAP, 40 C.F.R., Part 61, Subpart M.

● All Regulated Asbestos Containing Material (RACM) and ACM greater than 1% by weight [>1%] shall be removed by a licensed asbestos abatement contractor.

● The Contractor shall be required to submit “Form 259-PC” to The Maryland Department of the Environment (MDE). This form must be approved prior to any demolition or abatement work.

ii. Documentation – Prior to any demolition or asbestos abatement, the following information shall be submitted for review, and be approved by the DGS Construction Manager, and the DGS Project Manager:

□ A Physical description of the approximate amount of material to be removed;

□ A description of how materials will be transported and stored on site;

□ A description of the method to be used to transport waste material off site; and

□ The location of the dump site with copies of all disposal tickets;

ACM >1%

□ A copy of the abatement contractor’s license;

□ A copy of the approved MDE Form 259-PC;

□ A description of how all ACM and RACM materials will be abated and removed from the building / site;

□ A description of how materials will be transported and stored on site;

□ A description of the method to be used to transport waste material off site; and

□ The location of the dump site with copies of all disposal tickets;

4. On completion of the removal, the Contractor shall employ an 3rd Party/Independent Industrial Hygienist, approved by the State, to carry out the required inspection and air sampling of areas where hazardous materials were removed. Once an area is cleared, then the remaining work is to be completed.

5. Prior to any work involving welding, grinding etc. of existing pipework the Contractor shall submit for review and comment a Written Work Plan stating any and all fire precautions that will be taken. This includes but not limited to, protection, shielding, removing combustible material from work area, fire extinguishers (type and quantity) etc., in accordance with OHSA Standard

6. To coordinate with Using Agency Representative, DGS Inspector, DGS Project Manager to arrange a suitable date to remove the two steam boilers from service (This will be during the Non-Heating Season). Both Boilers are to be “locked out/tagged out” to ensure that they can only be restored to service when work has been completed on the steam header and associated pipework.

7. The Contractor shall carefully disassemble the existing pipework and associated valves/fittings etc. It is required that the pipework be replaced from the header to beyond the boiler-room wall into the corridor to the next flanged joint and valve exterior to the boiler room. The valve is to be replaced. This will include all valves, pipework, fittings, flanges, hangers, insulation etc.

8. The Contractor shall then install the new valves, pipework, fittings, flanges, hangers, etc. and insulation for a full and complete installation. The Contractor will also install, directly on to the steam outlet of the boiler, one additional new valve, to isolate each boiler. The new pipework etc. shall match in size the existing pipework, and all valves, fittings, gaskets, flanges, nuts, bolts etc. shall be rated for use with steam. The pipework then shall be pressure tested for leaks.

This will be observed by the DGS Project Manager and the DGS Construction Manager.

Note: On the boiler steam header there are valves that appear to have electric actuation and counterweights. The records available do not show the valves, or their function.

Upon removal of the valves, the Contractor and the State shall determine what is the function of these valves, and if they are required as part of the replacement pipework. If this is the case, it will be handled as a Change Order. The Contractor shall price to replace these valves with new, replacement steam pipework in the bid.

9. Prior to the installation of any insulation, all welded joints shall be properly prepared, then coated with a priming undercoat to prevent corrosion.

10. Install insulation to the pipework/fittings/valves etc. in accordance with the manufacturer’s written instructions, code requirements and good trade practice.

11. As required the Contractor will remove the defective thermostatic steam traps/valves/steam bucket traps/air relief valves etc. and replace with new. The Contractor shall supply, if required, the connecting pipe nipples and/or couplings if the existing are damaged. The new/replacement equipment and fittings shall be installed in accordance with the manufacturer’s written instructions, code requirements and good trade practice.

12. Prior to the installation of any insulation, all welded joints shall be properly prepared, then coated with a priming undercoat to prevent corrosion.

13. Install insulation to the pipework/fittings/valves etc. in accordance with the manufacturer’s written instructions, code requirements and good trade practice.

14. Clean all areas of work, remove all debris/waste/excessive materials from site.

15. Provide 3 hard copies of materials and equipment installed.

The contractor should visit the jobsite to familiarize himself/herself with the project and to make any necessary calculations for a complete project.

2. Failure to attend the pre-bid conference shall not relieve the successful bidder from complying with the requirements of this specification at no added cost to the State.

3. Any site visit requiring access to the building must be arranged in advance with the facility personnel as listed in Section L of this specification.
